Two PIJ engineers are killed and tens of bystanders are injured in an explosion in Umm al-Nasr village near Bayt Lahiya in northern Gaza. PIJ initially accuses Israel of targeting the engineers with a drone strike. An IDF spokesperson denies any Israeli involvement, and PIJ later says that the explosion was an accident and that the 2 men mishandled explosives. Separately, unidentified parties fire 2 rockets from Gaza toward Israel late at night; 1 falls short of the border and the other lands in an open area in southern Israel, causing no damage or injuries. For a 6th day in a row, Palestinians across the oPt and Israel gather to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital (protests have steadily declined in size since 12/8). IDF troops violently disperse them in Tulkarm, Bethlehem and nearby al-‘Arub refugee camp, and along Gaza’s border near Gaza City, Khan Yunis, and Rafah; 14 Palestinians are injured. Meanwhile, an elderly Palestinian woman suffers a fatal heart attack late at night when Israeli soldiers raid her home near Jericho. They also shoot and seriously injure a Palestinian they claim was attempting to stab Israeli soldiers outside the Ariel settlement. An IDF spokesperson later states that the Palestinian was not carrying a knife, but was among a group that was “suspected of an attempt to attack on the border.” Meanwhile, IDF troops arrest a Palestinian youth in central Hebron, allegedly after he is found to be carrying a knife; arrest 34 Palestinians during late-night raids in and around Ramallah, Hebron, Nablus, Tubas, Jenin, and Tulkarm; and patrol near Tulkarm, Salfit, and Nablus. In East Jerusalem, Israeli forces arrest 19 Palestinians during late-night raids in Issawiyya and Silwan. Meanwhile, the IDF uses cement blocks to seal the main road connecting Ramallah and Jalazun refugee camp; arrests 16 Palestinians during raids in and around Nablus, Hebron, Qalqilya, Bethlehem, Tulkarm; and patrols near Tulkarm and Tubas. Along Gaza’s border, IDF troops open fire on Palestinian land and other property near Khan Yunis, causing no damage. In East Jerusalem, Israeli forces arrest 3 Palestinian youths on the way home from school in Ras al-Amud and 4 during raids in Shu‘fat refugee camp and Silwan. Unidentified parties launch a rocket from Gaza into southern Israel. It lands in an open area, causing no damage or injuries. The IAF conducts air strikes on 2 Hamas positions in southern Gaza. Later, unidentified parties fire another rocket from Gaza, into Israel near Ashqelon. It is intercepted by Israel’s Iron Dome missile defense system. In the West Bank, Israeli forces order Palestinian farmers to leave their lands near Tubas for undisclosed reasons. They also evacuate and demolish a structure in the Netiv Ha’avot settlement outpost near Jerusalem. The remaining 15 buildings in the outpost are to be demolished by 3/2018. The IDF arrests 2 Palestinians during a late-night raid in Bethlehem, and patrols near Hebron and Nablus. In East Jerusalem, the Israeli police arrest an Islamic Waqf guard at Haram al-Sharif and ban him from entering the Old City for 20 days. Israeli forces also arrest 2 Palestinians during raids in Ras al-Amud. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. Hours after employees of the Hamas-run government prevent former PA civil servants from entering government offices in Gaza City, Fatah and Hamas agree to temporarily delay the transfer of government ministries to 12/10. Under their 10/12 reconciliation agreement, administrative control over Gaza was supposed to be transferred to the PA by today (see JPS 47 [2]). The delay is meant to diffuse tensions that have arisen since, according to a joint statement. (AFP, HA 11/20)

In the West Bank, IDF troops arrest 19 Palestinians and issue 2 arrest summons during late-night raids in and around Nablus, Bethlehem, Tulkarm, Hebron, Ramallah, and Tubas; and patrol near Nablus. Israeli settlers throw stones at and physically assault Palestinian farmers working outside Yatta village near Hebron, sparking clashes between the Palestinians and IDF troops in the area; there are no serious injuries. The IDF then declares the area a closed military zone and arrests 6 Palestinians. In East Jerusalem, Israeli forces arrest 4 Palestinians during raids in Silwan, al-Tur, and Issawiyya. After a cabinet meeting in Ramallah, the PA calls on all of its former civil servants in Gaza (who stopped working when Hamas took power in 6/2007), to return to their posts, thereby jeopardizing the future of tens of thousands of employees of the Hamas-run government. The PA had agreed to pay the current employees of the Hamas-run government through 2/2018. In a statement, the cabinet stresses that “the empowerment of the government in the Gaza Strip [. . .] is a necessary first step and the cornerstone for moving to resolve the rest of the issues.” Hamas, which has called for the issue to be resolved in a way that preserves the rights of its government’s employees, criticizes the announcement as a “violation” of past agreements. IDF troops violently disperse Palestinians marching through Bethlehem to mark the 100th anniversary of the Balfour Declaration. There are no serious injuries in the ensuing clashes. Elsewhere in the West Bank, Israeli settlers steal the olives harvested from 280 trees in Palestinian orchards near Nablus. IDF troops arrest 5 Palestinians during raids in Dahaysha refugee camp near Bethlehem overnight, sparking minor clashes; 1 Palestinian is injured. At a ceremony at the Rafah border crossing, Hamas formally hands over control of Gaza’s border crossings to the PA, implementing a key provision of their 10/12 reconciliation agreement. A senior PA official calls the moment an “important step on the path toward reconciliation.” The PA is set to take full control of Gaza on 12/1. (MNA, NYT, REU, TOI, WAFA 11/1)

Haaretz reports that the Israeli police have formed a special unit to oversee security and public order at Haram al-Sharif, following the upsurge in tensions at the site in 7/2017 (see JPS 47 [1]). The unit is expected to comprise about 200 officers when it begins operations in 2018. (HA 11/1)

PA pres. Abbas writes an op-ed for The Guardian lamenting the Balfour Declaration on its 100-year anniversary. “This British policy, to support Jewish immigration into Palestine while negating the Arab-Palestinian right to self-determination, created severe tensions between European Jewish immigrants and the native Palestinian population,” he writes. Meanwhile, Israeli PM Netanyahu flies to the UK to participate in the 100th anniversary celebrations. (GDN, TOI 11/1)

The IDF orders some 300 Palestinian Bedouins to leave their homes in the northern Jordan Valley ahead of the planned demolition of their village. Similar orders have been issued for Bedouin villages near Jerusalem in the past, but none have been enforced yet. (HA 11/17)

Israeli jets launch air strikes on an alleged Syrian government weapons depot in an industrial zone near Homs along the Lebanon-Syria border. The site reportedly hosted joint Iranian-Syrian activities. (HA 11/1; YA 11/2)

PA minister of education Sabri Saidam visits the Jubbet al-Dhib school that the IDF dismantled on 8/22 and 9/9 to celebrate its rebuilding and opening. In Cairo, Hamas leader Ismail Haniyeh chairs the first meeting of Hamas’s top officials since their election earlier this year (see JPS 46 [4] and 47 [1]). They discuss relations with Egypt, the possibility of reconciliation with Fatah, and their regional position. Several Hamas officials then meet with top Egyptian security officers to discuss the Rafah border crossing and other bilateral issues. (TOI 9/10; TOI 9/11)

Israeli forces carry out the punitive demolition of the Dayr Abu Mash‘al home of 1 of the Palestinians killed during the 6/16 deadly attack in Jerusalem. The demolition sparks clashes in the village; there are no serious injuries. Elsewhere in the West Bank, IDF troops assault a Palestinian youth during a raid in Ramallah, arrest 2 Palestinians during raids in Tubas and Bethlehem, and patrol near Hebron. In East Jerusalem, Israeli forces arrest a Palestinian in Shu‘fat refugee camp, allegedly for carrying a knife. They also arrest 1 Palestinian during a late-night raid in Silwan. Along Gaza’s southern border, 2 Islamist fighters emerge from a smuggling tunnel leading from Egypt into southern Gaza, and 1 detonates a bomb belt when Hamas security forces confront them, killing himself and 1 of the Hamas fighters and injuring 5 others. Elsewhere in the West Bank, IDF troops arrest a Palestinian allegedly planning a stabbing attack at Huwwara checkpoint nr. Nablus, arrest 7 Palestinians during late-night raids nr. Jenin, Hebron, Tubas, Ramallah, and Nablus; and patrol during the day in and around Qalqilya and Hebron. Israeli forces demolish a residential structure nr. Jericho. Palestinian youths throw stones at an IDF vehicle that reportedly entered Sa‘ir village nr. Hebron by accident. PASF and IDF troops then enter the village to escort the vehicle out. In East Jerusalem, Israeli forces arrest 4 Islamic Waqf guards at Haram al-Sharif after they prevent an Israeli archaeologist from removing several stones from the sanctuary. After closing it on 3/26, the Hamas-run Ministry of Interior in Gaza conditionally re-opens the Erez border crossing this morning. Medical patients, families visiting prisoners in Israel, women of all ages, and men between the ages of 15 and 45 are allowed to exit Gaza, and all are able to enter, as long as they possess the appropriate permissions. Meanwhile, Hamas’s Atty. Gen. Ismail Jaber issues a gag order on the publication of any information relating to the investigation into the killing of senior military cmdr. Fuqaha on 3/24. Israeli PM Netanyahu has decided to reassess his ban on Israeli MKs and ministers visiting Haram al-Sharif, according to reports in the Israeli press today. Any change in the current policy would come after a 3-mo. assessment period. Netanyahu instituted the ban in 10/2015 during the habba, the surge of Palestinian resistance, random attacks, and protests that began in Jerusalem in 9/2015. (JP, TOI 3/27; MNA 3/29)

Fatah vice-chair Mahmoud al-Aloul, in his first interview since his 2/15 appointment to the post, says that a 1-state solution “in which everyone lives equally” would be “acceptable,” but that he doubts Israel would accept such a res. to the conflict. He also comments on recent PA communications with the Trump admin. “It is still not clear to us what will be the U.S. policy in the coming period,” he says. (SA, TOI 3/1)

U.S. dep. asst. secy. of state Erin Barclay says that the Trump admin. is reviewing the U.S. relationship with the UN Human Rights Council (UNHRC) with an eye toward ending the council’s “obsession with Israel.” She says that “in order for this council to have any credibility, let alone success, it must move away from its unbalanced and unproductive positions.” Israeli PM Netanyahu has reportedly raised the UNHRC issue with the Trump admin. The Egyptian authorities refuse senior Palestinian Authority (PA) official Jibril Rajoub entry into Egypt for an Arab League meeting on terrorism and extremism. Dozens of Palestinians confront 3 off-duty IDF soldiers and 1 armed Israeli settler in Qusra village nr. Nablus, preventing them from assaulting any residents. The man’s family says the soldiers opened fire on the man after he shouted at them, thinking they were petty thieves. An IDF spokesperson says that the soldiers opened fire because the man was approaching them with a knife. Elsewhere in the West Bank, Israeli forces demolish a water pipeline serving bedouin communities nr. Tubas. IDF troops arrest a Palestinian who allegedly attempts to stab them at an intersection nr. Hamas, the PLO, and Islamic Jihad Movement in Palestine (PIJ) officials meet in Beirut to discuss the possibility of holding a meeting of the Palestine National Council (PNC), which has not convened since 2009.
