In the West Bank, the IDF fires rubbercoated steel bullets, sound bombs, tear gas at Palestinian and international activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (10s suffer fr. tear gas inhalation) and at Palestinian activists, some of whom throw stones at IDF troops, demonstrating against the separation wall in Bil‘in (injuring 1 Palestinian and exposing 10s of others to tear gas); closes the entrance to al-Ma‘sara, fires sound bombs and tear gas at Palestinian and international activists taking part in a nonviolent demonstration against the separation wall there, beating a number of them (injuring 2, including a 9-yr.-old child); conducts late-night raids, house searches in Nablus and nearby ‘Ayn Bayt al-Ma’ r.c., nr. Ramallah, arresting 6 Palestinians (including 1 woman). In Hebron, 3 Jewish settlers fr. Ramat Yishai beat a 12-yr.-old Palestinian child; the IDF observes but does not intervene. (PCHR 9/3)

On the 1st Friday of Ramadan, the IDF enforces age restrictions announced on 8/23 limiting Palestinian access to Jerusalem for prayers; an estimated 60,000 Palestinians enter the city. (OCHA, PCHR 9/3; OCHA Humanitarian Monitor 9/09)

In retaliation for Palestinian rocket fire on 8/24, the IDF carries out an early morning air strike on smuggling tunnels on the Rafah border, collapsing a tunnel, killing 2 Palestinians and injuring at least 6 others; 1 person is reported missing. In the West Bank, the IDF storms the Bayt Jala offices of Bethlehem 2000 Radio, confiscating $150,000 worth of equipment; conducts raids, house searches nr. Ramallah, and Jericho, in Hebron and al- ‘Arub r.c. nr. Hebron, arresting 5 Palestinians (including 2 teenagers); patrols and opens fire in Qabatya village nr. Jenin, causing no reported injuries. Palestinian Authority (PA) PM Salam Fayyad publicizes a 65-page plan to unilaterally build a de facto Palestinian state comprising both the West Bank and Gaza by 2011. (NYT, WP, WT 8/26; WJW 8/27; JPI 9/4)(See Doc. B4 in JPS 153)

To mark captured IDF soldier Cpl. Gilad Shalit’s upcoming 23d birthday on 8/28, 100s of Israeli activists demonstrate outside Israeli security prisons where Palestinians are detained to prevent prisoners’ families fr. visiting them; Israeli police arrest 4 demonstrators. Israel consequently suspends family visits for West Bank prisoners in the Hadarim and Shikma prisons allegedly to reduce the likelihood of clashes. (OCHA 8/25; JPI 9/4)

The IDF makes an air strike destroying a vacant house in Dayr al-Balah that allegedly was booby trapped; no injuries are reported; the 9-mbr. family vacated the house during OCL. In the West Bank, the IDF makes a rare afternoon incursion into Tura alGharbiyya nr. Jenin, occupying a home as an observation post (troops are still in the home at the end of the day); patrols in Araba village nr. Jenin, firing on residential areas, raiding and searching several homes, arresting 1 Palestinian. In Jerusalem, Israelis attempt to gain access to the al-Aqsa Mosque compound but are blocked by Palestinians; no injuries or serious violence is reported. U.S. envoy Mitchell begins a brief 2-day visit to Israel and Ramallah for talks with the new Israeli government and PA officials. This is his 3d tour to the region as envoy. (NYT, WP, WT 4/17; NYT, WP, WT 4/18; WT 4/19; NYT 5/15)

In the West Bank, Israel reopens a main road to Bani Na‘im nr. Hebron (closed since 2001); authorizes the Palestinian Authority (PA) to build an additional 12 police stations across the West Bank (Israel previously approved 20 and the PA has built 19); issues VIP travel permits to 120 high-ranking PA security officers and Palestinian personalities (bringing to about 390 the number of VIP permits issued to date); increases the number of Palestinian workers allowed into Israel (no figures given); allows Israeli Palestinians to visit Nablus and Jenin on weekends (intended to boost those local economies). The IDF also levels Palestinian land to expand an IDF checkpoint nr. Einav settlement nr. Tulkarm; conducts late-night arrest raids, house searches in and around Bethlehem, in Hebron, nr. Jenin and Ramallah. In Gaza,IDF troops on the s. Gaza border fire on unarmed Palestinians inspecting damaged homes e. of Khuza nr. the border fence, wounding a Palestinian teenager. The UN reports that Palestinians have fired 21 rockets and mortars into Israel since 2/18, causing no damage or injuries. In Gaza, the IDF makes an air strike on a Hamas-affiliated police station in Khan Yunis, which has been bombed repeatedly, causing no reported injuries. Israel allows 94 truckloads of humanitarian aid and commercial goods into Gaza, as well a limited amount of fuel for Gaza’s power plant. In the West Bank, the IDF enters Jayyus in the afternoon, imposes a curfew; conducts late-night arrest raids, house searches in and around Ramallah, and nr. Jenin, Salfit, Tulkarm. Palestinians in Yassuf village nr. Salfit report that over the past several days, Jewish settlers escorted by IDF troops have bulldozed at least 250 d. of village land and replanted 200 d. with their own crops. (PCHR 2/12, 2/19)

The Israeli security cabinet reportedly begins internal debate on opening phase 3 of OCL, which would involve deep incursions into Gaza’s built-up areas to deal a crushing blow to Hamas. Israeli military and intelligence sources warn that the new goal would require deep, sustained incursions into Gaza’s densely populated areas, likely resulting in months of combat and heavy casualties.

Combat notes: Heavy IDF aerial, naval, and ground assaults across Gaza continue. The IDF reports carrying out more than 110 air strikes, in many cases to support troops battling on the ground. Targets include 20 “terror operatives” (possibly assassinations), more than a dozen rocket-launching sites and squads, more than 20 suspected weapons depots (including homes of 3 Hamas mbrs.) and other outposts, at least 10 homes and 1 apartment building, 2 tunnels on the Rafah border, a market in Bayt Lahiya, 1 ESF post in Gaza City, a mosque in Dayr al-Balah. Target areas include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr alBalah, Gaza City (city center and al-Nasser, Shaykh Ridwan), Jabaliya town and r.c., Khan Yunis, Khuza, Nussayrat, al-Qarara, Rafah, Shati’ r.c., open areas in central Gaza.

At least 1 air strike on a residential area e. of Jabaliya involves white phosphorous munitions that cause extensive fire damage to 4 homes. Another air strike hits the rooftop of a Gaza City building housing the offices of some 20 international press agencies, destroying broadcasting equipment and wounding 1 journalist.

IDF ground forces take up new positions in Juhur al-Dik and al-Mughraqa in c. Gaza, and al-Shuka in s. Gaza (bulldozing 13 homes). Heavy tank and artillery fire are reported in Bayt Lahiya, Dayr al-Balah, Gaza City (al-Shuja‘iyya, alTuffah, al-Zaytun), Jabaliya. Heavy closequarter combat is reported in Gaza City and nr. Bayt Lahiya, with Palestinians firing antitank weapons and mortars and sniping at ground troops, moderately wounding 1 IDF soldier and lightly wounding 7.

Palestinians also fire 30 rockets and 1 mortar into Israel (including several Grads that hit Ashqelon), causing no reported damage or injuries.

At least 35 Palestinians are killed during the day, bringing the estimated Palestinian toll to around 795 dead and 3,300 wounded.

Humanitarian notes: The UN and other relief groups resume humanitarian aid transfers after receiving assurances fr. the Israeli government that they will not be targeted. During today’s 3-hr. humanitarian lull, Israel allows 41 trucks carrying food and medicine into the Strip.
