U.S. Secy. of State Hillary Clinton invokes rarely used powers to override a congressional hold on $152 m. in assistance to the Palestinians that was placed by Rep. Ileana Ros-Lehtinen (R-Fla.), the chairwoman of the U.S. House of Representatives Foreign Affairs Committee, to punish PA Pres. Abbas for seeking Palestinian statehood recognition at the UN (see QU in JPS 163).
