Netanyahu phones Arafat, says that as part of a Hebron deal Israel is willing to provide an "oral statement" saying that Israel would act to implement remaining aspects of the Oslo II agmt. The PA had requested such assurances be in writing as part of the agmt. (MM 11/11)
