Israeli settlers assault Palestinians in Khillet al-Farra in the Masafer Yatta area. Israeli forces raid Nur Shams refugee camp, killing 3 Palestinians and injuring 1, uprooting streets, and destroying property. Israeli forces also shoot and injure a Palestinian during a raid in Wadi al-Fara’a. Elsewhere, Israeli forces demolish a home under construction in Bayt Jala. Israeli forces also arrest 25 Palestinians during raids in Jenin, Hebron, Qalqilya, Bethlehem, Ramallah, and Tulkarm. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb Rafah, Khan Yunis, and Gaza City, killing at least 123 people, including 13 people collecting water from a truck distributing aid in Gaza City. Israeli forces also shoot and kill a paramedic and injure 2 others while they are evacuating injured people in Gaza City and open fire at al-Amal Hospital in Khan Yunis, injuring 2. Elsewhere, Israeli forces shoot and kill a woman trying to collect water for the Nasser Hospital. Off the coast of Gaza, Israeli forces kill 2 Palestinian fishermen northwest of Rafah. In Lebanon, Israeli forces bomb Khiam, killing 1 civilian and wounding 2 others. Israeli forces also bomb Marwahin and Bani Haiyyan. More than 27,708 Palestinians have been killed by Israeli forces in Gaza, including at least 11,500 children and 7,200 women, and around 67,147 have been injured since 10/7. At least 8,000 people are missing in rubble, including 1,700 children. 379 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 96 children. More than 4,426 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 225 Israeli soldiers have been killed and 1,304 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 169 trucks carrying aid enter Gaza. The Gaza Ministry of Health says 11,000 sick and wounded Palestinians need evacuation for treatment. The Gaza Media Office says Israeli has burned 3,000 housing units in Gaza during its ground invasion. The UN says Israel has prevented 51 out of 61 planned aid missions to northern Gaza. Details of Hamas’s counterproposal to the Israeli, U.S., Qatari, and Egyptian ceasefire proposal are unveiled. The Hamas proposal includes 3 stages of 45 days. In the first stage, Israel and Hamas would exchange the remaining female, child, and elderly Israeli captives for 1,500 Palestinian prisoners, see 500 trucks of aid enter Gaza daily, allow Palestinians to return to their homes in Gaza, allow the entry of 60,000 temporary homes and 200,000 tents, and stop Israeli settlers from entering the Haram al-Sharif compound. In the second stage, male captives would be exchanged for more Palestinian prisoners. In the third phase, the bodies of those killed would be exchanged. The proposal also calls for securing the reconstruction of Gaza and the complete withdrawal of Israeli forces. Hamas political bureau member Mohammad Nazzal says the Hamas proposal has clear deadlines which the original proposal lacked, that Qatar, Egypt, Russia, Turkey, and the UN will be guarantors for maintaining the ceasefire, and that the proposal is final. U.S. secretary of state Antony Blinken meets with PA president Mahmoud Abbas in Ramallah, discussing negotiations for a ceasefire in Gaza, Israel’s withholding of PA tax funds, and settler violence. Abbas also expresses the importance of the U.S. recognizing the state of Palestine. Blinken also meets with Prime Minister Netanyahu, military Chief of Staff Herzi Halevi, Defense Minister Yoav Gallant, and President Issac Herzog. The Israeli Broadcasting Corporation reports that Netanyahu promises Blinken that Israel will not invade Egypt at the Philadelphi Corridor without coordination with Egypt. Blinken says at a press conference that Hamas will not play a role in the future governance of Gaza, that the death toll in Gaza remains too high, and that Israel should open the Beit Hanun (Erez) crossing to allow more aid to enter Gaza. Blinken also says that the Hamas response to the ceasefire deal has “clear non-starters,” but that he thinks there is space for an agreement to be reached. PA health minister Mai al-Kaila sends a letter to UN secretary-general Antonio Guterres, calling on him to ensure that medical personnel in Gaza are protected as 340 doctors and health workers have been killed by Israeli forces. Al-Mezan says in a letter to Guterres that the UN Office on Genocide Prevention has failed in its mandate, calling it “double standards.” (AJ, WAFA 2/7)

The Saudi Arabian Foreign Ministry issues a statement saying “in light of what has been attributed to the U.S. National Security Spokesperson, the Ministry of Foreign Affairs affirms that the position of the Kingdom of Saudi Arabia has always been steadfast on the Palestinian issue . . . The Kingdom has communicated its formal position to the U.S. administration that there will be no diplomatic relations with Israel unless an independent Palestinian state is recognized on the 1967 borders with East Jerusalem as its capital, and that the Israeli aggression on the Gaza Strip stops and all Israeli occupation forces withdraw from the Gaza Strip.” In the statement, Saudi Arabia also calls on UN Security Council members to recognize the state of Palestine. Argentinian president Javier Milei meets with Prime Minister Netanyahu in Jerusalem, saying Argentina will designate Hamas as a terrorist organization. The U.S. Senate rejects a $118 billion bill that would fund Israel’s war on Gaza, send military aid to Ukraine, and fund the U.S.-Mexico border. Senator Bernie Sanders (D-VA) says he voted against the bill because the military aid to Israel is “unconscionable” given the Israel’s “horrific war against the Palestinian people,” and because of the provisions in the bill that would prevent UNRWA funding. The American Civil Liberties Union writes a letter to U.S. secretary of education Miguel Cardona, calling on him to reject the International Holocaust Remembrance Association’s working definition of anti-Semitism, saying it conflates anti-Semitism with political speech. (AJ 2/7)

In the West Bank, Israeli settlers block a road between Ramallah and Nablus with burning tires. Israeli forces dressed as Palestinians raid Balata refugee camp, injuring 3 Palestinians, including a 4-year-old who is bitten by a dog and the 2 others with live ammunition. Israeli forces also shoot and injure a Palestinian man during a raid in Sarra. Elsewhere, Israeli forces raid Shu’fat refugee camp, injuring a Palestinian with a baton round. Israeli forces also raid Ramin, demolishing a monument erected to commemorate Palestinians killed by Israeli forces. Meanwhile, Israeli forces arrest 14 Palestinians during late-night raids in and around Qalqilya, Nablus, Tulkarm, Ramallah, and Jenin. The Israeli government extends the Citizenship and Entry into Israel Law for a year, barring Palestinians married to Israelis from obtaining Israeli citizenship. The government also says it plans to hire 65,000 construction workers from India, Sri Lanka, and Uzbekistan to replace the 72,000 Palestinians employed at construction sites before 10/7/2023. Foreign Minister Israel Katz says UNRWA “perpetuates the false narrative of Palestinian ‘refugees’ needing to return to Israel. We are actively working to disengage UNRWA from Gaza.” National Security Minister Itamar Ben-Gvir tells the Wall Street Journal that the Biden administration “is busy giving humanitarian aid and fuel” to Gaza instead “of giving us his full backing.” Ben-Gvir also says he encourages Palestinians in Gaza to “emigrate to places around the world.” The High Court of Justice rejects a petition to recuse Prime Minister Benjamin Netanyahu from office. The U.S. Senate publishes a new proposal for a bill to provide aid to Ukraine, Taiwan, and Israel, earmarking $14.1 billion to Israel and $10 billion in humanitarian aid for civilians in Gaza and the West Bank, stipulating that no funds can go to UNRWA. The House has proposed a standalone bill for Israel to avoid funding Ukraine and Taiwan. State Department deputy spokesperson Vedant Patel says bill would prevent the U.S. from funding UNRWA and the U.S. would instead divert funds to “other partners.” (AJ, HA, HA, NYT, NYT 2/5)

UNRWA commissioner-general Philippe Lazzarini tells the Financial Times that Israel has not provided evidence to back its claim that 12 UNRWA staffers were involved in Operation Al-Aqsa Flood. EU high commissioner of foreign affairs Josep Borell calls the suspension of funding for UNRWA “disproportionate and dangerous.” Haaretz reports that Israel’s Bank Luemi has notified UNRWA that it will block the agency’s bank account due to “tangible suspicions it is transferring funds to terror groups in Gaza.” The bank also suspends the account of 1 of the settlers sanctioned by the U.S. on 2/1. In the West Bank, a Palestinian man from East Jerusalem driving with Israeli license plates on his car is shot and killed in a drive-by shooting near the Ofra settlement north of Ramallah; it is unclear who the assailants are. Israeli settlers uproot 250 olive trees in Khallet al-Nahlah. Israeli settlers also assault several farmers and steal agricultural equipment in Maeen in the Masafer Yatta area. Elsewhere, Israeli settlers raid al-Juwaya in the Masafer Yatta area and Shuwe’er in the Jordan Valley, assaulting Palestinians. Israeli forces raid Jenin, killing 7 Palestinians in a drone strike in Jenin; 1 Israeli soldier is killed and 3 others are injured when an explosive device hits their car during the raid. Israeli forces also shoot and kill 3 Palestinians, including a 3-year-old girl, at a checkpoint near Beit Iksa; Israel claims the 2 adults had rammed and injured an Israeli soldier and says the girl was accidentally shot and killed and was in a different car not related to the alleged ramming incident. Elsewhere, Israeli forces shoot and kill a Palestinian man and injure another during a raid in Abwein. Israeli forces also assault a Palestinian near Deir Sharaf. Israel has targeted Dahdouh and his family previously, killing his wife, 2 of his other children, and a grandchild among other relatives in October and injured Dahdouh in December. Save the Children says more than 1,000 Palestinian children in Gaza have had 1 or both legs amputated after being hit by Israeli bombs, many of the amputations are done without anesthetics. Save the Children notes that on average 10 children are subject to amputations every day. The WHO says it has canceled plans to bring medical supplies to northern Gaza because “[h]eavy bombardment, movement restrictions, and interrupted communications, makes it too dangerous. Authorities in Gaza call on Egypt to open the Rafah crossing further to allow more wounded Palestinians into Egypt, noting that 6,000 people are awaiting approval to cross to Egypt while 10-20 wounded people are evacuated daily. Hamas official Osama Hamdan says Israel has destroyed more than 200 heritage sites in Gaza and calls on the OIC, the Arab League, and the African Union to support South Africa’s filing at the ICJ. The Euro-Med Human Rights Monitor releases a report based on testimonies from Palestinians abducted by Israeli forces in Gaza and taken to Israel, saying civilians were tortured in detention, including being beaten, subject to electric shocks, burned with cigarettes, and tied up in stress positions. Euro-Med says many of the Palestinians taken from Gaza are being held at the Sde Teiman camp between Gaza and Beersheba in what was described as a Guantanamo-like prison. (Euro-Med 1/7)

Israeli military chief of staff Herzi Halevi says Israel will be fighting in Gaza all year. Defense Minister Yoav Gallant tells the Wall Street Journal that Hezbollah leaders “know we can copy-paste [Israel’s attacks on Gaza] to Beirut,” adding Israel’s priority is not a war in Lebanon. U.S. secretary of state Antony Blinken meets with Qatar prime minister Mohammed bin Abdulrahman bin Jassim Al Thani in Doha, discussing the situation in Gaza and the Red Sea. Blinken calls the killing of Hamza Dahdouh (see above) an “unimaginable tragedy” and says Palestinians in Gaza must be allowed to return to their homes and “must not be pressed to leave Gaza.” Al Thani says the Israeli assassination of Saleh al-Arouri in Beirut has affected Qatari mediation efforts but that the negotiations continue. Blinken also meets with Jordanian king Abdullah II and foreign minister Ayman Safadi in Amman. King Abdullah II warns Blinken of “catastrophic repercussions” if Israel’s war on Gaza continues. The Washington Post reports that U.S. president Joe Biden has tasked his staff with preventing an all-out war between Israel and Hezbollah. The Post says U.S. officials are worried that Israeli prime minister Benjamin Netanyahu sees an escalation with Hezbollah as a way to stay in power. A Defense Intelligence Agency report saying that Israel would have trouble winning a war against Hezbollah while fighting in Gaza is also leaked to the press. (HA 1/8)

Israeli forces shot and injured 2 Palestinians in Barta’a while 1 of them tried to move his car after the Israeli soldiers said it was not legally registered. Israeli forces also demolished water pipes in al-Minya. In East Jerusalem, Israeli forces violently dispersed Palestinians trying to reach the Haram al-Sharif compound, beating and injuring 2. In Gaza, Israeli forces bombed Khan Yunis, Rafah, Dayr al-Balah, Gaza City, Nuseirat refugee camp, Jabalia refugee camp, and Bureij refugee camp, killing dozens of people, including 76 from the same family in an airstrike in Gaza City and 40 in airstrikes on 8 buildings in Jabalia refugee camp. Israeli forces also bombed the only water desalination plant in northern Gaza. 5 Israeli soldiers were killed in combat. In Lebanon, rockets were fired toward Israel, killing an Israeli soldier. The UN Security Council passed a resolution calling on the parties to “create the conditions for a sustainable cessation of hostilities . . . facilitate and enable the immediate, safe and unhindered delivery of humanitarian assistance at scale,” and demanding parties “facilitate the use of all available routes to and throughout the entire Gaza Strip” for aid deliveries. It also requested a UN chief of aid disbursement and a UN official for accelerating aid, demanded the release of the captives, and demanded that enough fuel is allowed into Gaza to meet the humanitarian needs. 13 members voted in favor while the U.S. and Russia abstained. Previous versions called for an end to the fighting and later a suspension, but the U.S. rejected these two suggestions. After the vote, PA ambassador to the UN Riyad Mansour called the resolution a step in the right direction and said that Palestine, the Arab Group, and the OIC had 3 objectives: an immediate ceasefire, humanitarian assistance at scale, and no forced displacement. Hamas called the resolution insufficient. Israeli foreign minister Eli Cohen said Israel would continue its war on Gaza until all captives were released and Hamas was eliminated and said Israel would continue to screen all aid going to Gaza.
