This evening, AMB, Hamas gunmen jointly detonate a roadside bomb nr. a Jewish settler bus outside Emmanuel settlement nr. Nablus, then open fire on the bus, 2 cars traveling with it, the medical workers who come to the scene, killing 9 Jewish settlers, 1 Israeli border police officer, wounding 30; 1 Hamas mbr. is run over, shot dead by the IDF. In Gaza, 2 Hamas suicide bombers detonate devices outside a Jewish settlement, wounding 4. Sharon severs all contacts with the PA, declares Arafat "irrelevant," says Israel will no longer wait for the PA to "wipe out terror networks" but will do the job itself. The IDF immediately begins F-16 air strikes on targets in al-Bireh, Gaza City, Jinin, Nablus, Qalqilya, Ramallah, and Tulkarm, killing 1 Palestinian; tightens its encirclement of major Palestinian population centers; enters Jinin's area A with tanks, injuring 19 Palestinians before withdrawing; fires on a funeral procession in Khan Yunis, injuring 3. The Israeli inner cabinet agrees to "rapidly deploy" the IDF for "massive and continuous" operations "in cities in the West Bank and Gaza Strip." Israel strikes PA targets for a 2d day, shelling Arafat's Ramallah compound (though not hitting the building housing his office, where he is staying), sending F-16s to hit PSF, Force 17 offices in Gaza City. The IDF also shells PSF, Force 17, PA military intelligence offices in Bayt Lahia, Jabaliya, Khan Yunis, Salfit, Qalqilya, and Tulkarm and the Information Min. offices in Ramallah; reoccupies the village of Iktaba and areas of al-Bireh, Nablus, Ramallah; fires on the home of PLO Exec. Comm. mbr. Ghassan Shaka`. In the Galilee, 400 Israeli police clash with 1,000 Israeli Arabs residents of al-Tira and Taybeh protesting the government's expropriation of village lands for a highway, leaving more than 40 Israeli Arabs (including 3 MKs), 18 police officers injured. (JP [Internet] 10/30; HA 10/31)

In an apparent assassination attempt on senior Fatah official Muhammad Mansur, the IDF fires rockets into the Fatah headquarters in a residential area of Ramallah, causing no injuries. Mansur left the building just before the attack. Nr. Rafah, an explosion in a building known to be used by tanzim mbrs. leaves, 1 tanzim mbr. dead, 1 injured; the tanzim accuses Israel of carrying out an assassination. Israel admits to the attempt on Mansur, but denies staging the Rafah incident. The IDF directs shells/heavy machine gun fire at residential areas of Bayt Hanun, al-Bireh, Dura, Nablus, Rafah; closes roads around Khan Yunis, the al-Mawasi area; occupies a Palestinian home in al-Khadir; raids, shuts a secondary school in Baqa` al-Sharqiyya; conducts arrest sweeps in Burqa, Jinin, al-Khadir, Tulkarm, Yabid. The WCAR closes after agreeing on a final statement that expresses concern over the "plight of the Palestinian people under foreign occupation," endorses the right of Israelis and Palestinians to live in secure and independent states, recognizes the right of refugees to return to "freely return to their homes." The IDF apparently attempts to assassinate DFLP West Bank head Qays Samurai (Abu Layla) by planting an explosive device in his home in Ramallah; tanzim mbr. Anwar Aliya in an ambush by undercover units in Tulkarm. Samurai is not home at the time; Aliya is wounded. The IDF completes its withdrawal fr. Bayt Jala, taking up positions just outside the town and warning it will reenter if shooting at Gilo resumes. The IDF assassinates Popular Front for the Liberation of Palestine (PFLP) leader Abu Ali Mustafa (Mustafa Zibri), the most prominent Palestinian leader targeted to date, firing missiles at his office in al-Bireh. (22 U.S. citizens also live in the building where Mustafa worked; 3 are lightly injured in the attack.) In response, 1,000s of Palestinians take to the streets in Bethlehem, Gaza City, Jinin, Nablus, Tulkarm to protest. The U.S. criticizes Israel for "inflaming an already volatile situation and making it much harder to restore calm"; says Israel must also take economic, security steps to alleviate pressure on the Palestinians.
