The Israeli human rights group Peace Now estimates that Jewish settlers have started work on 600 settlement housing units in at least 36 settlements since the freeze ended on 9/26. At least half of the construction is to lay foundations for new houses—a priority for settlers in anticipation of reimposition of the temporary settlement freeze, which allowed construction to continue on units that already had their foundations poured. Egypt allows an aid convoy of 140 vans to enter Gaza through the Rafah crossing; the humanitarian goods were provided by London-based pro-Palestinian activists. Unidentified Palestinians fire a mortar fr. Gaza into Israel, causing no damage or injuries. In the evening, IQB gunmen shoot at another Jewish settler vehicle nr. Ramallah, in area C, wounding 2 settlers (1 seriously). Jewish settlers retaliating for the 8/31 Hamas attack stake out a 15-d. plot of Palestinian land (exact location not reported) for a new settlement outpost but leave the area by nightfall, stone Palestinian vehicles on the Nablus–Qalqilya road, and vandalize a Palestinian home and set fire to adjacent grass land in Hebron. Meanwhile, in Gaza, IDF troops on the Israeli side of the Erez crossing fire warning shots at Palestinians scavenging for construction material in the demolished Erez industrial zone, causing no injuries. In the morning, members of the Palestinian Popular Resistance Comm. (PRCs), retaliating for the death of an Islamic Jihad mbr. on 8/16, fire 2 mortars across the s. Late in the evening, the IDF responds with 6 air strikes targeting a deserted house near the c. Gaza border e. of Gaza Valley village (destroying it, a well, and damaging a nearby factory) and several smuggling tunnels on the Rafah border, causing no injuries. During the day, IDF troops make a brief incursion in to s. Gaza to level lands e. of Abassan to clear lines of sight; fire warning shots at Palestinians staging a nonviolent march to the Erez crossing to protest Israel’s imposition of a no-go zone along the border, causing no injuries. In the West Bank, Jewish settlers fr. Karnei Shomron settlement nr. Qalqilya stone passing Palestinian vehicles, causing no injuries. An Israeli court rules that Israel is responsible for the 1/2007 death of a 10-yr.-old Palestinian girl who was fatally shot by Israeli border police while observing a Palestinian demonstration from a distance; the border police alleged she was hit by a rock thrown by protesters, but the court finds that “there cannot be any dispute . . . that Abir was hit by a rubber bullet fired by border police, meaning the fire was conducted either due to negligence or violation of the rules of engagement.” (JP 8/17; AFP 8/18; PCHR 8/19; OCHA 8/20)

Lebanon passes a law granting the country’s approximately 400,000 Palestinian refugees the same rights to work as other foreigners and giving them access to social security benefits, easing decades of restrictions that had barred them from all but menial jobs. (NYT 8/18) 

In continued retaliation for the 7/30 Grad strike, the IDF carries out a predawn air strike on c. Gaza assassinating senior Hamas military cmdr. and rocket maker Issa Batran, marking the 1st Israeli assassination in Gaza since Operation Cast Lead (OCL) ended in 1/09. (Israel attempted to assassinate Batran during OCL, making an air strike on his home, killing his wife and 5 of his children.) Later in the day, unidentified Palestinians fire a Qassam rocket fr. IDF Maj. Gen. (ret.) Giora Eiland, who headed the Israeli military’s internal inquiry into the 5/31 Gaza flotilla incident, releases brief excerpts of his classified 100-page final report to the IDF chief of staff concluding that overall the “the entire operation is estimable,” praising soldiers for their “professionalism, bravery, and resourcefulness.” While the report faults planning for the operation as inadequate (relying “excessively on a single course of action . . . while no alternative courses of action were prepared”), it deems the use of live fire on the passengers “justified.” (IFM 7/12; NYT, WP 7/13; JPI 7/23)

As announced on 6/1, Egypt opens its side of the Rafah border in both directions to Palestinian medical cases, students, other humanitarian cases with proper travel documents, as well as to foreign passport holders; 1,000s of Gazans stream to the border crossing in hopes of reaching stores in Egyptian Rafah, but Hamas and Egyptian officials allow fewer than 500 out and fewer than 600 in the first day. (The crossing remains open continuously through the end of the quarter, but average daily numbers allowed to cross are slightly lower than these, with Egypt denying entry to a significant number of Palestinians approved for exit by Hamas.) Israel deports to the Gaza Strip 2 Gazans found living illegally in Beersheba; the IDF sends them through the Israeli side of the Erez crossing but the men refuse to move through to the 150-m transit area to the Palestinian side, demanding they be allowed to return to Israel; IDF troops fire warning shots at them for more than 2 hrs. before forcing them to enter Gaza. Israeli naval vessels fire on Palestinian fishing boats off the Bayt Lahiya coast, forcing them to return to shore. The UN reports that since 4/28, 1 Palestinian has been killed in a tunnel collapse and 4 Palestinians have been killed and 9 injured when they were overcome by gas fumes while smuggling fuel through a tunnel. In the West Bank, the IDF demolishes 1 Palestinian home nr. the separation wall southwest of Bethlehem, leaving 8 Palestinians homeless; conducts late-night arrest raids, house searches nr. Nablus. Jewish settlers set a fire destroying a mosque in Luban al-Sharqiyya nr. Nablus, an act Abbas says may jeopardize proximity talks. Jewish settlers also set fire to a Palestinian olive grove outside Hawara. The attacks are thought to be in response to the IDF demolition of structures in Shavei Shomron settlement on 5/2—part of the settlers price-tag doctrine to retaliate against Palestinians (and occasionally the IDF) in reaction to any attempt to curb settlement activity. Palestinians hold protests across the West Bank and East Jerusalem after Friday prayers to denounce Israel’s decision to include West Bank holy sites on Israel’s national heritage register; clashes with the IDF (which include the IDF storming the al-Aqsa Mosque compound, firing tear gas and stun grenades to disperse worshipers) leave 2 Palestinians seriously injured (1 at the Haram al-Sharif/Temple Mount; the other in al-Nabi Salih), and 50 Palestinians and 15 Israeli riot police lightly injured.

In Gaza, an International Committee of the Red Cross (ICRC) jeep is damaged by a roadside explosion along a route nr. the Erez crossing; no injuries are reported. Hamas rejects speculation that the explosion was caused by a roadside bomb, alleging the jeep accidentally triggered IDF UXO fr. OCL; no group claims responsibility. The IDF makes a brief incursion into s. Gaza to level land in the no-go zone e. of Khan Yunis to clear lines of sight. In the West Bank, the IDF makes a rare daytime incursion into Bayt Ula village nr. Hebron, raiding a furniture company and arresting 2 Palestinians; stages 1 late-night arrest raid nr.
