UN Secy.-Gen Annan certifies that Israel has completed its withdrawal fr. Lebanon, says UNIFIL will begin redeploying to new positions inside s. Lebanon immediately. Lebanese Pres. Lahoud and PM Huss, however, claim the IDF still holds 6 or 7 spots inside the blue line; request the UN delay endorsing the certification until the areas are checked.
