Israel’s interior minister Ayelet Shaked ordered the deportation of Palestinian human rights lawyer Salah Hamouri to France. Hamouri, who is from East Jerusalem and held Israeli residency status until it was revoked in October 2021, is a French citizen. He has been held on administrative detention since March 2022. Interior Minister Shaked said Hamouri would be deported due to his alleged senior position in the PFLP. Amnesty International said that the deportation, scheduled for 12/4, would constitute a war crime. It was reported on 12/2 that Israel had postponed the deportation of Hamouri. In the West Bank, 1 Palestinian child, shot by Israeli forces during a raid in al-Bireh on 9/28, succumbed to his injuries. Israeli settlers threw stones at Palestinian vehicles in Huwwara and attacked Israeli soldiers with pepper-spray; 1 off-duty Israeli soldier was later arrested for attacking Israeli soldiers. Israeli settlers also threw stones at Palestinian vehicles traveling near al-Bireh. Elsewhere, Israeli settlers set fire to a vehicle and a water tank and vandalized 80 olive and almond trees in al-Mughayyir. Israeli forces temporarily expelled Palestinians in parts of Khirbat al-Karmil to convene a conference for settlers and soldiers in the village, which is in Area A. The new Israeli-imposed restrictions for entry into the West Bank, outside of Israeli settlements, took effect. The heavily criticized restrictions were 1st published earlier this year in the policy paper “Procedure for entry and residence of foreigners in the Judea and Samaria area,” issued by Israel’s Coordinator of Government Activities in the Territories and have been slightly amended after criticism by U.S. and EU lawmakers. Haaretz reported that Israel will approve the purchase of 2 helicopters by the PA for usage of PA officials. The helicopters, which will be stationed in Jordan, are reportedly funded by Gulf state donations. The PA will need permission from Israel to use the helicopters in the West Bank. At a conference in Eliat attended by Morocco, Bahrain, and the UAE, Israel and Bahrain signed an agricultural cooperation deal. (REU 10/20)

The ACLU filed an appeal with the U.S. supreme court asking it to review the appeals court decision to uphold an Arkansas state law that penalizes companies boycotting Israel. The UN-mandated commission of inquiry on the occupied West Bank, Gaza, east Jerusalem, and Israel released a 28-page report, calling on the International Court of Justice to make a legal opinion on the Israeli occupation of the Palestinian territories and said the occupation is unlawful due to its permanence and Israel’s “de-facto annexation policy.” (AP, UN, WAFA 10/20; HA, MEE, WAFA 10/21)

In the West Bank, Palestinians in several cities observed a general strike in solidarity with residents of Shu‘fat and ‘Anata, which have been closed by Israel since 10/8. Palestinians in Nablus also observed a general strike in protest against Israeli closures of all the entrances to the city. Israeli settlers attacked 1 vehicle transporting patients to an-Najah Hospital, damaging the vehicle. Israeli settlers with military escort also visited Joseph’s Tomb, leading to a confrontation with Palestinians resisting the incursion near Nablus; 1 Palestinian was shot and injured by Israeli forces. Elsewhere, Israeli settlers raided Huwwara, attacking businesses and people and blocking a road, 1 Palestinian was injured. Israeli settlers also set fire to a poultry facility and truck in Qusra. Israeli forces also violently dispersed Palestinian protesters in Bethlehem, injuring 1 with a baton round and causing tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Ramallah, injuring 2 with live ammunition. Israeli forces also assaulted 1 Palestinian man after forcing him out of his vehicle at a checkpoint near Bayt Lid. In East Jerusalem, Israeli settlers led by MK Itamar Ben-Gvir toured the Haram al-Sharif compound. Coinciding with the tour, Israeli forces assaulted and arrested 3 at the compound, including 2 Waqf guards. Israeli forces violently dispersed Palestinian protesters in Isawiya, Silwan, al-Tur, Ras al-Amud, Shu‘fat refugee camp, Jabel Mukaber, Sur Baher, and Bayt Hanina, using tear gas and stun grenades. The U.S. White House released its National Security Strategy. The strategy included language referring to expanding normalization deals for Israel and a commitment to Israel as a “Jewish and democratic” state. The strategy paper also restated president Joe Biden’s position in support of a 2-state solution “along the 1967 lines, with mutually agreed swaps.” The paper did not mention any effort to restart negotiations. In the West Bank, Israeli settlers threw stones at Palestinian vehicles near Burqa, causing damage. 1 7-year-old Palestinian child died during an Israeli house raid in Taqqua; the boy’s uncle said the child died of a heart attack when the Israeli forces entered his home and that he did not have any prior medical history. The U.S. state department called for “an immediate and through investigation” into the incident but later clarified that it believed Israel’s investigation was sufficient. Israeli forces also seized 1 bus in Ras al-Ahmar. Elsewhere, Israeli forces shot and injured 3 Palestinians during a raid in Dura. Israeli forces also demolished 1 Palestinian home in Artas. 10 Palestinians were arrested during late-night raids in Biddu, Beit Umar, Hebron, and Qalqilya. The Israeli military announced that it will supply settlement outposts, deemed illegal by the Israeli government, with observation and warning systems, lighting, public address systems, and firefighting equipment. The move was approved by the Israeli ministry of justice. (HA 9/29)

The Israeli interior minister Ayelet Shaked informed 17 Palestinians, who are relatives of a Palestinian accused of killing 4 Israeli soldiers in 2017, that if they do not leave East Jerusalem for the West Bank by 10/7, they will be forcefully removed by Israeli forces. Interior Minister Shaked also told public security minister Omer Bar-Lev to prepare for the forced expulsion. (HA 9/29)

The Israeli central election committee barred the Palestinian party Balad from running in the upcoming Israeli parliamentary elections. Balad chairman Sami Abu Shehadeh said his party will appeal the decision, which he called “an attempt by Gantz and Lapid to engineer the Arab leadership according to their political needs. Just like the party came out stronger following previous attempts to disqualify us and to disqualify our platform, it won't work this time as well.” Balad was banned from running based on its platform, which calls for Israel to be a state for all its citizens and thus not a Jewish state. The Israeli attorney general had on 9/27 presented an opinion that Balad should not be banned from running. The election committee also rejected a request to bar Ra’am from running. Al Monitor reported that Israeli prime minister Yair Lapid’s office had rejected a request by PA president Mahmoud Abbas’s office to arrange a phone call between the 2 on the occasion of the Jewish new year on 9/25. (ALM 9/29)

In the West Bank, PA security forces, dressed in civilian clothes, violently dispersed Palestinian students and staff protesting the dismissal of 10 students from the Islamic bloc and 5 employees at An-Najah National University in Nablus, causing several injuries from beatings and pepper spray. The Iranian news agency Tansim said 1 of its Palestinian reporters was abducted by Palestinian gunmen while covering the events before being beaten and warned against writing negatively about the PA. Israeli settlers threw stones at Palestinian vehicles traveling between Nablus and Jenin. Israeli settlers also vandalized 8 olive trees in Qaryut. Israeli forces evicted 4 Palestinians from their land in Wadi Fukin. 12 Palestinians were arrested during late-night raids in Ramallah, Tuqu‘, Bethlehem, Surif, al-Tabaqa, Nablus, Far‘un, Rumana, and Aqabat Jaber refugee camp; Israeli forces violently dispersed Palestinians protesting the raid in Nablus, injuring 2 with shrapnel. EU commission president Ursula von der Leyen announced that the frozen $224 million in economic aid to the PA from 2021 had been unfrozen and would be transferred to the PA. The announcement came ahead of a meeting between President von der Leyen and PA prime minister Mohammed Shtayyeh in Ramallah. Von der Leyen later met with Israeli prime minister Naftali Bennett and president Isaac Herzog. The EU funding to the PA was frozen due to 1 Hungarian commissioner’s concern over “incitement” in PA schoolbooks. Prime Minister Shtayyeh also met with his Italian counterpart Mario Draghi. Israel’s deputy religious affairs minister Matan Kahana of the Yamina party was filmed telling Israeli high schoolers in the Efrat settlement that “if there was a button that could be pressed, that would remove all the Arabs from here, send them on an express train to Switzerland—where they would live an amazing life, I wish them all the best in Switzerland—I would press that button. . . . there is no such button. We were probably meant to [co]exist here on this land in some form,” Palestinian members of the Israeli parliament attacked Kahana for his remarks and he later apologized for wording his statements poorly. The U.S. White House expressed concern over negotiations between the Israeli spyware company NSO Group and the American defense contractor L3Harris for the latter to buy technology from the former. The deal would see NSO Group removed from the U.S. department of commerce’s blacklist and would transfer NSO’s clients in the U.S., UK, Australia, Canada, and New Zealand, and possibly EU and NATO countries to L3Harris. The New York Times later reported that the negotiations had collapsed after they were made public and that U.S. intelligence officials had backed L3Harris’s potential acquisition of NSO Group. In the West Bank, Israeli settlers vandalized an agricultural structure in Khallet al-Dabe. Israeli settlers with military escort raided Burqa, leading to clashes between Palestinians and Israeli forces; 3 were injured by rubber-coated bullets and others suffered tear-gas related injuries. Israeli forces razed 40 dunams (9.9 acres) of Palestinian agricultural lands near al-Khader and a tract of land in Kafr ad-Dik. Israeli forces also violently dispersed Palestinians protesting against the administrative detention of a Palestinian who has been hunger striking for 140 days in Fawwar refugee camp, leading to tear-gas related injuries. Israeli ambassador to the UN Gilad Erdan criticized actress Emma Watson for a post on her Instagram account expressing solidarity with Palestinians. Ambassador Erdan’s criticism came shortly after his predecessor Danny Danon called Watson an anti-Semite for the post on her social media account. The criticism of Watson’s post sparked debates about the limitations to speech in support of Palestinians. Dozens of other Hollywood stars, including Susan Sarandon, Mark Ruffalo, and Viggo Mortensen, later signed a letter supporting Watson’s post and confirmed their stance in support of Palestinian rights.
