In the West Bank, Israeli forces arrested the father of a Palestinian teen who is alleged to have stabbed 2 Israeli settlers in East Jerusalem before he was killed by Israeli forces. The arrest of the father led to clashes with Palestinians in Ubwin near Ramallah; no injuries were reported. In East Jerusalem, Israeli police arrested 25 Palestinians in raids throughout the city. Israeli forces struck targets in southwestern Syria near Quneitra after 2 rockets were fired at the Golan Heights from Syria, 1 hitting a chairlift cable. Different sources reported that between 3 and 10 people were killed in the Israeli strikes on Syria. (HA 6/2; HA, HA 6/3)

The 57 members of the Organisation of Islamic Cooperation released a joint statement after a meeting in Saudi Arabia calling on countries that have moved their embassy to Jerusalem to reverse their decision as it constitutes “a serious violation of international law and international legitimacy,” according to their statement. The EU released a statement saying it is “strongly opposed to Israel’s settlement policy, including in East Jerusalem, which is illegal under international law and an obstacle to peace.” The statement follows Israel’s Housing Ministry’s issuance of tenders for 805 housing units in Israeli settlements in East Jerusalem on 5/29. In the West Bank, Israeli forces gave evacuation notices for land seizure to several Palestinians in Bittir near Bethlehem and Halhul and Bayt Umar near Hebron. Israeli forces also gave notice to Palestinians in 7 villages in the Nablus area that 406 dunams (100 acres) will be seized by Israel for a settler-only road and 384 dunams (94 acres) for a military road in the northern Jordan Valley. In Hebron, several Palestinian students, a teacher, and a janitor suffered from tear gas inhalation when Israeli forces fired tear gas into the school yard. The teacher and janitor were taken to a hospital for treatment. Israeli forces also halted construction of a road west of Yatta near Hebron. South of Bethlehem, a Palestinian was hospitalized after an Israeli settler rammed his car. In East Jerusalem, 2 Palestinians were injured and 3 arrested by Israeli police after a confrontation with Israeli settlers. Israeli settlers also sealed the door to the Shaykh Makki Mosque in the Old City for a 3d time (2 previous sealings happened in March). An Israeli court released 5 Palestinians who had been detained since March but banned them from returning to their homes in Silwan for 30 days. Off the coast of Gaza, Israeli naval forces fired at Palestinian fishermen 3 nautical miles offshore from al-Sudaniyya. After the postponement of the Palestinian prisoners’ hunger strike reported on 4/7, Palestinian prisoners in Israeli jails started an open-ended hunger strike to protest their treatment by the Israelis. (HA, WAFA 4/8)

A French employee at the French consulate in Jerusalem was sentenced to 7 years in prison by an Israeli court for smuggling arms from Gaza to the West Bank. He confessed to having smuggled 30 guns, receiving $7,200 for his services. (HA 4/8; MEMO 4/9)

Russian president Vladimir Putin said weeks after U.S. president Donald Trump’s recognition of Israeli sovereignty of the Golan Heights that the U.S. change of policy is “a violation of the United Nations Security Council Resolutions.” (MNA 4/9)

In response to Israeli prime minister Benjamin Netanyahu’s comment on 4/6 that he would extend Israeli sovereignty to the West Bank, the Arab League’s assistant secretary-general Saeed Abu Ali said that such actions would lead to “dangerous repercussions” and called for an “immediate official investigation” by the International Criminal Court of “the ongoing settlement crimes in the Palestinian territories.” (MEMO 4/9)

In a White House statement, President Trump announced that the U.S had decided to designate Iran’s Islamic Revolutionary Guard Corps as a foreign terrorist organization. Prime Minister Netanyahu later tweeted on his Hebrew language account, “Thank you for the answer to another important request that serves the interests of our country and the region,” implying that the terror designation was made upon request by Netanyahu. On Netanyahu’s English language Twitter account, the word “request” was omitted. (NPR 4/8; HILL 4/9; HA 4/10)

Unidentified persons launch a rocket from Gaza into central Israel. It strikes an Israeli home north of Tel Aviv, injuring 7 Jewish Israelis and causing damage. The Israeli Air Force then retaliates with dozens of air strikes on Hamas sites all across Gaza, causing extensive damage and injuring at least 3 Palestinians. Palestinians in Gaza respond, firing at least 50 projectiles into southern Israel and setting of hours of cross-border attacks. An hour after an Egyptian- and UN-backed cease-fire is supposed to go into effect, 30 projectiles are fired into Israel from Gaza. Most are intercepted by Israel’s Iron Dome missile defense system. The rest land in open areas, causing no damage or injuries. The Israeli Air Force then continues its air strikes across Gaza, bombing at least 15 targets in and around Jabaliya refugee camp and causing extensive damage. After a rocket from Gaza strikes an Israeli home near Tel Aviv (see above), Israeli prime minister Benjamin Netanyahu announces that he is cutting his trip to the U.S. short. He still meets with President Donald Trump at the White House, but he skips his planned address at the annual AIPAC conference. At their meeting, Trump signs a formal declaration conveying U.S. recognition of Israeli sovereignty over the Golan Heights, codifying his 3/21 pledge. Meanwhile, the Israeli authorities decide to indefinitely shut down the Erez and Kerem Shalom border crossings, blocking all traffic of persons and good in and out of Gaza. In the West Bank, Israeli settlers spray-paint racist anti-Palestinian graffiti on Palestinian vehicles and buildings near Jerusalem. They also puncture the tires of 28 Palestinian vehicles. Separately, settlers chop down a number of olive and almond trees in a Palestinian grove near Hebron. Israeli forces deliver stop-work orders to 2 Palestinian homes under construction near Hebron and a water well under construction near Tubas. IDF troops arrest 6 Palestinians during late-night raids in and around Hebron and Ramallah; and patrol near Salfit and Qalqilya. An unexploded piece of Israeli ordnance detonates near Bethlehem, injuring 3 Palestinian minors. Hundreds of right-wing Jewish activists visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinians in the area; 2 Palestinians are killed and 12 more are injured. The IDF later says that an explosive device was thrown at a patrol, prompting the fatal shooting. Elsewhere in the West Bank, IDF troops open fire on Palestinians in a vehicle outside al-Khadir near Bethlehem; 1 Palestinian is killed and another is injured. The IDF later says that the men were throwing stones at Israeli vehicles. The local authorities in Bethlehem declare a general strike in protest of the killing. Meanwhile, IDF troops also shoot and injure a Palestinian youth in Bayt Sira village near Ramallah; arrest 3 Palestinians during late-night raids near Jenin; patrol in and around Tulkarm and Hebron; and violently disperse Palestinian students gathering in al-Bireh to protest the Israeli occupation (there are no serious injuries reported). Israeli forces demolish a Palestinian home and dismantle 3 Palestinian makeshift residential structures south of Hebron. Unidentified assailants open fire on an Israeli settler bus near Salfit, causing minor damage. Israeli settlers throw stones at Palestinian vehicles near Nablus, damaging several. In East Jerusalem, Israeli forces arrest a Muslim worshipper and an Islamic Waqf guard at Haram al-Sharif. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries (2 fishermen are detained). Along Gaza’s border, hundreds of Gazans gather near al-Bureij refugee camp to set tires on fire, throw stones, and otherwise continue the Great March of Return late at night. After unidentified Gazans fly an incendiary balloon into southern Israel, the Israeli Air Force conducts an air strike near the protesters near al-Bureij refugee camp, causing damage. Meanwhile, Israeli forces conduct a limited incursion to level land near Gaza City and open fire on Palestinian farmlands near Khan Yunis, causing no major damage. Approximately 1,000 Palestinians gather along Gaza’s northern shore to continue the Great March of Return and to cheer on 20 Palestinian boats sailing in a symbolic challenge to the Israeli blockade. IDF troops and Israeli naval forces violently disperse the demonstrations; 23 Palestinians are injured (1 critically). The Hamas-run Ministry of Health in Gaza states that the critically injured Palestinian was a farmer working in the area, and not a protester. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli settlers chase a number of Palestinian shepherds off their land near Jericho. IDF troops arrest 11 Palestinians during late-night raids near Jenin, Hebron, Ramallah, and Nablus; and patrol near Hebron and Bethlehem. PA prime minister Rami Hamdallah submits on behalf of his government his resignation to PA president Mahmoud Abbas. “[Hamdallah and his government] will continue to serve our people wherever they are and shoulder all its responsibilities until a new government is formed,” according to a PA statement. Abbas later accepts Hamdallah’s resignation, requesting that he continue to serve until a new government is formed. It’s unclear when that will be. The Egyptian authorities open the Rafah border crossing for passage in both directions for the first of 2 planned days. They have largely kept the crossing closed since 1/5. (ALM 1/31)

One day after Israeli prime minister Benjamin Netanyahu announced his intention not to renew the Temporary International Presence in Hebron (TIPH)’s mandate, PLO secretary-general Saeb Erakat calls on the UN to deploy a permanent international force in the West Bank and East Jerusalem. The UN should “guarantee the safety and protection of the people of Palestine” until “the end of Israel’s belligerent occupation,” he says. Separately, Norway’s Foreign Minister Ine Marie Eriksen Søreide says that Netanyahu’s “one-sided” decision to not renew the TIPH’s mandate is “worrying” and that if could “mean that the implementation of an important part of the Oslo Accords is discontinued.” (AP, YA 1/29; TOI 1/30)

Widely seen as one of the greatest challenges to Israeli prime minister Benjamin Netanyahu, former head of the IDF Benny Gantz officially launches his campaign ahead of the 4/9 Israeli elections. “Under my leadership, the government will strive for peace and will not miss an opportunity to bring about regional change,” he says, pledging to strengthen the “settlement blocs and Golan Heights” and build a “united Jerusalem.” Netanyahu later criticizes Gantz’s speech as just “another speech by [Yesh Atid leader Yair] Lapid.
