Israeli forces also violently dispersed Palestinian protesters in al-Khader and Hebron, causing tear-gas related injuries. An Israeli court upheld a demolition order for an apartment building in Wadi Qaddum in the East Jerusalem neighborhood of Silwan, giving the resident until 12/7 to demolish the building. Approximately 100 Palestinians reside in the building. (WAFA 12/5)

Israeli prime minister-elect Benjamin Netanyahu and Otzma Yehudit party leader Itamar Ben-Gvir agreed to amend the Disengagement Plan Implementation Law to allow Israeli settlers to repopulate the Homesh settlement outpost, create a yeshiva in the Evyatar settlement outpost, and to create infrastructure to several Israeli settlement outposts. Israeli forces also fired tear gas near a high school in Tell during a raid, causing tear-gas related injuries among students and staff. Elsewhere, Israeli forces demolished 1 house and 2 storage facilities in al-Rifaya in the Masafer Yatta area, 1 house in Beit Einun, displacing 11, and 1 house near Jabal Johar, displacing 8. PA prime minister Mohammed Shtayyeh warned UK prime minister Liz Truss that if the UK moves its embassy to Israel from Tel Aviv to Jerusalem, it would be seen by the PA as a recognition of the Israeli annexation of Jerusalem. The UK political parties Labour, Scottish National Party, and Liberal Democrats told Middle East Eye that they oppose moving the UK embassy to Jerusalem. The EU-Israel association council convened for the 1st time since 2012. Addressing the EU representatives, Israeli prime minister Yair Lapid said that “Palestinians need to put an end to terrorism and incitement” in order for a 2-state solution to happen. After the meeting, EU ministers published a paper hailing cooperation with Israel, condemning Hamas, and criticizing Israel for its settlement policies, mentioning settlements in East Jerusalem and plans for E1. In the West Bank, 4 Israeli soldiers were injured by an explosive device thrown at them at a military checkpoint near Nabi Saleh. Israeli settlers threw stones at Palestinian vehicles near the Ofra settlement, seriously injuring 1 Palestinian. Israeli forces shot and killed 1 Palestinian and injured 1 other during a raid in Qabatiya; 5 were arrested. Israeli forces also delivered a demolition notice against retaining walls in al-Khader. 12 Palestinians were arrested during late-night raids in Ramallah, al-Bireh, Nablus, Qabalan, Hebron, and Bani Na’im. Israel said its probe into the death of journalist Shireen Abu Akleh found that an Israeli soldier “highly probably” shot and killed Abu Akleh in Jenin on 5/11. The Israeli army claimed that Abu Akleh likely was shot by a soldier using a telescopic scope, misidentifying Abu Akleh as a Palestinian militant during crossfire. Abu Akleh was wearing a vest and helmet clearly marking her as a journalist and eyewitnesses and several independent investigations have concluded that no crossfire happened during the killing of Abu Akleh. The Israeli military advocate general’s office said that it will not open an investigation into any potential wrongdoing by any of the soldiers involved. Haaretz reported that the Israeli civil administration was seeking to legalize 30 of 35 agricultural settlement outposts using a new regulation that allows legalizing outposts on “state land.” The move will need the approval of the defense minister and justice ministry. (HA, HA, MEE 9/5)

The Jerusalem municipality planning and building committee approved construction of 700 new settlement units in East Jerusalem in the Givat HaShaked settlement adjacent to Beit Safafa. Israel delayed the implementation of new regulations for foreigners visiting the West Bank outside of Israeli settlements after criticism from the U.S. and others. The coordinator of government activities in the territories (COGAT) also updated the new regulations called “Procedure for entry and residence of foreigners in the Judea and Samaria area,” scrapping some of the most controversial new rules, such as forcing foreign spouses of Palestinians to leave the West Bank for a minimum of 6 months for a “cooling off” period and requiring foreigners to tell the Israeli government if they have started a relationship with a Palestinian resident of the West Bank. U.S. ambassador to Israel Tom Nides expressed concerns regarding Israeli limitations to who can study and teach at Palestinian academic institutions. The regulations were originally released by COGAT in April. PA prime minister Mohammed Shtayyeh called the regulations racist and said they were aimed at Palestinians with foreign passports. In the West Bank, Israeli forces demolished 8 houses under construction in al-Dyouk al-Tahta. 18 Palestinians were arrested during late-night raids in al-Khader, al-Asakra, Tadduh, Burqa, Nablus, Zawata, and Tulkarm refugee camp. 25 Palestinians traveled from the West Bank to Cyprus via Ramon airport in Israel. The Israeli airport authority said the flight was not part of the postponed plan for Palestinians to be able to use the Ramon airport south of the West Bank, which was shelved earlier this month. Thousands of Palestinians held in Israeli prisons began a protest against the Israel Prison Service, saying it had failed to ease punitive restrictions in the prisons. The Guardian reported that a CIA study of the material provided by Israel did not amount to evidence to support Israel’s claim that 6 Palestinian rights organizations should be categorized as terrorist organizations. The Israeli ministry of education told the Tel Aviv-Jaffa municipality that they could not use maps that depicted the Green Line for educational purposes or as posters in classrooms. After the municipality defied the ministry’s guidance and hung the maps up in some 2,000 classrooms, the ministry ordered the municipality to take them down on 8/24. It was reported that Iran had dropped some demands as the U.S. and Iran were getting closer to agreeing on reentering the Iran Nuclear Deal, through European intermediaries. Israel’s defense minister Benny Gantz said he was opposed to the nuclear deal and would travel to the U.S. this week to “exert influence on the matter.” Among the demands reportedly dropped by Iran was for the U.S. to remove the Iranian Revolutionary Guard Corps from its list of terrorist organizations. A U.S. district judge rejected Ben & Jerry’s request to prevent its parent company Unilever from selling Ben & Jerry’s ice cream in Israeli West Bank settlements. U.S. ambassador to Israel Tom Nides said in an interview that the U.S. fully backed Israel’s attack on Gaza over the weekend, calling Islamic Jihad “bad guys.” Ambassador Nides further said that the U.S. was not informed about Israel’s Operation Breaking Dawn beforehand but was not surprised. In the West Bank, Israeli forces razed farmland in al-Khader, uprooting 95 olive trees. Israeli forces also seized 4 tents and delivered a stop-work order for a house near Yatta. Elsewhere, 1 Israeli military SUV rammed 1 Palestinian, causing severe injuries. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles west of Gaza City. The Washington Post released an investigation into the killing of Shireen Abu Akleh on 5/11, concluding that the shot that killed Abu Akleh was likely fired by Israeli soldiers. PLO secretary general Hussein al-Sheikh and PA director of general intelligence Majid Faraj met with U.S. secretary of state for Near East affairs Barbara Leaf and her deputy Hady Amr in Ramallah. During the meeting, Secretary General al-Sheikh called on the U.S. to reopen its consulate to Palestinians in Jerusalem and to remove the PLO from the U.S. list of terrorist organizations. The Israeli cabinet authorized a compensation program for cultural institutions in Israeli settlements in East Jerusalem, the West Bank, and the Golan Heights, that are excluded from EU Creative Europe funding. Israeli forces shot and killed 1 Palestinian minor during a raid in al-Khader; the minor suffered 3 shots to his neck and back while hiding in a garage. The U.S. state department released a statement saying that secretary of state Antony Blinken told Israeli foreign minister Yair Lapid that Israel should investigate the killing of Shireen Abu Akleh on 5/11. Multiple independent investigations have concluded that Israeli soldiers killed the Al Jazeera journalist, including some that asserted the killing was intentional. Pro-Israeli political action committee the Urban Empowerment Action PAC announced it will spend upwards of $1 million in a primary to unseat the only Palestinian American congressperson Rashida Tlaib in the primary elections for the 12th congressional district in Michigan. In the West Bank, Israeli settlers uprooted 17 olive trees and vandalized 1 agricultural structure in Kafr ad-Dik. Israeli settlers with military escort raided Joseph’s Tomb, leading to a confrontation with Palestinians; 1 Palestinian was shot with live ammunition and 13 with baton rounds; others suffered tear-gas related injuries. Israeli forces demolished 2 agricultural structures in al-Khader. Israeli forces also raided Burqa, opening fire near 2 schools and forcing them to evacuate. In East Jerusalem, Israeli forces demolished a 3-story building in Silwan, displacing 45 Palestinians; according to the families, they were not given prior notices or allowed to remove their possessions. 5 Palestinians were injured as Israeli police violently dispersed protesters during the demolition. Haaretz reported that Israel had revoked entry and work permits from 1,100 Palestinians who are relatives or friends of Palestinians accused of recent attacks against Israelis. In March, Israel expanded the list those subject to collective punishment measures to include 2d-degree relatives of suspected Palestinian attackers. The 2d-degree category includes cousins, grandparents, neighbors, and close friends. (HA 5/10)

Israel’s prime minister Naftali Bennett claimed that he had expelled 6 Waqf guards for supporting Hamas and said he had rejected Jordan’s request to increase Waqf staffing at the Haram al-Sharif compound. (HA, TOI 5/10)

EU high commissioner for foreign and security affairs Josep Borrell hosted a meeting of the Ad Hoc Liaison Committee at the EU commission’s building in Brussels. PA prime minister Mohammed Shtayyeh and finance minister Shukri Bishara participated in the meeting, as did Israeli regional affairs minister Issawi Frej. In the West Bank, Israeli settlers allowed their sheep to graze on Palestinian farmland planted with olive tree saplings and chickpeas in al-Khader. Israeli settlers also erected structures on Palestinian-owned land in Jalud. Meanwhile, armed Israeli settlers assaulted 1 Palestinian man and set up a canopy near al-Khader. 2 Palestinian minors were arrested near the Aida refugee camp. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Haram al-Sharif compound to clear the area for Israeli settlers; 15 Palestinians were injured by baton rounds and tear gas, and some 60 were arrested. Nearly 1,000 Israeli settlers toured the compound, waving Israeli flags. The PA and Jordan condemned the dispersal of Palestinians at the compound and the settler visit. Israel published a declaration signed on 4/12, which seizes 22,000 dunams (5,445 acres) of land south of Jericho for an Israeli nature reserve named Nachal Og in the West Bank. About 6,000 dunams (1,483 acres) are privately owned by Palestinians. In the West Bank, Israeli settlers razed Palestinian-owned land around the Yitzhar settlement. Israeli settlers with military escort also threw stones at Palestinian vehicles traveling near al-Bireh, causing damage. Israeli forces clashed with Israeli settlers as they evacuated the Oz Zion settlement outpost north of Jerusalem. Israeli undercover forces raided Birzeit University campus, forcing 5 students into a van with Palestinian license plates; 2 other students attempting to aid the 5 were shot and injured. The 5 students were released hours later. The PA condemned the raid. Secretary general of the Fatah Central Committee Jibril Rajoub said at a press conference in Damascus that PA president Mahmoud Abbas would visit Syrian president Bashir al-Asad in Syria soon. The visit would be the 1st since the Syrian civil war. Members of the U.S. House and Senate formed the Abraham Accords Congressional Caucus to promote normalization deals between Israel and various Arab and Muslim countries. Pro-Palestine activists shut down a facility in Oldham that produces technology for the Israeli weapons manufacture Elbit. Activists have, through different methods of civil disobedience, obstructed the work at the factory over an 18-month period. During that time, 36 activists have been arrested by English police.
