U.S. Secy. of State Rice begins her final 4-day Middle East tour of Egypt, Jordan, Israel, and the West Bank to discuss efforts to achieve “lasting peace in the region consistent with the goal of a two-state solution.” The U.S. had announced the trip on 10/30, when optimism surrounding the Gaza ceasefire was high, hoping that the visit would end with the signing of an Israeli-Palestinian joint statement on future negotiations at a high-level Quartet meeting on 11/9. In the wake of the 11/4–5 violence, however, the White House declares today, as Rice begins her meetings, that it intends to leave IsraeliArab peacemaking to the Obama admin. and no longer thinks any Israeli-Palestinian peace deal will occur before Bush leaves office in 1/09. In the West Bank, in the morning, the IDF sends undercover units into Qalqilya driving a car with Palestinian plates to raid a store, arrest the owner; conducts a similar undercover raid into Nablus later in the day, raiding another store and arresting the owner; sends troops into al-Khadir village at midday, forcing stores to close, patrolling streets, withdrawing early in the evening; makes an evening incursion into Azun nr. Qalqilya, imposing a curfew, beating Palestinians who do not quickly leave the streets, withdrawing before midnight. Abbas accuses Hamas forces in Gaza of detaining nearly 50 Fatah members and supporters in a political move to undermine upcoming Cairo unity talks; at least 9 of those arrested, including a Fatah PC mbr., are released by the end of the day. The WHO arranges an emergency shipment of 4 truckloads of medical items into Gaza, noting that the PA’s Ramallah-based central pharmacy has sent no medial supplies to Gaza since it took over that function from the WHO on 9/1; as a result, 94 essential drugs have been entirely depleted in Gaza. The UN reports that 1 Palestinian rocket was fired toward Israel between 9/21 and 9/27 but landed inside Gaza, causing no damage or injuries; the last Palestinian rocket fired was on 9/14. In the West Bank, Palestinians throw stones at Jewish settler vehicles nr. Qalqilya, damaging 7 cars and lightly injuring 2 settlers. In response, the IDF imposes a curfew on and patrols in nearby Azun village, firing on residential areas and then on stone-throwing Palestinian youths who confront them, causing no reported injuries. Nr. the Rafah border in Egypt, Egyptian border police find a major smuggling tunnel stocked with 95 televisions, 7 washing machines, computer equipment, and large quantities of clothes for import to Gaza. In the West Bank, the IDF imposes a curfew on Nahalin village nr. Bethlehem, raids and searches several homes, but makes no arrests; conducts late-night arrest raids, house searches in and around Jenin town and r.c., nr. Bethlehem. After a wk. of almost complete Palestinian quiet in Gaza, Israel agrees to an Egyptian request to resume limited imports to the Strip, but states that it will henceforth close Gaza’s borders for 1 day for each Palestinian rocket fired and allow an extra 5 truckloads of food and 200 tons of cement into Gaza (over the minimum level of humanitarian goods) for each day without rocket fire. After Israel opens its border crossings at noon, Palestinians fire 3 mortars from Gaza toward Israel; 1 lands in Gaza and 2 in Israel, causing no damage or injuries; Israel does not respond. Israeli naval vessels fire on Palestinian fishing boats off the Gaza City coast, wounding 1 fisherman and forcing the boats to return to shore. In the West Bank, late in the evening, the IDF orders PA security forces in Nablus to return to their barracks, then sends some 130 military vehicles into the city to raid and seal several ICA-run schools, businesses (including a shopping mall, claiming that profits of the mall’s owners finance Hamas operations, a claim the shop owners deny), charities, and sport clubs, as well as a major medical center, seizing computers, records, cash; Shin Bet officers post notices that raided properties have been turned over to the Israeli army for 5 yrs., occupants have a limited time to vacate the premises, and anyone entering the sites after this may be arrested and imprisoned for Hamas collaboration. TheIDF also raids the al-Bireh municipal center, destroying computers containing vital data, such as land registrations, births, marriages; patrols in al-Far‘a r.c. nr, Jenin, firing on stone-throwing youths who confront them, wounding 3 (ages 12, 13, 19); lifts the 24-hr. curfew on Ni‘lin that was imposed on 7/5. IDF troops on the n. Gaza border fire on Palestinian farmers, preventing them fr. reaching their fields nr. the border fence but causing no injuries. In the West Bank, Ni‘lin villagers defy an IDF curfew to stage peaceful protest marches against the IDF blockade imposed on 7/5; the IDF fires tear gas, rubber-coated steel bullets at the protesters, lightly injuring around 50. The IDF also bulldozes newly paved roads in Ni‘lin while the curfew is in place, damaging part of the municipal sewage system; conducts latenight arrest raids, house searches in and around Nablus, in Tulkarm, and nr. Bethlehem, Jenin, Qalqilya, Ramallah. Jewish settlers fr. Asfar settlement nr. Bethlehem beat 2 Palestinian shepherds grazing their flocks nearby. In Hebron, local Jewish settlers harass a French diplomatic delegation touring the city with Palestinian guides, arguing that settlers should lead the tour because the delegation was on “Israeli land.” A carload of Jewish settlers fires on a Palestinian taxi nr. Israeli naval vessels fire on Palestinian fishermen off the Bayt Lahiya coast, forcing them to return to shore. In the West Bank, the IDF blockades, imposes a round-theclock curfew on Ni‘lin nr. Ramallah in what the army calls an “open-ended effort to curb protests” against the separation wall (see 5/27); conducts late-night arrest raids, house searches nr. Tulkarm and in Jenin town and r.c. and Qabatya. Jewish settlers fr. Hebron attack, beat 4 Palestinian farmers; the IDF halts the attack only after international peace activists arrive. Jewish settlers fr. the unauthorized outpost of Asael nr. Hebron burn 15 d. of Palestinian crop land and kidnap, severely beat a Palestinian, tying him to a telephone pole inside the outpost; the IDF bars an ambulance fr. reaching him for over 2 hrs. In Nussayrat r.c., rival wings of Islamic Jihad’s al-Quds Brigade exchange fire, causing no injuries; Hamas-affiliated police bring the situation under control, arresting several Islamic Jihad mbrs. Gaza’s power plant shuts down completely for lack of fuel. A Palestinian teenager (brother of the teenager who died on 5/8) succumbs to injuries sustained during the IDF’s 5/7 raid on Abasan. In the West Bank, the IDF imposes a 1-day curfew on Azun nr. Qalqilya; conducts late-night arrest raids, house searches in and around Jenin town and r.c., nr. Hebron. (WP 5/12; PCHR 5/15)

In Beirut, calm prevails but many roads remain closed and some Hizballah mbrs. continue to patrol streets. Hizballah and Jumblatt supporters exchange fire in the villages of Aley, Kayfun, and Shuwayfat s. of Beirut. Hizballah sends fighters convoys toward Druze leader Walid Jumblatt’s stronghold in the Chouf mountains, but they are ambushed en route by Druze militias fighters (some of whom had supported the opposition and stood with Hizballah until it moved deep into the Chouf, then switched sides to defend the Druze heartland), withdrawing with heavy casualties. Israel delivers fuel to UNRWA in Gaza to keep UN operations going (see 5/4). The IDF sends troops, bulldozers into Abasan, imposing a curfew, firing on residential areas (causing damage but no injuries), bulldozing 3 d. of land before withdrawing in the afternoon; makes a late-night incursion into Bayt Lahiya to raid and search several homes, arresting 3 Palestinians and remanding them to Israel. Also late at night, IDF troops on the Gaza border e. of Bayt Lahiya fire on a group of armed Palestinians nr. the border, killing 1 Hamas mbr., wounding 1. A smuggling tunnel under the Rafah border collapses, killing 1 Palestinian, injuring 4. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Nablus, nr. Hebron. Overnight, the IDF sends troops into Khuza, imposing a curfew, firing on residential areas (killing 1 Palestinian, wounding 2 inside their homes), exchanging gunfire with armed Palestinians (wounding 3), arresting 2 Palestinians, and bulldozing 106 d. of agricultural land, 1 Palestinian home, 4 greenhouses, 2 poultry farms before withdrawing late in the morning. The Israeli navy fires on Palestinian fishing boats off the Rafah coast, forcing them to return to shore but causing no reported damage or injuries. Palestinians fire at least 3 rockets fr. Gaza into Israel, causing damage but no injuries; fire 1 mortar at Nahal Oz crossing while an emergency fuel shipment to UNRWA is been transferred into Gaza, prompting the Israelis to close the terminal. The Israeli navy fires on Palestinian fishing boats off the Rafah coast, forcing them to return to shore, causing no damage or injuries. In the West Bank, the IDF patrols in, fires on residential areas in Fahama and Yabad nr. Jenin; imposes a curfew on Kafr Haris nr. Salfit to allow Jewish settlers to conduct ceremonies at a religious site in the village; conducts late-night arrest raids, house searches in al-Aza r.c. nr. Bethlehem, Jenin town and r.c. In East Jerusalem, scores of Israeli Jewish teenagers gather at the Pisgat Ze’ev mall, summoned by an instant message to their cell phones urging those “with Jewish blood” to meet up to form a mob to attack local Israeli Arabs who allegedly “hang in our area” and “whistle at the girls, curse, threaten little kids”; the mob beats and stabs 2 Palestinian teenagers, seriously injuring them; around 20 teenagers take part in the beating, while 80–100 others watch; police arrest and charge 11. The IDF makes an air strike assassinating DFLP military cmdr. Ibrahim Abu Olba as he walks in Bayt Lahiya, wounding 2 bystanders, including a child; bulldozes land on the Palestinian side of the Nahal Oz crossing. In the West Bank, the IDF blocks 4 buses transporting Palestinian children home from a school outing deep in the West Bank to Azun Atma village (located between the separation wall and the Green Line), firing on angry parents gathered on the village side of the wall awaiting their children’s return, wounding 4, arresting 2, and imposing a curfew on the village until the morning of 4/15, when the buses are allowed to pass. The IDF also demolishes a Palestinian home in Anata in East Jerusalem, displacing 10 Palestinians (including 4 children); conducts arrest raids, house searches during the day nr. Salfit and late at night in Hebron, nr. Jenin. Jewish settlers gather nr. the Hawara checkpoint s. of Nablus, stone Palestinian vehicles, causing no injuries; the IDF does not intervene. In Gaza, the IDF makes an air strike on the Gaza City home of AMB cmdr. Muhammad Hijazi in what may be a failed assassination attempt, missing the building and hitting a neighboring home, injuring a Palestinian woman; bulldozes land along the border fence e. of Dayr al-Balah, Jabaliya r.c. Also in Jabaliya r.c., 2 Hamas mbrs. are seriously injured, 1 Palestinian teenager is killed when explosives they are handling detonate prematurely. In the West Bank, the IDF imposes a curfew on, patrols in Hawara nr. Nablus, withdrawing in the evening but not lifting the curfew. During the curfew, local Jewish settlers enter the village and vandalize Palestinian homes. The IDF also raids, searches the Hebron home of PC mbr. Nayif al-Rajub (among those Hamas-affiliated PC mbrs. detained by Israel as well as the religious affairs minister in Haniyeh’s original cabinet); conducts late-night arrest raids, house searches in and around Jenin town and r.c., and in Tulkarm. In Gaza, the IDF bulldozes 24 d. of olive groves and a small Gaza police outpost nr. al-Maghazi r.c. Egyptian border police discover, demolish a smuggling tunnel on the Rafah border. In the West Bank, the IDF demolishes a Palestinian home in Anata nr. Jerusalem; occupies a Palestinian home nr. Jenin as a military outpost; conducts late-night arrest raids, house searches nr. Tulkarm and in al-Bireh (raiding and searching the municipal building, rounding up 2 municipal employees fr. their homes and bringing them to the offices to log onto password-protected computers), Ramallah (raiding the chamber of commerce offices), Jericho. The Israeli Housing Min. presents Olmert with a proposal for construction of 1,900 new Jewish settler housing units across the West Bank in 2008: 682 units in Beitar Ilit nr. Bethlehem, 510 units in Givat Ze’ev n. of Jerusalem, 302 units in Ma’ale Adumim e. of Jerusalem, 160 units in Binyamin settlement n. of Jerusalem, 158 units in Efrat nr. In the West Bank, the IDF enters Azun nr. (breaking into the offices of an Islamic charity, confiscating a computer, documents), nr. Nablus. During the day, the IDF makes at least 1 air strike on a rocket-launching site in Gaza, seriously injuring 1 Palestinian. Islamic Jihad fires about 20 rockets fr. Gaza into Israel, seriously injuring 2 Israeli brothers (ages 8, 19). Late in the evening, the IDF makes 4 air strikes on Hamas targets in Gaza: in al-Bureij r.c., assassinating Hamas cmdr. Muhammad Abu Mtair; nr. Khan Yunis, destroying a security post and damaging several nearby houses but causing no injuries; in Rafah, destroying 2 factories (alleged weapons depots) and 1 house, damaging 10 other homes, injuring 10 bystanders; in Gaza City, destroying 2 workshops (alleged weapons factories), injuring 13 bystanders (including 7 women, 3 children), damaging several nearby homes and a car. In the West Bank, the IDF lifts the curfew on, withdraws fr. Responding to Israel’s 2/7 electricity cuts, Palestinians fire 21 rockets fr. Gaza into Israel, causing slight damage but no injuries. Pres. Bush begins a 4-day visit to Israel and the West Bank as part of a greater regional tour focused on improving stability in Iraq and confronting the perceived threat from Iran.
