After the U.S., UK propose that the UN impose more sanctions on an increasingly recalcitrant Iraq in order to pressure it to better cooperate with the UN Special Commission (UNSCOM) in charge of overseeing the destruction of Baghdad's weapons of mass destruction, Iraq threatens to halt cooperation altogether.
