PIJ initially accuses Israel of targeting the engineers with a drone strike. An IDF spokesperson denies any Israeli involvement, and PIJ later says that the explosion was an accident and that the 2 men mishandled explosives. Separately, unidentified parties fire 2 rockets from Gaza toward Israel late at night; 1 falls short of the border and the other lands in an open area in southern Israel, causing no damage or injuries. For a 6th day in a row, Palestinians across the oPt and Israel gather to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital (protests have steadily declined in size since 12/8). IDF troops violently disperse them in Tulkarm, Bethlehem and nearby al-‘Arub refugee camp, and along Gaza’s border near Gaza City, Khan Yunis, and Rafah; 14 Palestinians are injured. Meanwhile, an elderly Palestinian woman suffers a fatal heart attack late at night when Israeli soldiers raid her home near Jericho. They also shoot and seriously injure a Palestinian they claim was attempting to stab Israeli soldiers outside the Ariel settlement. An IDF spokesperson later states that the Palestinian was not carrying a knife, but was among a group that was “suspected of an attempt to attack on the border.” Meanwhile, IDF troops arrest a Palestinian youth in central Hebron, allegedly after he is found to be carrying a knife; arrest 34 Palestinians during late-night raids in and around Ramallah, Hebron, Nablus, Tubas, Jenin, and Tulkarm; and patrol near Tulkarm, Salfit, and Nablus. In East Jerusalem, Israeli forces arrest 19 Palestinians during late-night raids in Issawiyya and Silwan. IDF troops clash with Palestinians in central Hebron (1 Palestinian is seriously injured), arrest 6 Palestinians during raids near Bethlehem and Hebron, and patrol near Hebron, Tulkarm, and Salfit. An Israeli settler assaults and injures a Palestinian teenager in Hebron. In East Jerusalem, a Palestinian demolishes his own home in Silwan to avoid paying Israeli demolition fees. Israeli forces arrest 5 Palestinians during raids in Silwan. Israeli border police shoot and kill a Palestinian worker at the back entrance of the Har Hadar settlement near Jerusalem after he opens fire on them, killing 3 officers and seriously injuring a 4th. The IDF then raids and imposes a lockdown on Bayt Surik, the alleged attacker’s hometown, and 8 other Jerusalemarea villages. Israeli soldiers threaten his family with punitive home demolition and arrest at least 15 residents, including his father and brother. Elsewhere, IDF troops assault 3 Palestinians during a raid in Hebron, arrest 10 Palestinians during late-night raids near Nablus, Bethlehem, Hebron, Jenin, Tubas, and Qalqilya, and patrol near Jenin, Hebron, and Salfit during the day. Israeli settlers throw stones at Palestinian vehicles outside Hebron, damaging several. They also bulldoze Palestinian agricultural land outside the Bethlehem village al-Khadir, clearing the area for a new sewage system to serve the nearby settlements. Following the deadly attack at Har Hadar this morning, Israeli PM Netanyahu says that Israel will demolish the alleged attacker’s home and revoke his extended family’s work permits. He also calls on PA pres. Abbas to denounce the attack “and not try to justify it.” (TOI 9/26)

PA PM Hamdallah says that new committees will be formed to administer the transfer of power from the various ministries in Gaza, as well as border crossings and security services, to the PA. “Today, we are moving toward unification and toward enhancing the steadfastness of our people,” he says. The PA is set to hold its weekly cabinet meeting in Gaza on 10/3. (WAFA 9/26)

Tensions remain high in East Jerusalem after the widespread and deadly clashes on 7/21; 1 Palestinian is killed and 14 are injured in clashes in al-‘Izzariya, Wadi al-Juz, Issawiyya and al-Tur. Clashes also break out outside Haram al-Sharif throughout the day, but there are no serious injuries. Meanwhile, Palestinians across the city largely observe a commercial strike to commemorate the 3 Palestinians killed on 7/21. Meanwhile, Israeli forces arrest 16 Palestinians during raids in Silwan, al-Tur, and the Old City. In the West Bank, a Palestinian youth is killed when he accidentally triggers a piece of unexploded Israeli ordnance nr. Tubas. IDF troops conduct raids in Kobar, the Ramallaharea village of the Palestinian who allegedly stabbed 4 Israeli settlers at the Halamish settlement on 7/21, threatening punitive demolition of his home and sparking minor clashes (there are no serious injuries). Hundreds of settlers from Halamish set up a new outpost nr. their settlement to protest the 7/21 attack. Settlers protest and throw stones at Palestinian vehicles across the West Bank in response to the attack, damaging several cars and causing no serious injuries. Meanwhile, IDF troops arrest 25 Palestinians during late-night raids in and around Hebron, Bethlehem, Jenin, Salfit, Tubas, Qalqilya, and Nablus; and patrol throughout the day nr. Hebron. COGAT Mordechai says that Israel is “willing to examine alternatives to the metal detectors” installed at Haram al-Sharif “as long as the solution of alternative[s] ensures the prevention of the next attack.” (YA 7/22)

Sweden, France, and Egypt call for the UN Security Council (UNSC) to hold an emergency meeting to address the escalating tensions at Haram al-Sharif. UN diplomats say they will discuss the situation on 7/24. The Middle East Quartet releases a statement of concern about the “escalating tensions and violent clashes.” (WAFA 7/22; TOI 7/23)

Dozens of Muslim worshippers gather in the streets outside Haram al-Sharif for predawn prayers and to protest the new Israeli security measures at the sanctuary. They refuse to pass through the new metal detectors installed on 7/16, honoring the Islamic Waqf’s 7/16 call for a boycott. Later, Israeli forces violently disperse Muslims gathering outside the sanctuary for evening prayers, lightly injuring at least 15, including Palestinian National Initiative chair Mustafa Barghouti. Elsewhere in East Jerusalem, Israeli forces demolish a Palestinian home in al-Za’ayem. They also conduct a raid in Silwan, sparking clashes with stone-throwing Palestinian youths; 1 Palestinian is injured. Late at night, Israeli forces raid al-Makassed Islamic Charitable Society Hospital, attempting to arrest the Palestinian injured in Silwan earlier in the day. Israel’s Knesset passes the 1st reading of a bill that would add the Ministry of Strategic Affairs, which oversees efforts to counter the Boycott, Divestment and Sanctions (BDS) movement, on the list of bodies exempt from Israel’s Freedom of Information Law that permits citizens to obtain information from the govt. Should the bill pass, the ministry’s ability to keep its anti-BDS activities and methods secret from the public would be ensured. (KNE, MNA 7/18; MDW 7/19)

In the West Bank, IDF troops conduct late-night raids in Qalqilya, sparking clashes with stone-throwing youths; 5 Palestinians are injured. They also patrol nr. IDF troops shoot and critically injure a Palestinian youth at the Huwwara checkpoint nr. Nablus after he allegedly attempts to stab 1 of them. Meanwhile, a Palestinian vehicle is found burned and vandalized outside nearby Huwwara village. It was presumably the target of an overnight price-tag attack. Elsewhere in the West Bank, IDF troops set up mobile checkpoints and fire stun grenades in Kifl Haris village nr. Salfit to clear the way for Israeli settlers to visit a Jewish holy site in the area. They also arrest a Palestinian at a checkpoint in c. Hebron when she is allegedly found to be carrying a knife, arrest 11 Palestinians during late-night raids in and around Nablus, Tubas, Hebron, Bethlehem, and Qalqilya; and patrol nr. Nablus and Hebron during the day. In East Jerusalem, Israeli forces patrol in Shu‘fat r.c., sparking clashes with stone-throwing Palestinians; 3 Palestinians are injured. The Israeli authorities shut down an event entitled “Palestine under the Israeli Culture of Incitement,” because to the planned participation of some low-level PA officials. Qalqilya and stop-work orders to 7 Palestinian homes under construction in Kafr al-Dik nr. Salfit. IDF troops arrest 6 Palestinians and confiscate a tractor during raids nr. PA pres. Abbas meets with Egyptian pres. Abdel Fattah al-Sisi in Cairo to discuss regional affairs and the prospect of holding a regional peace conference to kick off a new round of peace talks. The U.S. State Dept. announces that the U.S. will be boycotting the UNHRC’s discussion of Israel at its 34th session this week, also known as Agenda Item 7. “The U.S. strongly and unequivocally opposes the existence of the UNHRC’s Agenda Item 7,” the State Dept. statement reads. An Israeli settler shoots and kills a Palestinian youth at a settlement outpost nr. Hebron after the Palestinian allegedly sneaks into the settler’s home, then stabs and lightly injures him. Elsewhere in the West Bank, IDF troops raid a printing shop in Tulkarm, destroying much of its contents and confiscating the printer. They arrest 1 Palestinian during a raid nr. Ramallah, and close the entrances to Marda village nr. Salfit following reports of stone throwing in the area. The IDF also violently disperses Palestinian students marching to the Beit El checkpoint to protest the detention of 6 of their classmates; there are no serious injuries. The IDF arrest 13 Palestinians during latenight raids nr. Nablus, Hebron, Tubas, and Bethlehem. Meanwhile, Israeli forces bulldoze 9 homes in the Ofra settlement, after having evacuated it on 2/28. Fatah vice-chair Mahmoud al-Aloul, in his first interview since his 2/15 appointment to the post, says that a 1-state solution “in which everyone lives equally” would be “acceptable,” but that he doubts Israel would accept such a res. to the conflict. He also comments on recent PA communications with the Trump admin. “It is still not clear to us what will be the U.S. policy in the coming period,” he says. (SA, TOI 3/1)

U.S. dep. asst. secy. of state Erin Barclay says that the Trump admin. is reviewing the U.S. relationship with the UN Human Rights Council (UNHRC) with an eye toward ending the council’s “obsession with Israel.” She says that “in order for this council to have any credibility, let alone success, it must move away from its unbalanced and unproductive positions.” Israeli PM Netanyahu has reportedly raised the UNHRC issue with the Trump admin. The Egyptian authorities refuse senior Palestinian Authority (PA) official Jibril Rajoub entry into Egypt for an Arab League meeting on terrorism and extremism. Rajoub does not respond publicly; the Palestinian delegation withdraws from the meeting in protest. Dozens of Palestinians confront 3 off-duty IDF soldiers and 1 armed Israeli settler in Qusra village nr. Nablus, preventing them from assaulting any residents. PASF troops intervene and escort the Israelis from the village. Meanwhile, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, separation wall, and settlements in 3 villages nr. Palestinian witnesses say that IDF soldiers dragged the injured Palestinian away from the clashes unnecessarily, exacerbating his injuries. Elsewhere in the West Bank, Israeli forces begin uprooting 2,000 olive trees nr. Qalqilya to clear space for a settler bypass road in the area. Dozens of Palestinians and Israeli activists protest the project, and IDF troops arrest 3 people. IDF troops conduct raids in Bayt Umar village nr. Hebron, arresting 1 Palestinian, setting fire to a home, and sparking clashes with stone-throwing Palestinian youths; there are no serious injuries. They arrest 4 Palestinians on further raids nr. The UK blocks the EU Foreign Affairs Council from adopting the 1/15 Paris peace conference’s joint declaration, according to European and Israeli diplomats. The UK also refused to sign the statement on 1/15. Hungary and Lithuania also reportedly have reservations about endorsing the statement. (HA 1/16)

Israeli naval forces confront Palestinian fishing boats off Gaza’s coast nr. Jabaliya r.c. in 2 separate incidents. One boat capsizes in the 2d incident and a fisherman goes missing. In East Jerusalem, Israeli forces demolish 2 homes each in Shu‘fat and Bayt Hanina. Later, Israeli forces return to Shu‘fat to inspect a number of shops, sparking clashes with stone-throwing youths; there are no serious injuries.
