PM Rabin and Pres. Clinton, at joint news conference in Washington, call on PLO to return to negotiations immediately. Rabin says he will consider Palestinian police force in o.t., but only under Israeli control, suggesting Israel might rehire 900 Palestinian police officers who resigned during the intifada. Rabin says an international force would be limited to monitors, not armed peacekeepers.
