In the West Bank, 1 Palestinian child, shot by Israeli forces during a raid in al-Bireh on 9/28, succumbed to his injuries. The new Israeli-imposed restrictions for entry into the West Bank, outside of Israeli settlements, took effect. The heavily criticized restrictions were 1st published earlier this year in the policy paper “Procedure for entry and residence of foreigners in the Judea and Samaria area,” issued by Israel’s Coordinator of Government Activities in the Territories and have been slightly amended after criticism by U.S. and EU lawmakers. Haaretz reported that Israel will approve the purchase of 2 helicopters by the PA for usage of PA officials. The helicopters, which will be stationed in Jordan, are reportedly funded by Gulf state donations. The PA will need permission from Israel to use the helicopters in the West Bank. At a conference in Eliat attended by Morocco, Bahrain, and the UAE, Israel and Bahrain signed an agricultural cooperation deal. (REU 10/20)

The ACLU filed an appeal with the U.S. supreme court asking it to review the appeals court decision to uphold an Arkansas state law that penalizes companies boycotting Israel. The UN-mandated commission of inquiry on the occupied West Bank, Gaza, east Jerusalem, and Israel released a 28-page report, calling on the International Court of Justice to make a legal opinion on the Israeli occupation of the Palestinian territories and said the occupation is unlawful due to its permanence and Israel’s “de-facto annexation policy.” (AP, UN, WAFA 10/20; HA, MEE, WAFA 10/21)

While speaking at Elon Moreh during an event celebrating the Israeli occupation of East Jerusalem, the commander of the Samaria brigade Roi Zweig said that “the [Israeli] army and the settlement enterprise are one and the same.” (HA 5/30; MDW 6/3)

The Israeli government told the high court of justice that it is enforcing a ban on Israeli settlers accessing the Homesh settlement outpost. Haaretz reporting said that the Israeli military is not enforcing the ban and allows Israeli settlers to access the outpost regularly. (HA 6/2)

The Times of Israel reported that the U.S. Biden administration had shelved plans to reopen the U.S. consulate to Palestinians in Jerusalem and instead is promoting the deputy assistant secretary of state for Israeli and Palestinian affairs Hady Amr to special envoy to Palestinians. The Palestinian Affairs Unit at the U.S. embassy to Israel will, according to the TOI reporting, begin to report to Hady Amr rather than to the U.S. ambassador to Israel. PA officials have voiced frustration with the U.S. administration for failing to fulfill its promises to Palestine and using the Israeli government coalition’s instability as an excuse. In the West Bank, Israeli settlers used pepper spray on a Palestinian family at a checkpoint near Burqa, injuring 3, including 1 infant; the infant was rushed to a hospital. Israeli forces shot and injured 1 Palestinian minor at a checkpoint near Ras Kaskar. Israeli forces also demolished 3 agricultural structures in Kafr ad-Dik, 2 residential structures near Jericho, and delivered demolition notices for 3 residential structures in al-Juwaya in the Masafer Yatta area. 10 Palestinians were arrested during late-night raids in Ni‘lin, Kafr Ni‘ma, Karbatha al-Misbah, Birzeit, Harmala, Tuqu‘, Hebron, Balata refugee camp, Jenin, and Rumana. 2 Palestinians said that they were tortured for a month by the Shin Bet before confessing to throwing stones at Israeli forces, leading to 8-month sentences. The alleged torture included stress positions, solitary confinement, sleep and food deprivation, and denial of bathroom access. (HA 5/23; HA 5/24)

Haaretz reported that an Israeli probe into the death of a Palestinian man who was attacked by Israeli police in April at the Haram al-Sharif compound but died on 5/14 stated that the man had not been hit by an Israeli baton round; instead, the 21-year-old man had a heart attack that led to head trauma. The PA foreign ministry said it had submitted a file to the ICC prosecutor documenting Israeli violations of international law, including the killing of Palestinian American Al Jazeera journalist Shireen Abu Akleh. The general secretary of the Palestinian National Initiative Mustafa Barghouti also called out the international community’s double standard in sending 42 ICC investigations to Ukraine to document violations of international law there while not starting an investigation into violations by Israel in Palestine. Axios reported that the U.S. Biden administration is leading negotiations between Israel, Saudi Arabia, and Egypt over Tiran and Sanafir Island in the Red Sea, which have been subject to dispute between Egypt and Saudi Arabia. Axios said that the negotiations are part of the U.S. and Israeli efforts to normalize ties between Israel and Saudi Arabia. Saudi Arabia’s foreign minister Faisal bin Farhan said later, on 5/24, that Saudi normalization with Israel is dependent on an end to the Palestinian-Israeli conflict. Haaretz later reported that Saudi Arabia directly approached Israel in 2017 about the status of the 2 islands because a transfer of the 2 required Israeli approval due to the Israeli-Egyptian peace agreement of 1979. Haaretz reported that Israel, on 4/21, turned away Palestinians who refused to hand over their ID cards to Israeli police at the Haram al-Sharif compound. The Palestinians who did hand over their ID cards had to collect them at Israeli police stations after leaving the compound. The Association for Civil Rights in Israel criticized the policy, saying it undermined the right of freedom of worship. (HA 4/26)

Haaretz also reported that the number of Palestinians held by Israel on administrative detention had reached a 5-year high at 579. Haaretz said that in March and April alone, 109 Palestinians were placed in administrative detention. (HA 4/26)

The U.S. state department spokesperson Ned Price said in a response to a question about Israel’s terrorist designation of 6 Palestinian rights organizations from October 2021 that the U.S. is reviewing the material provided by Israel. Spokesperson Price further stated that the U.S. has made clear to Israel that it is important “that independent civil society organizations in the West Bank and in Israel must be able to continue their important work.” (DOS 4/26; AA 4/27)

In the West Bank, Israeli settlers with military escort raided Joseph’s Tomb in Nablus, leading to a confrontation with Palestinians protesting the incursion; no injuries were reported. Israeli settlers also attacked Palestinian farmers with pepper spray east of Hebron. Israeli forces delivered stop-work orders for 1 mosque, 3 houses, and 1 commercial structure in Marda. Israeli forces also forced Palestinian business owners to close their shops in Huwwara, claiming that stones had been thrown at Israeli settlers near the shops. Elsewhere, Israeli forces demolished 4 water wells in Khallet al-Dabe. Israeli forces also demolished 1 commercial structure in ‘Anata. Haaretz reported that Israeli attorney general Avichai Mendelblit authorized establishing an Israeli settlement on the evacuated Evyatar settlement outpost near Beita. Attorney General Mendelblit is leaving office this week. Palestinians have held weekly protests at the site since the outpost was erected in May 2021. The outpost was evacuated in June 2021, but the houses erected remained as the settlers struck a deal with the Israeli government that they could move back if Israel deemed that the land is state-owned. Israeli defense minister Benny Gantz will have to declare the area state-owned, after which there will be a 45-day period to file objections. Several Palestinians have been killed by Israeli forces in the past year while protesting the outpost. In a letter from Israeli foreign minister Yair Lapid to Israeli prime minister Naftali Bennett, Lapid warned that if the Israeli government legalized the Evyatar settlement outpost, it “could have serious diplomatic consequences and damage foreign relations, first and foremost from the United States,” saying that the U.S. has already made this clear to him. The Shin Bet admitted to having threatened random Palestinians in Israel that it would “settle the score” if they had participated in protests related to the May 2021 uprising in Israel that coincided with Israeli attacks on Gaza and eviction threats against Palestinians in Sheikh Jarrah. PA president Mahmoud Abbas met with Amnesty International’s secretary-general Agnès Callamard in Ramallah, discussing the report Amnesty released on 2/1 that charged Israel with the crime of apartheid. (WAFA 2/2)

Defense Minister Benny Gantz said, at a conference in Tel Aviv, that the Israeli military on 4 occasions had offered assistance to Lebanon. According to Gantz, the offers were made to strengthen the Lebanese army in facing “the strengthening of Hezbollah under Iran’s support.” Israeli military sources later denied that Israel had made such offers and that Israel had only offered humanitarian aid following the explosion in the Beirut port. Israel, Oman, and Saudi Arabia all took part in the International Maritime Exercise 2022, led by the U.S. and with the participation of nearly 60 countries. It was the 1st time that Saudi Arabia and Oman partook in a naval exercise with Israel, which they have no formal relations with. (AJ, ALM 2/2)

The FBI confirmed reporting from the New York Times published on 1/28 that the agency had bought the NSO Group’s Pegasus spyware, but claimed to never have used it. The FBI further stated that it had bought the spyware for “product testing and evaluation.” (ALM, AP, HA, REU 2/2; MEMO 2/3)
