The Palestine Chronology

Two PIJ engineers are killed and tens of bystanders are injured in an explosion in Umm al-Nasr village near Bayt Lahiya in northern Gaza. PIJ initially accuses Israel of targeting the engineers with a drone strike. An IDF spokesperson denies any Israeli involvement, and PIJ later says that the explosion was an accident and that the 2 men mishandled explosives. Separately, unidentified parties fire 2 rockets from Gaza toward Israel late at night; 1 falls short of the border and the other lands in an open area in southern Israel, causing no damage or injuries. For a 6th day in a row, Palestinians across the oPt and Israel gather to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital (protests have steadily declined in size since 12/8). IDF troops violently disperse them in Tulkarm, Bethlehem and nearby al-‘Arub refugee camp, and along Gaza’s border near Gaza City, Khan Yunis, and Rafah; 14 Palestinians are injured. Meanwhile, an elderly Palestinian woman suffers a fatal heart attack late at night when Israeli soldiers raid her home near Jericho. They also shoot and seriously injure a Palestinian they claim was attempting to stab Israeli soldiers outside the Ariel settlement. An IDF spokesperson later states that the Palestinian was not carrying a knife, but was among a group that was “suspected of an attempt to attack on the border.” Meanwhile, IDF troops arrest a Palestinian youth in central Hebron, allegedly after he is found to be carrying a knife; arrest 34 Palestinians during late-night raids in and around Ramallah, Hebron, Nablus, Tubas, Jenin, and Tulkarm; and patrol near Tulkarm, Salfit, and Nablus. In East Jerusalem, Israeli forces arrest 19 Palestinians during late-night raids in Issawiyya and Silwan. PA minister of education Sabri Saidam visits the Jubbet al-Dhib school that the IDF dismantled on 8/22 and 9/9 to celebrate its rebuilding and opening. Elsewhere in the West Bank, Israeli forces confiscate machinery from a Palestinian farm near Tubas. Palestinians throw stones at Israeli forces on patrol in Tulkarm and nearby Nur Shams refugee camp, sparking minor clashes; there are no serious injuries. IDF troops arrest 11 Palestinians during late-night raids in and around Hebron, Tulkarm, Jenin, and Ramallah, and patrol near Hebron. In East Jerusalem, Israeli forces conduct raids in Abu Dis, sparking minor clashes with Palestinian youths; there are no serious injuries. They also arrest 5 Palestinians during raids in Silwan. Off Gaza’s coast late at night, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp on 2 separate occasions, causing no damage or injuries. In Cairo, Hamas leader Ismail Haniyeh chairs the first meeting of Hamas’s top officials since their election earlier this year (see JPS 46 [4] and 47 [1]). They discuss relations with Egypt, the possibility of reconciliation with Fatah, and their regional position. Several Hamas officials then meet with top Egyptian security officers to discuss the Rafah border crossing and other bilateral issues. (TOI 9/10; TOI 9/11)

Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Bayt Lahiya. An Israeli drone crash lands in s. Gaza, causing no major damage or injuries. In East Jerusalem, a Palestinian man demolishes 2 homes he owns in Sur al-Bahir to avoid paying Israeli demolition fees. Israeli forces arrest 14 Palestinians during late-night raids in Issawiyya, Qalandia, and al-Suwana. In the West Bank, IDF troops arrest 7 Palestinians, confiscate 1 car, and injure 2 Palestinian youths in brief clashes during raids in and around Hebron, Nablus, and Tubas; and patrol nr. Qalqilya and Hebron. They also raid the Dayr Abu Mash‘al homes of the 3 Palestinians who were killed in East Jerusalem on 6/16, threatening punitive demolition. (MNA 7/3; MNA 7/4; PCHR 7/6)

Armed fighters in Gaza fire a rocket into Israel, which lands in an open area, causing no damage or injuries. The IDF then launches retaliatory air strikes and artillery salvos on at least 5 Hamas sites in c. and s. Gaza, injuring 5 Palestinians and causing damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Khan Yunis, causing no damage or injuries. In the West Bank, IDF troops shoot and injure a Palestinian at Qalandia checkpoint, claiming that she was moving in a “suspicious manner.” They also conduct raids in and around Jenin, sparking clashes with stone-throwing youths; there are no serious injuries. IDF troops confiscate security footage, arrest 1 Palestinian, and issue 8 arrest summons during raids nr. Jenin, Salfit, Hebron, and Bethlehem; and patrol nr. Hebron. Israeli forces confiscate 4 Palestinian vehicles nr. Tubas. In East Jerusalem, Israeli forces conduct raids in Shu‘fat r.c., sparking clashes with stonethrowing youths; 2 Palestinians are injured. The Egyptian authorities refuse senior Palestinian Authority (PA) official Jibril Rajoub entry into Egypt for an Arab League meeting on terrorism and extremism. Rajoub does not respond publicly; the Palestinian delegation withdraws from the meeting in protest. Egyptian officials will later say that Rajoub’s name was on a no-entry list, but will not give any further explanation. (HA, REU 2/28; ALM 3/10)

In the West Bank, Israeli forces raze agricultural lands and shut down a Palestinian car wash nr. Bethlehem. IDF troops arrest 3 Palestinians and confiscate 2 laptops during late-night raids nr. Nablus and in Tubas, and patrol nr. Qalqilya and Jenin during the day. In East Jerusalem, Israeli forces arrest 1 Palestinian during late-night raids in al-‘Izzariya. The IDF begins evacuating the illegal Amona settlement outpost overnight, sparking clashes with residents and hundreds of protesters gathering in solidarity; 13 settlers are arrested, and 2 protesters and 24 soldiers are injured. Meanwhile, PM Netanyahu announces that he has taken preliminary steps to establish a new settlement to house the Amona settlers by the end of 3/2017. He has reportedly formed a comm. comprising DM Lieberman and reps. from Amona and the PM’s office to advance the plan. Amona’s residents reportedly accept the plan, although some are still defying the Israeli forces attempting to evacuate them from their homes. Separately, Israel’s High Court of Justice rejects the Israeli govt.’s plan to relocate the settlers from Amona to nearby plots of land, citing Palestinian ownership claims.
