Elsewhere, Israeli settlers throw stones at Palestinian vehicles traveling in Huwwara. Israeli settlers posing as soldiers also attack a school in Khallet al-Maiya. Meanwhile, Israeli settlers throw stones at a house in Turmus ‘Ayya and attempt to set fire to it, causing damage to the house, a solar panel, and several vehicles. Israeli forces fatally shoot 2 Palestinians and injure 9 others during a raid in Dura; a video shows that Israeli forces used a Palestinian man they took from his phone shop as a human shield. A video circulating on social media also shows 2 Israeli soldiers kicking a man lying on the ground during the raid. Israeli forces also fatally shoot a member of the PA security forces during a raid in Nur Shams refugee camp. Elsewhere, Israeli forces shoot and injure a Palestinian man and demolish 2 homes and a barbershop, displacing 12 people during a raid in Qalqilya. Israeli forces also shoot and injure 8 Palestinians, including 2 children, at a checkpoint in Qalandia and in Bayt Liqya, Qiffin, and Nablus. Meanwhile, Israeli forces assault 2 Palestinians during raids in Dheisheh refugee camp and Beita. Israeli forces also demolish a greenhouse in al-Jalama. Israeli forces arrest 48 Palestinians during late-night raids in and around Hebron, Bayt Awa, Dura, Bayt Rima, Jalazone refugee camp, Beitin, Zababdeh, and Nablus, including 25 students at an-Najah University in Nablus. In Ra’anana, Israeli police arrest 2 Palestinians from Hebron, saying they rammed and stabbed 13 Israelis, killing 1 of them. Israeli forces subsequently raid the family homes of the 2 Palestinians in Bani Na’im and Bayt ‘Amr, taking measurements for punitive demolitions; tear-gas related injuries are reported in both places as Palestinians resist the raids. In Gaza, telecommunications services are down for the fourth day in a row. Israeli forces bomb Khan Yunis, Rafah, Gaza City, al-Bureij refugee camp, and Maghazi, killing at least 132 people. An Israeli soldier is killed in combat. Rockets are fired at Israel; no damage is reported. In Lebanon, Israeli forces conduct airstrikes on Maroun al-Ras. More than 24,100 Palestinians have been killed by Israeli forces in Gaza, including at least 16,870 women and children, and around 60,834 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 348 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 87 children. More than 4,197 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 186 Israeli soldiers have been killed and 1,113 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 69,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 108 trucks carrying aid enter Gaza via the Rafah crossing. Israel’s military says it has withdrawn an army division from Gaza, leaving 3 combat divisions in the area. The military also transfers the Duvdevan unit from Gaza to the West Bank as Israeli military officials say the West Bank is “on the brink of an implosion.” (AJ, HA, HA 1/15)

The Knesset approves the extension of an emergency regulation allowing Israel to deny Palestinian prisoners meetings with their lawyers for up to 180 days and approves the first reading of an extension of the temporary order which allows poorer conditions for prisoners. The Israeli cabinet approves the 2024 budget, slashing funds earmarked for the development of Palestinian communities in Israel by 15% and allocating $80 million to the Settlements and National Missions Ministry. 5 members of Benny Gantz’s National Unity party vote against the budget. Israeli opposition leader Yair Lapid claims Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant are not speaking to each other. Gallant reportedly stormed out of a cabinet meeting this weekend after 1 of his aides was refused entry. (AJ, HA 1/15)

In the West Bank, Israeli settlers threw stones at Palestinians harvesting olives in the Masafer Yatta area, injuring 2. Israeli settlers also attempted to kidnap a child in Khirbet al-Farisiyya. Elsewhere, armed Israeli settlers posing as soldiers vandalized a mosque in Menizel. Israeli forces raided Nur Shams refugee camp and attacked it with drones, killing 13 Palestinians, including 5 children, banned movement in and out of the refugee camp, and uprooted pavement with bulldozers. An Israeli soldier was killed in an IED explosion and 9 others were wounded. Israeli forces also shot and killed 3 Palestinians, including 2 minors, during raids in Budrus, Tulkarm, and Dheisheh refugee camp. Elsewhere, Israeli forces shot and injured 16 others during a raid in Budrus and al-Arroub refugee camp. Israeli forces also demolished the family home in Qibya of a Palestinian alleged to have killed a settler before he was shot and killed by Israeli forces near Kafr Qaddum on 7/6. Around 184 Palestinians were arrested during late-night raids in Hebron, Ramallah, Dheisheh refugee camp, Tubas, Beita, Qalqilya, al-Eizeriya, Umm Safa, and Aqabat Jaber refugee camp, including 50 Palestinians workers from Gaza staying in Dheisheh refugee camp who had been expelled to the West Bank. In Gaza, around 285 Palestinians were killed in Israeli airstrikes. Israeli forces also assassinated the first female member of the Hamas political bureau Jamila al-Shanti, the head of the military wing of the Popular Resistance Committee Rafat Harb Hussein Abu Halal, and Hamas’ Jehad Mheisen. Israeli airstrikes also bombed the 12th century Church of Saint Porphyrius, killing at least 8 people sheltering in it and targeted 5 bakeries, killing many people waiting to purchase bread. Rockets were fired at Israel; no fatalities were reported. In Lebanon, Israeli forces shot and killed a journalist and injured 1 other in Hula. The Gaza Ministry of Health said as of 5 p.m. at least 3,785 Palestinians had been killed, including at least 1,524 children, and 12,500 had been injured in Israeli airstrikes on Gaza since 10/7, including 47 entire families consisting of 500 people. It is estimated that hundreds are still trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 81 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 22 children. More than 1,434 have been injured, including at least 300 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 4,562 have been injured since 10/7. The number of Israelis killed rose from 10/18 as Israel released the names of Israelis killed on 10/7. The UN reported that over 1 million Palestinians have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 21,900 housing units have been destroyed and 121,000 have been damaged in Israeli airstrikes since 10/7, constituting around 30% of all homes in Gaza. Haaretz reported that on 10/12 a group of 20-25 Israeli settlers and soldiers abducted 3 Palestinians from the depopulated Wadi al-Seeq community before assaulting, undressing, and urinating on 2 of them, putting 1 of their faces in feces, and attempted to sodomize 1 of them. The 3 Palestinians were abused for 6 hours before they were dropped off at an abandoned building and photographed. The settlers and soldiers also stole their phones, a car, and $544 in cash. Palestinian officials said that Israeli authorities have warned that Israeli forces will target the Gaza Power Plant if it tries to resume operations. (UNOCHA 10/19)

Palestinian officials also said Israel has arrested 4,000 workers from Gaza, holding them in military bases, and have arrested 1,070 Palestinians in the West Bank and Gaza, doubling the total number of Palestinian prisoners held by Israel. (AJ 10/21)

An Al Jazeera investigation into the bombing of al-Ahli Arab Hospital found that evidence presented by Israel misrepresented the event, ruling out that footage used by Israel showed a misfired rocket hit the hospital and saying that no footage from live streams suggest that rockets were fired from Gaza at the moment of the bombing. The U.S. said it had intercepted 3 cruise missiles and several drones fired by Houthi forces in Yemen. The Defense Department said the missiles and drones were heading north in the Red Sea, potentially toward Israel. Rockets and drones also attacked the U.S. Ain al-Asad air base and another compound hosting U.S. military forces near Baghdad International Airport. It was unclear who attacked the bases. Egyptian machinery reportedly entered Gaza to repair roads near the Rafah crossing to facilitate the transfer of humanitarian aid. However, Hamas denied that repairs had begun. Israel has bombed the Rafah crossing at least 4 times since 10/7. At least 100 trucks are waiting to enter Gaza near the crossing while others are waiting at El Arish Airport. UN officials said UN observers will inspect aid to Gaza before it enters through the Rafah crossing (AJ, AP, REU 10/19)

UK prime minister Rishi Sunak traveled to Israel for meetings with Israeli prime minister Benjamin Netanyahu and President Isaac Herzog. Sunak said upon his arrival that he “stands with Israel” and that the UK is on the forefront of the effort to avoid further escalation of the conflict. 6 UK nationals were killed in Operation Al-Aqsa Flood and 9 are still missing. Sunak also met with Saudi crown prince Mohammed bin Salman in Riyadh, who called Israel’s targeting of civilians in Gaza “a heinous crime and brutal attack.” Sunak will later travel to Egypt, Turkey, and Qatar. In an Oval Office address, U.S. president Joe Biden compared Hamas to Russian president Vladimir Putin and his attack on Ukraine, saying both want to annihilate their neighbors. Biden further claimed that Hamas uses Palestinians as human shields and said he had told President Abbas he supports the Palestinian people. Biden also said he will send an “unprecedented” aid package for Israel to Congress for approval. The package was reportedly worth $14 billion. Israel had asked the U.S. for weapons, including precision-guided munitions, JDAMs, Iron Dome replenishment, and mortar shells. The U.S. Senate unanimously adopted a resolution affirming Israel’s right to self-defense and condemning Hamas and Iran. 10 Republican senators said they will introduce legislation to redirect $100 million in planned humanitarian aid to Palestinians to replenishing the Iron Dome. House minority leader Hakeem Jeffries said he had received a briefing that suggested the al-Ahli Arab Hospital bombing was caused by a rocket misfired by Islamic Jihad. More than 400 U.S. congressional staffers signed a letter saying they were “profoundly disturbed” by the lack of humanity extended to the Palestinian people by the U.S. Congress. Texas governor Greg Abbot called USCPR “Hamas supporters.” The Council of American-Islamic Relations canceled a banquet at the Marriott Crystal Gateway hotel in Arlington, Virginia, after receiving bomb threats. The Israeli Be’er Sheva Magistrate Court ruled that 500 Palestinians living in Ras Jrabah must demolish and leave their homes by March 2024 to make way for expansion of Dimona. The Palestinians will also have to pay $31,700 in legal fees. The residents of Ras Jrabah had requested that they remain in the area they have lived in since before the Nakba by being absorbed into Dimona, a request the court denied. The Knesset passed the third and final reading of the bill that overturns the reasonableness standard, which has allowed the Israeli High Court of Justice to void government decisions that it deems unreasonable. The bill is a component of the Israeli government’s judicial overhaul plans. Israeli police used water cannons to disperse Israeli protesters outside of the Knesset and 1 Israeli man rammed 3 protesters with his car in Kfar Sava. More than 11,000 Israeli reserve soldiers said on 7/21 and 7/22 that they would not report for voluntary reserve duty if the law passed. Israeli forces also demolished 1 commercial structure near Ya‘bad and assaulted the owner who tried to prevent the demolition. A poll conducted by the Palestinian Center for Policy and Survey Research found that 72% of the 1,200 Palestinians surveyed in the West Bank and Gaza supported forming armed resistance groups in the West Bank. 32% of the respondents supported a diplomatic solution to the occupation, based on the 2-state framework. In Lebanon, 1 Irish UN Interim Force in Lebanon (UNIFIL) soldier was killed and another injured during a routine patrol in al-Aqbieh in southern Lebanon. It was reported that UNIFIL vehicles had hit a resident of the town before the convoy was hit by small arms fire. Hezbollah said it was not involved in the incident. The UN General Assembly adopted the resolution, “Permanent sovereignty of the Palestinian people in the Occupied Palestinian Territory, including East Jerusalem, and of the Arab population in the occupied Syrian Golan over their natural resources,” calling on Israel to end its exploitation of the natural resources of the lands it occupies. The European Parliament passed a resolution calling for an international conference to facilitate a 2-state solution to the Israeli occupation. The PA expressed dissatisfaction with the resolution not calling for the recognition of the State of Palestine, labeling of settlement products, and accountability for Israeli crimes against Palestinians. In the final communique from the 1st Arab Summit in 3 years, Arab state leaders pledged their continued to support for Palestine, said Jerusalem must be protected, condemned Israeli use of violence against Palestinians, and urged Israel to lift the blockade of Gaza. The 31st Arab Summit, held in Algeria, was the 1st since the UAE, Morocco, Bahrain, and Sudan normalized relations with Israel. At the summit PA president Mahmoud Abbas asked the participating countries to form 2 ministerial committees to support Palestine in international diplomacy. A spokesperson for the newly appointed UK prime minister Rishi Sunak said that his government does not intend to move the British embassy to Israel to Jerusalem, walking back statements made by Prime Minister Sunak’s predecessor Liz Truss who resigned last month. Truss, who like Sunak had been appointed by the Conservative Party, had told Israeli prime minister Yair Lapid that her government would review moving the British embassy to Israel to Jerusalem last month. Truss served as prime minister for 45 days before resigning due to dissatisfaction with her policies and popularity among Conservative Party members. In the West Bank, Israeli settlers razed a tract of Palestinian-owned farmland near al-Farisiyya. 1 Israeli settler also hit 1 Palestinian minor with his vehicle near Beita, causing fractures. Israeli forces opened fire at a vehicle it claimed had tried to ram Israeli soldiers at the Hizma checkpoint; no injuries were reported and the driver fled the scene. 4 others were arrested as additional suspects. Israeli forces also delivered a stop-work order for a house in al-Khader and a demolition notice for a residential structure in al-Arroub refugee camp. Elsewhere, Israeli forces injured 6 Palestinians, including 3 with live ammunition 1 with a baton round, and 2 by ramming them with a car in Mazra‘a al-Gharbiya. In Syria, Israeli forces fired missiles at the southern part of Damascus from the Israel-occupied Golan Heights, killing 3 people and causing damage. It was also reported by Syrian media that the missiles created a fire at the Damascus international airport. (AP, HA 5/20; AJ, REU 5/21)

In the West Bank, Israeli forces shot and killed Shireen Abu Akleh, a prominent Palestinian-American Al Jazeera journalist, while her and colleagues, wearing press uniforms, were covering a raid in Jenin refugee camp, 1 other journalist was injured (for more see below). Israeli forces subsequently raided the home of Abu Akleh in East Jerusalem, where her friends and family were gathered; the Israeli forces confiscated Palestinian flags. Israeli forces also shot and killed 1 Palestinian with a baton round in al-Bireh; several others were also injured with baton rounds. Elsewhere, Israeli forces demolished 19 structures in Masafer Yatta, including 9 residential structures and delivered demolition notices for another 19 structures, including 6 homes. The demolitions followed a high court of justice ruling on 5/4, allowing Israel to displace more than 1,000 Palestinians in the area. Israeli forces also demolished 1 Palestinian-owned home in al-Walaja and 1 Palestinian-owned home in al-Twana. 8 Palestinians were arrested during late-night raids in Nur Shams refugee camp, Beita, and Silwad. In East Jerusalem, Israeli forces shot and injured 1 Palestinian in the Old City, claiming that the man had charged at Israeli police; Israel did not say whether the man was armed. After Israeli forces killed Abu Akleh, Israel’s prime minister Naftali Bennett said it was Palestinian gunfire that killed her. Later, after B‘Tselem, among others, had proved that it could not have been the Palestinians Israel claimed had hit Abu Akleh; Israel later acknowledged that it may have been their soldiers that killed Abu Akleh with a shot to the head, as her colleagues and other eyewitnesses had said. Israel said it would investigate the incident and offered that the PA join their investigation, which the PA rejected, calling for an international investigation and referring the case to the ICC. According to the PA, Israel claimed that the PA had rejected the joint investigation before Israel had offered it as a possibility to the PA. PA civil affairs minister Hussein Sheikh said that Israel deliberately had targeted her for assassination. The Israeli diaspora minister Nachman Shai acknowledged in an interview “that Israel’s credibility is not very high in such events.” Several countries called for an investigation into Abu Akleh’s death. Israel later said that its initial investigation into the death of Abu Akleh was inconclusive. Israel’s interior minister Ayelet Shaked signed an order to merge the unrecognized village of Dahmash with the city of Ramle, despite opposition to the merger from the village’s Palestinian residents. The residents of Dahmash had begun making their own plans for merging with Sdot Dan Regional Council because the council includes several farming communities like Dahmash, but the interior ministry advised against this due to Sdot Dan being predominantly Jewish. United Arab List leader Mansour Abbas told reporters that his party would give the Israeli government coalition another chance after temporarily suspending its membership of the coalition last month after days of Israeli-led violence at the Haram al-Sharif compound during the month of Ramadan.
