IDF air strikes target the head of the Popular Resistance Comm.’s (PRC) Salah al-Din Brigades Mahmud Arqan, assassinating him as he drives through a residential area of Rafah, wounding at least 5 bystanders. In retaliation, Palestinians fire several rockets and 1 mortar fr. n. Gaza into Israel, causing no damage or injuries; IDF artillery fires 10s of shells on roads and uninhabited areas in n. Gaza, causing no reported casualties. The IDF also conducts arrest raids nr. Ramallah and in Balata r.c., Hebron, Tulkarm; raids Waqf offices, 2 charitable societies in Jenin, confiscating computers and files, sealing the buildings; conducts arrest raids in Bani Na‘im nr. Hebron, Bayt Laqia, Bethlehem, Kafr Dan nr. Jenin, al-Khadi, Tulkarm r.c. Late in the evening, the IDF raids the Muslim Youth Association in Hebron, confiscates computers, copiers, documents and vandalizes and seals the building. A Palestinian woman (a bystander) is killed, several Palestinians are wounded in a clash btwn. rival clans in Bayt Hanun in continuation of the fatal violence of 12/3. Overnight, the IDF raids Kefar Rai, arrests 15 Palestinians in connection with the 12/5 Netanya bombing, including the bomber’s father, 3 brothers; also conducts arrest raids in villages around Hebron and Tulkarm, in Bethlehem. PA security forces detain 13 Islamic Jihad mbrs. in Balata r.c and Nablus, exchanging fire with AMB and Islamic Jihad gunmen opposed to the arrests, causing no reported injuries; also arrest 4 Islamic Jihad mbrs. in the n. West Bank. During the day, the IDF suspends Palestinian VIP passage through checkpoints; further tightens restrictions on Palestinian movement in the West Bank; conducts an air strike on Gaza City, targeting and destroying a 1950s statue of the unknown soldier; confiscates 85 d. of Palestinian land outside Bethlehem for construction of a permanent checkpoint to separate the western rural areas of Bethlehem fr. the rest of the governorate; conducts arrest raids, house searches in Balata r.c., Hebron; raids, closes 2 Islamic charities in Jenin. Israel suspends further implementation of the 11/15 Rafah arrangements brokered by U.S. Secy. of State Condoleezza Rice, aimed at easing Palestinian movement in and out of Gaza, between Gaza and the West Bank, and within the West Bank; tells the U.S. that it will not resume discussion of the issue until PA Pres. Overnight, the IDF launches a major raid on Nablus, surrounding and searching houses, assassinating senior Hamas military cmdr. for the n. West Bank, Amjad Hinnawi, and arresting several other Palestinians. The IDF also partially demolishes an apartment building in alZababda nr. Jenin; imposes a curfew on parts of Hebron, conducts arrest raids and house searches, occupying 1 Palestinian home as an observation post; conducts arrest raids, house searches in Yatta (arresting local Islamic Jihad leader Mahmud al-Haddar), nr. Bethlehem. A Palestinian gunman fires on a Jewish settler vehicle nr. Halhul, causing damage but no injuries. Jewish settlers fr. Itamar burn 30 Palestinian olive trees in Nablus. In Rafah, gunmen of a previously unknown group called the Islamic Army raids and orders closed a PA Central Election Commission (CEC) office, saying that the upcoming parliamentary elections are un-Islamic and a plot by the U.S. and Israel; CEC officials refuse to leave, PA security forces arrive, the gunmen leave. Citing retaliation for the death of an Israeli woman on 7/14, the IDF launches overnight missile strikes on 4 sites in Gaza: a Hamas cultural center in n. Gaza, 2 sites Palestinians have used to launch rockets in s. Gaza, and a metal workshop (alleged weapons factory) in central Gaza; at least 2 Palestinians are injured. Later in the day, an IDF drone fires a missile at a car driving in Gaza City, assassinating 4 Hamas mbrs. In clashes in Salfit after the assassinations, the IDF fatally shoots a stone-throwing Palestinian teenager. The Israeli strikes mark the definitive end of the 2/8 cease-fire; Hamas announces that it is considering massive retaliation. Israel blames Abbas for failing to crack down on militant groups. The IDF also continues operations in and around Tulkarm; conducts arrest raids, house searches nr. Bethlehem, Hebron, Jenin, Nablus. Overnight, PA police searching for Hamas gunmen clash again with Hamas mbrs., this time in Gaza City, leaving 2 Palestinian children dead; during the clash, Hamas mbrs. destroy a PA armored personnel carrier with rocket-propelled grenades, burn a police station and a PA office building; Hamas, Fatah quickly convene an emergency mtg. to defuse tensions. Palestinians fire a barrage of at least 19 rockets and 10s of mortars at Neve Dekalim, lightly injuring 2 settlers, damaging 5 houses; 1 shell hits an industrial zone in the Negev, sparking a fire. A Jewish settler seriously injures a Palestinian teenager in a hit-and-run incident in Hebron. Jewish settlers fr. Ramat Yishai throw stones, bottles at Palestinian homes in Hebron and at a Palestinian teenager, lightly injuring him. An Israeli court sentences an East Jerusalem Palestinian to 5 mos. in jail for joining Force 17 in 2000, calling it a “severe crime”; says at least 80 “Jerusalem Arabs” have been indicted on similar charges since 9/00. Overnight, the IDF arrests 52 Islamic Jihad mbrs. in the largest raids against the group in the West Bank since 3/05; half of the mbrs. are arrested in Hebron, others in Jenin, Qalqilya, Ramallah. Minutes before Sharon and Abbas hold their 1st mtg. since the 2/8 Sharm al-Shaykh summit to coordinate disengagement, IDF aircraft fires 2 missiles at a group of Islamic Jihad mbrs. in Bayt Lahiya in what Israeli officials say is a failed attempt to assassinate a wanted Islamic Jihad mbr. The Israel FMin. says that “the message was very clear—that Israel cannot accept the fact that Islamic Jihad, Hamas, and the alAqsa Brigades have weapons.” The PA urges Islamic Jihad, the AMB to abide by the cease-fire. Palestinians fire a mortar at a Jewish settlement in s. Gaza, causing no damage or injuries. The Knesset Interior Comm. discusses the civilian aspects of the Or Commission’s 9/1/03 report into the 10/00 riots during which 13 Israeli Palestinians were killed by police (see Peace Monitor in JPS 118; Chronology in JPS 130). Fmr. High Court Justice Theodore Or says that the government has done nothing to implement his comm.’s recommendations (particularly for achieving equal rights for Israeli Palestinians), address the issues raised in the report. The IDF imposes a curfew, makes a predawn raid on Saida nr. Tulkarm to arrest 2 wanted Islamic Jihad mbrs., marking the IDF’s 1st reentry of the town since returning it to PA security control on 3/22, sparking an exchange of gunfire that leaves dead wanted Islamic Jihad mbr. Shafiq ‘Abd al-Ghani and 1 IDF soldier (the 1st Israeli killed by a Palestinian since 2/25); 1 Islamic Jihad mbr. is wounded, escapes, is later arrested; the PA condemns the incursion as a violation of agmts. btwn. the 2 sides; Israel denounces the PA for failing to rein in militants. In response, Islamic Jihad fires 2 rockets at Sederot, causing no damage or injuries. The IDF also demolishes a Palestinian home in Jabal al-Mukabir and 1 in Sur al-Bahir, both in the Jerusalem municipality; sends troops into Tubas nr. Jenin to search Palestinian vehicles. As part of Abbas’s ongoing anticorruption efforts, PA security forces bulldoze 3 seaside homes in Gaza illegally built on public land seized by senior PA security officials. The IDF fires on stone-throwing Palestinians nr. Ramallah; shoots, wounds a Palestinian who strays too close to Rafiah Yam settlement in s. Gaza; conducts arrest raids, house searches in the Wadi al-Husayn area of s. Hebron, rounding up all men and holding them for 5 hrs. of interrogation; places temporary curfews on Bardala and Kardala e. of Jenin, orders all Palestinian males ages 15– 60 to surrender for ID checks; also conducts arrest raids in al-Mawasi nr. Palestinian factions meeting in Cairo pledge to extend the unofficial truce until the end of 2005, provided that the lull in violence continues and that Israel follows through on its Sharm al-Shaykh pledges to turn over security control of West Bank cities and release a significant number of Palestinian prisoners.Abbas and the factions agree to form a comm. to study rebuilding the PLO on new foundations that would allow Hamas, Islamic Jihad to join. Overnight, the IDF fatally shoots 2 Islamic Jihad mbrs. who allegedly attempted to attack an IDF patrol in central Gaza. During the day, the IDF halts Operation Eastern Step outside Gaza City; demolishes 5 Palestinian homes in Walaja nr. Bethlehem, begins bulldozing land for a new road; fires on residential areas of Jenin town and r.c.; conducts arrest raids, house searches nr. Hebron and Ramallah, and in Bayt Hanun, Bayt Jala, Bayt Lahiya, Jericho, Tulkarm r.c. and town. The PRCs fire 2 Nasir 3 rockets fr. n. Gaza toward Sederot, 1 lands inside Gaza, the other inside Israel; neither causes damage or injuries. Hamas fires 3 mortars at Nisanit, 1 mortar at Aley Sinai, causing no damage or injuries. After holding emergency sessions with the PA national security council and cabinet, Abbas orders the PA security forces to make “maximum efforts” to stop Palestinian attacks on Israelis, to investigate the 1/13 Qarni attack. PA Negotiation Affairs M Saeb Erakat says that security forces in Gaza would “create security zones and road blocks” to prevent rocket and mortar fire. Sharon orders the IDF to intensify operations against Palestinian militants and to act “without restrictions, I emphasize, without restrictions” to halt “terrorism,” stating that Abbas is “not lifting a finger” to stop attacks on Israelis. The IDF withdraws fr. Gaza City (having bulldozed a total of 80 d., wounding at least 13 Palestinians since 1/15) but continues targeted operations in the outskirts of the city; shells Khan Yunis, damaging 1 Palestinian home, then firing on the family when they emerge to check the damage, killing a Palestinian mother and son, wounding the father, saying soldiers fired on suspicious “figures gathering information about IDF troops” in the area; separately fires on residential areas of Khan Yunis, hitting Nasser Hospital; fires on residential areas of Balata r.c., Rafah; conducts arrest raids, house searches in Abasan nr.
