Soon after the 6:00 A.M. Palestinian ceasefire deadline, the IDF withdraws all troops fr. Gaza, ending n. Gaza operations that began on 11/21 that killed 22 Palestinians (including at least 6 civilians), wounded at least 67 (including 28 children), destroyed 10 houses and 10 businesses, razed 80 d. of agricultural land. (After the pullout, the UN reports extensive damage—estimated at $6.4 m.—to Dahaniyya airport buildings by the IDF stationed there, noting that damage could not have been caused by crossfire with Palestinians.) In Gaza, the IDF makes predawn artillery strikes on Bayt Hanun in retaliation for 11/7 rocket fire, hitting a residential area, killing 19 Palestinian civilians (17 in 1 family, including 8 children, 6 women), wounding 60–80 (including at least 26 children) in what the army says is a regrettable error; Israel suspends artillery fire on n. and e. Gaza pending an investigation. The IDF also fatally shoots 2 Palestinians (at least 1 armed), wounding 6 in Jabaliya; makes an air strike demolishing 1 Palestinian home in Gaza City after warning residents to leave. By nightfall, the IDF completes withdrawal of its forces fr. n. In Gaza, the IDF sends troops into Bayt Hanun, seals the town, demolishes a workshop, a coffee shop before withdrawing; sends troops into Khan Yunis, fatally shooting 1 Palestinian, demolishing 2 Palestinian homes, bulldozing 6 d. agricultural land. A 15-yr.-old Palestinian is injured when he accidentally detonates unexploded IDF ordnance nr. Dayr al-Balah. In the West Bank, the IDF conducts arrest raids, house searches in Hebron. On the last Friday of Ramadan, Israel allows 180,000 West Bank Palestinians into Jerusalem to worship at al-Aqsa Mosque. 100s of Palestinians denied entry scuffle with IDF soldiers and border police nr. Four unidentified Palestinian gunmen stop, confiscate a UN vehicle in Gaza City. In the West Bank, the IDF conducts arrest raids, house searches in Hebron, in and around Jenin town and r.c., Nablus. A delegation of more than 30 Palestinian Christian dignitaries, including Christian mbrs. of the PC, meet with the newly appointed mufti of Jerusalem Shaykh Muhammad Husayn to express thanks for the mufti’s strong denunciation of the 9/16–17 church attacks, to hold talks on Muslim-Christian coordination. In the West Bank, the IDF raids Bethlehem, surrounds and partially demolishes a Palestinian home, fires on stone-throwing youths who confront them (wounding 4), arrests 1 Palestinian; conducts arrest raids, house searches in and around Jenin, in Qalqilya, nr. Hebron; demolishes 2 sheds nr. Bethlehem that were built without permits; issues military orders confiscating 100 d. of land w. of Bethlehem to complete construction of a section of the separation wall nr. Route 60, linking Jerusalem with the s. West Bank and separating Bethlehem fr. its western environs. On the Rafah border, Egyptian border police interrupt a smuggling operation into Gaza, seizing 32 automatic rifles, 28 pistols, a large amount of ammunition; the smugglers flee. An Israeli military court orders the release of 15 PC mbrs. and 3 PA cabinet mbrs. affiliated with Hamas arrested in the IDF crackdown on the Hamas-led PA on 6/28–29; the prosecution appeals the decision, meaning the 18 will remain jailed until the appeal is heard. In Nablus, Fatah gunmen enforcing the open-ended Government Employees Union strike (see 9/2) by keeping children, teachers away fr. schools, shoot, wound a 12-yr.-old Palestinian boy. In the West Bank, the IDF issues military orders confiscating 10s of dunams (d.; 4 d. = 1 acre) of Palestinian land s. of Tulkarm. Late in the evening in the West Bank, the IDF closes all crossings to Jerusalem; raids al-Ubidiyya nr. Early in the morning, the IDF begins withdrawing fr. areas of s. Lebanon, giving UN Interim Force in Lebanon (UNIFIL) control. (The IDF does not confirm how many troops are in Lebanon, though at the peak, observers estimated there were as many as 30,000.) Soon after, the Lebanese army begins deploying troops s. of the Litani. In Naqura, 2 Lebanese children are killed when they accidentally detonate unexploded bomblets fr. an Israeli cluster bomb; UN deminers say they have identified 10 locations in s. Lebanon where the IDF used cluster bombs and may pose similar hazards for civilians, saying the 10 sites could be the “tip of the iceberg.” Beirut airport received its 1st commercial flight since it was bombed on 7/13; hopes to be able to resume normal service within a wk. Overnight, the IDF continues air strikes on s. Beirut and in the Biqa‘ Valley, killing at least 7 Lebanese, while Hizballah fires rockets into n. Israel. Minutes before the 8:00 A.M. local (1:00 A.M. ET) truce deadline, violence quiets. During the day, 10,000s of Lebanese displaced by the fighting begin returning to their homes to assess damage, although IDF warnings on vehicular movement in s. Lebanon remain in place; 1,000s of Lebanese begin returning fr. Syria. In a televised address, Nasrallah promises Lebanese that Hizballah will provide funds to rebuild; on the ground Hizballah mbrs. in areas of s. Lebanon and s. Beirut take charge of clean-up and rescue efforts, with the help of Lebanese civil defense teams and army units. During the day, Hizballah holds its fire, whereas the IDF fires on groups of Hizballah mbrs. in 5 incidents, killing at least 5 Hizballah mbrs. it claims posed an immediate threat (permissible defensive action under UN Res. 1701); flies drones around s. Israel’s security cabinet approves call-ups for up to 3 divisions of reservists (15,000–30,000 reserves) for the war on Lebanon. The IDF makes some 180 air and artillery strikes on targets across Lebanon, including hitting radio and TV relays in Amshit n. of Beirut, 3 trucks in the Biqa‘ Valley carrying emergency food supplies to Beirut. Ground clashes continue in Bint Jubayl, 2 residential apartment buildings nr. an Amal headquarters in Tyre; a Lebanese army base in n. Lebanon; roads, buildings in s. Overnight, the IDF launches heavy missile barrages and air strikes on s. Beirut suburbs (leveling wide swaths around the Hizballah headquarters) and s. Lebanon, hitting a major power station. In response, Hizballah fires some 20 rockets on Haifa, killing 8 Israelis and wounding 7 at a rail yard, hitting the city’s main oil refinery and gas depot, and a busy downtown street at rush hour; the IDF says that 4 of the rockets fired were Iranian made Fajr missiles (which, if confirmed, would mark Hizballah’s 1st use of the weapons), but Hizballah says it fired only Raad-2 and Raad-3 missiles. Gaza, to break the sound barrier over the Strip; conducts arrest raids in Rafah. The only reported casualties are 1 Islamic Jihad mbr. killed in an air strike on a rocket launching site in Rafah, 3 Palestinian gunmen (AMB or Islamic Jihad) wounded nr. Jabaliya r.c., and 7 Palestinian bystanders (including 5-yr.- old Palestinian girl) wounded in shelling of n. Gaza. Dozens of Jewish settlers attempting to break into a Palestinian store in Hebron attack, beat 2 female international peace activists blocking their way; the IDF intervenes to halt the attack. Abbas vetoes Siyam’s 4/20 appointment of Abu Samhadana as Interior Min. inspector gen. and vows to block his plan to set up a new security force (the ESF).
