The Israeli cabinet rejects the 12/30 French proposal for a 48-hr. humanitarian truce, complaining that it lacked a mechanism to guarantee enforcement. Damascusbased Hamas leader Khalid Mishal says Hamas will consider any cease-fire proposal that includes a lifting of Israel’s embargo, but in Gaza, Haniyeh states that Hamas would not consider any proposals until Israel halts its attacks and opens Gaza’s border crossings, including Rafah.

In a briefing to Olmert’s security cabinet, Shin Bet head Yuval Diskin states that Hamas’s weapons development facilities have been “completely wiped out” and “Hamas’s ability to govern Gaza has been significantly impaired.” Senior Israeli military sources speaking anonymously state that no major hardened targets remain standing but that Hamas’s military wing, the Izzeddin al-Qassam Brigades (IQB), “has to a large extent survived the initial onslaught.”

The IDF continues to mass troops and tanks on the Gaza border, stating explicitly for the 1st time that a ground invasion is likely once wet weather clears. The security cabinet increases the number of reservists activated to more than 9,000.

Israeli actions: The IDF carries out some 60 air strikes, and the Israeli navy shells Gaza from the sea. Among the 66 sites hit by the IDF are Haniyeh’s office, the Tal al-Hawa Mosque in Gaza City (Israel claims it was used as a weapons depot), a major Islamic Jihad weapons depot in Khan Yunis (killing senior Islamic Jihad military cmdr. Amar Abu Ghalula, 3 other Islamic Jihad mbrs.), more tunnels on the Rafah border, at least 8 homes, 1 medical clinic, Hamas posts (including money exchanges). Target areas include Abasan, Bayt Hanun, Gaza City, Jabaliya r.c., Khan Yunis, Nussayrat r.c., Rafah. The estimated Palestinian toll reaches 393 dead, more than 1,900 wounded.

The IDF claims to have destroyed 200 smuggling tunnels since 12/27; a Palestinian source in Rafah says the Israelis seem to know which tunnels are commercial and which are used by Hamas, and have been selectively targeting Hamas tunnels.

Palestinian actions: Palestinians fire 49 rockets, 15 mortars into Israel, causing no serious injuries; 4 longer-range rockets land in Beersheba, 25 mi. n. of the Gaza border, 1 of which hits an empty school, causing significant damage to 1 room.

Humanitarian notes: Israel allows 93 truckloads of food, medicine into Gaza. UNRWA issues a $34-m. emergency appeal for additional food, medical, and reconstruction aid for Gaza in the wake of OCL; the appeal is in addition to a $275-m. emergency appeal for the West Bank and Gaza for 2009 issued earlier in the month. UNRWA Commissioner-Gen. Karen AbuZayd, warning of the dire conditions in Gaza (where she currently is based), states that for the first time in her 8 yrs. with UNRWA she has begun to see Palestinians begging on the streets of Gaza.

Of note: Residents in Egyptian Rafah report a heavy military, border police, and plain-clothed intelligence presence on the Egyptian side of the border, which Egypt has declared a closed military zone, preventing demonstrations, keeping journalists away, and preventing breeches of the Rafah border from either direction. In the West Bank, observers report that Palestinian sympathy for Hamas is growing, even though overall public reaction to OCL has been muted, largely because PA security forces have been breaking up explicitly pro-Hamas demonstrations. On the Rafah border, 3 Palestinians are killed when a smuggling tunnel collapses. Egyptian security forces discover and demolish 3 tunnels on the Rafah border, giving a warning in advance to allow anyone in the tunnels to leave. In the West Bank, the IDF conducts late-night arrest raids, house searches in al-Fara‘a r.c., Ni‘lin. A new 585-mbr. PA security unit, part of which was trained under U.S. auspices in Jordan, takes up patrols in Hebron and immediately launches an expanded arrest campaign targeting Hamas; this is dubbed Operation Dawn of the Nation (see 9/14). Egyptian border police blow up 10 smuggling tunnels along the Rafah border, causing no reported injuries. In the West Bank, the IDF fatally shoots a Palestinian teenager nr. Beit El settlement nr. Ramallah, claiming that he was preparing to throw a Molotov cocktail; bulldozes the Palestinian home in Hebron where PA security forces claimed to find a tunnel on 10/13. Jewish settlers fr. Maj. Gen. Gadi Shamni, head of the IDF Central Command, warns the Israeli cabinet that Jewish settler violence is in danger of spinning out of control, stating, “an extreme incident could happen at any time. These people are conspiring against the Palestinians and against the [Israeli] security forces.” Shamni reports that in the past few wks. settlers have set a dog on an IDF reserve cmdr., broken the arm of a dep. battalion cmdr., slashed tires on IDF vehicles. In Hebron, he says settlers attacked an IDF officer who tried to stop settler children fr. throwing stones at Palestinians. (WP 10/15)

Nr. the Rafah border in Egypt, Egyptian border police find a major smuggling tunnel stocked with 95 televisions, 7 washing machines, computer equipment, and large quantities of clothes for import to Gaza. In the West Bank, the IDF imposes a curfew on Nahalin village nr. Bethlehem, raids and searches several homes, but makes no arrests; conducts late-night arrest raids, house searches in and around Jenin town and r.c., nr. Bethlehem. In Gaza, unidentified Palestinians fire 3 rockets fr. Gaza into Israel, causing no damage or injuries. Israeli naval vessels fire on Palestinian fishing boats off the Rafah coast, forcing them to return to shore. On the Rafah border, 3 Palestinians are killed when a smuggling tunnel collapses; Hamas blames Egyptian efforts to seal tunnels using water, gas, explosives for killing 8 Palestinian smugglers since 8/1, calling the tactics irresponsible. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin, wounding 7; conducts late-night arrest raids, house searches in and around Nablus, in Qabatya and Tubas, nr. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, and international peace activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin, wounding 7. For a 2d day, armed Jewish settlers attempt to enter Shu‘fat r.c. to establish an unauthorized outpost; the IDF bars their entry. Jewish settlers fr. Kiryat Arba dump trash in front of the entrance of Hebron’s al-Ras Mosque. Jewish settlers fr. Givat Ha’avot settlement in Hebron vandalize 5 nearby Palestinian homes. The Israeli Interior Min. approves construction of 400 new settler housing units in Neve Ya’acov settlement n. of Jerusalem, and authorizes tenders to be issued for construction of 286 housing units in Beitar Ilit nr. Bethlehem (approved by the Housing Min. on 5/21) and 130 units in Har Homa in East Jerusalem (some of which may have been approved by the Interior Min. on 7/9). Israel also reportedly agrees to transfer settlers living in the unauthorized outpost of Migron nr. In the West Bank, the IDF raids and searches homes nr. Jenin but makes no arrests; fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (10s suffer tear gas inhalation). Jewish settlers fr. Kiryat Arba and a nearby unauthorized outpost in Wadi al-Nassara attack Palestinian homes for a 2d day, causing damage but no reported injuries. Jewish settlers with a bulldozer occupy and level a plot of Palestinian land s. of Bethlehem; the IDF removes the settlers. Jewish settlers fr. Yitzhar nr. Nablus throw a large rock at a passing Palestinian car, seriously injuring a Palestinian woman and lightly injuring her child; the IDF evacuates the mother to a hospital in Israel. In Gaza, Hamas-affiliated police detain several senior Fatah officials in what Hamas calls a response to Fatah’s detention of West Bank Hamas loyalists on 7/28. In Gaza, 1 Palestinian man is injured when a smuggling tunnel under the Rafah border collapses. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (wounding 2) and fires tear gas, percussion grenades at demonstrators at a similar protest al-Ma‘sara (10s suffer tear gas inhalation); conducts late-night arrest raids, house searches in and around Nablus, in Bethlehem. Jewish settlers enter Nablus to pray at Joseph’s Tomb; the IDF evacuates them, reprimanding them for not coordinating the visit with the IDF in advance (see 6/13). Jewish settlers fr. Shilo nr. Israeli naval vessels fire on Palestinian fishing boats off the c. Gaza coast, forcing them to return to shore. In the West Bank, the IDF fires tear gas, rubber-coated steel bullets at a funeral procession in Bayt Umar for a teenager killed on 6/26, wounding 2 Palestinians; conducts late-night arrest raids, house searches in Tubas (firing on stonethrowing teenagers who confront them, killing a 16-yr.-old Palestinian boy), nr. Ramallah. Jewish settlers ambush and attack a Palestinian taxi driver nr. Keddumim settlement nr. Qalqilya; the IDF rescues him. In the 2d such incident (see 6/22), unidentified assailants burn 2,000 d. of Palestinian olive groves and crop land w. of the separation wall nr. Tulkarm. Overnight in Gaza, the IDF sends troops, bulldozers into Shuka to raid and search homes, arresting 1 Palestinian and remanding him to Israel, bulldozing 31 d. of almond and olive trees before withdrawing in the morning. During the day, the IDF fires an artillery shell at a rocket-launching site outside Gaza City, killing 3 Hamas mbrs., wounding 2; sends tanks, bulldozers into Gaza to bulldoze 10 d. of olive trees nr. Rafah. Islamic Jihad mbrs. fire several mortars fr. Gaza into Israel, causing no damage or injuries; the IDF responds with artillery fire, causing no injuries. In the West Bank, the IDF makes an overnight raid into Dayr Abu Mash‘al nr. Ramallah, occupying a Palestinian home as a military outpost, firing on stone-throwing youths who confront them, wounding 1 Palestinian teenager; conducts late-night arrest raids, house searches in and around Jenin, Nablus, and nr. Bethlehem, Hebron, Ramallah. As a goodwill gesture to the PA, which recently deployed a new security unit in Jenin, Israel begins allowing up to 100 Israeli Palestinians/day to travel to Jenin; visitors must return by nightfall and expect to undergo searches and questioning. Also in the West Bank, the IDF conducts late-night arrest raids, house searches in Tulkarm, nr. Hebron. Jewish settlers fr. Kiryat Arba hold an outdoor celebration the “unification” of Jerusalem; the IDF bars Palestinians fr. using roads in the area. Palestinians throw stones at 2 Jewish settler buses in East Jerusalem and nr. Ramallah, causing no injuries. In Gaza, IDF tanks, bulldozers level land on the Palestinian side of the Qarni crossing. On the Rafah border, 1 Palestinian is killed, 4 are injured when 2 smuggling tunnels collapse. In Gaza City, the acting Hamas government organizes a military court that convicts 5 Palestinians on charges of forming an illegal organization in 7/07 and of plotting against the dismissed government of Ismail Haniyeh, sentencing them to unspecified prison terms. In the West Bank, the IDF patrols in Zayta nr. In the West Bank, the IDF demolishes a Palestinian home in Anata nr. Jerusalem; occupies a Palestinian home nr. Jenin as a military outpost; conducts late-night arrest raids, house searches nr. Tulkarm and in al-Bireh (raiding and searching the municipal building, rounding up 2 municipal employees fr. their homes and bringing them to the offices to log onto password-protected computers), Ramallah (raiding the chamber of commerce offices), Jericho. The Israeli Housing Min. presents Olmert with a proposal for construction of 1,900 new Jewish settler housing units across the West Bank in 2008: 682 units in Beitar Ilit nr. Hamas’s Haniyeh publicly offersIsrael a comprehensive cease-fire deal covering the West Bank and Gaza in exchange for a lifting of the siege of Gaza and a halt to all Israeli “assassinations, killings, and raids.” The Israeli government does not officially reply, but hrs. later in the West Bank, IDF undercover units in Bethlehem ambush, assassinate Islamic Jihad’s Bethlehem cmdr. Muhammad Shihada, senior AMB mbr. Ahmad Balbul), and 2 Islamic Jihad mbrs. driving with them. The IDF also sends troops into Sa‘ida village nr. Tulkarm in search of Islamic Jihad’s Tulkarm cmdr. Salih Karouir, wounding him in an exchange of fire and then shooting him in the head execution style. In an “initial response,” Islamic Jihad mbrs. in Gaza resume rocket fire into Israel, damaging 1 building. The IDF also conducts house searches nr. Hebron, firing on stone-throwing Palestinian youths who confront them, wounding 2; conducts late-night arrest raids, house searches in and around Hebron, Nablus, Tulkarm, as well as in Qabatya, Qalqilya, and nr. The World Food Program and UNRWA, which distribute food to 887,000 Gazans, say that because of Israel’s restrictions on food and fuel imports, they will have to cease operations by 1/24 and 1/25, respectively. Bakeries are expected to run out of flour within days, and meat prices have doubled in the past 10 days. The UN reports 40–50% of Gazans no longer have access to running water. In Gaza City, 1,500 Palestinians attend a PPCAS rally urging Israel to lift the siege. Reform and Change legislators lead a peaceful demonstration of 1,000 Palestinians at the Rafah border, appealing to Egypt to open the crossing. Palestinians fire 8 rockets and mortars fr. Gaza into Israel, causing no damage or injuries. Egyptian security forces uncover a smuggling tunnel on the Rafah border, exchange gunfire with the tunnel’s Egyptian owners, leaving 1 dead, 1 injured.
