In the West Bank, Israeli settlers with a military escort assaulted 3 Palestinians in Khallet al-Daba in the Masafer Yatta area and stole their mobile phones. Israeli settlers also vandalized 8 olive trees in Burin. Israeli forces shot and killed 6 Palestinians, including a child, during a raid in al-Fara’a refugee camp. Israeli forces also shot and injured 8 Palestinians, including a child, during raids in Fawwar refugee camp, Kafr Ni’ma, Beit Umar, and Hizma. Elsewhere, Israeli forces arrested the deputy director of the Islamic Waqf in Jerusalem, Sheikh Najeh Bkerat, in Dar Salah. Israeli forces also raided Qarawat Bani Hassan, destroying a memorial erected for a Palestinian killed by Israeli forces on 12/2. An Israeli soldier was shot and injured during a raid in Ya’bad. In East Jerusalem, Israeli forces violently dispersed Palestinians heading for the Haram al-Sharif compound. In Gaza, Israeli forces bombed Jabalia refugee camp, Gaza City, Nuseirat refugee camp, Khan Yunis, Rafah, and Dayr al-Balah, killing around 350 people. Israeli airstrikes targeted the Yaffa Hospital in Dayr al-Balah, Al Amal Hospital in Khan Yunis, and Palestinians queuing for water in Khan Yunis. Rockets were fired at Israel; no damage was reported. 4 Israeli soldiers were killed in combat. In Lebanon, Israeli forces attacked a military hospital in Ain Ebel, causing damage. Israeli forces also injured 3 Lebanese soldiers in Naqoura. In Syria, Israel said it attacked several targets near the Israeli-occupied Golan Heights. 4 people were reportedly killed in an airstrike on a car in Madinat al-Baath. More than 17,487 Palestinians have been killed by Israeli forces in Gaza, including at least 7,729 children and 5,153 women, and around 46,480 have been injured since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 264 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 68 children. More than 3,387 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 97 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/3, at least 52,000 housing units had been destroyed and 253,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. UNRWA said that at least 273 Palestinians sheltering at its shelters have been killed and 966 injured in Israeli attacks since 10/7. Rafah remained the only governate to receive aid. 4 injured Palestinians and 585 foreign nationals were evacuated to Egypt while 13 humanitarian staff and 11 ambulances donated by Turkey entered Gaza. Hamas said an Israeli attempt to free a captive failed, leading to the death of the captive, Israeli solider Sa’ar Baruch. Israel said 2 Israeli soldiers were seriously injured in the rescue attempt. (AJ, HA, NYT, REU 12/8; AJ, HA 12/9)

Al Jazeera said a number of the Palestinians taken by Israeli forces from UN schools in Beit Lahiya on 12/7 and stripped to their underwear were released, while others were taken to a military base in Israel, including Al-Araby Al-Jadeed journalist Diaa al-Kahlout. (AJ, AP, NYT 12/8)

The Israeli Education Ministry ordered school principals in East Jerusalem to suspend Palestinian students who were released as part of the prisoner exchange last week until 2024. (HA 12/8)

Israeli defense minister Yoav Gallant signed an order to place an Israeli settler in administrative detention for attacks on Palestinians. Gallant also spoke with U.S. secretary of defense Lloyd Austin, who urged him to “increase efforts to protect civilians in Gaza, increase delivery of humanitarian assistance, and curb extremist settler violence in the West Bank.” Israel said an Israeli military helicopter killed an Israeli soldier during an attack on a building in Gaza last week. A UN Security Council resolution calling for ceasefire and the unconditional release of the Hamas-held captives was vetoed by the U.S., with the UK abstaining and the remaining 13 members voting in favor. Before the vote, PA UN envoy Riyad Mansour said the objective of the Israeli campaign was to ethnically cleanse Gaza, adding Israeli representatives were publicly admitting it. U.S. UN ambassador Robert Wood said the Hamas attack on 10/7 was the “worst attack on our people” in decades. After the vote Wood explained the veto, calling the resolution imbalanced for not condemning Hamas’ operation on 10/7. UNRWA commissioner-general Philippe Lazzarini said the constant Israeli bombings have made UNRWA’s ability to operate extremely limited. After the vote, Mansour called the U.S. vote a disaster. Hamas called the veto “unethical and inhumane.” Israeli UN ambassador Gilad Erdan thanked the U.S. for “standing firmly by our side.” Human Rights Watch UN director Louis Charbonneau said that the U.S. risks being complicit in Israeli war crimes by continuing to provide weapons and diplomatic cover. During an interview with Reuters, PA president Mahmoud Abbas called for an international conference to end the war in Gaza and to create the foundations for a lasting end to the Israeli occupation. Abbas said he was for “peaceful resistance” that led to a 2-state solution with a sovereign Palestinian state in Gaza, the West Bank, and East Jerusalem. Abbas also said he would accept a future election result if Hamas won. Israeli prime minister Benjamin Netanyahu reiterated his opposition to the PA governing Gaza after Bloomberg News ran an interview with PA prime minister Mohammed Shtayyeh on 12/7, where he said the PA was working with the U.S. in preparation for taking over the governing of Gaza. (AJ, HA 12/8)

French president Emmanuel Macron spoke with Prime Minister Netanyahu, urging him to open the Karem Abu Salem (Kerem Shalom) crossing and calling on Israel to protect civilians in Gaza and the West Bank. (AJ, HA 12/8)

The Arab-Islamic Summit Ministerial Committee met with U.S. secretary of state Antony Blinken, discussing the need for an immediate ceasefire in Gaza. The committee expressed their disappointment with the U.S. veto at the UN Security Council. The committee was represented by foreign ministers from the PA, Turkey, Qatar, Saudi Arabia, Jordan, and Egypt. Qatari prime minister Sheikh Mohammed bin Abdulrahman Al Thani and Saudi foreign minister Faisal bin Farhan Al Saud also met with Blinken separately, calling for a ceasefire. The Biden administration bypassed congressional review of the sale of 14,000 tank shells to Israel worth $106.5m. The European Commission announced that the EU will provide Palestine with at least $135 million in humanitarian aid through 2024. (HA 12/8)

In the West Bank, Israeli forces shot and killed 1 Palestinian during a late-night raid in Nur Shams refugee camp. Israeli bulldozers caused extensive damage during the raid, including to the main road leading to Tulkarm. Later in the day, PA forces opened fire at Islamic Jihad members in the camp; no injuries were reported. Israeli forces also shot and killed 1 Palestinian minor near az-Zubaidat, claiming he had shot and injured 1 Israeli soldier. Elsewhere, Israeli forces shot and injured 1 Palestinian with live ammunition during a raid in Bayt Umar; the soldiers also fired tear gas near a school, causing tear-gas related injuries among students and staff. Israeli forces also confiscated 1 tractor near Yatta and 1 road roller in al-Zawiya. 17 Palestinians were arrested during late-night raids in Halhul, al-Arroub refugee camp, Ya’bad, al-Am’ari refugee camp, Birzeit, Kafr ‘Aqab, and ‘Anata. In East Jerusalem, 1 Palestinian school in Kafr ‘Aqab was set on fire after it was forced to teach the Israeli curriculum instead of the PA curriculum. Hamas spokesperson Hazem Qassem said the Israeli decision on 9/4 to close the Karim Abu Salem (Kerem Shalom) crossing would lead to an increase in tensions between Palestinians in Gaza and Israel. Israeli military chief of central command Yehuda Fuchs said he will issue an administrative restriction order for Elisha Yered, a settler who took part in the raid on Burqa on 8/4 where 1 Palestinian man was killed. The order would prevent Yered from leaving the northern part of the Jordan Valley. (HA 9/5)

Israeli finance minister Bezalel Smotrich said the Israeli government will start deducting additional funds from the PA taxes Israel collects to pay for the PA’s debt to the Israel Electric Corp (IEC). A spokesperson for Smotrich said the amount would be $5.2 million to $7.8 million per month depending on how much energy the PA purchases from the IEC. PLO secretary-general Hussein al-Sheikh, head of PA intelligence Majed Faraj, and PA president Mahmoud Abbas’ foreign policy advisor Majdi Khaldi arrived in Riyadh for meetings with Saudi and U.S. officials, including National Security Council Coordinator for the Middle East and North Africa Brett McGurk, to discuss the Palestinian aspect of the potential Saudi-Israeli normalization deal. Khaldi told the New York Times that the PA demand is the implementation of the Arab Peace Initiative. U.S. president Joe Biden nominated former Treasury Secretary Jack Lew to be the next U.S. ambassador to Israel. Lew will have to be confirmed by the U.S. Senate to be instated. Lew sits on the U.S. board of directors for the National Library of Israel, a partly Israeli state-owned institution. If confirmed, Lew will replace Chargé d’Affaires ad interim Stephanie Hallett who has led the embassy since Tom Nides resigned in July. (AJ, ALM, AX, HA, MEE, NYT, REU 9/5)

Haaretz reported that Israel continued to sell weapons to Myanmar after a U.S. and EU arms embargo was placed on the country and despite the Israeli government claiming it had ended arms sales to the country in 2018. (HA, MEE 9/5)

Papua New Guinean prime minister James Marape and Israeli prime minister Benjamin Netanyahu inaugurated the Papua New Guinean embassy to Israel in Jerusalem. Marape cited his Christian beliefs in making the decision to open the embassy in Jerusalem, which Israel will fund for the first 2 years. PLO Executive Committee member Wasel Abu Yousef said that Israel was “looking for any country – even if that country can only be seen under a microscope – so it can claim there are countries opening embassies in Jerusalem.” A picture circulating on social media showed the embassy completely empty, except for the embassy plague, the day after the inauguration. In the West Bank, an Israeli settler rammed a 4-year-old Palestinian in Kisan, causing life-threatening injuries. Israeli settlers also threw stones at Palestinian vehicles traveling near al-Bireh and Shufa and vandalized a barn in Khirbet Makhul. Israeli forces raided Arrabah, assassinating 3 Palestinians sitting in a car, including a minor. Israeli forces also issued 15 demolition and stop-work orders for homes and 2 demolition notices for walls on agricultural lands in Yatma. 5 Palestinians were arrested during a late-night raid in Burqa; Israel said the arrests were related to the settler attack on Burqa on 8/4. 5 others were arrested during late-night raids in Hebron, Fawwar refugee camp, Bayt Awa, and Rumana. In East Jerusalem, 2 Palestinians were arrested during late-night raids. In the Naqab, Israeli police detained and deported a Palestinian woman to Gaza after stopping her and examining her papers. The woman, who had lived in Israel since 1992 after marrying a Palestinian citizen of Israel, was forced to leave her 12 children behind, including 4 minors. The Israeli organization Retired Police Commissioners and Major Generals’ Forum sent a letter to Police Commissioner Kobi Shabtai and Shin Bet Director Ronen Bar warning that National Security Minister Itamar Ben-Gvir is trying to interfere in the investigation into the settler terror attack on Burqa on 8/4 after he praised 2 of the arrested settlers, saying the suspects should get a “medal of honor.” (JP, TOI, TOI, WAFA 8/6; MEMO 8/7)

The Israeli public broadcaster KAN reported that Israeli finance minister Bezalel Smotrich blocked the funding of a preparatory course that would help Palestinians living in East Jerusalem get admitted to Israeli universities. $54 million had been allocated to the program. (JP, TOI 8/6; JP 8/7)

In the West Bank, Israeli settlers set up tents near Yasuf. Israeli settlers also set up a caravan and brought livestock near Jericho. Israeli forces demolished a Palestinian-owned mobile home in Wadi al-Amayer in the Masafer Yatta area. Israeli forces also shot and injured 3 Palestinians with live ammunition and 2 with baton rounds during a demolition raid in al-Mughayyir; 1 public park was demolished. 6 Palestinians were arrested during late-night raids in Sa’ir, al-Arroub refugee camp, Jenin, and al-Mughayyir. Fighting resumed in Ain al-Hilweh refugee camp in Lebanon after 6 were killed on 7/29 and 7/30 and despite a ceasefire taking effect in the evening of 7/30. 5 were reportedly killed, raising the death toll to 11; 40 have been injured in the 3 days of fighting. 28 Palestinians living in Israel were murdered in July, up from 25 in June and 24 in May, as the homicide rate in Palestinian communities continued to rise. Palestinian citizens of Israel have for several years called on the Israeli police to adequately address the situation. 138 Palestinian citizens of Israel have been murdered so far in 2023, up from 111 in 2022. Axios reported that Mossad chief David Barnea visited Washington earlier this month to discuss the U.S. aiding Saudi Arabia with its nuclear program as part of the potential normalization deal with Israel. (AX, HA 7/31)

A Moroccan man was sentenced to 5-years in prison for a Facebook 2020 post that was critical of Morocco’s normalization of relations with Israel. The Moroccan court found that his post “could be interpreted as criticism of the king.” (GDN, HA, MEMO 8/3)

In the West Bank, Israeli settlers set fire to agricultural fields near Burin. Armed Israeli settlers also raided Arab al-Mleihat, intimidating Palestinians. Elsewhere, Israeli settlers also assaulted 2 Palestinians and attempted to set fire to their tent in Tuqu’. In East Jerusalem, Israel forced 1 Palestinian family to demolish their own home in Bayt Hanina. Off the coast, Israeli naval forces opened fire at Palestinian fishermen west of al-Sudaniyya and Rafah; no injuries were reported. In Tamra, Palestinian citizens of Israel protested the Israeli government’s failure to address the rising murder rate in Palestinian communities. In the West Bank, Israeli settlers let their sheep graze on wheat and barley crops and set up a tent on Palestinian-owned land near al-Tuba in the Masafer Yatta area. Israeli forces uprooted olive, almond, and grape trees in Husan and assaulted 2 Palestinians trying to fend the soldiers off. Israeli forces also shot and injured 1 Palestinian minor during a raid in ‘Azzun. Elsewhere, Israeli forces demolished homes, agricultural structures, and water tanks in Sawahira al-Sharqiya. 13 Palestinians were arrested during late-night raids in Fawwar refugee camp, Beit Kahil, Beit Umar, Birzeit, al-Jalamah, Jalbun, Qalandia refugee camp, Aqabat Jaber refugee camp, and Ein as-Sultan. 1 Palestinian was shot and injured with live ammunition and others suffered tear-gas related injuries during the raid in Fawwar refugee camp. 1 Palestinian was also injured with live ammunition during the raid in Ein as-Sultan. The National Council of Arab Mayors in Israel staged a protest outside of Prime Minister Benjamin Netanyahu’s office, calling on the government to tackle organized crime in Palestinian communities in Israel as the murder rate continued to soar. (HA 7/17)

Israeli state-owned channel Kan 11 reported that the Israeli government will approve the transfer of $36 million earmarked for Palestinian communities in Israel to funding for married yeshiva students. The $36 million was budgeted to improve infrastructure and education in Palestinian majority towns during the Lapid-Bennett government. (HA, HA 7/19) 

United Torah Judaism MK Yakov Asher presented a bill to the Knesset Interior and Environment Committee that would allow the transfer of tax revenue from industrial zones in Israel to West Bank settlements. (HA 7/17)

U.S. president Joe Biden spoke with Israeli prime minister Benjamin Netanyahu in a phone call, inviting Netanyahu to meet him in the U.S. later in 2023. National Security Council spokesperson John Kirby said Biden “stressed the need to take measures to maintain the viability of a two-state solution.” It was reported that Netanyahu promised not to advance more settlement construction until the end of 2023, a promise Netanyahu’s office denied in Israeli media. Israel said that it has recognized Morocco’s sovereignty over Western Sahara, a part of Israel and Morocco’s normalization deal. Morocco said Israel is considering opening a consulate in Dakhla. In the West Bank, PA security forces, dressed in civilian clothes, violently dispersed Palestinian students and staff protesting the dismissal of 10 students from the Islamic bloc and 5 employees at An-Najah National University in Nablus, causing several injuries from beatings and pepper spray. The Iranian news agency Tansim said 1 of its Palestinian reporters was abducted by Palestinian gunmen while covering the events before being beaten and warned against writing negatively about the PA. Israeli settlers threw stones at Palestinian vehicles traveling between Nablus and Jenin. Israeli settlers also vandalized 8 olive trees in Qaryut. Israeli forces evicted 4 Palestinians from their land in Wadi Fukin. 12 Palestinians were arrested during late-night raids in Ramallah, Tuqu‘, Bethlehem, Surif, al-Tabaqa, Nablus, Far‘un, Rumana, and Aqabat Jaber refugee camp; Israeli forces violently dispersed Palestinians protesting the raid in Nablus, injuring 2 with shrapnel. EU commission president Ursula von der Leyen announced that the frozen $224 million in economic aid to the PA from 2021 had been unfrozen and would be transferred to the PA. The announcement came ahead of a meeting between President von der Leyen and PA prime minister Mohammed Shtayyeh in Ramallah. Von der Leyen later met with Israeli prime minister Naftali Bennett and president Isaac Herzog. The EU funding to the PA was frozen due to 1 Hungarian commissioner’s concern over “incitement” in PA schoolbooks. Prime Minister Shtayyeh also met with his Italian counterpart Mario Draghi. Israel’s deputy religious affairs minister Matan Kahana of the Yamina party was filmed telling Israeli high schoolers in the Efrat settlement that “if there was a button that could be pressed, that would remove all the Arabs from here, send them on an express train to Switzerland—where they would live an amazing life, I wish them all the best in Switzerland—I would press that button. . . . there is no such button. We were probably meant to [co]exist here on this land in some form,” Palestinian members of the Israeli parliament attacked Kahana for his remarks and he later apologized for wording his statements poorly. The U.S. White House expressed concern over negotiations between the Israeli spyware company NSO Group and the American defense contractor L3Harris for the latter to buy technology from the former. The deal would see NSO Group removed from the U.S. department of commerce’s blacklist and would transfer NSO’s clients in the U.S., UK, Australia, Canada, and New Zealand, and possibly EU and NATO countries to L3Harris. The New York Times later reported that the negotiations had collapsed after they were made public and that U.S. intelligence officials had backed L3Harris’s potential acquisition of NSO Group. The Israeli supreme court ruled that the PA may by liable for damages to Israeli victims of attacks by Palestinians, citing payments to Palestinian prisoners in Israeli jails and their families by the PA. The Israeli cabinet voted to form a committee to study the possibility of revoking social benefits from Palestinian citizens and residents of Israel who are related to Palestinians charged with committed terror activity. In the West Bank, Israeli settlers vandalized more than 20 Palestinian-owned vehicles in al-Bireh with racist graffiti and by slashing tires. Israeli settlers with military escort brought their cattle to graze on Palestinian lands, leading to a confrontation between Israeli soldiers and Palestinians; tear-gas related injuries were reported. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Burqa and the Za‘atara checkpoint, causing damage. Israeli forces razed an olive grove in Wadi Fukin, uprooting 30 olive trees. Israeli forces also raided Qalandia refugee camp, injuring 7 with rubber-coated bullets and dozens of others with tear gas; 1 was arrested. 9 other Palestinians were arrested during late-night raids in Abu Shukheidim, Jalazun refugee camp, Tuqu‘, Hebron, Nablus, and Awarta. The Palestinian man, who was a resident of Hura, was said to be a supporter of ISIS and was reportedly arrested in 2015 and 2016 for attempting to join ISIS in Syria. In a report to the UN Human Rights Council, the UN special rapporteur Michael Lynk charged Israel with committing crimes of apartheid. Haaretz reported that the Israeli military did not know that AP and Al Jazeera had offices in al-Jalaa high-rise in Gaza before deciding to level it on 5/15. Top officials in the Israeli military, including chief of staff Aviv Kochavi, were alerted to the fact after the decision was made to target the building, but before the strike was carried out, and nevertheless decided to go ahead with the strike. The Washington Post reported that Israel has a secret program called Blue Wolf that includes a large database of pictures of Palestinians taken by Israeli soldiers incentivized with prizes. The pictures are then used to enhance Israel’s facial recognition technology, allowing the occupation to monitor the movements of Palestinians in the West Bank. The sources told The Post that Israeli soldiers have an app on their phone called Wolf Pack, which contains pictures, family history, education, and a security rating for “virtually every Palestinian in the West Bank.” As part of the surveillance program, Israel has installed face-scanning cameras in Hebron. 1 former Israeli soldier told the Post that in some cases, Israel can see into Palestinian private homes. Front Line Defenders published an investigation showing that the Israeli NSO Group’s Pegasus spyware had been used to spy on 6 Palestinian human rights activists, including 1 field researcher working for Al-Haq, the executive director of Bisan Center for Research and Development—a U.S. citizen—1 Palestinian lawyer who works for Addameer and had his permanent residency in East Jerusalem revoked on 10/18, and 3 unidentified Palestinians. Front Line Defenders investigated 75 iPhones and found 6 were infected with Pegasus spyware, later confirmed by Citizen Lab and Amnesty International. The 3 named victims work for organizations deemed to be terrorist groups by Israel’s defense minister Benny Gantz on 10/22 for alleged connections with the PFLP.
