The IDF assassinates Hamas Hebron leader Ahmad Badr by firing a shell at his apartment in Hebron, also killing a 2d Hamas mbr., a 12-yr.-old Palestinian bystander, wounding 2 bystanders, then demolishing the entire building; fatally shoots a Palestinian allegedly planting a roadside bomb nr. A Palestinian suicide bomber fr. Hebron detonates a device on a bus in West Jerusalem, killing 15 Israelis, 5 Americans, wounding more than 100 (13 seriously, 13 moderately), and violating a unilateral 3-mo. Palestinian cease-fire declared on 6/29. (Initially, Islamic Jihad claims responsibility, and Hamas denies it. After the bomber is identified as a known Hamas mbr., Hamas accepts responsibility but says it still adheres tothe cease-fire, this was a 1-time action to retaliate for the 8/14 IDF assassination of Islamic Jihad Hebron cmdr. Muhammad Sidr. Analysts suggest the bombing may be a joint operation or the work of a Hamas offshoot.) PA PM Mahmud Abbas, whois meeting with Islamic Jihad leaders at the time tourge them toextend the cease-fire to 6 mos., breaks off the mtg., denounces the attack, cancels cease-fire talks with Hamas scheduled for 8/20. The Knesset authorizes (53-25 with 1 abstention) a 1-yr. amendment of the citizenship law to deny citizenship, permanent residency status to Palestinians fr. the territories who marry Israeli citizens, forcing couples to live apart or leave Israel, preventing automatic citizenship of a child born of 1 Palestinian, 1 Israeli parent. The World Zionist Organization (WZO) plans 30 new Jewish settlements in the Galilee and Negev to offset the rapid bedouin and Israeli Arab growth rates there and “ensure that Israel remains a Jewish state.” (JTA 7/31)

The IDF conducts arrest raids in Hebron (targeting the AMB), Jenin (targeting Islamic Jihad), Ramallah (targeting the AMB). Israeli border police fatally shoot a bedouin driving in the Negev when he refuses orders to stop; the Israelis suspected him of transporting illegal workers fr. the occupied territories; 10s of angry local residents demonstrate, damage police cars, throw stones at police officers. Unidentified assailants attempt to assassinate PA military intelligence chief Maj. Gen. Musa Arafat, firing a rocket-propelled grenade at his office; the grenade misses, hits a prison, injuring 13 inmates. As gestures to the PA, Israel announces a halt to deporting families of West Bank Palestinian militants to Gaza; releases 34 Palestinian prisoners, including senior Gaza PSF official Sulayman Abu Mutlak, who was arrested in early 5/03 and is freed for lack of evidence. Overnight, Palestinians fire an antitank rocket at Kefar Darom, wounding 4 Jewish settlers; the Palestinian resistance comms. (PRCs) and a Rafah-based Fatah offshoot called Abu Rish, neither of which agreed to the cease-fire, claim responsibility; meanwhile, the PSF arrests 4 PRC mbrs., an AMB mbr. in connection with the attack; the IDF shuts Gaza’s main north–south road for 6 hrs. to search for the assailants, without success. The IDF demolishes a Palestinian home in Jenin; conducts arrest raids in Nablus. Nr. the Negev village of Tal Arad, 5 Israeli policemen attempt to arrest a bedouin youth for throwing stones at cars, sparking a riot by 10s of local bedouin in which the police shoot, wound 3 bedouin; 2 bedouin, 5 policemen are also injured in scuffles. Palestinians fire a Qassam rocket at Sederot, lightly injuring 1 Israeli. Jewish settlers set up a new unauthorized outpost, nr. the site of 1 taken down last wk. Israel bars entry at the Ben-Gurion Airport to a delegation of Belgian, Dutch doctors on a mission to assess the damage to the Palestinian health care system in the West Bank, Gaza. A Palestinian suicide bomber fr. Balata r.c. detonates a device at the Kfar Saba railway station in Israel, killing 1 Israeli security guard, injuring 13 Israelis. A statement faxed to Reuters claims the AMB carried out the act with the help of the PFLP, but AMB’s chief spokesman denies this, saying the attack was staged by Nablus breakaway faction of the AMB (see 4/10). Israel says it will not stage a massive retaliation in response. The IDF fires on stone-throwing Palestinian youths in Qarawat Bani Zayt, killing 2 Palestinians; fires on an elementary school in Qalqilya, injuring 3 students, 1 teacher; shells residential areas of Rafah; bulldozes nearly 300 dunams of land in Bayt Hanun, 34 dunams in Rafah; conducts arrest raids in Bethlehem (targeting Hamas), al-Qarara, Tulkarm. Jewish settlers fr. Mitzpeh Yeriho seize a hilltop nr. Jericho as a new outpost, called Givat Haherut (Liberty Hill), to “prevent invasion” of the area by bedouin shepherds; Israeli police urge the settlers to evacuate the site but leave when they refuse. Netzarim settlement; fatally shoots a mute Palestinian who had stopped to watch Palestinians throw stones at troops in Tulkarm; demolishes 1 Palestinian home in Hebron, 1 in Rafah. Jewish settlers open fire on stone-throwing Palestinians in the West Bank, seriously injuring a 14-yr.-old Palestinian boy. The IDF demolishes a Palestinian home in Saida; fires on an crowd local Palestinians who come to scene to observe, wounding a 17-yr.-old Palestinian; bars an ambulance fr. reaching the scene for 1.5 hrs., allowing the boy to bleed to death. The IDF also conducts arrest raids, house searches in `Azun, Bayt Dajan, Jalazun r.c., Jenin; recommends Israel order the closure of 3 Palestinian colleges (Palestine Polytechnic Institute and the Islamic College in Hebron, the Islamic College in Abu Dis) for the students’ strong support of Hamas, Islamic Jihad.
