An IDF spokesperson denies any Israeli involvement, and PIJ later says that the explosion was an accident and that the 2 men mishandled explosives. Separately, unidentified parties fire 2 rockets from Gaza toward Israel late at night; 1 falls short of the border and the other lands in an open area in southern Israel, causing no damage or injuries. The White House officially confirms that Pres. Trump plans to visit Israel and the oPt on 5/22–23 in the context of his efforts to restart Palestinian-Israeli peace negotiations. The Saudi newspaper al-Hayat will report on 5/5 that the White House refused an Israeli request to delay the visit until 6/2017, which would coincide with the 50th anniversary of the 1967 war. Public and private Palestinian institutions across the West Bank and Gaza observe a general strike in solidarity with the Palestinian prisoners who have been on hunger strike since 4/17. The PA informs the Israeli govt. that it will no longer be paying for the electricity that Israel supplies to the Gaza Strip, marking a major change in the PA’s policy toward Hamas’s control over Gaza. The move comes amid an escalating electricity shortage in Gaza, and also follows reports that PA pres. Abbas has been planning to increase pressure on Hamas to give up control of the Gaza Strip. The PA generally pays Israel about NIS 40 m. (approx. $11 m.) per mo. to provide Gaza with around 30% of the electricity it requires. Israel takes the electricity fees out of the taxes it collects on behalf of the PA. Concluding 3 days of talks in Moscow, Hamas and Fatah officials agree to form a new Palestinian unity govt. Hamas, the PLO, and Islamic Jihad Movement in Palestine (PIJ) officials meet in Beirut to discuss the possibility of holding a meeting of the Palestine National Council (PNC), which has not convened since 2009.
