PA president Mahmoud Abbas meets with UNRWA commissioner-general Philippe Lazzarini in Ramallah. Abbas also sends letters to various heads of state rejecting Israel’s post-war plans for Gaza and calling for intervention to save Palestinians in Gaza. Foreign Minister Riad al-Maliki says Palestinian factions will discuss the establishment of a new technocratic PA government during a meeting in Moscow on 2/29 and that he thinks Hamas understands that if the party is included in the technocratic government it would be boycotted internationally. Al-Maliki also says that the resignation of the PA government on 2/26 was done to show the PA’s readiness to engage with international partners on the future of the PA. Israel’s Channel 12 reports that the Israeli war cabinet has removed National Security Minister Itamar Ben-Gvir’s power to manage the Haram al-Sharif compound and will not severely restrict Muslim worshippers from praying there during Ramadan. U.S. State Department spokesperson Matthew Miller says that the U.S. encourages Israel to allow Muslim worshippers to enter the Haram al-Sharif compound during Ramadan. Energy Minister Eli Cohen says Israel should not normalize relations with Saudi Arabia if it means the establishment of a Palestinian state. Prime Minister Benjamin Netanyahu meets with UN senior coordinator for humanitarian aid and reconstruction in Gaza Sigrid Kaag, discussing aid deliveries to Gaza. Axios reports that the U.S. is considering airdropping humanitarian aid to Gaza as the Israeli invasion has hindered aid reaching northern Gaza and severely limited the amount that can reach the south. USAID administrator Samantha Power says at the Karem Abu Salem (Kerem Shalom) crossing that the U.S. has urged Israel to open more crossings to facilitate aid deliveries. Canada says it is considering airdropping aid in Gaza. President of Refugees International Jeremy Konydyk says aid delivered by air is negligible and helps Israel’s strategy of blockading Gaza. Foreign Minister Israel Katz says UNRWA “perpetuates the false narrative of Palestinian ‘refugees’ needing to return to Israel. The U.S. Senate publishes a new proposal for a bill to provide aid to Ukraine, Taiwan, and Israel, earmarking $14.1 billion to Israel and $10 billion in humanitarian aid for civilians in Gaza and the West Bank, stipulating that no funds can go to UNRWA. The House has proposed a standalone bill for Israel to avoid funding Ukraine and Taiwan. UNRWA commissioner-general Philippe Lazzarini tells the Financial Times that Israel has not provided evidence to back its claim that 12 UNRWA staffers were involved in Operation Al-Aqsa Flood. EU high commissioner of foreign affairs Josep Borell calls the suspension of funding for UNRWA “disproportionate and dangerous.” Haaretz reports that Israel’s Bank Luemi has notified UNRWA that it will block the agency’s bank account due to “tangible suspicions it is transferring funds to terror groups in Gaza.” The bank also suspends the account of 1 of the settlers sanctioned by the U.S. on 2/1. U.S. president Joe Biden signs an executive order allowing the U.S. to sanction people participating in acts of violence against civilians in the West Bank. The Department of the Treasury subsequently sanctions 4 settlers, David Chai Chasdai, Yinon Levi, Einan Tanjil, and Shalom Zicherman. In response to the sanctions, Israeli national security minister Itamar Ben-Gvir calls on the U.S. to rethink its policy in the West Bank and calls the settlers “heroic.” Finance Minister Smotrich calls the decision “anti-Semitic.” Axios reports that the Biden administration considered adding Ben-Gvir and Smotrich to the list. Haaretz reports it has received testimonies from Palestinian prisoners in Gilboa Prison who say they have been assaulted, humiliated, and abused by Israeli guards since 10/7. Israeli forces also shot and injured 3 Palestinians, including a child, during raids in Ni’lin and Kobar. Israeli forces also demolished 2 agricultural structures in ‘Anata. In addition to the 100 people detained and arrested in Jenin, 50 Palestinians were arrested during late-night raids in and around Ramallah, Bethlehem, Hebron, Nablus, and Tubas. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli forces bombed Khan Yunis, Dayr al-Balah, Rafah, Nuseirat refugee camp, and Gaza City, killing at least 217 Palestinians and injuring 455. The UN General Assembly adopted an Egyptian-drafted resolution calling for an immediate ceasefire in Gaza and the immediate and unconditional release of all captives with 153 votes in favor, 10 against, and 23 abstentions. Austria, Czechia, Guatemala, Israel, Liberia, Micronesia, Nauru, Papua New Guinea, Paraguay, and the U.S. voted against the non-binding resolution. Amendments put forward by the U.S. and Austria failed to reach the 2/3 threshold with 84 voting in favor of the U.S. amendment and 89 voting in favor of the Austrian amendment. Hamas welcomed the resolution. U.S. president Joe Biden gave a speech at a campaign reception, reiterating narratives that have proven to be false, including that Hamas militants beheaded babies on 10/7 and calling Hamas animals. Biden also said Israel has to strengthen the PA and said Israel was “starting to lose that support [from the EU] by the indiscriminate bombing that takes place” in Gaza. He further complained about Israeli prime minister Benjamin Netanyahu’s coalition partners, naming National Security Minister Itamar Ben-Gvir. Lastly, he said “I believe, without Israel as a freestanding state, not a Jew in the world is safe,” despite more than a quarter of the world’s Jewry living in the U.S. In response to Biden’s speech, PLO secretary-general Hussein al-Sheikh said the U.S. should call for an immediate ceasefire and put forward a comprehensive peace plan. Israeli videos of dozens of Palestinian men being stripped to their underwear, forced to sit on the ground, and taken by Israeli forces to a large hole dug in the ground circulated in Israeli media and on social media. What happened to the men, who were taken from UN schools in Beit Lahiya, remained unknown as some of them were identified as civilians, including journalists, doctors, and academics. Hamas condemned the Israeli action, calling it revenge for Israel’s failed invasion and calling on human rights organizations to intervene.
