Israel partially lifts a ban on Palestinian laborers, issuing 3,200 entry permits; expects 1,000 Palestinians to resume jobs in Israel on 4/10. Israel also apologizes for the shooting incident at the Erez crossing on 4/4, however a U.S.-brokered mtg. btwn. Israeli, PA security officials, planned early in the day, is canceled by the PA.
