In the West Bank, a Palestinian man from East Jerusalem driving with Israeli license plates on his car is shot and killed in a drive-by shooting near the Ofra settlement north of Ramallah; it is unclear who the assailants are. Israeli settlers uproot 250 olive trees in Khallet al-Nahlah. Israeli settlers also assault several farmers and steal agricultural equipment in Maeen in the Masafer Yatta area. Elsewhere, Israeli settlers raid al-Juwaya in the Masafer Yatta area and Shuwe’er in the Jordan Valley, assaulting Palestinians. Israeli forces raid Jenin, killing 7 Palestinians in a drone strike in Jenin; 1 Israeli soldier is killed and 3 others are injured when an explosive device hits their car during the raid. Israeli forces also shoot and kill 3 Palestinians, including a 3-year-old girl, at a checkpoint near Beit Iksa; Israel claims the 2 adults had rammed and injured an Israeli soldier and says the girl was accidentally shot and killed and was in a different car not related to the alleged ramming incident. Elsewhere, Israeli forces shoot and kill a Palestinian man and injure another during a raid in Abwein. Israeli forces also assault a Palestinian near Deir Sharaf. In Gaza, Israeli forces bomb Khan Yunis, Maghazi, Faluja, Jabalia refugee camp, Nuseirat refugee camp, Dayr al-Balah, and Rafah, killing at least 85 people, including Al Jazeera Gaza bureau chief Wael Dahdouh’s son Hamza, who is also a journalist, and his colleague Mustafa Thuraya in an airstrike on their car in Khan Yunis. Israel has targeted Dahdouh and his family previously, killing his wife, 2 of his other children, and a grandchild among other relatives in October and injured Dahdouh in December. Medical Aid for Palestinians and the International Rescue Committee say their staff have been forced to evacuate al-Aqsa Martyrs Hospital due to Israel declaring the area around the hospital a “red zone.” Rockets are fired at Sderot, Yakhini and Nirim, lightly injuring 1 in Yakhini. In Lebanon, Hezbollah militants fire a missile at an Israeli tank across the Blue Lin near Metula. Israeli forces attack Aita al-Shaab, Bint Jbeil, and Majdal Zoun. More than 22,835 Palestinians have been killed by Israeli forces in Gaza, including at least 8,800 children and 6,300 women, and around 58,416 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 330 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 81 children. More than 4,042 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7, including Israeli soldiers. In addition, 174 Israeli soldiers have been killed and 1,023 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/23, at least 65,000 housing units had been destroyed and 290,000 had been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 102 trucks carrying aid enter Gaza via the Rafah and Karim Abu Salem (Kerem Shalom) crossings. WAFA reports that the Israeli-run Jerusalem municipality has approved the Silicon Valley settlement project, to be built on the Wadi al-Juz industrial area in East Jerusalem, and approved a landfill near Isawiya. (WAFA 1/7)

Save the Children says more than 1,000 Palestinian children in Gaza have had 1 or both legs amputated after being hit by Israeli bombs, many of the amputations are done without anesthetics. Save the Children notes that on average 10 children are subject to amputations every day. The WHO says it has canceled plans to bring medical supplies to northern Gaza because “[h]eavy bombardment, movement restrictions, and interrupted communications, makes it too dangerous. Authorities in Gaza call on Egypt to open the Rafah crossing further to allow more wounded Palestinians into Egypt, noting that 6,000 people are awaiting approval to cross to Egypt while 10-20 wounded people are evacuated daily. Hamas official Osama Hamdan says Israel has destroyed more than 200 heritage sites in Gaza and calls on the OIC, the Arab League, and the African Union to support South Africa’s filing at the ICJ. The Euro-Med Human Rights Monitor releases a report based on testimonies from Palestinians abducted by Israeli forces in Gaza and taken to Israel, saying civilians were tortured in detention, including being beaten, subject to electric shocks, burned with cigarettes, and tied up in stress positions. Euro-Med says many of the Palestinians taken from Gaza are being held at the Sde Teiman camp between Gaza and Beersheba in what was described as a Guantanamo-like prison. (Euro-Med 1/7)

Israeli military chief of staff Herzi Halevi says Israel will be fighting in Gaza all year. Defense Minister Yoav Gallant tells the Wall Street Journal that Hezbollah leaders “know we can copy-paste [Israel’s attacks on Gaza] to Beirut,” adding Israel’s priority is not a war in Lebanon. Israeli national security minister Itamar Ben-Gvir reiterates his calls for the displacement of Palestinians in Gaza to other countries and the resettlement of Gaza. Finance Minister Bezalel Smotrich calls Palestinians in Gaza “Nazis,” saying Israel must resettle Gaza. (HA, HA 1/7; AJ, AP 1/8)

U.S. secretary of state Antony Blinken meets with Qatar prime minister Mohammed bin Abdulrahman bin Jassim Al Thani in Doha, discussing the situation in Gaza and the Red Sea. Blinken calls the killing of Hamza Dahdouh (see above) an “unimaginable tragedy” and says Palestinians in Gaza must be allowed to return to their homes and “must not be pressed to leave Gaza.” Al Thani says the Israeli assassination of Saleh al-Arouri in Beirut has affected Qatari mediation efforts but that the negotiations continue. Blinken also meets with Jordanian king Abdullah II and foreign minister Ayman Safadi in Amman. King Abdullah II warns Blinken of “catastrophic repercussions” if Israel’s war on Gaza continues. Israeli MK Ofer Cassif signs the petition filed by South Africa to the ICJ, accusing Israel of genocide in Gaza. Several other members of Knesset call for his removal. Cassif says he signed the petition as part of his constitutional duty to Israeli society. (JP 1/7; AJ, HA 1/8)

Israeli news website Globes reports that the fourth largest shipping company in the world, Chinese COSCO, has suspended shipments to Israel due to the attacks by Yemen’s Houthi governments on ships bound for Israel. (HA 1/7)

The Washington Post reports that U.S. president Joe Biden has tasked his staff with preventing an all-out war between Israel and Hezbollah. The Post says U.S. officials are worried that Israeli prime minister Benjamin Netanyahu sees an escalation with Hezbollah as a way to stay in power. A Defense Intelligence Agency report saying that Israel would have trouble winning a war against Hezbollah while fighting in Gaza is also leaked to the press. (HA 1/8)

In the West Bank, Israeli settlers set fire to a Palestinian residential tent with 2 Palestinians in it in al-Baqa’a; both were unharmed. Israeli forces shot and killed 1 Palestinian man at a checkpoint near Deir Nidham, claiming that the man threw a grenade and opened fire at Israeli soldiers when he was shot. Israeli forces also detained and assaulted 2 Palestinian journalists and vandalized their vehicle at the Deir Sharaf checkpoint. Elsewhere, Israeli forces shot and injured 5 Palestinians, including 1 with live ammunitions and 4 with baton rounds during a raid in Shuqba. Israeli forces also blocked roads in the Nablus area for Palestinians to facilitate a settler march between the Eli and Beit El settlements. Meanwhile, Israeli forces issued stop-work orders for residential structures in Bardala. Israeli forces also prevented Palestinian workers in Area B from carrying out work on an agricultural road near Atara and seized drilling equipment. 3 Palestinians were arrested during late-night raids in Hebron, al-Shuyukh, and Bayt Rima. In East Jerusalem, 1 Palestinian family was forced to demolish 2 storage rooms in Bayt Hanina. 2 Palestinians were arrested in raids in Shu’fat refugee camp and Silwan. UN special rapporteur on the situation of human rights in the Palestinian territories Francesca Albanese told the UN Human Right Council that more than 800,000 Palestinians have been imprisoned by Israel since 1967, with 5,000 currently being held in prison. She called “the entire occupied Palestinian territory . . . an open-air prison, where Palestinians are constantly confined, surveilled, and disciplined.” (AJ, MEE, REU, WAFA 7/11; MDW 7/16)

Save the Children released a report saying that Palestinian minors were subject to emotional and physical abuse, including of a sexual nature, in Israeli custody. Save the Children also said that Palestinian children are the only ones in the world experiencing systematic prosecution in military courts. (AJ 7/10)

The Knesset voted 64 to 54 to approve the first of 3 readings of a bill that would prevent the judicial branch of government from overturning decisions made by government, ministers, and elected officials on the grounds of “reasonableness.” Large demonstrations against the bill were held in several places in Israel. In the West Bank, Israeli settlers set up tents on land near Deir Sharaf. Israeli settlers also threw stones at Palestinian vehicles traveling near Duma, injuring 2 Palestinians and damaging a car. Elsewhere, Israeli settlers assaulted Palestinians with pepper spray near Jamma’in, injuring 1. Israeli forces uprooted 70 olive trees in Khallet al-Qutun near Tuqu’. Israeli forces also leveled land near Qaryut in preparation for settlement expansion. In East Jerusalem, Israeli forces raided the home of 16 Palestinians who had previously been imprisoned by Israel, seizing cash, several vehicles, and jewelry, claiming that the Palestinians had received payments from the PA. An Israeli parole board denied an early release petition for Palestinian prisoner Walid Daqqa, who the Israeli prison service acknowledge is terminally ill with cancer. Daqqa, who has been imprisoned by Israel for 39 years, has already completed his original sentence but was sentenced to an additional 2 years for allegedly helping smuggling cellphones into prison. The Israeli Higher Planning Council approved 5,700 settlement housing units and retroactively approved the Palegi Maim, HaYovel, and Nof Harim settlement outposts. 818 housing units received final validation including 359 in Elkana, 381 in Revava, 29 in Givat Ze’ev, 42 in Carmiel, and 7 in Hermesh. 4,915 housing units were approved for deposit, including 1,563 in Eli, 98 in Ariel, 714 in Givat Ze’ev, 340 in Ma ‘ale Adumim, 312 in Beitar Ilit, 310 in Adora, 264 in Etz Efraim, 152 in Ma ‘ale Amos, 78 in Asfar, and 754 in the 3 settlement outposts. Peace Now reported that more than 13,000 housing units had been approved in the first half of 2023. The French foreign ministry and the UN issued a statement condemning the settlement approval and the recent Israeli settler violence. The Palestinian Legislative Council in Gaza announced that it had filed a complaint against Israel with the ICC over the Israeli blockade of Gaza. (MDW 6/29)

Israeli public broadcaster Kan reported that Prime Minister Benjamin Netanyahu had told a Knesset committee that his government is ready to help the PA financially to prevent it from collapsing but that the Palestinian “ambitions for the establishment of a state must be eliminated.” (NA, QDS 6/26; MEMO 6/27; QDS 6/29)

The UN Office for Coordination of Humanitarian Affairs counted 570 Israeli settler attacks on Palestinians and Palestinian property between 1 January and 26 June, raising the number of attacks counted by the UN from 71 in 2022 to 95 incidents in the first half of 2023. (HA 7/1)

The Taub Center for Israel Studies at New York University made available documents from the Israeli archives showing that the Israeli military poisoned Palestinian land around Aqraba in 1972 to ensure that Palestinians could not cultivate the land as Israel established the Gitit settlement on land confiscated from the town’s residents. The Israeli military estimated that they had caused property loss from the spraying of the land amounting to $25,000. (HA 6/23)

In the West Bank, Israeli settlers fenced off a tract of Palestinian-owned land in Umm al-Ubur in the Jordan Valley. Israeli settlers also vandalized 25 olive trees and grapevines and erected tents at a water spring in Ein al-Beida. Elsewhere, Israeli settlers set fire to crops outside of Qusra. Israeli settlers also destroyed 2 tombstones at a graveyard in Burqa. Israeli forces shot and injured a 2-year-old Palestinian and his father outside of their home in Nabi Salih, claiming to be returning fire at Palestinian militants. The 2-year-old was evacuated by helicopter to a hospital in Israel for treatment and later succumbed to his succumbed to his wounds on 6/5. The Israeli military claimed that the incident would be investigated. Neither the family of the 2-year-old nor others in Nabi Salih had heard any other gun shots than those fired by the Israeli forces. Israeli forces also shot and injured 1 Palestinian at a checkpoint in Deir Sharaf. Elsewhere, Israeli forces issued a notice to a Palestinian family that they will seize 5 dunams (1.25 acres) of land in al-Mughayyir for construction of a military watchtower. Israeli forces also raided several towns in the Tulkarm area, violently dispersing Palestinians protesting the incursions; tear-gas related injuries were reported. 38 Palestinians were arrested during late-night raids in Tuqu, Beit Umar, Fawwar refugee camp, Ramallah, Nablus, Qabatiya, and Kafl Haris. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen; no injuries were reported. The PA called on UNESCO to help prevent Israel from passing a law that would stifle speech on Palestine by Palestinian teachers in Israel. The law, which has passed 1 reading in the Knesset, would require security checks for Palestinian teachers in schools in Israel. (WAFA 6/1)

Officials from Hamas and Islamic Jihad met with officials from the Egyptian intelligence services. The meetings followed meetings between PA prime minister Mohammed Shtayyeh and Egyptian intelligence chief Abbas Kamal on 5/30. (HA 6/2)

Senior Israeli officials, including Shin Bet chief Ronen Bar, National Security Advisor Tzachi Hanegbi, and Strategic Affairs Minister Ron Dermer met with U.S. officials, including CIA director William Burns, in Washington D.C. The BDS movement said that the security company G4S will sell its 25% stake in the Israeli company Policity to G1 following years of campaigning against the complicity of G4S in Israeli human rights violations against Palestinians. (WAFA 6/1)

In the West Bank, Israeli settlers uprooted 15 olive and 10 almond trees in Husan. Israeli forces shot and injured 1 Palestinian man during a raid in Nablus; 2 were arrested. Israeli forces also assaulted 2 Palestinians at the Deir Sharaf checkpoint, leading to the hospitalization of 1 of them. Elsewhere, Israeli forces forced Palestinian businesses to close and removed Palestinian flags from buildings in Huwwara. Israeli forces also notified Palestinians in Khirbet Humsa that they will be temporarily evicted from 5/16 to the morning of 5/17 for Israeli military drills. 6 Palestinians were arrested during raids in Qatanna, Jenin, and Jericho. In East Jerusalem, Israeli authorities forced 1 Palestinian family to demolish part of their own home in Jabel Mukaber. 4 Palestinians were arrested during raids in Isawiya and Jabel Mukaber. In Gaza, 1 rocket was fired at Israel around 24 hours after the ceasefire was announced in what was claimed to be a misfire. Israel conducted an airstrike on Beit Lahiya, causing damage. Israel reopened the Erez and Kerem Shalom crossings to Gaza for the first time since Israel began its attacks on Gaza on 5/9. The reopening of the crossings followed a ceasefire agreement which was reached on 5/13. (HA 5/13; REU 5/14)

Hamas political bureau head Ismail Haniyeh spoke to Islamic Jihad secretary-general Ziyad al-Nakhalah, offering his condolences for the Islamic Jihad members killed by Israel in the latest assault on Gaza. Haniyeh also said in a press statement that Hamas and Islamic Jihad had managed the response to Israel through the Joint Operations Room. Israeli officials had said that Hamas did not actively partake in the firing of rockets. (QDS, QDS 5/14)

The Knesset Ministerial Committee on Legislation discussed a bill that would stop Israeli government funding to East Jerusalem schools that use the Palestinian curriculum. (HA 5/14)  

Otzma Yehudit leader Itamar Ben-Gvir said that he opposed the Israeli budget because of a lack of funds “to Judaize the Negev and the Galilee.” (TOI 5/14)

In the West Bank, 1 Palestinian minor succumbed to injuries sustained by Israeli forces during a raid in Balata refugee camp on 2/8. Israeli forces raided ad-Doha, leading to tear-gas related injuries. Israeli forces also demolished 2 structures in al-Buwayb. Elsewhere, Israeli forces raided Nablus to take measurements for punitive demolition of 2 homes belonging to families of 2 Palestinians accused of killing an Israeli soldier in October 2022. 1 Palestinian was injured by live ammunition and 20 others by tear gas while protesting the incursion. 11 Palestinians were arrested during late-night raids in Bil’in, Hizma, al-Ram, al-Khader, Jaba’, and Deir Sharaf. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces raided Shu’fat refugee camp, causing tear-gas related injuries. Axios reported that PLO secretary-general Hussein al-Sheikh and Israeli national security advisor Tzachi Hanegbi have been in secret talks discussing day-to-day issues and efforts to de-escalate the violence in the West Bank. According to Axios the talks started shortly after prime minister Benjamin Netanyahu was sworn-in after the PA had reached out to Netanyahu using the U.S. as a mediator. (AX 2/20)

The Israeli parliament passed the first of three votes to overhaul the judicial branch of government. The bill passed 63-47. Thousands of Israeli protesters gathered outside of the Knesset during the vote. (AJ, AP, MEE, REU 2/20; AP, F24, HA, HA 2/21; IN 2/22)

Israel prevented Ana Miranda, a Spanish member of the European parliament, from entering the West Bank and deported her to Spain after she arrived at Ben Gurion Airport. (WAFA 2/21; MEMO 2/22)

The UN Security Council issued a presidential statement expressing “deep concern and dismay” over Israel’s 2/12 announcement to legalize settlement outposts and expand settlements by more than 10,000 housing units. The U.S. supported the statement which was made in lieu of a vote on a draft resolution calling on Israel to halt settlement activity. It was reported on 2/19 that the U.S. had convinced the UAE and the PA to drop the binding resolution, which the U.S. said it would veto, and instead present the statement. PA UN ambassador Riyad Mansour said that the PA was very happy with the statement. In the West Bank, Israeli settlers razed 2 dunums (0.5 acres) of Palestinian farmland near Kisan. Israeli settlers also threw stones at Palestinians at the Deir Sharaf junction, injuring 1. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Silat ad-Dhahr, damaging 1. Israeli settlers also chased Palestinian herders in Khillet Makhoul; no injuries were reported. Israeli forces delivered a demolition order for 1 greenhouse in Tubas, 3 stop-work orders for residential structures in Masafer Yatta, 2 stop-work orders against homes in Rujeib, and seized 1 tractor in al-Zawiyeh. 9 Palestinians were arrested during late-night raids in Hebron, Ramallah, and Dheisheh refugee camp. Israeli police indicted 1 Israeli settler for attacks on left-wing Israeli activists in the Masafer Yatta area on 6/10. The settler was indicted on charges of assault, armed assault, and intentionally damaging a vehicle. (HA 6/20)

The New York Times reported that its own investigation into the killing of Palestinian American journalist Shireen Abu Akleh concluded that the bullet that killed Abu Akleh on 5/11 was fired from the location of an Israeli military convoy and “most likely by a soldier from an elite unit.” It also concluded that there were no armed Palestinians near where Abu Akleh was killed. Investigations by CNN, Bellingcat, B’Tselem, and many other organizations have also found that Israeli soldiers deliberately killed Abu Akleh. (AJ, NYT, WAFA 6/20)

Israeli prime minister Naftali Bennett and foreign minister Yair Lapid held a press conference announcing that they have decided to hold a vote next week to dissolve the Knesset. If the vote passes, Foreign Minister Yair Lapid will be caretaker prime minister until new elections are held on 10/25. In a joint statement, the 2 ministers said that they had “exhausted options to stabilize” the government coalition. Israeli media reported that Prime Minister Bennett was mulling retiring from politics. A decisive factor in the government coalition’s collapse was the failure to extend the emergency regulations extending Israeli law to Israeli settlers, which will be automatically extended if the Knesset is dissolved. Prime Minister Bennett also claimed that Türkiye, in coordination with Israel, had arrested several people said to be planning attacks against Israelis in Türkiye. Israeli defense minister Benny Gantz told the Foreign Affairs and Defense Committee that Israel and partners in the Middle East had begun working together on air force cooperation against Iran, calling the cooperation the “Middle East Air Defense Alliance.” Defense minister Gantz said that he continues to work with the U.S. to strengthen the cooperation with Middle East countries.
