In response to Palestinian rocket fire on 10/13, Israeli DM Amir Peretz approves an escalation in IDF border operations in Gaza. Overnight, the IDF pulls out of Abasan but sends tanks, troops into n. Gaza nr. Jabaliya r.c., exchanging fire with Palestinian gunmen, conducting air strikes on a house, engaging in armed clashes nearby, killing at least 4 Hamas mbrs., 2 bystanders, wounding 15 before withdrawing; launches air strike on Rafah, which destroys a Palestinian house (warning the residents in advance to evacuate, damaging several nearby houses); bulldozes a Palestinian home in Bayt Hanun. The IDF also sets up a new Palestinian detention center inside Israel nr. the Gaza border. In the West Bank, the IDF sends troops into Tubas nr. Ramallah, raiding and searching homes, firing on stone-throwing youths who confront them (wounding 1), arresting a Palestinian journalist; conducts arrest raids, house searches in Askar r.c., villages nr. The IDF sends troops, tanks, bulldozers into n. Gaza to occupy border areas nr. Bayt Hanun (the Shurrab Farm area), Bayt Lahiya to deter Palestinian rocket fire. In the West Bank, the IDF patrols in, fires on residential areas of Tubas. In Gaza City, Fatah-led protests demanding that the Hamas-led government pay back salaries owed civil servants escalate dramatically, with some 3,000 Fatah-affiliated security forces attacking members of the predominantly Hamas ESF, sparking clashes that leave 6 Palestinians dead (3 bystanders, 1 Force 17 officer, 1 PSF officer, 1 ESF officer), around 61 wounded; the ESF reportedly uses grenades, antitank weapons, rifles to break up the demonstration and arrests 25 protesters. During the day, demonstrations spread to Khan Yunis (where Fatah-affiliated security officers clash with the ESF, leaving 26 wounded), al-Bureij r.c. (where Fatah, Hamas mbrs. exchange fire, killing 2 Palestinians), Ramallah (where AMB mbrs. demonstrate for the removal of the Hamasled government and vandalize, partially burn the empty PC building and adjacent building, vandalizing a Hamas newspaper office, temporarily occupying the PA Education Min.), as well as in Askar r.c. (where Fatah, Hamas mbrs. trade fire, wounding 1 Palestinian), Balata r.c. Late in the evening in Gaza City, suspected Hamas mbrs. throw grenades at a group of PSF protesters, killing 1 PSF mbr., wounding 30. The IDF completes its withdrawal fr. Lebanon at 2:30 A.M. local time (8:30 P.M. 9/30 ET) but vows to continue surveillance overflights of Lebanon until UN Res. 1701 is implemented in full, including the release of 2 captured IDF soldiers and disarmament of Hizballah. In Gaza, the IDF fires a missile at 2 Palestinian boys (ages 13, 16) who approached an abandoned rocket launcher nr. Bayt Hanun, killing both; fires missiles fr. helicopter gunships partially destroying an apartment building in Khan Yunis owned by a Hamas mbr. (warning residents in advance to vacate). In the West Bank, the IDF patrols in, fires on residential areas of Baqat al-Hatab and Hijja villages nr. Qalqilya, Tubas; conducts arrest raids, house searches in and around Nablus (firing on residential areas), nr. Bethlehem, and in Dura nr. Hebron, Jenin town and r.c., Tamun. In n. Gaza, 1,000s of Hamas supporters march in solidarity with Haniyeh’s government. In al-Maghazi r.c., a PSF officer exchanges gunfire with a PRC mbr., wounding 1 bystander. In the West Bank, the IDF patrols in al-Fara‘a r.c., firing on stone-throwing Palestinians who confront them, wounding 2 (ages 11, 14); conducts arrest raids, house searches in and around Hebron, Nablus and in ‘Aqabat Jabir r.c. nr. Jericho, Qabatya (exchanging fire with Palestinian gunmen, wounding 1), Tubas. As the PA begins paying civil servants another $350 portion of their overdue wages (with aid received fr. Qatar, Saudi Arabia), 100s of Fatah-affiliated PA police demonstrate in Gaza City against the Hamas-led government’s failure to pay their salaries, burning tires, overturning trash bins, blocking roads; the Hamas-led government accuses Abbas of holding back international aid run through his office that could be used to pay more back salaries owed in order to undermine Haniyeh (civil servants have received payments equivalent to 2 mos. salary over the past 7 mos.). The IDF allows EU monitors to open the Rafah crossing; makes an air strike destroying a storage shed nr. the Rafah border after warning residents to evacuate the area. In the West Bank, the IDF bars all Palestinians fr. entering East Jerusalem until 9/24 for the Rosh Hashanah holidays; patrols in al-Fara‘a r.c., Tamun, Tubas, Yamun nr. Jenin (firing percussion grenades, live ammunition on residential areas); conducts arrest raids, house searches in Balata r.c., Jenin town and r.c. In Gaza, the IDF makes an overnight arrest raid into Um al-Nasir nr. Rafah, surrounding a home, exchanging gunfire with wanted Palestinians, firing tank shells at the house, killing 1 wanted Palestinian, 1 female bystander (allowing her to bleed to death over 4 hrs., barring an ambulance fr. reaching her) in what may be an assassination, wounding another 8 Palestinians, demolishing 13 Palestinian homes before withdrawing; shells shepherds tending a flock nr. Jabaliya r.c., killing 3 Palestinian teenagers. A 13-yr.-old Palestinian boy is injured when he accidentally detonates unexploded IDF ordnance in al-Maghazi r.c. Palestinians fire 4 rockets into Israel, causing damage but no injuries. In the West Bank, the IDF sends undercover units into Dayr Abu Sa’if nr. The IDF sends troops into the Erez industrial zone, bulldozes 30 Palestinian and Israeli factories and workshops that have stopped operating since the IDF closed the crossings following disengagement; shells areas around Bayt Lahiya, wounding 1 Palestinian inside her home. Palestinians fire several rockets fr. Gaza toward Israel, 1 of which lands in Bayt Hanun, injuring 2 Palestinian girls. In the West Bank, the IDF patrols in villages around Jenin (firing on stone-throwing youths who confront them, wounding 1); conducts arrest raids, house searches in and around Bethlehem and in Hebron, Nablus. Palestinians attack 5 West Bank churches (including 3 in Nablus, 1 in Tubas, 1 in Tulkarm) with fire bombs, gunfire in protest of Pope Benedict’s 9/12 supportive reference to a 14th century Byzantine text stating that Muhammad had brought things “only evil and inhuman, such as his command to spread by the sword the faith he preached” and the Vatican’s statement today that the pope “regrets that certain passages of his address could have sounded offensive.” (WT 9/17; WP 9/18; OCHA 9/20; PCHR 9/21; WP 9/26)

The IDF closes the Qarni crossing, Nahal Oz pipeline for the day; fires across the Israeli border at a group of children in a bedouin village nr. Bayt Lahiya, wounding 1. In the West Bank, the IDF conducts arrest raids, house searches in Balata r.c., Hebron, Jenin (firing on stone-throwing youths who confront the troops, wounding 5); patrols in Tubas, firing on stone-throwing Palestinians who confront them, wounding 3. Israel announces that it will evacuate to s. Israel within 24 hrs. some 15,000 Israelis from the north who cannot afford to leave on their own, suggesting that the IDF intends a major escalation against Lebanon. In Lebanon, the IDF continues air and artillery strikes, hitting targets in s. Beirut, s. Lebanon (including killing 13 Lebanese in Ghaziyya s. of Sidon), the Biqa‘ Valley. Ground offensives also continue in s. Lebanon, with heavy clashes reported in Aytrun, Bint Jubayl (where the IDF claims to have killed 30 Hizballah mbrs.), Dibil (where 1 IDF soldier is killed), Labuna (where 2 IDF soldiers are killed); another 2 IDF soldiers are killed elsewhere and 23 wounded. Hizballah fires 160 rockets into n. Israel, hitting Acre, Fazouta, Ma’alot, Nahariya, Safad, Tiberias. The IDF also shells areas around Bayt Hanun, wounding at least 2 Palestinians; fires across the border fr. Israel at Palestinian farmers working their land nr. al-Maghazi r.c., wounding 1. In the West Bank, the IDF arrests PA parliament speaker ‘Aziz Dwayk (Change and Reform) in his Ramallah home on charges of being a mbr. of a terrorist organization (Hamas); conducts random ID checks in Dahaysha r.c. (firing on stone-throwing Palestinians who confront them, wounding 2), Tubas; conducts arrest raids, house searches in Bethlehem, Jenin town and r.c., Nablus; burns 30 d. of agricultural land btwn. the separation wall and the Green Line nr. Tulkarm, barring fire engines fr. reaching the scene. A Palestinian dies of injuries received in the 7/16 IDF air strike on the PA FMin. offices in Gaza City. Overnight, the IDF makes air strikes outside a Palestinian r.c. s. of Tyre, wounding 1 person, lands 2 naval commando units (reportedly wearing Lebanese army uniforms) nearby, raids an apartment building housing Hizballah mbrs. allegedly involved in long-range rocket attacks on Israel, clashing with Hizballah mbrs. for 3 hrs., killing 4 suspected Hizballah mbrs., 1 Lebanese soldier at a nearby checkpoint, 2 bystanders before withdrawing. During the day, the IDF continues air strikes, hitting 170 targets in s. Beirut, and n. of Hermel; drops leaflets over Sidon, warning residents to leave prior to imminent strikes there; continues ground operations in some 20 villages in s. Lebanon, leaving 2 IDF soldiers dead, at least 9 wounded in clashes in Aita al-Sha‘b, Taybeh. Hizballah fires 160 rockets into n. Israel (140 of them in a 90 min. period in the evening), killing 3 Israeli Palestinians in Arab al-Aramshe, also hitting targets in Haifa, Kiryat Shimona, Ma’alot, Nahariya, Safad, Shlomi, Tiberias, wounding a total of 54 Israelis. Overnight, the IDF sends another 15–20 tanks and armored personnel carriers (APCs) into Bayt Hanun and into the Erez industrial zone, leveling land to clear lines of sight, searching for roadside bombs and tunnels that could obstruct a large-scale military incursion into Gaza (as PA security forces pull out of their border positions at Erez, Palestinians stream into the industrial zone to scavenge fr. closed businesses there); continues to break the sound barrier over Gaza and to make air and artillery strikes on n. Gaza, killing 1 PA security officer, wounding several Palestinians, and destroying an empty building on Islamic University campus. During the day, the IDF continues the n. Gaza build-up, reoccupying the fmr. Nisanit settlement site, occupying 2 more Palestinian homes as operational bases, bulldozing a PA security force base in Bayt Hanun; fires on residential areas around Erez (wounding a Palestinian child) and on a Palestinian Energy Authority repair crew attempting to fix a transformer in the area. The IDF also allows Qarni crossing to reopen for several hrs. to import humanitarian supplies from the World Food Program (WFP) and UNRWA (UN Relief and Works Agency for Palestine Refugees in the Near East); WFP reports that there are only 2 days left of sugar and 8 days left of animal feed in Gaza and that milk and dairy products are only available in small quantities. Meanwhile, the Izzeddin al-Qassam Brigades fire a 2-engine Qassam rocket fr. Gaza into Israel, hitting an empty school nr. Ashqelon, 7.5 mi inside Israel (the longest-range rocket to date). In the West Bank, the IDF raids Jenin, ambushes and fires on a car, assassinating wanted AMB Jenin cmdr. Fida’i Qandil, wounding a passenger; raids a PA police station in Ramallah, detaining 3 Palestinians captured by the PA in connection with the murder of a Jewish settler on 6/29; arrests Hamas spokesman Farhat Asad nr. Islamic Jihad fires 2 rockets fr. Gaza into Israel, causing no damage or injuries. In Ramallah, 10s of PA employees aligned with Fatah temporarily take over the PC building, demanding salaries. The IDF sends undercover units into Tulkarm in a car with Palestinian license plates to arrest a wanted Palestinian; later sends a 2d undercover unit into Tulkarm that is intercepted by PA security forces, withdraws after an exchange of fire, causing no injuries; sends undercover units into Jenin, who exchange fire with local gunmen, withdraw under IDF support, without making any arrests; demolishes a Palestinian home nr. Jenin next to the separation wall; patrols in Tubas, firing on residential areas; conducts arrest raids, house searches in and around Nablus, Tulkarm and in Aida r.c., al-Fara‘a r.c. (firing on stone-throwing youths who confront the troops). In Rafah, at least 100 Fatah, Hamas gunmen clash, leaving 1 Hamas mbr. and 1 Palestinian bystander dead and 15 Palestinians wounded, with Hamas firing antitank weapons and rocket-propelled grenades (RPGs) at the local PSF headquarters. (Hamas says that Fatah gunmen fired on a Hamas funeral procession, precipitating the clash, while Fatah says that Hamas mbrs. in the procession fired first on the PSF headquarters along the route.) Soon after, 100s of Fatah-dominated PA security forces and AMB mbrs. reacting to the Gaza violence rampage through Ramallah, raiding, firing on, vandalizing, setting fire to the PC building and the cabinet headquarters in a show of force against Hamas. Later, Fatah gunmen kidnap Change and Reform PC mbr. Khalil Rabei, set fire to his Ramallah office; Rabei is freed hrs. later at Abbas’s intervention; 7 other Change and Reform PC mbrs. take refuge in the Muqata‘a under Abbas’s protection. Abbas declares a state of emergency and curfew. Inside Israel, Israeli police arrest 7 Palestinians in Shafa ‘Amr suspected in the 8/4/05 killing of an IDF soldier who boarded a bus in the town and opened fire, killing 4 Palestinians before being beaten to death. In addition, unknown assailants vandalize the Orthodox Christian Church in Majdal nr. Palestinians fire 6 rockets fr. Gaza into Sederot, hitting 1 house, lightly wounding 1 Israeli; the IDF shells n. Gaza in response, causing no injuries. The IDF also sends bulldozers, tanks 200 m into Gaza nr. Bureij r.c. for a 2d day to level land; steps up mock air raids over Gaza; makes an air strike on a PRC training site outside Gaza City and 5 uninhabited sites in n. Gaza, causing no damage or injuries; patrols in Tubas, firing on stone-throwing youths who confront the troops, wounding 2; conducts arrest raids, house searches in and around Jenin, nr. Hebron. The IDF opens Gaza’s Sufa commercial crossing (closed since 5/17); shells Bayt Hanun, Bayt Lahiya, injuring a 12-yr.-old Palestinian; sends troops into Hebron to surround the Polytechnic University campus, firing percussion grenades, tear gas and arresting 7 students; sends undercover units into Tamun nr. Jenin in a car with Palestinian license plates to arrest 3 Palestinians; sends troops into Tubas nr. Jenin, firing on stonethrowing youths who confront them; patrols in, fires on residential areas of Nablus; conducts arrest raids, house searches in Tulkarm and nr. Hebron, Jenin, Nablus. Israeli DM Amir Peretz authorizes the expansion of the “jurisdictional area” of 4 West Bank Jewish settlements, often the prelude to construction of new settlement neighborhoods: Givat Ze’ev nr. Overnight, a previously unknown group calling itself the al-Qa‘ida Organization of the State of Palestine claims responsibility for the 5/20 attack on Abu Rajab in a statement on the Internet. The IDF continues heavy shelling of Gaza, including populated areas, hitting a house in Bayt Lahiya, killing an 8-yr.-old Palestinian girl, wounding 12; damaging several commercial greenhouses in Bayt Lahiya. Palestinians fire rockets fr. Gaza into Israel, causing no damage or injuries. The IDF also sends troops back into Nablus and Balata r.c. to conduct arrest raids, house searches (beating a foreign journalists and medic in Nablus, occupying several Palestinian homes as observation posts in Balata); also conducts arrest raids, house searches in Qalqilya and nr. Bethlehem, Hebron, Jenin. Jewish settlers fr. Rotem nr. Tubas fence off, place a trailer on nearby Palestinian land to expand the settlement. Some 100 Palestinian youths demonstrate outside, throw eggs at the UN headquarters in Gaza City, where the EU’s Gaza staff is based, to protest the EU’s 4/7 decision to cut off aid to the PA. The IDF fatally shoots an unarmed Palestinian attempting to sneak across the central Gaza border into Israel to find work; fires a missile fr. an F-16 at a road nr. Nussayrat r.c. in central Gaza; conducts arrest raids, house searches in and around Hebron, Qalqilya. In Tubas, 2 Palestinians are injured when they accidentally trigger unexploded IDF ordnance. Around 10 masked Jewish settlers fr. Suissa attack 3 Palestinians tending their olive trees nearby. In Nazareth, 3 Israeli Jews (a father, mother, and daughter), distraught after social workers took custody of their other children, set off firecrackers and small gas canisters inside the Church of the Annunciation during mass, sparking panic inside the church but no injuries. Worshipers restrain and beat the Israelis, take them outside, where other residents hearing of the incident converge and riot, leaving 13 injured, before police finally are able to intervene and control the situation.
