Palestinian chief negotiator Saeb Erakat holds talks with U.S. officials in Washington, though U.S. Secy. of State Kerry is in Paris and focused on the conflict between Russia and Ukraine. Meanwhile, Israeli FM Avigdor Lieberman tells Israeli radio that the Palestinians are blocking progress in talks by “setting conditions,” a reference to a demand by Abbas for a settlement construction freeze.
