It was reported that Israeli forces in the Jenin area had distributed leaflets to Palestinian residents warning them against attempting to cross the separation wall, saying “If you cross the fence, fire will be opened directly at you . . . We promise you that we will hurt you and will hold you accountable if you make any mistake!” The Israeli military said that it had not approved the language in the leaflets. (HA 11/20)

PA prime minister Mohammad Shtayyeh attended the COP27 climate summit in Sharm el-Sheikh, Egypt. At the sidelines of the summit Prime Minister Shtayyeh attended a meeting with Israeli environmental protection minister Tamer Zandberg, Lebanese prime minister Najib Mikati, Iraqi president Abdul Latif Rashid, and officials from Oman and Jordan and other countries in the Middle East. Israel and Jordan also signed a memorandum of understanding to continue work on an agreement made in November 2021 to exchange water, provided by Israel, for energy provided by Jordanian solar farms. A convoy of 15 trucks carrying fuel from Iraq to Syria was attacked in an air strike after entering Syria, killing 10 people. The attack was attributed to Israel. (HA 11/9; AP 12/14)

In an interview with Kan, U.S. ambassador to Israel Tom Nides said that he will see how the next right-wing government speaks and acts before taking a position on the possibility of the Otzma Yehudit party forming part of the government. Ambassador Nides also said "[t]his is a country that is a democracy with elected leadership and I intend to work with them." The White House is reportingly considering not engaging with the Itamer Ben-Gvir-led Otzma Yehudit. (HA 11/10)

In the West Bank, 1 Palestinian child, shot by Israeli forces during a raid in al-Bireh on 9/28, succumbed to his injuries. Israeli settlers threw stones at Palestinian vehicles in Huwwara and attacked Israeli soldiers with pepper-spray; 1 off-duty Israeli soldier was later arrested for attacking Israeli soldiers. Israeli settlers also threw stones at Palestinian vehicles traveling near al-Bireh. Elsewhere, Israeli settlers set fire to a vehicle and a water tank and vandalized 80 olive and almond trees in al-Mughayyir. Israeli forces temporarily expelled Palestinians in parts of Khirbat al-Karmil to convene a conference for settlers and soldiers in the village, which is in Area A. Israeli forces also assaulted 1 Palestinian at a checkpoint near Beit Furik, causing injuries. The new Israeli-imposed restrictions for entry into the West Bank, outside of Israeli settlements, took effect. The heavily criticized restrictions were 1st published earlier this year in the policy paper “Procedure for entry and residence of foreigners in the Judea and Samaria area,” issued by Israel’s Coordinator of Government Activities in the Territories and have been slightly amended after criticism by U.S. and EU lawmakers. Haaretz reported that Israel will approve the purchase of 2 helicopters by the PA for usage of PA officials. The helicopters, which will be stationed in Jordan, are reportedly funded by Gulf state donations. The PA will need permission from Israel to use the helicopters in the West Bank. At a conference in Eliat attended by Morocco, Bahrain, and the UAE, Israel and Bahrain signed an agricultural cooperation deal. (REU 10/20)

The ACLU filed an appeal with the U.S. supreme court asking it to review the appeals court decision to uphold an Arkansas state law that penalizes companies boycotting Israel. The UN-mandated commission of inquiry on the occupied West Bank, Gaza, east Jerusalem, and Israel released a 28-page report, calling on the International Court of Justice to make a legal opinion on the Israeli occupation of the Palestinian territories and said the occupation is unlawful due to its permanence and Israel’s “de-facto annexation policy.” (AP, UN, WAFA 10/20; HA, MEE, WAFA 10/21)

In the West Bank, Israeli settlers vandalized 3 Palestinian-owned vehicles and sprayed “Jews wake up, Arabs leave” and the Star of David on a wall near the vehicles in Marda. Israeli forces violently dispersed a funeral procession in Abu Dis for a Palestinian woman who was killed in June 2021 and whose body was handed to her family on 8/23; 1 was injured by a baton round to his head. Israeli forces demolished 1 agricultural structure and 1 carwash in Huwwara and residential and agricultural structures belonging to 8 families near Fasayil. 14 Palestinians were arrested during late-night raids in al-Bireh, Jalazun refugee camp, Beit Rima, Silwad, Qatanna, al-Azza refugee camp, Husan, Beit Sahour, Nablus, and Jenin. In East Jerusalem, 1 Palestinian family demolished their own home in Silwan, displacing 10. 1 6-year-old Palestinian boy died in Gaza after being denied exit permits for medical treatment at the Hadassah medical center in Jerusalem. The boy was unable to attend 2 appointments for medical treatment on 1/12 and 8/10, as the request for his exit permit remained “under review.” (HA 9/1)

The Israeli army suspended 4 soldiers of the Ultra-Orthodox Netzah Yehuda Battalion after a video surfaced of them beating 2 Palestinians near Ramallah. The 4 soldiers had detained the 2 Palestinians after stopping their car. A statement from the Israeli military said that the soldiers used “unnecessary force.” (AP, HA, MEMO 8/24)

In response to U.S. air strikes in Syria on 8/23, groups said to be affiliated with Iran attacked the U.S. Mission Support Site Conoco in Syria, lightly injuring 1 U.S. soldier. The U.S. responded by attacking militants with helicopters, killing at least 2 people. (REU, REU 8/24; AJ, HA, MEE 8/25)

In the West Bank, Israeli forces shot and arrested 1 Palestinian trying to enter Israel for work at the separation wall near Zeita. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces arrested PA governor of Jerusalem Adnan Ghaith during a house raid in Silwan. Governor Ghaith was later placed in house arrest on 8/4. 2 others were arrested, including 1 in the Hadassah hospital and 1 at the Damascus Gate plaza. The Israeli security cabinet voted to deduct $176 million from its yearly transfer of PA taxes collected by Israel to the PA, saying it is the amount the PA pays to Palestinian militants in Israeli prisons and their families. Meretz leader Nitzan Horowitz abstained from voting, calling the vote a charade as Israel makes up the money in other payments to the PA to alleviate its financial issues. The Israeli cabinet approved plans for the construction of a joint industrial park with Jordan. The $59 million plan will see Israeli and Jordanian factories on the Jordanian side while a logistics wing will be built in Israel above the West Bank. In the West Bank, Israeli settlers vandalized 69 olive and almond trees near Salfit. Israeli forces delivered stop-work orders for 4 structures east of Yatta and agricultural structures east of Tubas. Israeli forces also arrested 1 Palestinian working his land east of Khirbat Einoun and confiscated 1 vehicle. Elsewhere, Israeli forces placed dirt mounds on 4 roads linking Huwwara to ‘Ayn Bus, ‘Urif, and Jamaeen. 13 Palestinians were arrested during late-night raids in Hebron, Dura, al-Doha, Jalazun refugee camp, and Beita. The Israeli defense ministry sent a letter to the lawyers representing 6 Palestinian rights organizations placed on the Israeli terrorism list, telling them they would need to get official permission to represent the organizations or face up to 7 years in prison. Chief of staff of the Israeli armed forces Aviv Kochavi visited Morocco for meetings with Moroccan defense officials. 21 Democratic members of the U.S. House of Representatives led by Ayanna Pressley (D-MA) wrote a letter to secretary of state Antony Blinken and director of national intelligence Avril Haines, expressing concern over Israel’s decision to label 6 Palestinian rights organizations terrorist organizations without producing any credible evidence to support the claim. EU foreign ministers agreed to restart the EU-Israel Association Council set up in 1995 but suspended in 2012 due to Israel’s settlement policy. Amnesty International and Citizen Lab published a report saying that at least 30 cell phones belonging to Thai pro-democracy activists, academics, lawyers, and NGO workers were implanted with NSO Group’s Pegasus spyware in 2020 and 2021. (AI, HA 7/18)

In East Jerusalem, Israeli authorities took measurements for the demolition of a 4-story apartment building in Silwan. The Israeli supreme court rejected a petition for a retrial in a case where the Israeli settler group Ateret Cohanim allegedly purchased 3 buildings in the Old City from the Greek Orthodox church, allowing the settler organization to evict the Palestinian tenants. The Greek Orthodox church called the ruling “unfair” and without “any legal logical basis.” The EU voiced concern about the supreme court ruling. Israel extended its antiquities authority to the West Bank. The Israel Antiquities Authority will replace the Coordinator on Government Activities in the Territories in managing archeological sites in the West Bank. (HA 6/8)

Speaking, via phone link at a conference on the holy sites in Jerusalem, dubbed “Property Documentation and the Historical Status of the Holy al-Aqsa Mosque,” PA president Mahmoud Abbas said that the PA would not accept any changes to the status quo of the holy sites in Jerusalem, saying all Islamic and Christian holy sites are Palestinian. Israeli media reported that members of a Liberian delegation in Israel headed by minister of state for presidential affairs Nathaniel McGill told Israeli journalists that Liberia will open a trade office in Jerusalem that eventually will become Liberia’s embassy to Israel. Axios reported that last week, Israel refused a proposal for a White House summit with the PA, U.S., Egypt, and Jordan to create a political horizon for ending the occupation. (AX 6/8)

Axios also reported that the White House is sending the newly appointed assistant secretary of state for Near East affairs, Barbara Leaf, to Israel and Ramallah for meetings with Israeli and Palestinian officials. (AX 6/8)

Haaretz reported that the EU commission’s anti-fraud office will not open an investigation into the 6 Palestinian rights organizations Israel deemed terrorist organizations in October 2021, saying that it had not seen sufficient evidence from Israel against the 6 organizations. EU diplomats told Haaretz that the evidence handed to EU countries by Israel was not compelling and did not meet the threshold of proof. (HA 6/8)

Elsewhere, Israeli settlers chased Palestinian herders off their land in al-Juwaya in the Masafer Yatta area and let their cattle graze on Palestinian crops. In East Jerusalem, Israeli settlers with Israeli police escort attacked 3 Palestinians in Silwan, causing hospitalizations, and vandalized 1 vehicle. Off the coast of Gaza, Israeli naval forces arrested 8 Palestinian fishermen and seized 2 boats within 3 nautical miles northwest of the Rafah seaport; 6 of the 8 fishermen were released on 6/1. Hamas’s military judicial authority sentenced 2 Palestinians for spying for Israel. 1 of the Palestinians was sentenced to life in prison while the other received a 7-year sentence. (JP 5/31)

An Israeli military court sentenced 1 Palestinian man to life in prison plus 25 years for the killing of an Israeli soldier in the West Bank on 8/2019 and ordered him to pay $450,000 to the family of the soldier. The Palestinian man was not present at the killing, but the court claimed that he had formed a cell that incited the murder of the Israeli man. (HA 5/31)

PA president Mahmoud Abbas spoke with U.S. secretary of state Antony Blinken in a phone call. According to Axios reporting, President Abbas pressed Secretary Blinken on Israeli attempts to change the Status Quo at the Haram al-Sharif compound, the lack of a political horizon, the Israeli settler march on 5/29, and the Biden administration’s failure to act on its campaign promises on Palestine. Abbas also asked the U.S. to remove the PLO from the U.S. list of terror organizations and to reopen the PLO mission in Washington D.C. Haaretz reported that an Israeli plan to reduce the economic gaps between Palestinians and Israeli Jews living in Israeli cities had been postponed due to failure to fund the program. The plan was finalized in October 2021 in response to tensions between Palestinians and Israeli Jews in cities in which both populations reside. Additionally, some local governments have opposed earmarking funds exclusively for Palestinian communities in the cities they govern. (HA 5/31)

Israel and the UAE signed a free trade agreement removing tariffs on food, agriculture, cosmetics, medical equipment, and medicine. The agreement also defines tax rates, imports and intellectual property. The free trade agreement was part of the Israeli-UAE-U.S. normalization agreement. U.S. state department spokesperson Ned Price told reporters that the Biden administration remains committed to reopening the U.S. consulate to Palestinians in Jerusalem. 15 Democratic members of the U.S. house of representatives, led by Cori Bush (D-MO), wrote a letter to Secretary Blinken urging him to send the “strongest message possible” to prevent Israel from evicting more than 1,000 Palestinians from the Masafer Yatta area, calling the displacement of Palestinians “a war crime.” (HA, MEE 5/31; WAFA 6/1)

In the West Bank, Israeli settlers uprooted 17 olive trees and vandalized 1 agricultural structure in Kafr ad-Dik. Israeli settlers with military escort raided Joseph’s Tomb, leading to a confrontation with Palestinians; 1 Palestinian was shot with live ammunition and 13 with baton rounds; others suffered tear-gas related injuries. Israeli forces demolished 2 agricultural structures in al-Khader. Israeli forces also raided Burqa, opening fire near 2 schools and forcing them to evacuate. In East Jerusalem, Israeli forces demolished a 3-story building in Silwan, displacing 45 Palestinians; according to the families, they were not given prior notices or allowed to remove their possessions. 5 Palestinians were injured as Israeli police violently dispersed protesters during the demolition. Haaretz reported that Israel had revoked entry and work permits from 1,100 Palestinians who are relatives or friends of Palestinians accused of recent attacks against Israelis. In March, Israel expanded the list those subject to collective punishment measures to include 2d-degree relatives of suspected Palestinian attackers. The 2d-degree category includes cousins, grandparents, neighbors, and close friends. (HA 5/10)

Israel’s prime minister Naftali Bennett claimed that he had expelled 6 Waqf guards for supporting Hamas and said he had rejected Jordan’s request to increase Waqf staffing at the Haram al-Sharif compound. (HA, TOI 5/10)

EU high commissioner for foreign and security affairs Josep Borrell hosted a meeting of the Ad Hoc Liaison Committee at the EU commission’s building in Brussels. PA prime minister Mohammed Shtayyeh and finance minister Shukri Bishara participated in the meeting, as did Israeli regional affairs minister Issawi Frej. In Israel, 1 Palestinian man shot and killed 5 people in Bnei Brak, including 2 Ukrainian nationals, 1 police officer, and 2 Israeli civilians, before he was shot and killed. The Palestinian man was from the West Bank town of Ya‘bad and was in Israel without a permit working nearby. PA president Mahmoud Abbas condemned the attack. In the West Bank, Israeli settlers uprooted some 50 olive saplings in Kafr ad-Dik. A contractor working for the Israeli military intentionally rammed a 75-year-old Palestinian man, who was said to be in critical condition; the man was standing in front of a tow truck to prevent it from seizing cars from his village Umm al-Khair, when the truck driver plowed into him. Israeli soldiers at the scene did not assist the man after he was hit and instead left the area with the cars. Israel said that stones had been thrown at the truck leading up to the incident and that the driver had been hit by 1 of the stones. The man succumbed to his injuries on 1/17. 5 Palestinians were arrested during late-night raids in Burqa, Beita, and Abu Dis. In East Jerusalem, Israeli authorities demolished 1 Palestinian-owned home in Silwan, displacing 6. In Gaza, Israeli forces opened fire at agricultural lands east of Dayr al-Balah and al-Fukhari; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of the shore; no injuries were reported. In Israel, a right-wing Israeli protester assaulted 1 Palestinian journalist interviewing him outside of the hospital where a Palestinian prisoner is being treated in relation to his hunger strike. The Knesset passed legislation to connect homes constructed without permits to the electric grid in the Naqab desert. The legislation was put forward by Mansour Abbas of the United Arab List. It passed 61-0 as the Israeli opposition boycotted the vote due to the legislation being fast-tracked. During discussions of the legislation, Walid Taha of the United Arab List gave a speech in Arabic, angering members of the Likud party and leading Abbas to ask Taha to continue in Hebrew. 1 Palestinian American man was sentenced by an Israeli military court to 2 life sentences and $820,000 in fines, in addition to having his home demolished, for the killing of 1 Israeli settler and injuring 2 other settlers near Za’tara on 5/2/2021. (HA, MEE 1/5)

1 Jewish Israeli man was sentenced to 1 year in prison for partaking in a mob attack in Bat Yam that in May 2021 caused serious injury to 1 Palestinian man. The Palestinian man was pulled out of his car and beaten by at least a dozen Israelis. The Jewish Israeli man was not charged with incitement to terror and theft with racist motives after entering a plea deal. (AP, HA 1/5)

Haaretz reported that, due to a technical error, the Israeli state archive had revealed censored material from the Israeli cabinet meeting during the Nakba in the summer of 1948. Amongst the information accidentally released was agricultural minister Aharon Zisling’s statement to other high-level Israeli leaders that he “can forgive instances of rape” by Jewish militants against Palestinian women, which he considered less severe than stealing from Jews. In another instance, Israel’s prime minister David Ben-Gurion told the cabinet that he is against “wholesale demolition of villages . . . but there are places that constituted a great danger and constitute a great danger, and we must wipe them out.
