Massive fires continue to rage across Israel and the oPt for the 5th consecutive day. New fires break out in some West Bank Palestinian communities, including Qusin village nr. Nablus. Twelve Israeli settlers are moderately injured by fire in Ma’ale Adumim settlement nr. Jerusalem. There are reports that many of the fires in Israel are under control. After new raids and arrests, the Israeli police are detaining 23 suspects in connection with alleged arson; they have questioned 30 so far. Elsewhere in the West Bank, Israeli forces close off the environs of al-Ibrahimi Mosque in c. Hebron, clearing space for thousands of Israeli settlers to celebrate a religious holiday at the site. The IDF announces that the area will be closed to Palestinians for 1 week. IDF troops arrest 8 Palestinians and brutally assault 1, causing serious injuries, during late-night raids nr. Bethlehem, Hebron, Jenin, and Nablus; and patrol nr. Salfit and Hebron during the day. In East Jerusalem, Israeli forces arrest 2 Palestinians during late-night raids in Issawiyya. Along Gaza’s border, IDF troops arrest 2 Palestinians nr. Eshkol who had crossed the border illegally. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Massive fires continue to burn across Israel and the West Bank for a 4th consecutive day, including new outbreaks nr. Jerusalem, causing serious damage in both Palestinian and Jewish communities. They spread further among Israeli settlements in the West Bank, including Halamish, a settlement near Ramallah, and Ma’ale Adumim. After the fires reach Halamish, the IDF shuts down the entrances to 3 Palestinian villages in the area, including Dayr Nizam. Israeli forces arrest 16 Palestinians across Israel and the West Bank in connection with the fire, including 1 man affiliated with the Northern Branch of the Islamic Movement in Israel. IDF troops shoot and kill a Palestinian at a checkpoint in Shu‘fat r.c. after he allegedly attempts to stab one of them. Meanwhile, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s settlements, separation wall, and occupation in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), and Kafr Qaddum nr. Qalqilya; there are no serious injuries. IDF troops also arrest 1 Palestinian during a late-night raid nr. Salfit, and patrol nr. As massive fires rage nr. Jerusalem for the 3d day in a row, the PA sends 4 teams of Palestinian fire fighters to assist Israeli disaster relief efforts. Meanwhile, new fires break out in the Galilee, Haifa, and nr. the Shavei Shomron settlement in the West Bank. Israeli forces arrest 4 Palestinians in n. Israel on suspicion of arson. The French govt. publishes new regulations governing goods imported from the occupied Palestinian territories (oPt). They require labels denoting whether or not the goods originated in Israel’s settlements, rather than just the West Bank. (HA, JP, TOI 11/24)

Massive fires rage nr. Jerusalem and in Haifa for a 2d day, causing over 200 incidents of serious damage. Elsewhere in Israel, Israeli forces demolish 3 Palestinian-owned buildings in Lydda. In the West Bank, IDF troops patrol nr. Nablus and Hebron, and arrest 3 Palestinians and confiscate 1 car during late-night raids nr. Bethlehem, Jenin, and in Nablus. In East Jerusalem, the Israeli authorities release the corpse of a Palestinian killed by Israeli forces on 9/30 to his family. Only 15 people are allowed to attend his funeral in the Old City. Joint List members of the Knesset (MKs) Basel Ghattas and Ayman Odeh join hundreds of Palestinians in the bedouin village of Umm al-Hiran nr. Beersheba, protesting the Israeli authorities’ order to evacuate and demolish the village. The Israeli police ultimately delay the day’s demolitions, but do not offer a new date (demolitions will take place on 1/18). (HA 11/22; EI 11/23)

Following 2 mos. of drought, a series of large fires breaks out nr. Jerusalem, burning 30 homes and causing massive damage. (HA, MNA 11/24)

IDF troops shoot and kill a Palestinian at Qalandia checkpoint after he allegedly attempts to stab them. Elsewhere in the West Bank, Israeli settlers throw Molotov cocktails at a Palestinian home s. of Hebron, causing moderate damage. IDF troops arrest 8 Palestinians during late-night raids in and around Tulkarm, Hebron, and nr. Nablus; and patrol nr. Hebron and Ramallah. In East Jerusalem, Israeli forces complete the demolition of a Palestinian home under construction in al-Tur. They had begun the demolition on 11/10, but stopped when their bulldozer broke down. Approximately 1,000 UNRWA employees go on strike in Gaza City to protest the agency’s failure to fill vacant positions and to pay full salaries to many employees. In the West Bank, IDF troops shoot and injure a Palestinian from Bethlehem as he is attempting to cross into Israel for work. They also arrest 5 Palestinians during late-night raids in and around Nablus and nr. Ramallah; and patrol nr. Qalqilya and Hebron. In East Jerusalem, Israeli forces arrest 2 Palestinians during raids in Silwan. In Israel, a mosque in Lydda is fined around NIS 726 (approx. $200) in accordance with Israel’s “pollution and nuisance” law for using loudspeakers to broadcast the call to prayer at night. The Israel Land Authority announces that the bedouin village Umm al-Hiran will be demolished on 11/22. The village’s residents are to be evacuated and relocated to a nearby municipality to make way for the construction of a new Jewish settlement called Hiran. (EI 11/23)

In the West Bank, Israeli forces confiscate a Palestinian tractor from Ras al-Ahmar village nr. Tubas and deliver stop-work orders for 12 Palestinian projects under construction nr. Hebron. IDF troops arrest 5 Palestinians during late-night raids nr. Tulkarm, Jenin, and Nablus; and patrol nr. Nablus, Qalqilya, and Hebron. Unidentified assailants throw rocks at a bus nr. Bethlehem, breaking a windshield and injuring 3 IDF soldiers. In East Jerusalem, more than 60 Orthodox Jews tour Haram al-Sharif; Israeli forces arrest 5 who attempt to pray at the sanctuary. Israeli forces arrest a Palestinian at an entrance to the Old City, alleging that she was preparing to stab them. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya and later nr. Rafah, causing no damage or injuries. In n. Israel, Israeli forces demolish a Palestinian’s home in Hurfish village on the grounds that it violated construction regulations. In the West Bank, dozens of Palestinians gather in c. Ramallah to call for the Israeli authorities to release the body of the Palestinian killed by IDF troops on 11/3. IDF troops arrest 6 Palestinians and issue 1 arrest summons during late-night raids nr. Jericho, Qalqilya, Bethlehem, and in Hebron; and patrol nr. Hebron and Nablus. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. In the West Bank, international solidarity activists establish a protest village in the n. Jordan Valley, called “al-Yasser,” in response to Israel’s demolition of Palestinian properties in the area. The IDF dismantles the village hours later, dispersing the activists. IDF troops arrest 2 Palestinians and issue 2 arrest summons during late-night raids nr. Nablus and Bethlehem, and patrol nr. Hebron throughout the day. Israeli forces raid a coal manufacturing facility nr. Jenin, seizing trucks and equipment. Palestinian youths open fire on Palestinian Authority security forces (PASF) troops nr. the al-Fara‘a r.c. during a protest against the PA’s recent detention of residents of the camp; there are no serious injuries. In the West Bank, Israel Defense Forces (IDF) troops conduct an early morning raid in Ramallah, sparking clashes with stone-throwing Palestinian youths; 3 Palestinians are injured. The IDF arrests 8 Palestinians during late-night raids in and around Hebron, Bethlehem, and Tulkarm; and patrols nr. Jenin, Ramallah, and Hebron. Along Gaza’s border, the Israeli authorities prevent a truck from passing through the Kerem Shalom border crossing on the grounds that it contains materials that could be used to build rockets. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Jabaliya refugee camp (r.c.), causing no damage or injuries. Israel’s Knesset passes the 1st reading of the so-called regulations bill, which would retroactively authorize Israeli settlement outposts in the West Bank. Meanwhile, in response to the Israeli High Court of Justice’s 11/14 reaffirmation of its evacuation order for the illegal Amona settlement outpost, the Jerusalem Municipality approves demolition orders for 14 Palestinian homes in Bayt Hanina. Jerusalem mayor Nir Barkat says that thousands of Palestinian homes in Jerusalem lack proper permits and should be held to the same standard as Amona, adding that “the Amona verdict leaves us no discretion to legalize building offenses.” (HA, JP, MNA, TOI, YA 11/16; JP, MNA 11/17)

In East Jerusalem, Israeli forces demolish 3 agricultural structures in Silwan and Jabal Mukabir and the foundation of a mosque in Sur al-Bahir overnight. In the West Bank, Israeli forces demolish a residential structure and a community center in Umm al-Khayr village and a water well nr. Hebron, as well as a residential structure outside Bayt Jala nr. Bethlehem. IDF troops conduct a raid in Nablus late at night, sparking clashes and a brief firefight between their PASF escort and armed Palestinians; 1 Palestinian is killed and 3 PASF troops are injured. The IDF arrests 2 Palestinians and confiscates a number of appliances during further raids in Ramallah and nr. Hebron; and patrol during the day nr. Hebron. Meanwhile, the Israeli authorities announce that they have approved a master plan for future development of Tinnik village nr. Jenin. Israel, which rarely permits Palestinian building in Area C, has been authorizing new projects in the context of DM Lieberman’s “carrot-and-stick” policy. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage. They arrest 2 fishermen and confiscate their boat. Hebron, weeks after reopening them in 10/2016 and 9/2016. They were initially closed down in 10/2015 amid the early days of the habba. They also carry out the demolition of 28 stores and a Palestinian home in al-‘Awja village nr. Jericho, sparking clashes with stone-throwing youths; 5 Palestinians are injured. Meanwhile, IDF troops arrest 6 Palestinians and issue 6 arrest summons during violent raids and house searches nr. Salfit (they also confiscate a car); and patrol nr. Hebron and Qalqilya. IDF troops shoot and critically injure a Palestinian in Hawara village nr. Nablus after he allegedly attempts to stab a soldier with a screwdriver. Late at night in the West Bank, Israeli forces use concrete to seal the entrance to the Hebron-area home of a Palestinian accused of assisting in the killing of 4 Israelis in Tel Aviv on 6/8. They also confiscate a tractor from Ras al-Amud village in the n. Jordan Valley and reopen the entrance to Aqraba village nr. Nablus, which was closed on 9/20 as collective punishment for reported stonethrowing in the area. The IDF arrests 14 Palestinian during late-night raids nr. Jenin, Bethlehem, and Hebron; and patrols nr. Hebron and Nablus during the day. In East Jerusalem, Israeli forces demolish a car wash in Bayt Hanina overnight. They also conduct raids in Abu Dis, sparking clashes with stone-throwing Palestinian youths; there are no serious injuries. Around 100 right-wing Jewish activists tour Haram al-Sharif in the morning. An errant mortar shell fired from Syria lands in an uninhabited area of the Israeli-occupied Golan Heights, causing no damage or injuries. The IDF responds later in the day, firing artillery at Syrian army targets. There are no reported injuries. (JP, TOI 10/9)

Following clashes in the area, including on 11/3, the IDF shuts down a number of checkpoints across the Ramallah district, causing major traffic delays. Elsewhere in the West Bank, IDF troops confiscate electrical equipment and arrest 2 Palestinians during a raid nr. Jenin. They return to the Jenin area at night for further raids, sparking clashes with stone-throwing youths; there are no serious injuries. The IDF also arrests 6 Palestinians and issues 1 arrest summons during late-night raids in and around Tulkarm, Hebron, and Bethlehem; and patrols nr. Hebron and Ramallah during the day. Israeli forces demolish several Palestinian residential tents in the n. Jordan Valley and confiscate a residential trailer and a water tank from al-Samu‘ village nr. Hebron. Meanwhile, around 30 Palestinian families reenter their olive groves nr. Nablus, having been barred from them since 11/4 by the IDF. They find 400 trees picked bare and accuse Israeli settlers of stealing the harvest. In East Jerusalem, Israeli forces shut down a wedding hall in al-‘Izzariya, claiming that Palestinians fired guns into the air during a celebration there. In the West Bank, IDF troops conduct raids in Bayt Umar nr. Hebron, sparking clashes with stone-throwing youths; there are no serious injuries. They also raid the Ramallah-area home of the Palestinian killed during an alleged stabbing attack on 11/3, and interrogate and detain his family. The IDF arrests 7 Palestinians and confiscates personal property during late-night raids nr. Bethlehem, Hebron, Jenin, and Ramallah; and patrol nr. Hebron and Salfit during the day. Around 20 Israeli settlers throw stones at Palestinians picking olives nr. Ramallah, injuring 3 (1 critically). In East Jerusalem, Israeli forces demolish a 2-story building in Bayt Hanina and arrest 3 Palestinians during late-night raids in Shaykh Sa‘ad. The Jerusalem Municipality’s Local Planning and Building Comm. approves the construction of 181 new residences in the Gilo settlement. Meanwhile, Haaretz reports that settlers in the Ariel settlement have recently constructed 16 new buildings on territory that does not belong to the state, meaning that construction there should be illegal. Along Gaza’s border, IDF troops open fire on Palestinian agricultural lands nr. Khuza‘a and Khan Yunis, and Israeli forces conduct a limited incursion to level land nr. Bayt Lahiya. Off Gaza’s coast, Israeli naval forces open fire on 2 Palestinian fishing boats nr. Bayt Lahiya, causing 1 moderate injury and no serious damage. Then they confiscate both boats and arrest 6 fishermen. In the West Bank, IDF troops arrest a Palestinian in c. Hebron after she is found to be carrying 2 knives. They also drive a Palestinian farmer and his family off their olive grove outside nearby Bayt Umar village. The IDF conducts raids in Nablus late at night, arresting 4 Palestinians and sparking minor clashes (there are no serious injuries); arrests 11 Palestinians and issues 1 arrest summons during further raids in and around Bethlehem and Hebron; and patrols in Hebron and nr. Qalqilya during the day. In East Jerusalem, Israeli Nature and Parks Authority forces demolish 6 graves in Bab al-Rahma Cemetery nr. the Old City. They claim the graves were built on “confiscated land” belonging to the authority. Israeli forces conduct raids in Abu Dis, sparking clashes with students at Al-Quds University; there are no serious injuries. IDF troops shoot and kill a Palestinian policeman outside the Beit El settlement nr. Ramallah after he opens fire on Israeli soldiers at the Beit El checkpoint, injuring 3. The IDF raids the assailant’s Jenin-area home after the attack, arresting his brother and confiscating the family’s work permits. They also shut down the Beit El checkpoint (it will remain closed through 11/14). Elsewhere in the West Bank, Israeli forces close down the entrance to Marah Rabah village nr. Bethlehem, as well as 2 side roads, after reports of stone-throwing in the area. They also demolish 10 residential structures and animal sheds in the n. Jordan Valley, confiscate 4 tractors from families living nr. Tubas, and deliver stop-work orders to several homes under construction nr. Hebron.
