In the West Bank, Israeli settlers shoot and injure 2 Palestinian women during a raid in Dayr Sharaf. Israeli settlers also assault a Palestinian shepherd in Susiya in the Masafer Yatta area. Elsewhere, Israeli settlers attack Palestinians harvesting olives in Kafr Malik, forcing them to flee. Israeli settlers also set fire to a Palestinian-owned vehicle near Qabalan. Meanwhile, Israeli settlers steal an olive harvest in Harmallah. Israeli settlers also set up an outpost near Sidt al-Thala in the Masafer Yatta area. Israeli forces shoot and kill a Palestinian man near Hizma, claiming he attempted to ram and stab Israeli soldiers. Israeli forces also fire tear gas at a school in al-Arroub refugee camp, causing tear-gas related injuries to students and staff. Elsewhere, Israeli forces open fire at Palestinians harvesting olives near Qusra, forcing them to flee. Israeli forces also seal off Madama, imposing a curfew on the village. Meanwhile, Israeli forces arrest 12 Palestinians during raids in Hebron, Ramallah, and Jenin. In Gaza, Israeli forces bomb Jabalia refugee camp, Gaza City, Shati’ refugee camp, Rafah, Nuseirat refugee camp, and Beit Lahiya, killing at least 53 people, including 3 journalists and 5 others in the Asma School in Shati’ refugee camp. An Israeli soldier succumbs to injuries sustained in northern Gaza on 10/18. Near Tel Aviv, an Israeli man is killed and 39 are reportedly injured in a ramming incident near the Glilot military base. The alleged perpetrator is shot and killed. In Lebanon, Israeli forces bomb Beirut, Ain Baal, Nabatieh, Qaaqaait al-Jisr, Baalbek, Deir Aames, Zibqin, Yatar, Tayr Harfa, Jebbain, Yarine, and Sidon, killing at least 38 people, including least 7 people, 3 of them paramedics, in Ain Baal. Israeli forces also order the evacuation of 14 towns and villages, saying their residents should flee north of the Awali River. Hezbollah forces fire rockets at Misgav Am, Kiryat Shmona, Manara, and the Marj and Zevulun military bases. In Iraq, the Islamic Resistance in Iraq says it launched 3 drones at Eliat and the Golan Heights. More than *42,924 Palestinians have been killed by Israeli forces in Gaza, including at least 17,000 children and 11,487 women, and around 100,833 have been injured since 10/7/2023. At least 10,000 people are missing in rubble. 763 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 166 children. More than 6,500 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 360 Israeli soldiers have been killed and 2,363 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 79,000 housing units have been destroyed and 370,000 have been damaged in Israeli airstrikes since 10/7/2023.

Egyptian president Abdel Fattah el-Sisi announces that he has proposed a 2-day ceasefire during which 4 Israeli captives would be exchanged for Palestinian prisoners and with more negotiations within 10 days to secure a complete ceasefire in Gaza. Mossad director David Barnea and CIA director Bill Burns arrive in Qatar for ceasefire talks with Qatari prime minister Mohammed bin Abdulrahman bin Jassim Al Thani. Axios reports that Burns suggests a 28-day ceasefire which would include the release of 8 Israeli captives and dozens of Palestinian prisoners. The proposal does not include an Israeli withdrawal from Gaza, which is a key demand by Hamas. The Knesset Ministerial Committee for Legislation discuss a bill submitted by Likud Party MK Ofir Katz that would place additional restraints on Palestinian citizens of Israel running for the Knesset and would limit the Supreme Court’s authority over the Central Elections Committee. The bill would disqualify anyone who has made a statement in “support for armed struggle by a state or terrorist organization against Israel” from running for the Knesset. (HA 10/27; HA 10/28)

Israeli Channel 13 and Haaretz report that Israeli defense minister Yoav Gallant sent a letter to Prime Minister Benjamin Netanyahu and the war cabinet saying the Israeli wars are lacking a clear objective.
