Jewish settlers take over several abandoned churches in a closed military zone nr. the Jordanian border to protest Jordan’s efforts to intervene with the Israeli government over its 12/12 closure of a footbridge used by nonMuslims to reach the Haram al-Sharif/ Temple Mount; IDF troops remove them and arrest 17. Other settlers block a main West Bank road and stone passing Palestinian vehicles. Later, about 50 Jewish settlers with inside information of IDF plans to remove the Mitzpe Yitzhar settlement outpost nr. Nablus that evening attempt to prevent the evacuation by breaking into an IDF base in the West Bank, setting fires, vandalizing vehicles, clashing with troops, and stoning a senior officer; troops detain 2. PM Netanyahu vows to “act aggressively against those harming Israeli soldiers and their commanders”; DM Ehud Barak condemns both incidents as “home-grown terror.” Late at night, Jewish settler youths enter Nablus to pray at Joseph’s Tomb, but they do so without the usual coordination with and escort of the IDF and deface a mosque. Meanwhile, IDF troops make a brief incursion into c. Gaza to level land and clear lines of sight along the border fence e. of Bureij r.c., firing on surrounding areas to keep Palestinians away, wounding a farmer working his field nearby. IDF troops on the n. Gaza border fire warning shots at Palestinian and international activists staging a nonviolent protest march to the border nr. Bayt Hanun to protests Israel’s imposition of a no-go zone, causing no injuries; also fire warning shots at Palestinians scavenging for construction material in the demolished Erez industrial zone, wounding a 14-yr.-old boy. In the West Bank, the IDF makes a latenight raid on the home of Change and Reform PC mbr. Ayman Daraghmeh, arresting him (making him the 24th Hamas-affiliated PC mbr. now in detention); conducts late-night arrest raids, house searches nr. Salfit. The PA Tourism Min. launches a campaign in Bethlehem coinciding with Christmas called “Palestine Celebrating Hope.” Tourism M Kholoud Daibes says the intention is to convey to the estimated 50,000 foreigners visiting Bethlehem for Christmas “that we have hope of having our own independent state, and we need international support for that.” The initiative includes special tours of the separation wall around Bethlehem and free postcards of the Church of the Nativity, which tourists can mail at the Manger Square post office with Palestinian stamps. Israeli naval vessels intercept 3 Palestinian fishing boats off the s. Gaza coast, arresting 12 fishermen, confiscating 2 boats, and releasing 1 fisherman and 1 boat. In the West Bank, the IDF confiscates 12 d. of Palestinian agricultural land n. of Hebron for construction of the separation wall, ordering the owners to remove a well and clear the land of trees within 45 days or face a fine; patrols in 2 villages nr. Ramallah (1 in the morning, 1 late at night); conducts late-night arrest raids, house searches in Nablus, searching a car rental firm, damaging equipment, and confiscating computers, cash, and papers. Overnight, the IDF conducts arrest raids targeting the Popular Front for the Liberation of Palestine (PFLP) in Jenin, Nablus, and Ramallah, arresting about 17. In the morning, the IDF patrols in 2 villages nr. Ramallah and 1 each nr. Jenin (firing flash grenades to intimidate residents) and Jericho. Late in the evening, an IDF drone fires a missile at a training camp in s. Gaza, causing no reported injuries; the IDF makes a brief incursion into Rafah, sporadically firing on residential areas, causing no injuries; and Israeli naval vessels fire on a Palestinian fishing boat off the s. Gaza coast, forcing it to return to shore. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that since 11/16, the IDF has bulldozed 130 dunams (d.; 4 d. = 1 acre) of Palestinian agricultural land, uprooted 500 trees, and forced Palestinians to dismantle 9 greenhouses and 7,000 m of irrigation networks to allow the rerouting of the separation wall nr. Qalqilya. OCHA also reports that since 11/16, the IDF has bulldozed 18 d. in the Jericho area and 400 d. in the Salfit area that Israel has claimed as state land. After meetings with the U.S. and EU envoys and Arab FMs, Abbas declares in a televised address that the Palestinians will ask for full member-state status at the UN, not simply observerstate status. Insiders say Abbas was debating which tack to take until he met again with Ross and Hale who offered no incentives and only threats to get him to drop the plan; outraged by the U.S. posturing, he decided to go for full membership. After Friday prayers, 1,000s of Egyptian protesters besiege the Israeli emb. in Cairo, tear down the wall recently built outside (see 9/3), scale the building to rip down the flag, gain access to the offices, and throw documents into the street. Egyptian security forces collect the ambassador, his family, and other staff who are away from the emb. and secure them at the airport for evacuation to Israel. The 6 employees inside the emb. lock themselves in an office and await rescue. Egyptian riot police arrive in 50 APCs and fire tear gas and rubber bullets to disperse the protesters, who respond with stones and Molotov cocktails. Heavy clashes continue overnight, with riot police unable to secure the embassy. (WP 9/10; NYT, WP 9/11)

Hamas officials say that all main Gaza factions have agreed to reimpose their cease-fire immediately, while Egyptian mediators work to secure the compliance of smaller factions. Islamic Jihad says it will observe the moratorium as long as Israel also ceases fire. Israel does not comment. Before the new cease-fire goes into effect, the PFLP and other unidentified Palestinians fire 1 Grad and 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. Israel does not respond. Israeli DM Barak authorizes construction of a kindergarten in Hebron’s Beit Romano settlement, home to some of the most extremist Jewish settlers. Meanwhile, Jewish settlers uproot olive trees in Qasra village nr. Nablus; when local Palestinians try to drive them away, IDF troops intervene, firing tear gas and live ammunition at the Palestinians, seriously injuring 1. The IDF also patrols in Kafr al-Dik village nr. Salfit. In the West Bank, the IDF conducts synchronized morning patrols in Tulkarm and several nearby villages; patrols in alBireh and neighboring al-Am‘ari r.c., and in 3 villages nr. Jericho and Ramallah. After 2 days of clashes with protesters, arrest raids targeting opposition figures, and imposition of a nighttime curfew in Manama, Bahrain’s troops demolish the giant pearl monument in Pearl Square in a symbolic crushing of antigovernment protesters. No further demonstrations are reported this quarter. By 3/20 observers describe daily life returning to normal (schools and stores reopen, traffic moving) but note “a sense of political paralysis.” Saudi, UAE, and Kuwaiti forces remain in the country through the end of the quarter. In Syria, govt. forces violently disperse protests (ranging in size fr. the 100s to the 1,000s) held after Friday prayers in Baniyas, Dara‘a, Damascus, and Homs, fatally shooting 6 protesters and wounding 10s. Though protests are small, the govt. response is harsh and tensions are high. (NYT, WP 3/19)

In Yemen, govt. troops and supporters open fire for more than 20 minutes on protesters demonstrating after Friday prayers in Sana’a, leaving at least 47 dead and 100s injured but failing to disperse the crowd. Afterward, the govt. declares a state of emergency, allowing authorities to curtail civil rights and monitor communications. Over the next 5 days, Yemen’s ambassador to the UN, several other ambassadors, the country’s most influential military commander Maj. Gen. Ali Mohsen al-Ahmar (a relative and very close ally of Pres. Saleh), and 4 other generals resigned in protest, and Saleh’s own tribe and another key tribal leader called on him to step down. Saleh also fires his cabinet in an apparent attempt to preempt a mass resignation to protest recent deadly clashes. Popular protests also continued. In the West Bank, 5 Jewish settlers (2 parents and 3 children) are found stabbed to death in their home in the unauthorized settlement outpost of Itamar nr. In East Jerusalem, a group of Jewish settlers stabs and beats 2 East Jerusalem Palestinians, killing 1 Palestinian and wounding the other; Israeli authorities confiscate the body of the man killed and return it to the family with orders to hold the burial immediately, with no more than 10 family mrbs. present to prevent rioting (the family complies). In the West Bank, the IDF patrols in 3 villages nr. Ramallah, 2 nr. Qalqilya, and 2 nr. Tulkarm in the afternoon and evening, and in 1 village nr. Qalqilya late at night; conducts late-night arrest raids, house searches nr. Nablus. Early in the day, with massive antigovernment protests expected in Egypt after Friday’s midday prayers, rumors spread that Mubarak has left Cairo for his residence in Sharm al-Shaykh under pressure from the army. Soon after, the Supreme Council of the Egyptian Armed Forces issues communiqué no. 2 indicating that the military is in effective control of the country and will oversee “the peaceful transfer of authority . . . towards a free democratic community that the people aspire to,” and pledging not to take action against protesters for demonstrating against the government. Timed with lateevening prayers, VP Suleiman confirms that Mubarak has “decided to relieve himself of his position as president and the supreme military council has taken control of the state’s affairs,” ending the 82-yr.-old leader’s 30-yr. rule. In Gaza, 1,000s of Hamas supporters rally to celebrate Mubarak’s fall, calling on the next Egyptian government to open the Rafah border and reconsider Egypt’s relations with Israel. In the West Bank, the PA continues to bar rallies in solidarity with Egyptian protesters, but 100s of Palestinians spontaneously honk horns and cheer in the streets when news of Mubarak’s exit broadcast.
