Tunisian pres. Zine El Abidine Ben Ali reshuffles his cabinet in response to 11 days of nationwide popular demonstrations against his government. The protests denouncing rising unemployment and the lack of job opportunities for youths began on 12/17, sparked by the attempted suicide of a 26-yr.-old, college-educated street vendor in the southern town of Sidi Bouzid who set himself on fire in despair after police seized produce he was selling without a license. Nablus. Palestinians accompanied by Israeli and international activists hold a nonviolent demonstration against settlement expansion in Bayt Umar. IDF soldiers fire tear gas and stun grenades at the protesters (causing no injuries) and arrest 3 Israelis. In East Jerusalem, Israeli authorities force a Palestinian to demolish his own home or pay the government nearly $5,500 for doing the job; the owner had already been fined more than $26,000 for building without a permit. Inside Israel, Israeli police find the body of American tourist Kristine Luken stabbed to death in a nature area southwest of Jerusalem, inside Israel, nr. the West Bank border. The woman’s friend, American Kaye Susan Wilson, escaped, telling police that she and Luken were ambushed by 2 knife-wielding Arabs who bound and stabbed them. Israel’s security cabinet agrees in principle to allow more exports out of Gaza and expects details to be fleshed out within the next few days, but there is no serious change before the end of the quarter. In the afternoon and early evening, unidentified Palestinians fire 6 mortars fr. Gaza into Israel, causing light damage in 1 instance and moderately injuring 1 Israeli in another. The IDF makes 4 air strikes on al-Mughraqa in c. Gaza, destroying a building used by Hamas’s Izzeddin al-Qassam Brigades (IQB), a partially constructed home, and a well, causing no reported injuries; makes another air strike destroying an IQB building in Gaza City’s al-Zaytun neighborhood, damaging several surrounding buildings but causing no serious injuries. In the West Bank, the IDF conducts late-night patrols in Kifl Haris nr. Salfit. Israeli authorities deport detained Hamas-affiliated PC mbr. Pres. Obama, asked during his trip to Indonesia about his reaction to Israel’s 11/8 construction announcement, states sharply that “this kind of activity is never helpful when it comes to peace negotations. I’m concerned that we’re not seeing each side make the extra effort . . . to get a breakthrough. Each of these incremental steps can end up breaking trust.” Hours later, Netanyahu’s office responds saying “Jerusalem is not a settlement. It is the capital of the State of Israel. . . . Border police fire rubber-coated steel bullets at stone-throwing Palestinian youths who confront them, injuring 19 Palestinian children (ages 10–15); 1 Israeli border policeman is also injured. Also in East Jerusalem, Israeli authorities raid, search 2 Palestinian homes in Silwan, arresting 2 Palestinians. Silwan residents report that in recent weeks, Israeli authorities have stepped up arrests of young Palestinian men in Issawiyya and Silwan, and that Jewish settlers and settlement guards in Silwan have been accosting local Palestinians more frequently, generating almost daily low-grade clashes. Israel’s Interior Min. says it will move forward with plans to build 1,300 new Jewish settlement housing units in East Jerusalem (978 in Har Homa/Jabal Abu Ghunaym, 320 in Ramot). At the same time, Israel issues construction tenders for 800 units in the West Bank settlement of Ariel, which Israel intends to keep under final status. Meanwhile, Israel’s Jerusalem municipal authorities issue a report stating that the municipality is currently building more than 13,500 housing units for Jews in various Arab neighborhoods in East Jerusalem. The UN, U.S., and PA denounce the plans. In the West Bank, the IDF patrols without incident in Zayta village nr. At his weekly cabinet session, Netanyahu confirms “intensive contacts” are underway with the U.S. on an incentives package to restart peace talks “in such a way that it cannot be halted in a few weeks or months.” On or around this date, Netanyahu sends his chief negotiator Molcho back to Washington with new proposals for an incentives package; no details are released (IGPO 10/24; WP 10/25; NYT 10/27)

Israeli municipal authorities in Jerusalem approve a modified development plan for the Western Wall area that will involve underground tunnels, car parks, bus and police stations, Talmud and tourism centers, and opening of a new gate in the ancient wall around Jerusalem to provide access for Jewish settlers fr. the Silwan area. Palestinian residents of Silwan protesting the new moves clash with IDF troops who enter the neighborhood to disperse them, firing rubber-coated steel bullets, tear gas, and stun grenades, seriously wounding an 11-yr.-old Palestinian boy. Islamic Jihad fires 3–4 mortars fr. Gaza toward Israel, with only 1 landing inside Israel; no damage or injuries are reported on either side of the border. Gaza’s power plant receives a fuel shipment from Israel allowing the plant’s 2d turbine (shut down on 10/22) to resume operation; rolling blackouts drop back down to 4–6 hrs./day. The IDF makes a day-long incursion into s. Gaza to level lands along the border fence e. of al-Qarara to clear lines of sight. In the West Bank, the IDF conducts arrest raids, house searches nr. In a bid to secure the backing of rightwing coalition partners for a package of U.S. guarantees for a short extension of the settlement freeze, Netanyahu proposes legislation that would require those becoming Israeli citizens to pledge a loyalty oath to “the State of Israel as a Jewish and democratic state,” as opposed to simply “the State of Israel” as it is now worded. Unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. The IDF retaliates with a late-night air strike on an IQB training site in the Shaykh Ridwan area of Gaza City, destroying a building, damaging 30 surrounding buildings and 3 cars, and injuring 6 Palestinian civilians. In the West Bank, the IDF makes a brief incursion into Tulkarm early in the morning to photograph the entrances of a police station, the local PASF and PA General Intelligence headquarters, and a PASF medical services building, withdrawing without incident; blocks Palestinians from joining a solidarity rally with Jewish settlers outside Bayt Fajjar village (site of a mosque arson on 10/4), sparking clashes between stonethrowing Palestinian youths and soldiers (no serious injuries reported); patrols late at night, without incident in 2 villages n. of Jenin; conducts late-night arrest raids, house searches in ‘Ayn Bayt al-Ma’a r.c. and Zawata village, both nr. Just as the Jerusalem talks begin, Gaza’s PRCs fire 1 rocket and 9 mortars fr. Gaza into Israel (the highest 1-day total since 3/09), causing no damage or injuries. Israeli police claim 2 of the mortars contained white phosphorous and that the rocket, which landed in Ashkelon, appeared to be a manufactured Grad type, rather than a homemade Qassam; the IDF, however, calls the rocket a Qassam. (Ashkelon is in range of both Qassams and Grads.) The Israeli daily Yedi’ot Aharonot (9/16) cites an unidentified mbr. of an unnamed Gaza militant group as confirming that 2 mortars contained white phosphorous taken from unexploded IDF ordnance (UXO) from Operation Cast Lead, saying the Gaza factions are experimenting with modifying Israeli UXO for use against Israel. The IDF retaliates with air strikes on a smuggling tunnel on the Rafah border (killing 1 Palestinian civilian, wounding 3), a factory n. of Khan Yunis (destroying it and damaging several surrounding homes, greenhouses, and businesses, but causing no reported injuries), and a vacant home southwest of Khan Yunis (destroying it). The 2d round of direct talks opens in Sharm al-Shaykh, Egypt, with Mubarak hosting Abbas, Netanyahu, and Clinton for the first day of meetings with talks now set to continue in Jerusalem on 9/15 and Ramallah on 9/16, and thereafter alternating between Jerusalem and Jericho. As Abbas and Netanyahu meet in Egypt, Israel’s Jerusalem city planners schedule a meeting for 10/7/2010 to debate construction of 1,362 new settlement housing units in Givat HaMatos s. of the Old City btwn. Gilo and Talpiot settlements. In addition, the Israeli construction company Na’out HaPisga, citing business losses, resumes construction of 2,400 settlement housing units in Mod’in Ilit settlement west of Ramallah that had been halted under the settlement freeze. In Gaza, IDF troops make a brief incursion into c. Gaza e. of Gaza Valley village to level land in the no-go zone to clear lines of sight, firing 4 artillery shells at armed Palestinians in the area, seriously wounding 1 and cutting electricity to nearby areas. Late in the evening, armed Palestinians on the n. Gaza border fire an antitank missile at IDF troops operating inside Israel, causing no damage or injuries; IDF troops fire back, killing 1 armed Palestinian, seriously wounding at least 1 other. In the West Bank, the IDF conducts arrest raids, house searches, patrols in 5 villages nr. Qalqilya between late afternoon and late evening; also conducts late-night arrest raids, house searches nr. Hebron. In Tel Aviv, Israeli police fatally shoot an East Jerusalem Palestinian who is handcuffed and in custody on charges of car theft, claiming that the Palestinian attacked an officer, who accidentally shot him. Direct Israeli-Palestinian negotiations are formally relaunched at a ceremony at the State Dept. in Washington, with Abbas and Netanyahu pledging to meet again on 9/13–14 in Egypt and then every 2 weeks thereafter to “keep momentum going.” Clinton, Abbas, Netanyahu, and U.S. special envoy George Mitchell meet, after which Abbas and Netanyahu meet privately for 90 mins. Mitchell then announces that the leaders have decided to work toward a “framework agreement” within a year that would outline “the compromises each side must be ready to make” to achieve peace as a 1st step before attempting to iron out a comprehensive peace treaty. For a 3d day in a row, IQB gunmen fire on a Jewish settler vehicle driving in West Bank area C, causing no injuries. Asked if Hamas’s political leadership approved the recent string of shootings, West Bank IQB spokesman Abu Ubaidah says the operations are “in harmony with the attitude of the political wing.” The PASF says that since the 1st shooting on 8/31, they have detained 300 Hamas mbrs. Late in the evening, the IDF patrol in villages nr. Jericho, Nablus, Qalqilya, and Salfit, making no arrests; conducts arrest raids in Hebron (shooting and wounding 1 Palestinian, releasing him to the Palestinian Red Crescent Society) and neighboring al-‘Arub r.c. Abbas accepts the 8/20 U.S. invitation to open direct talks with Israel in Washington on 9/2 but states that “If Israel resumes settlement activities in the Palestinian territories, including Jerusalem, we cannot continue negotiations.” (NYT, WT 8/24)

In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Tubas. The IDF also forces 3 Palestinian families to demolish their homes in the Jerusalem suburb of Sur Bahir, displacing 21 individuals; Jewish settlers raid a Palestinian home nr. U.S. special envoy Mitchell ends a 2-day visit to the region aimed at securing Israeli and Palestinian agreement to resume direct peace talks by 9/1 based on a letter of assurances fr. the Quartet. After separate talks with Abbas in Ramallah and Netanyahu in Jerusalem he is unusually upbeat and says he is optimistic that direct talks will resume soon, but gives no details. He leaves Dep. Asst. The IDF announces that for the month of Ramadan (8/10–9/10) it is extending operating hours at some checkpoints along the separation wall in the Bethlehem, Jenin, and Ramallah to facilitate travel to Jerusalem; removing earthen mounds along 3 routes in Nablus, Ramallah, Hebron to improve traffic flow; and issuing an additional 200 visitor permits for nationals of select Arab countries to enter the West Bank. Israel has also, however, limited Palestinian access to Jerusalem during Ramadan to men over 50 and women over 45 years of age. Meanwhile, the IDF conducts late-night arrest raids, house searches in Hebron, nr. Ramallah. The Israeli human rights group Peace Now issues an 8-mo. assessment of Israel’s temporary settlement construction freeze documenting that: (1) construction of at least 600 housing units in over 60 different settlements has begun during the freeze, with at least 492 of those units being constructed in direct violation of the freeze; (2) some 2,000 housing units started before the freeze was implemented on 11/26/09 are currently under construction; and (3) new construction starts during the freeze constitute approximately half of the normal settlement construction pace. IDF senior officers take U.S. special envoy Mitchell to Kerem Shalom crossing to witness Israel’s easing of restrictions on imports to Gaza (up 30% since 6/20), including the transfer of the 1st load of goods fr. the FGM-IHH flotilla. Gaza’s electricity plant receives a shipment of industrial fuel allowing it to resume operations after a 4-day halt (the longest complete stoppage of the facility since the beginning of 2010). Abu Tir for being in the city illegally; he was ordered (see 5/21) to leave voluntarily or face expulsion to Gaza. Israeli sources reveal that Israel’s Jerusalem Planning Committee recently approved construction of 1,400 new hotel rooms in Jabal Mukabir in East Jerusalem. Israel begins barring all West Bank Palestinian-made products fr. entering East Jerusalem as of 7/1 on the grounds that they did not meet Israeli standards, though the move is widely seen as retaliation for the PA’s boycott on settlement-made good enacted in 4/2010. Israel’s Jerusalem Planning Commission grants preliminary approval for the rezoning and demolition of 22 Palestinian homes in Silwan neighborhood to create an archaeological park, a 1,000-unit Jewish residential area, and tourist zone; the rezoning measure would also retroactively approve Jewish settlers’ Beit Yonatan construction, reaffirmed as illegal by Israel’s Jerusalem District Court on 5/25 (see above). The State Dept. denounces the move as undermining proximity talks. Meanwhile, the IDF begins large-scale bulldozing of land between Pisgat Ze’ev and Neve Ya’acov settlements just n. of Jerusalem for construction of 600 new settlement housing units that will link the 2 settlements, which it intends to keep under final status. The IDF also makes a major late-night incursion into Dayr Samit village nr. Hebron, surrounding and detonating stun grenades around a Palestinian home, blowing off the door, and firing at the windows and roof before raiding the home, beating the residents, and arresting 2 men. Under continued pressure fr. Obama and Quartet special envoy Tony Blair, Israel’s security cabinet agrees in principle to switch fr. a blanket ban on entry of goods to Gaza to a prohibited list of items considered “weapons and war-supporting materiel” and to allow “a significantly greater volume of goods” into the Strip. The easing would affect overland transportation only. The naval blockade and all restrictions on exports and the entry and exit of individuals remain. Separately, the U.S. and Israel announce that the Obama-Netanyahu meeting originally set for 6/1 will be held at the White House on 7/6. In addition, Mitchell, who has just returned fr. meetings with the Palestinian (6/18) and Israeli (6/19) peace teams, reports that the sides are ready to consider renewing proximity talks. Bethlehem, also violently beating 3 Palestinian cameramen for Palestinian and foreign news outlets; conducts synchronized late-night patrols in villages w. of Jenin, making no arrests. Israeli police in Jerusalem seal the Ilaf Association for Education Support, which provides student loans for some 160 college students, for allegedly hosting Hamas meetings and thereby supporting a “terrorist organization.” (PCHR 6/24; OCHA 6/25)

Overnight, Israeli naval commandos in boats and helicopters easily commandeer 5 small boats in the FGM-IHH flotilla to Gaza without incident, but open fire on passengers when they attempt to seize the main vessel (Mavi Marmara) sailing with the group, killing 9 Turkish activists (1 with dual U.S. citizenship); another 53 passengers (23 seriously, including 1 Australian) and 7 Israeli commandos (1 seriously; 1 stabbed, several with gunshot wounds) are injured. The IDF claims commandos acted in self-defense, saying they faced a premeditated attack by passengers; FGM-IHH says passengers were unarmed and nonviolent and at most acted in selfdefense. In light of the incident, the U.S. cancels a meeting at the White House between U.S. Pres. In Jerusalem, Israeli police inform 4 PC mbrs. fr. the Hamas-affiliated Change and Reform party—Khalid Abu ‘Arafa, Muhammad Abu Tir, Ahmad Atwan, and Muhammad Totah (all arrested in 6/06 as part of Israel’s round-up of Hamas-affiliated PC mbrs. and recently released after completing their sentences)— that Israel’s High Court has upheld a 9/09 ruling revoking their permanent Jerusalem residency status because their participation in 1/06 Palestinian elections constituted disloyalty to the state, warning that they will be deported to Gaza if they do not leave Jerusalem voluntarily (Abu Tir by 6/19, the others by 7/3). After 3 days of talks with his 7-mbr. security cabinet, Netanyahu phones Clinton (a day later than the State Dept. had expected) to offer Israel’s own package of “mutual confidence building” gestures to be made by Israel and the Palestinians. Neither side details the offer, but the U.S. says that the offer is sufficient enough to warrant sending special envoy Mitchell back to the region on 3/21 hopefully to launch proximity talks. At the same time, however, Israel’s Jerusalem municipality approves construction of 20 new settlement housing units in East Jerusalem’s Shaykh Jarrah neighborhood. In a 45-min. phone conversation, U.S. secy. of state Hillary Clinton sharply rebukes Netanyahu for the 3/9 Ramat Shlomo construction approval, demanding that Israel prove its desire to seek peace by revoking the plans, stating that the U.S. viewed his apology for the timing of the announcement alone as inadequate. Biden spends the day in the West Bank, meeting with Abbas and Fayyad. After receiving assurances that the U.S. will press Israel to reverse the 3/9 Ramat Shlomo decision, the PA indicates that it will move forward with plans for indirect talks with Israel. Meanwhile, Israeli officials stress that Israel will never cede Jerusalem and will build unimpeded within Jerusalem’s municipal borders. The Arab League reconvenes to discuss the situation and withdraws support for proximity talks, phoning Abbas to urge against negotiations.
