Cabinet authorizes immediatestablishment of 4 settlements in West Bank, 1 in Golan. Kawkab residents boycott ceremony installing Israeli-backed local council. 2 Jabaliya camp (Gaza) youths sentenced to 1/2 & 2 yrs. for possession of grenades.
