Final UN report on Qana is submitted to the UNSC, concluding it is unlikely that gross technical or human error was the cause of shells falling within the UN base as Israel claims. Israel, U.S. condemn the report. A State Dept. official accuses UN Sec. Gen. Butros Ghali of manipulating the report's conclusions to gain Arab and other support in his bid for a 2d. term as sec. gen.
