In the West Bank, Israeli settlers attacked Palestinians in Burin, throwing Molotov cocktails at several homes. Israeli settlers also assaulted 1 Palestinian man working his land near Ya‘bad, causing bruises. Israeli forces violently dispersed Palestinian protesters in Bazariya, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Burin, injuring 2 with baton rounds and 7 with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Dayr Sharaf, injuring 1 with a baton round and 23 with tear gas. Israeli forces also violently dispersed Palestinian protesters near Tulkarm, causing tear-gas related injuries. Meanwhile, Israeli forces violently dispersed Palestinian protesters in al-Bireh, injuring 2 with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters at the Jalama checkpoint, causing tear-gas related injuries. Separately, Israeli forces violently dispersed Palestinian protesters in Atuf, causing tear-gas related injuries. Israeli forces also raided Dheisheh refugee camp, injuring 3 Palestinians with live ammunition. In East Jerusalem, some 70,000 Israeli settlers and racist right-wing Israeli activists marched through the Old City, chanting racist and Islamophobic slogans like “Death to Arabs,” insulting the Prophet Muhammad, and mocking the death of Al Jazeera journalist Shireen Abu Akleh during the annual flag march; Israeli forces violently dispersed Palestinians protesting the march; 81 were injured by baton rounds and pepper spray, 23 of whom were treated at hospitals. More than 60 were arrested, only 2 of which were Israeli settlers. Israeli settlers also attacked several Palestinians and their property in the Old City, including with assault and pepper spray. More than 2,500 Israeli settlers led by MK Itamar Ben-Gvir also toured the Haram al-Sharif compound, raising Israeli flags. Elsewhere, after the flag march, Israeli settlers attacked Palestinians and their property, including several vehicles in Sheikh Jarrah, assaulting 1 Palestinian journalist covering the events for the Israeli public broadcaster Kan. In Gaza, Israeli forces opened fire at Palestinians east of al-Qarara and Gaza City; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of Gaza; no injuries were reported. While speaking at Elon Moreh during an event celebrating the Israeli occupation of East Jerusalem, the commander of the Samaria brigade Roi Zweig said that “the [Israeli] army and the settlement enterprise are one and the same.” (HA 5/30; MDW 6/3)

The Israeli government told the high court of justice that it is enforcing a ban on Israeli settlers accessing the Homesh settlement outpost. Haaretz reporting said that the Israeli military is not enforcing the ban and allows Israeli settlers to access the outpost regularly. (HA 6/2)

The Times of Israel reported that the U.S. Biden administration had shelved plans to reopen the U.S. consulate to Palestinians in Jerusalem and instead is promoting the deputy assistant secretary of state for Israeli and Palestinian affairs Hady Amr to special envoy to Palestinians. The Palestinian Affairs Unit at the U.S. embassy to Israel will, according to the TOI reporting, begin to report to Hady Amr rather than to the U.S. ambassador to Israel. PA officials have voiced frustration with the U.S. administration for failing to fulfill its promises to Palestine and using the Israeli government coalition’s instability as an excuse. In the West Bank, 3 Israeli settlers, including 2 minors, were injured by Palestinians throwing stones at their vehicle near Huwwara. Israeli settlers vandalized 140 olive and almond trees and water tanks in Qaryut. Israeli forces shot and injured 3 Palestinians, including a minor during a raid in Jenin; 1 Palestinian security officer was also arrested during the raid. Israeli forces also demolished 2 agricultural structures in the Masafer Yatta villages of al-Twana and al-Juwaya. Elsewhere, Israeli forces erected a watchtower in Hebron. Israeli forces also demolished 1 mosque under construction in Arab al-Ramadin, leading to a confrontation with Palestinians; 3 were injured with live ammunition and baton rounds, and others suffered tear-gas related injuries. 11 Palestinians were arrested during late-night raids in Abu Dis, Ras Karkar, Harmala, Surif, Dura, and Aqabat Jaber refugee camp. Off the coast of Gaza, Israeli naval forces arrested 2 Palestinian fishermen and confiscated their boats within 6 nautical miles northwest of Rafah; the 2 were released through the Erez crossing on 5/25. A CNN investigation confirmed eyewitness reports and other independent investigations that Israeli forces shot and killed Palestinian American Al Jazeera journalist Shireen Abu Akleh on 5/11 in Jenin refugee camp and that her killing was likely deliberate. CNN’s investigation was based on 11 video clips, forensic findings at the scene of the murder, audio analysis of the gunshots, and 8 eyewitness testimonies. Explosive weapons expert Chris Cobb-Smith found in his analysis that the markings from the shots near the body of Abu Akleh indicated that the murder was deliberate as they did not suggest they were a result of a burst of automatic fire, but intentionally targeted. CNN further confirmed through eyewitness accounts that there was no crossfire in the area where Abu Akleh was killed, as Israel continues to claim. Referencing the U.S. decision to delist Kahane Chai from its list of foreign terrorist organizations on 5/13, the PA called on the U.S. Biden administration to remove the PLO from the U.S. list of foreign terrorist organizations. (WAFA 5/24; MEMO 5/25)

The Norwegian Refugee Council (NRC) slammed the EU for withholding aid from the PA due to 1 Hungarian Commissioner’s dissatisfaction with PA school textbooks. The NRC said the withholding of aid is jeopardizing the life of more than 500 cancer patients that have been unable to access proper treatment at the Augusta Victoria Hospital in East Jerusalem and have led to salary cuts and cuts in aid to the most vulnerable Palestinians in Gaza and the West Bank. Former Israeli foreign minister and prominent MK of the Likud party Israel Katz boasted that he had threatened Palestinian students in Israel with a 2d Nakba if they continue to wave Palestinian flags at universities. Katz said, “Remember our independence war and your Nakba, don’t stretch the rope too much. [. . .] If you don’t calm down, we’ll teach you a lesson that won’t be forgotten.” (MDW 5/24; HA 5/26)

Turkey’s foreign minister Mevlüt Çavuşoğlu arrived in Israel for a 2-day visit to Israel, Jerusalem, and the West Bank. Turkey’s and Israel’s normalization efforts were reported as a way for Turkey to strengthen its relations with the UAE and Egypt, for Israel and Turkey to cooperate in Syria to build a gas pipeline between the 2 countries, and for Israel to incentivize Turkey to take a tougher stance on Hamas. During the 1st day of his trip, Foreign Minister Çavuşoğlu met with PA foreign minister Riyad al-Maliki in Ramallah, voicing support for a 2-state solution and criticizing Israeli settlements. Çavuşoğlu also met with PA president Mahmoud Abbas. The Turkish and Palestinian officials signed 9 cooperation agreements, including on economics, trade and infrastructure, and for developing an industrial area in Jenin. Politico reported that U.S. president Joe Biden, in a 4/24 phone call to Israeli prime minister Naftali Bennett, had assured him that the U.S. administration would not take Iran’s Revolutionary Guard off the U.S. list of terrorist organizations. President Biden’s decision was seen as an obstruction in finding common ground between the U.S. and Iran with the U.S.’s reentering the Iran Nuclear Deal. In the West Bank, Israeli settlers used pepper spray on a Palestinian family at a checkpoint near Burqa, injuring 3, including 1 infant; the infant was rushed to a hospital. Israeli forces shot and injured 1 Palestinian minor at a checkpoint near Ras Kaskar. Israeli forces also demolished 3 agricultural structures in Kafr ad-Dik, 2 residential structures near Jericho, and delivered demolition notices for 3 residential structures in al-Juwaya in the Masafer Yatta area. 10 Palestinians were arrested during late-night raids in Ni‘lin, Kafr Ni‘ma, Karbatha al-Misbah, Birzeit, Harmala, Tuqu‘, Hebron, Balata refugee camp, Jenin, and Rumana. 2 Palestinians said that they were tortured for a month by the Shin Bet before confessing to throwing stones at Israeli forces, leading to 8-month sentences. The alleged torture included stress positions, solitary confinement, sleep and food deprivation, and denial of bathroom access. (HA 5/23; HA 5/24)

Haaretz reported that an Israeli probe into the death of a Palestinian man who was attacked by Israeli police in April at the Haram al-Sharif compound but died on 5/14 stated that the man had not been hit by an Israeli baton round; instead, the 21-year-old man had a heart attack that led to head trauma. The PA foreign ministry said it had submitted a file to the ICC prosecutor documenting Israeli violations of international law, including the killing of Palestinian American Al Jazeera journalist Shireen Abu Akleh. The general secretary of the Palestinian National Initiative Mustafa Barghouti also called out the international community’s double standard in sending 42 ICC investigations to Ukraine to document violations of international law there while not starting an investigation into violations by Israel in Palestine. Axios reported that the U.S. Biden administration is leading negotiations between Israel, Saudi Arabia, and Egypt over Tiran and Sanafir Island in the Red Sea, which have been subject to dispute between Egypt and Saudi Arabia. Axios said that the negotiations are part of the U.S. and Israeli efforts to normalize ties between Israel and Saudi Arabia. Saudi Arabia’s foreign minister Faisal bin Farhan said later, on 5/24, that Saudi normalization with Israel is dependent on an end to the Palestinian-Israeli conflict. Haaretz later reported that Saudi Arabia directly approached Israel in 2017 about the status of the 2 islands because a transfer of the 2 required Israeli approval due to the Israeli-Egyptian peace agreement of 1979. In the West Bank, 15 Israeli settler families moved into a Palestinian-owned building between the Kiryat Arba settlement and al-Ibrahimi Mosque. Israeli forces guarded the settlers as they moved into the building. The settlers were evacuated from the building on 5/15. Israeli settlers with military escort raised Israeli flags near the entrance to Jannatah. Elsewhere, Israeli settlers vandalized 1 Palestinian vehicle in Masafer Yatta. Israeli forces shot and injured 13 Palestinians during a raid in Jenin refugee camp; 2 were arrested. 1 of the Palestinians injured later succumbed to his injuries on 5/15. Israeli soldiers fired a short-range missile at a building during the raid, severely damaging a house where 19 Palestinians were sleeping and subsequently fired another 6 anti-tank missiles at the house. Israeli forces also used a Palestinian minor and her father as human shields during the incident. Israeli forces also raided Burqin, injuring several Palestinians; 1 Israeli soldier was injured and later succumbed to his injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 2 with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Beita, injuring 1 with a baton round and more than 20 with tear gas. Meanwhile, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, causing tear-gas related injuries. Israeli forces also shot and injured 1 Palestinian near the Beit El settlement, claiming he had tried to attack Israeli settlers. Elsewhere, Israeli forces prevented Palestinian and Israeli activists traveling in buses from reaching Masafer Yatta to show solidarity with eviction-threatened Palestinians. Israeli settlers later assaulted a group who had proceeded on foot, injuring 5. 1 Palestinian was arrested during a late-night raid in Tubas. In East Jerusalem, Israeli forces violently dispersed Palestinians using stun grenades and batons during the funeral procession for Shireen Abu Akleh, assaulting the pallbearers among many others; 33 were treated for various injuries, including a photojournalist. Israeli forces also confiscated Palestinian flags, including from the coffin, and arrested 6 for waving Palestinian flags. Haaretz reported that it was Jerusalem district commander Doron Turgeman who ordered the Palestinian flags confiscated during the funeral procession. In Israel, Israel said it had arrested 1 Palestinian teen for allegedly carrying a knife and a letter stipulating his intent to carry out an attack. Palestinian public prosecution said in a statement that the preliminary investigation into the killing of Abu Akleh found that the only source of gunfire at the scene where Abu Akleh was killed was from Israeli soldiers. (WAFA 5/14)

The U.S. Biden administration expressed dismay at the Israeli police’s dispersal of Palestinians at the funeral procession for Abu Akleh (see above). President Joe Biden said Israeli actions had to be investigated. Secretary of state Antony Blinken said the U.S. was “deeply troubled.” UN secretary-general António Guterres said he was “deeply disturbed” by the Israeli actions while the EU called the videos of the Israeli attacks appalling. The U.S. state department informed Congress that it will remove 5 extremist groups from its list of foreign terrorist organizations, saying they are defunct. Among the 5 are the Jewish terrorist organization Kahane Chai and a Gaza-based umbrella organization for militant groups, the Mujahidin Shura Council in the Environs of Jerusalem.
