Upon his return fr. the U.S. Sharon meets with his security cabinet, then his full cabinet to discuss how to respond to the 12/1+n2 attacks. The full cabinet votes to declare the PA "an entity that supports terrorism," adds Force 17 (Arafat's "presidential guard") to its list of terrorist groups, authorizes Sharon to escalate military action. FM Shimon Peres, other Labor MKs walk out of the cabinet mtg. in protest but do not formally withdraw fr. the governing coalition. While the cabinet meets, the PSF continues to arrest mbrs. of Hamas and Islamic Jihad, risking confrontations with hostile Palestinian crowds. Arafat also orders the arrest of Hamas spiritual leader Shaykh Ahmad Yasin, but when PSF officers arrive around midnight, crowds of Palestinians force them to retreat. The PSF says it has arrested more than 100 Palestinians since 12/2. Arafat asks Peres for a 4-day grace period, during which he vows he would crack down on opposition groups. Israel refuses, dismissing the arrests as a "show for international consumption." The U.S. says the PA must "root out the infrastructure of the groups that support terrorists." Soon after the cabinet mtg., the IDF launches air raids against Arafat's headquarters and other PA sites around Gaza City, destroying the PSF barracks, Arafat's 2 personal helicopters, injuring 12 Palestinians; sends tanks into Gaza airport to bulldoze runways; sends troops into Ramallah to surround the PA's West Bank headquarters, where Arafat is staying. In Jinin, U.S.-supplied F-16s destroy the Palestinian governate building, jail, PSF headquarters. The IDF also fatally shoots 1 Palestinian nr. Jinin; raids Beitunia, attacking several homes and arresting an Arafat adviser, several Islamic Jihad mbrs. In Bethlehem, Fatah mbrs. Rafat al-Bajali and Nidal al-Dirbani, both on Israel's wanted list, are killed in a mysterious explosion thought to be an IDF assassination. The White House spokesman Ari Fleischer says Israel "obviously has the right to defend itself. The president understands that very clearly." A Hamas suicide bomber detonates a powerful device on a bus in Haifa, killing 14 Israelis, 1 Filipino, and injuring more than 40. Arafat condemns the attack, outlaws "any movement, organization, or gathering" that does not abide by his cease-fire order, orders confiscation of illegal weapons, reiterates plans for a crackdown, saying that around 90 Palestinians have already been arrested. Israel dismisses the arrests as "a stunt," seals PA areas, bans all Palestinian vehicular traffic, shells residential areas of Jinin. In one of several similar incidents in the Bethlehem area, 20 PSF officers attempting to arrest journalist Issa Zawahara, who has ties to Islamic Jihad, are chased off by an angry crowd of Palestinians. Arafat later meets with PA security heads, convenes the Palestinian Council (PC) to discuss the recent attacks. Sharon says he does not expect Arafat to take serious steps to arrest those responsible for recent suicide attacks, says Israel will "do what we have to do to protect our citizens." An Israeli security guard outside an East Jerusalem bank fatally shoots a Palestinian, apparently fearing that he was about to stage an attack. The IDF fatally shoots 4 Palestinians nr. a Jinin checkpoint, 1 Palestinian in Tulkarm; fires a tank shell at a Palestinian in Qabatiyya, killing him. The IDF also directs shells/heavy machine gun fire at residential areas of Aida, Jinin, Khan Yunis, Salim; conducts arrest raids in Abu Dis, Azariyya, Burqa. In Gaza, some 1,000 Hamas supporters rally in support of continued attacks on Israeli targets. The IDF assassinates Hamas student activist `Amr Hadiri (also reported as Omar Madiri), firing missiles at his car as he drives in Tulkarm. Also nr. Tulkarm, the IDF fatally shoots a Palestinian allegedly planting a roadside bomb. A Palestinian opens fire outside the Israeli DMin. in Tel Aviv, wounding 8 IDF them soldiers, 2 Israeli civilians. He is wounded, captured in his attempt to flee and later dies of his injuries. Palestinians open fire on a Jewish settler family driving in the West Bank, killing 1 pregnant settler, seriously wounding her husband, lightly injuring 2 children. In response, the IDF seals Jericho, Nablus, Qalqilya, Ramallah, Tulkarm, and parts of Bethlehem, Hebron, Jinin. IDF helicopters shell the PSF headquarters in Rafah. The Israeli DMin. broadcasts a list of 7 wanted Palestinians (3 Islamic Jihad, 2 Fatah, 1 Hamas, 1 PFLP), vowing to take action against them if the PA does not arrest them immediately. After mtg. separately with Arafat and Sharon, Powell announces that the sides have agreed that after 7 days of "complete quite," they will observe a 6 wk. cooling-off period, followed by a "several mos." of confidence building, only after which negotiations would resume. FM Peres says that if even 1 Palestinian attack takes place during the 7-day or 6 wk. periods, the clock would reset to zero. At least 3,000 Palestinians rally in Gaza City to protest Powell's visit. A Hamas suicide bomber detonates a device outside a nightclub in Tel Aviv, killing 16 Israelis and injuring more than 80, mostly teenage Russian immigrants on a Friday night out. Arafat's spokesman condemns the attack, calls on all parties to show restraint. The PA orders Palestinians to close offices and stores and return to their homes, fearing a massive retaliation. Israel seals the West Bank and Gaza; reinforces internal closures on all Palestinian population centers, dividing the West Bank into 8 enclaves, Gaza into 4. Meanwhile, Jewish settlers set up a new enclave on Batn al-Masi hill in the West Bank. A Palestinian known for selling land to Jews is found murdered in Bethlehem. Before the bombing, Israel allows 10,000s of Palestinians into Jerusalem to attend Faisal Husseini's funeral in Jerusalem. He is buried in a family tomb in the al-Aqsa Mosque compound. As Israeli police stand back and watch, Palestinians make their largest open display of Palestinian nationalism in the city since 1967. Some Palestinians throw stones at Sharon's East Jerusalem residence, and a Jewish tourist fires a teargas canister at mourners, but generally the event is peaceful. Israeli-Palestinian clashes leave a total of 2 Palestinian, 1 Jewish settler dead. Israeli DM Ben-Eliezer approves deployment of special forces units to bolster the IDF in the West Bank; some units will operate undercover, lying in ambush for Palestinian attackers, while others will operate overtly in a show of force. Jewish settlers increase vigilante attacks in the West Bank, shooting at and stoning Palestinian cars, beating a group of Palestinians nr. Nablus. In Bethlehem, a Palestinian, previously questioned by the PSF for selling land to Israelis, is killed in a drive-by shooting outside his home, raising speculation that Palestinians targeted him as a collaborator. In Washington, Israeli pres. Moshe Katsav meets separately with Bush, Powell; asks the U.S. to set a deadline for the Palestinians to halt attacks on Israel. Bush makes no commitment. Afterwards, Katsav says Bush did not ask Israel not to retaliate against Palestinian attacks; warns Arafat that he has a "few days, no more" to end the violence or face a sharply escalated IDF military response. Israeli-Palestinian clashes continue to escalate. In Rafah, the IDF assassinates Islamic Jihad activist Muhammad `Abd al-Al, firing wire-guided missiles fr. helicopter gunships at his truck. (2,000 Palestinians attend his funeral later in the day.) After an Islamic Jihad sniper kills an IDF soldier nr. Rachel's Tomb in Bethlehem in retaliation, the IDF fires missiles, tank shells, machine guns, grenades at Palestinian residential areas of the city, damaging 15 homes and wounding 8 Palestinians, including a 2-yr.-old girl, 3-mo.-old baby. Some 600 mbrs. of the Union of Palestinian Women's Comms. hold a nonviolent march nr. the al-Ram checkpoint, where the IDF fires tear gas and percussion grenades, beating some with their rifles, injuring 15, including Hanan Ashrawi. Israeli-Palestinian clashes continue. The largest demonstrations are in Ramallah, where 2,000 Palestinian artists, intellectuals stage a nonviolent protest, and students attempt to open the road to Birzeit University, where spring registration begins today. In the ensuing clash soldiers fatally shoot 1 Palestinian who was standing next to Fatah tanzim leader Marwan Barghouti, raising speculation that Barghouti was the target. The IDF directs shells, heavy machine gun fire at residential areas of Jinin, Rafah (severely damaging a mosque); bulldozes 4 dunams of Palestinian land nr. Rafah. A Palestinian assailant throws a hand grenade at an IDF post in Gaza, causing no injuries. Israel tightens the siege on Ramallah but eases blockades on Bethlehem, Hebron, Qalqilya, Tulkarm. Later in the day, after shooting nr. Qalqilya, the blockade on Qalqilya is reimposed. Israeli-Palestinian clashes continue, leaving 1 Palestinian dead--a youth killed in his sleep when an IDF shell strikes his home in Bayt Jala. The IDF says the shelling was a "preventive" measure to discourage Palestinian sniping at neighboring Gilo settlement. The IDF also demolishes 2 Palestinian homes in Bayt Umar; shells residential areas of Bayt Sahur, Bethlehem, al-Bireh (extensively damaging a school for the blind). Jewish settlers place caravans on a new site nr. Kafr Dik, which has been the target of repeated confiscation attempts since the 1980s, and begin bulldozing the area. Outgoing PM Barak pulls out of a coalition deal with PM-elect Sharon, officially resigns as Labor party head. Barak blames Sharon for "political intrigue and maneuvering" for allegedly discussing giving Labor MK Shimon Peres the DM position behind his back, but nonetheless advises Labor to join a unity government. Israeli-Palestinian clashes continue. Israel eases the closure on Gaza, partially reopening the Gaza airport, Rafah and Qarni crossings, key roads. In Gaza, 3 masked gunmen assassinate Palestinian Broadcasting Corp. (PBC) head Hisham Makki, notorious for his corruption, close ties with Arafat. Israel, the PA concurs that the gunmen were probably Palestinian. Jewish settlers continue to attack Palestinian property in Khan Yunis, as they have since 1/14.
