In the West Bank, Israeli settlers assaulted 2 Palestinians with pepper spray in Hebron. 1 Israeli settler also shot and injured 1 Palestinian man near the Adora settlement. Elsewhere, Israeli settlers blocked roads near al-Twana. Israeli settlers also threw stones at Palestinian vehicles traveling near Huwwara, injuring 1 Palestinian and causing damage. Israeli forces delivered a demolition notice for a school under construction in the al-Saffi community in the Masafer Yatta area. Israeli forces also demolished 1 car repair shop in Nabi Ilyas. 8 Palestinians were arrested during late-night raids in Qalqilya, Jalbun, Nazlet Zeid, Tulkarm, Yatta, and Asira ash-Shamaliya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of al-Waha and al-Sudaniyya; no injuries were reported. In Gaza, 22 Palestinians were killed in a fire in the Jabalia refugee camp. The PA called on Israel to open its crossings to Gaza to allow the injured to receive treatment in East Jerusalem and the West Bank, which Israel subsequently said it had done. The preliminary investigation suggested that the fire escalated quickly due to a large amount of gasoline stored in the house. U.S. ambassador to Israel Tom Nides visited the Kiryat Netafim settlement. Ambassador Nides said he visited the settlement to offer condolences to the family of an Israeli settler who was stabbed to death on 11/15 in the Ariel settlement, allegedly by a Palestinian. Shomron Regional Council head Yossi Dagan, who accompanied Nides, told Nides that “we will build Samaria [the West Bank]. We are believers, and we know that this is our land.” (HA 11/17)

In the West Bank, 1 Palestinian child, shot by Israeli forces during a raid in al-Bireh on 9/28, succumbed to his injuries. Israeli settlers threw stones at Palestinian vehicles in Huwwara and attacked Israeli soldiers with pepper-spray; 1 off-duty Israeli soldier was later arrested for attacking Israeli soldiers. Israeli settlers also threw stones at Palestinian vehicles traveling near al-Bireh. Elsewhere, Israeli settlers set fire to a vehicle and a water tank and vandalized 80 olive and almond trees in al-Mughayyir. Israeli forces temporarily expelled Palestinians in parts of Khirbat al-Karmil to convene a conference for settlers and soldiers in the village, which is in Area A. Israeli forces also assaulted 1 Palestinian at a checkpoint near Beit Furik, causing injuries. The new Israeli-imposed restrictions for entry into the West Bank, outside of Israeli settlements, took effect. The heavily criticized restrictions were 1st published earlier this year in the policy paper “Procedure for entry and residence of foreigners in the Judea and Samaria area,” issued by Israel’s Coordinator of Government Activities in the Territories and have been slightly amended after criticism by U.S. and EU lawmakers. Haaretz reported that Israel will approve the purchase of 2 helicopters by the PA for usage of PA officials. The helicopters, which will be stationed in Jordan, are reportedly funded by Gulf state donations. The PA will need permission from Israel to use the helicopters in the West Bank. At a conference in Eliat attended by Morocco, Bahrain, and the UAE, Israel and Bahrain signed an agricultural cooperation deal. (REU 10/20)

The ACLU filed an appeal with the U.S. supreme court asking it to review the appeals court decision to uphold an Arkansas state law that penalizes companies boycotting Israel. The UN-mandated commission of inquiry on the occupied West Bank, Gaza, east Jerusalem, and Israel released a 28-page report, calling on the International Court of Justice to make a legal opinion on the Israeli occupation of the Palestinian territories and said the occupation is unlawful due to its permanence and Israel’s “de-facto annexation policy.” (AP, UN, WAFA 10/20; HA, MEE, WAFA 10/21)

In the West Bank, PA security forces, dressed in civilian clothes, violently dispersed Palestinian students and staff protesting the dismissal of 10 students from the Islamic bloc and 5 employees at An-Najah National University in Nablus, causing several injuries from beatings and pepper spray. The Iranian news agency Tansim said 1 of its Palestinian reporters was abducted by Palestinian gunmen while covering the events before being beaten and warned against writing negatively about the PA. Israeli settlers threw stones at Palestinian vehicles traveling between Nablus and Jenin. Israeli settlers also vandalized 8 olive trees in Qaryut. Israeli forces evicted 4 Palestinians from their land in Wadi Fukin. 12 Palestinians were arrested during late-night raids in Ramallah, Tuqu‘, Bethlehem, Surif, al-Tabaqa, Nablus, Far‘un, Rumana, and Aqabat Jaber refugee camp; Israeli forces violently dispersed Palestinians protesting the raid in Nablus, injuring 2 with shrapnel. EU commission president Ursula von der Leyen announced that the frozen $224 million in economic aid to the PA from 2021 had been unfrozen and would be transferred to the PA. The announcement came ahead of a meeting between President von der Leyen and PA prime minister Mohammed Shtayyeh in Ramallah. Von der Leyen later met with Israeli prime minister Naftali Bennett and president Isaac Herzog. The EU funding to the PA was frozen due to 1 Hungarian commissioner’s concern over “incitement” in PA schoolbooks. Prime Minister Shtayyeh also met with his Italian counterpart Mario Draghi. Israel’s deputy religious affairs minister Matan Kahana of the Yamina party was filmed telling Israeli high schoolers in the Efrat settlement that “if there was a button that could be pressed, that would remove all the Arabs from here, send them on an express train to Switzerland—where they would live an amazing life, I wish them all the best in Switzerland—I would press that button. . . . there is no such button. We were probably meant to [co]exist here on this land in some form,” Palestinian members of the Israeli parliament attacked Kahana for his remarks and he later apologized for wording his statements poorly. The U.S. White House expressed concern over negotiations between the Israeli spyware company NSO Group and the American defense contractor L3Harris for the latter to buy technology from the former. The deal would see NSO Group removed from the U.S. department of commerce’s blacklist and would transfer NSO’s clients in the U.S., UK, Australia, Canada, and New Zealand, and possibly EU and NATO countries to L3Harris. The New York Times later reported that the negotiations had collapsed after they were made public and that U.S. intelligence officials had backed L3Harris’s potential acquisition of NSO Group. Elsewhere, Israeli settlers with military escort raided Burqa, leading to a confrontation between Palestinians and Israeli soldiers; 2 Palestinians were injured with baton rounds and 7 with tear gas. Israeli settlers also opened fire at Palestinians in Shufa, forcing them to leave their land; no injuries were reported. Israeli forces shot and killed 1 Palestinian minor during a raid in al-Khader; the minor suffered 3 shots to his neck and back while hiding in a garage. PA prime minister Mohammed Shtayyeh called the killing intentional. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 4 with baton rounds and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Huwwara, injuring 2 with live ammunition, 1 who was hit by a stun grenade, and 5 with pepper spray. The U.S. state department released a statement saying that secretary of state Antony Blinken told Israeli foreign minister Yair Lapid that Israel should investigate the killing of Shireen Abu Akleh on 5/11. Multiple independent investigations have concluded that Israeli soldiers killed the Al Jazeera journalist, including some that asserted the killing was intentional. Pro-Israeli political action committee the Urban Empowerment Action PAC announced it will spend upwards of $1 million in a primary to unseat the only Palestinian American congressperson Rashida Tlaib in the primary elections for the 12th congressional district in Michigan. The new super PAC will put its support behind Congresswoman Tlaib’s Democratic opponent Janice Winfrey. (HA 5/29; MEE 5/30)

Israeli forces delivered stop-work orders for 1 house and electricity cables in al-Twana. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen northwest of Rafah; no injuries were reported. In Israel, 2 Palestinian citizens of Israel opened fire on Israelis in Hadera, killing 2 Israeli soldiers and wounding 5 others, including 1 soldier, before being shot and killed by Israeli undercover police. Israel said that the 2 attackers were affiliated of ISIS. 5 Palestinian citizens of Israel were arrested during subsequent raids in Umm al-Fahm under suspicion of having prior knowledge of the attack. Members of the settler organization Ateret Cohanim entered the 1st floor of the Little Petra Hotel in East Jerusalem with Israeli police escort in an effort to cement the organization’s hold of the building. The ownership of the building is part of an ongoing legal case at the Israeli supreme court between the Greek Orthodox patriarchate in Jerusalem and Ateret Cohanim. The lawyers of the Palestinian family that runs the hotel were attacked with pepper spray by the Israeli settlers when they entered the building and Israeli police detained 1 of the 2 lawyers present at the site. The Israeli Coordinator of Government Activities in the Territories announced that Israel will approve up to 20,000 work permits for Palestinians in Gaza for workers in construction and agriculture. The International Committee of the Red Cross in Israel also announced that Israel will allow family visits by Palestinians in Gaza to Palestinian prisoners in Israeli prisoners, for the 1st time since March 2020. U.S. secretary of state Antony Blinken met with PA president Mahmoud Abbas in Ramallah. During the meeting, President Abbas called on the U.S. to help curb settler violence and end settlement expansion. Abbas warned Blinken that the PA may rescind its recognition of Israel and end security cooperation if Israeli unilateral actions are not curbed. Abbas also criticized the U.S. and its allies for its double standards in not applying sanctions against Israel for its violations of international law as they have done against Russia. The foreign ministers of the U.S., UAE, Morocco, Egypt, Bahrain, and Israel met in Sde Boker for the 1st day of a 2-day summit comprised of countries that have normalized ties with Israel with U.S. support. Among the subjects discussed at the summit were the perceived threat from Iran and the U.S.’s efforts to reenter the Iran Nuclear deal. The 1st day of the summit coincided with the 20th anniversary of the Arab Peace Initiative. Secretary Blinken also met with Israel’s prime minister Naftali Bennett, who shortly after, tested positive for the COVID-19 virus. The Israeli Jerusalem municipality’s planning and building committee approved a plan to build 730 new Israeli settlement units in the Pisgat Ze’ev settlement in East Jerusalem. The PA and the Organisation of Islamic Cooperation condemned the plan approval. (WAFA, WAFA 3/12; WAFA 3/13)

In response to an Israeli attack in Syria that killed 2 members of the Iranian Revolutionary Guard on 3/7, Iran fired 12 missiles at Irbil in Iraq targeting Israeli “strategic centers,” according to Iranian state media. The Iranian Revolutionary Guard released a statement saying it would continue to respond to Israeli attacks on Iranians in the future. Lebanese media reported that 4 Israeli officers were killed in the attack, while Iraqi and American sources said that there were no casualties. U.S. national security advisor Jake Sullivan condemned the Iranian attack and said that the U.S. is working with Iraq to help it gain missile defense capabilities. The New York Times later reported that the Iranian attack was also a response to a secret Israeli attack on an Iranian drone facility in Kermanshah on 2/12, which allegedly was carried out from Iraq with the use of 6 suicide quadcopter drones. Ukrainian president Volodymyr Zelenskyy told reporters in Kyiv that he would like to have a top-level meeting with Russia in Jerusalem to end the war, pointing out that early Israeli leaders were from Ukraine. Israeli prime minister Naftali Bennett has presented himself as a mediator between Russia and Ukraine, but he has been criticized by some Ukrainian officials for trying to persuade Ukraine into give up territory to Russia to end the war. Others have criticized Prime Minister Bennett for avoiding to take a hard stance against Russia and supporting Ukraine by trying to mediate. In the West Bank, Israeli settlers threw stones at Palestinian vehicles at a checkpoint near Burqa; 1 Israeli settler was arrested by the Israeli forces, but Israeli police released him shortly after he was handed to them. Israeli settlers also threw stones at 2 Palestinian sisters herding sheep in Kisan. Elsewhere, Israeli settlers raided Sabastia, using pepper spray on Palestinians. Israeli forces demolished parts of 1 Palestinian home and razed 7 dunams (1.7 acres) of land in al-Ramadin. In East Jerusalem, Israeli forces violently dispersed Palestinians, throwing stones and snowballs at Israeli forces in al-Tur; 22 Palestinians were arrested. Israeli forces also shot 1 Palestinian minor with a rubber-coated bullet and arrested him after he allegedly threw a stone at a police car. 1 million doses of Russian-made Sputnik COVID-19 vaccines entered Gaza through the Rafah crossing. The 1 million doses of the Sputnik vaccine were donated by the UAE. The PA health ministry said that about 30% of Gaza’s population is vaccinated against the COVID-19 virus. Almost 2 million doses of COVID-19 vaccines have been delivered to Gaza since the start of the pandemic in early 2020. (HA 1/27)

The autopsy performed after the death of an 80-year-old Palestinian American man in Jiljilyya on 1/12 found that the man died of a heart attack caused by “external violence.” The man had been detained by Israeli forces who gagged, blindfolded, and cuffed him. The Israeli soldiers uncuffed him before leaving him in a cold room, where he was found dead later in the night. (ALM, MEE, NYT 1/26; AP, HA 1/27)

Director of the Crisis and Conflict division of Human Rights Watch (HRW) Lama Fakih said that Amnesty International’s security lab had verified that her phone was infected with the NSO Group’s Pegasus spyware 5 times between April and August 2021. Director Fakih was 1st alerted to the spyware infection by the company Apple on 23 and 24 November. Axios reported that a cable sent from the Israeli foreign ministry to Israeli embassies told its employees that it was a top priority to delegitimize the UN human rights council’s inquiry into human rights violations in Israel, the West Bank, East Jerusalem, and Gaza, set up after the Israeli attacks on Gaza in May 2021. Lebanon signed a deal to purchase electricity from Jordan via Syria. The deal is expected to give Lebanon 2 hours of additional electricity a day within 2 months. It is expected that the World Bank will finance the deal. (AP, MEMO, REU 1/26)

UK secretary of education Nadhim Zahawi said that protesters chanting “From the river to the sea, Palestine will be free” could face prosecution in the UK, as he views the chant as related to Hamas.
