Israeli forces also fatally shoot a 14-year-old Palestinian during a raid in Ein as-Sultan refugee camp. Elsewhere, Israeli forces fatally shoot 2 Palestinians near Sa’ir, saying they tried to break through a checkpoint. Israeli forces also shoot and injure 1 Palestinian during a raid in Deir Sammit. Meanwhile, Israeli forces issue stop-work orders for several homes in Furush Bayt Dajan and 2 homes in Duma. Israeli forces arrest 40 Palestinians during late-night raids in and around Hebron, Nablus, Ramallah, Bethlehem, and Jenin. In East Jerusalem, Israeli authorities order owners of 200 homes and other facilities in the Old City to demolish or partially demolish their property, saying they were built illegally after 2015. In Gaza, the telecommunications outage from 1/12 continues for the third day in a row. Israeli forces bomb Beit Lahiya, Dayr al-Balah, Nuseirat refugee camp, Rafah, Gaza City, and Khan Yunis, killing at least 125 people, including 2 Paltel workers trying to restore telecommunications services and 3 relatives of MK Ahmad Tibi in Nuseirat refugee camp. Heavy rain mixed with sewage flood homes and tents in Gaza City, Khan Yunis, and Rafah. Near the Blue Line, Israeli forces fatally shoot 4 people in Shebaa Farms; the Alez al-Islami Brigades say the 4 men were members of their organization. A guided missile fired from Lebanon kills 2 Israelis in Yuval. Israeli forces conduct airstrikes 20 miles north of the Blue Line. More than 23,868 Palestinians have been killed by Israeli forces in Gaza, including at least 16,350 women and children, and around 60,582 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 345 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 87 children. More than 4,197 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 186 Israeli soldiers have been killed and 1,113 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 69,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 64 trucks carrying aid enter Gaza via the Rafah crossing, while 113 trucks enter via the Karem Abu Salem (Kerem Shalom) crossing. The Israeli military releases data on the 100th day of its assault on Gaza, saying it has bombed 30,000 locations, arrested 2,300 Palestinians in Gaza and 2,650 in the West Bank, and killed 9,000 militants in Gaza. U.S. National Security Council spokesperson John Kirby says it is time for Israel to start transitioning to a “lower intensity” operation in Gaza. President Joe Biden marks the 100th day of Israel’s war by releasing a statement that does not mention the killing of Palestinians but instead focuses on the Israelis held captive in Gaza. Chinese foreign minister Wang Yi says during a press conference with Egyptian foreign minister Sameh Shoukry in Cairo that there should be an international peace conference to set a timetable for the implementation of a 2-state solution. (HA 1/14)

Axios reports that President Biden’s patience with Israeli prime minister Benjamin Netanyahu is running out, citing unnamed U.S. officials. Biden is said to have spoken to Netanyahu almost every other day since 10/7 until a phone call on 12/23 where Biden ended the conversation in anger over Israel withholding the PA’s tax revenue, not allowing enough aid to enter Gaza, the intensity of the Israeli bombing of Gaza, and the lack of engagement on plans for after Israel’s war. Senator Chris Van Hollen (D-MD) tells Axios that “Netanyahu has given Biden the finger” at every juncture and that the Biden administration pleads with Netanyahu but gets “slapped in the face over and over again.” Axios also says Secretary Blinken’s visit to Israel earlier in the week was contentious due to the Israeli refusal to pay the PA its full tax revenue. Israeli Channel 12 reports that war cabinet member Gadi Eisenkot pressed the rest of the war cabinet to make a deal with Hamas to free the remaining captives, however, Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant reportedly disagreed, saying military pressure is the only way forward. Channel 12 also reports that the Bank of Israel expects the war on Gaza to cost $54 billion between 2023 and 2025. So far, the war has cost Israel $6.6 billion. (AJ 1/14)

In the West Bank, Israeli settlers assaulted 1 Palestinian man and stole his donkey in Halaweh in the Masafer Yatta area. Israeli forces shot and injured 5 Palestinians during a raid in Jenin refugee camp, including 1 who was rushed to a hospital in Haifa for treatment; 3 were arrested. Israeli forces also demolished 1 Palestinian home in Tura. 11 Palestinians were arrested during late-night raids in Kobar, Kafr Malik, Tammun, ‘Askar refugee camp, Kafr Qaddum, al-Eizariya, and Deir Sammit; 1 Palestinian was injured by live ammunition during the raid in Tammun. In East Jerusalem, Israeli forces assaulted and arrested 1 Palestinian woman in the Old City, claiming she had tried to stab an Israeli police officer. The Israeli Attorney General’s office informed the family of Eyad Hallaq that it would not appeal the decision of the Jerusalem District Court to acquit the police officer who shot and killed Hallaq in Jerusalem on 5/30/2020. 5 were killed and 6 wounded during clashes in Ain al-Hilweh refugee camp in Lebanon. According to Palestinian officials the violence broke out on 7/29 after an unknown gunman tried to assassinate Mahmoud Khalil from al-Shabab al-Muslim, killing his companion. Fatah said Commander Ashraf al-Armouchi, who was in charge of security in the camp, and 4 others were killed. The Lebanese army said 1 mortar shell had hit a base outside of the camp, injuring 1. Palestinian factions met in El Alamein in Egypt to discuss reconciliation. Islamic Jihad boycotted the meeting due to PA arrests of its members in the West Bank. After the meeting, PA president Mahmoud Abbas released a statement saying, “I consider today’s meeting of the general secretaries of the Palestinian factions a first and important step in continuing our dialogue,” and announced a committee to continue the dialogue. Earlier in the day Hamas had called on the PA to end security coordination with Israel and to stop political arrests. President Abbas also met with Egyptian intelligence chief Abbas Kamel before the reconciliation talks. The Knesset passed a law to add stricter punishment for “nationalistically” motivated sex crimes. 6 Palestinian MKs and Gilad Kariv of the Labor Party voted against it. In the West Bank, Israeli settlers damaged Palestinian property in the old vegetable market in the old city of Hebron, which has been closed to Palestinians by Israel since 2000. Israeli settlers also slashed tires of 25 Palestinian-owned vehicles and wrote racist graffiti on nearby walls in Salfit. Israeli forces forced Palestinian vendors in Huwwara to close their shops. Israeli forces also raided the home of a former Palestinian prisoner in Zeita, informing him that they will temporarily seize 2 floors of his home for a military outpost. 8 Palestinians were arrested during late-night raids in Tubas, Ramallah, ad-Doha, Zeita, and Deir Sammit. In East Jerusalem, 119 Israeli settlers toured the Haram al-Sharif compound. 1 Palestinians was arrested in Isawiya. The Knesset repealed part of the 2005 Disengagement Law, allowing Israelis to enter the Homesh, Sa-Nur, Ganim, and Kadim settlements that were evacuated in 2005 and potentially buy or be allocated land to repopulate the settlements. U.S. State Department deputy spokesperson Vedant Patel called the law inconsistent with Israeli commitments made in Sharm El Sheikh on 3/19 and stated that the bill contradicts commitments made by Ariel Sharon to George Bush when the law first passed. In the West Bank, 2 Israeli settlers were wounded by gunfire near Joseph’s Tomb. Israeli settlers opened fire at Palestinians in Kisan; no injuries were reported. Israeli settlers also threw stones at Palestinian vehicles traveling near the Yitzhar settlement, damaging 3. Israeli forces shot and injured 4 Palestinians with live ammunition, 5 with baton rounds, and 13 with shrapnel, and fired an anti-tank missile at a home during an arrest raid in Rujeib. Israeli forces also placed dirt mounds at the main entrance to Silwad. 13 Palestinians were arrested during late-night raids in Zeita, Deir al-Ghusun, Attil, Seida, Huwwara, Tubas, Qalqilya, Jenin, Beit Umar, and Deir Sammit. An Israeli district court in Beersheba sentenced the former director of World Vision in Gaza, Mohammad al-Halabi, with another 6 years in prison, in addition to the 6 years he has already spent in Israeli prison. Human Rights Watch’s Israel and Palestine director Omar Shakir called the sentencing “a profound miscarriage of justice . . . In the West Bank, Israeli settlers used pepper spray and stones to attack Palestinians in Kisan. Israeli settlers also stole 1 water tank from a Palestinian in al-Maleh. Israeli forces demolished 1 Palestinian home under construction in Aqabat Jaber refugee camp. 14 Palestinians were arrested during late-night raids in Deir Sammit, Zeita, al-Yamun, Nablus, Kafl Haris, Salfit, Aida refugee camp, and Bayt Jala. In East Jerusalem, 1 Israeli settler shot and injured 1 Palestinian man who allegedly stabbed another settler with a screwdriver in the Ramot settlement. 1 Palestinian was arrested during a late-night raid in Shu‘fat refugee camp. In Gaza, after claiming that gunfire from Gaza hit an industrial building in Israel, Israeli forces conducted air strikes on 2 structures near Beit Hanun; no injuries were reported. Israeli defense minister Benny Gantz ordered Israeli police and military forces to prevent followers of the Nachala settlement organization from setting up settlement outposts in the West Bank, as the organization had publicly announced its plans to erect settlement outposts for months. In the West Bank, Israeli settlers wrote racist graffiti on houses and slashed the tires of Palestinian-owned vehicles in Fara‘ata. Israeli settlers also rammed 2 Israeli soldiers with their cars at a checkpoint near the Homesh settlement outpost. Israeli forces delivered a demolition notice for 1 Palestinian home in Kisan and stop-work orders for 1 school and 8 residential and agricultural structures in Shaab al-Batn in the Masafer Yatta area. In Gaza, Israeli forces made incursions and leveled land near Beit Hanun. 16 Palestinians were arrested during late-night raids in Bayt Rima, Tulkarm, Tubas, Marah Rabah, Bethlehem, Hebron, Deir Sammit, as-Samu, and Yatta. In the West Bank, Israeli settlers vandalized some 100 olive trees east of Bethlehem. Israeli forces delivered demolition orders against 2 Palestinian-owned homes in al-Twana. 26 Palestinians were arrested during late-night raids in Jericho, Aqabat Jaber refugee camp, Ein as-Sultan, Jiftlik, Jalazun refugee camp, Qatanna, Beit ‘Anan, Deir Sammit, Qarawat Bani Hassan, and Jenin. In East Jerusalem, 1 Palestinian family demolished their own home in Jabel Mukaber. An Israeli court ordered the Salem family in Sheikh Jarrah to leave their home between 1 March and 1 April. The eviction will displace 10 Palestinians, including 4 children. (WAFA 1/31; MEMO 2/1)

The Israeli military said it had sent its findings relating to the death of an 80-year-old Palestinian American man who died while being detained by Israeli forces on 1/12 to the U.S. A statement said that the military’s investigation had found wrongdoing, moral failure, and failure of judgement in relation to the death. The commander of the Netzeh Israel unit was rebuked, and 2 company and platoon commanders were dismissed, but no one was held directly responsible for the killing of the Palestinian man. U.S. state department spokesperson Ned Price said on 2/1 that the U.S. “expects a thorough criminal investigation and full accountability in this case.” PA prime minister Mohammed Shtayyeh called the military investigation a “sham” and pointed out that Israel only conducted the investigation due to the man’s American citizenship. An Israeli military court convicted 1 member of Hamas for attempted manslaughter in relation to the killing of 1 Israeli soldier in on 8/7/2019. The Palestinian man was not at the scene of the murder. (HA 2/1)

PA president Mahmoud Abbas spoke with U.S. secretary of state Antony Blinken in a phone call. According to a state department readout of the conversation, the 2 spoke about “the importance of strengthening the U.S. relationship with the Palestinian Authority and the Palestinian people, as well as the need to improve quality of life for Palestinians in tangible ways . . . Israel’s defense minister Benny Gantz defended his meeting with PA president Mahmoud Abbas during a session at the Knesset, saying that it is in Israel’s interest to strengthen the PA. Gantz further stated, “[w]hether we like it or not, the Palestinian Authority is the legitimate and recognized leadership of our neighbors and has been for years.” (HA 1/31; MEMO 2/1)

Lebanon said it had arrested 35 people claiming to be Israeli spies working to infiltrate Palestinian organizations in Lebanon, Hezbollah, and the Lebanese intelligence agency. 15 had since been released, as Lebanon found that they were not spies working for Israel, and Lebanese intelligence confirmed that at least 12 were connected to Israel. In the West Bank, Israeli settlers vandalized 46 olive trees in Burin. Israeli settlers also threw stones at Palestinian vehicles traveling near Bizariya, damaging 1. Israeli forces detained 25 Palestinians for 8 hours during the night in Hizma. 3 Palestinians were arrested during late-night raids in Deir Sammit and Silat al-Harithiya. In East Jerusalem, Israeli forces shot and injured 3 Palestinians using live ammunition during a late-night raid in Kafr ‘Aqab; 2 were arrested. Israeli forces also violently dispersed Palestinians protesting an arrest raid in Silwan with tear gas and skunk water; 2 were arrested. Elsewhere, Israeli forces summoned 10 members of Fatah for questioning at the Oz and Moscovia interrogation centers. B’Tselem released footage that 1 of its activists had recorded in September, showing Israeli soldiers in Hebron rounding up 13 Palestinian children in the middle of the night and taking photos of them, asking them to say “cheese” for the camera. EU high representative for foreign affairs Josep Borrell told the Ad Hoc Liaison Committee that Israel has not provided the EU with any evidence proving their accusations that 6 Palestinian rights organizations are terrorist entities. PA prime minister Mohammed Shtayyeh was also present at the meeting and criticized the new Israeli government’s approach to Palestinians and stance against a 2-state solution. Qatar and Egypt signed a deal to supply fuel and building supplies to Gaza during the Ad Hoc Liaison Committee meeting. The deal will see Qatar pay Egypt for oil and gasoline which will be given to Hamas and distributed at gas stations in Gaza and some funds will be directed at vulnerable families in Gaza and to help pay civil servants.
