In the West Bank, Israeli settlers chopped down 36 olive trees in Burin. Israeli settlers and military escort toured Joseph’s Tomb in Nablus, leading to confrontations with Palestinians; tear-gas related injuries were reported. Israeli forces demolished a residential structure, displacing 10 people in Bayt Umar. 19 Palestinians were arrested during raids in and around Qalqilya, ‘Azun, Tulkarm, Ramallah, Bethlehem, and Hebron. In East Jerusalem, Israeli authorities banned the former mufti of Jerusalem, Shaykh Ikrima Sabri, from entering the Haram al-Sharif compound for 4 months. PA prime minister Mohammad Shtayyeh said that the PA would not trade Israeli-withheld PA tax revenue for political concessions, saying “[t]he question of Palestine is not that of money, but of rights, dignity and freedom.” (WAFA 6/5)

The PA responded to the ICC’s request for clarification on the PA’s decision to end all agreements with Israel and the U.S. in light of the impeding annexation of parts of the West Bank. In its response, the PA said that ending agreements with Israel and the U.S. does “not in any way purport to, nor does it, legally affect the question [of the ICC jurisdiction relating to Israeli war crimes in the occupied Palestinian territories] presently before the Chamber.” (HA 6/5; WAFA 6/6)

Syrian state media and the British-based Syrian Observatory for Human Rights (SOHR) reported Israeli air strikes in Hama. According to SOHR, 9 people were killed, including 4 Syrians. According to Syrian state media, Syrian forces intercepted 1 Israeli attack. (HA 6/4; AJ 6/5)

Speaker of the U.S. House of Representatives Nancy Pelosi (D-NY) said at an online event that Israeli annexation of parts of the West Bank undermines U.S. national security interests. (HA 6/4)

In the West Bank, Israeli settlers attacked a Palestinian man in Susiya. Israeli forces made Jiftlik a temporary military zone and seized an irrigation system, 2 bulldozers, 1 tractor, and 1 water tank. 21 Palestinians were arrested during raids in and around Bayt Umar, Hebron, al-Fawar refugee camp, Ramallah, Jericho, Nablus, and Tulkarm. In East Jerusalem, 2 Palestinians were arrested. The Israeli Jerusalem municipality ordered some 200 Palestinian-owned industrial buildings in Wadi al-Juz to be evicted and demolished. Israeli defense minister Benny Gantz said he had instructed the Israeli army’s chief of staff to accelerate the army’s preparations for “the upcoming diplomatic changes in the Palestinian area.” Defense Minister Gantz was referring to the potential fallout from Israel’s upcoming plans to annex parts of the West Bank. UAE’s minister of foreign affairs Anwar Gargash tweeted that “[c]ontinued Israeli talk of annexing Palestinian lands must stop. Any unilateral Israeli move will be a serious setback for the peace process, undermine Palestinian self determination & constitute a rejection of the international & Arab consensus towards stability & peace.” The tweet comes after the PA on 5/21 rejected COVID-19-related aid flown directly from the UAE to Tel Aviv. The direct flight was seen as another step toward normalizing ties between the UAE and Israel. (AJ, HA, REU 6/1)

U.S. secretary of state Mike Pompeo said in a podcast that the U.S. government would make announcements this week “push[ing] back against what the ICC is up to.” The ICC is currently investigating possible war crimes committed by the U.S. in Afghanistan and by Israel in the occupied Palestinian territories. The World Bank warned that the Palestinian economy could shrink up to 11 percent in the coming year, citing COVID-19’s impact on the tourism industry and PA-enhanced spending on health. (HA 6/1)

In the West Bank, Israeli settlers and Israeli forces leveled some 15 dunams (3.7 acres) of land planted with olive trees southeast of Tulkarm. 10 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Jenin, Jericho, and Abu Dis. During a raid in Bayt Umar, Israeli forces and Palestinians clashed, leading to tear-gas related injuries. In East Jerusalem, 1 Israeli settler stabbed 1 Palestinian minor in the Old City, causing moderate injuries. 4 Palestinians were arrested during late-night raids. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Bayt Lahiya; no injuries were reported. In Israel, Palestinians protested the killing of a mentally disabled Palestinian citizen of Israel on 5/13. The man had pulled out a knife while at the hospital for an examination but did not use it; when he got in a car, hospital security guards pulled him out and he lightly injured 1 guard, to which guards responded by shooting him 5 times while he was lying incapacitated on the ground. 1 Israeli settler was indicted for creating fake military checkpoints in the West Bank, using them to carjack Palestinian drivers. According to the indictment, he managed to steal 3 Palestinian-owned vehicles. (TOI 5/18)

The Israeli Prison Service transferred 1 Palestinian hunger-striker held in administrative detention to solitary confinement. (WAFA 5/18)

The PA foreign ministry summoned the head of the Austrian representative to Palestine for questioning after an Austrian representative questioned the legality of prosecuting Israel at the International Criminal Court. (WAFA 5/18)

In a statement congratulating Israel with the formation of its new government on 5/17, the EU high representative for foreign affairs Josep Borrell also reaffirmed the EU position that the union does not and will not recognize any changes to the 1967 borders unless agreed to by both parties, including maintaining that East Jerusalem will be the future capital of Palestine and that annexation of West Bank territory would be in violation of international law. Meanwhile, the Canadian prime minister Justin Trudeau similarly stressed Canada’s commitment to international law in his congratulations to Israel on their new government. (EEAS, HA 5/18; WAFA 5/19)

Germany donated $760,000 to the Augusta Victoria hospital in East Jerusalem, which treats Palestinians from the West Bank and Gaza. Separately, India provided $2 million to UNRWA core programming. (WAFA, WAFA 5/18)

In the West Bank, 5 Palestinians, including 1 former lawmaker, were arrested during a late-night raid in Ramallah, Bethlehem, ‘Azun, and Nablus. Israeli settlers from the Gush Etzion settlement flooded Palestinian farmland near Bayt Umar with wastewater. 3 Palestinian minors tending to sheep were injured when a device left by Israeli forces near Hebron exploded. In East Jerusalem, 2 Palestinian minors were arrested in Silwan. Separately, Israeli forces fired tear gas at Palestinians in Silwan, causing tear-gas related injuries. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 3 nautical miles west of Bayt Lahiya; no injuries were reported. In Gaza, Israeli forces opened fire on agricultural lands east of al-Qarara and Khuza‘a, no injuries were reported. Israeli forces shot and injured 1 Palestinian trying to enter Israel near Qalqilya; he was hit with 3 rubber-coated bullets. 6 Palestinians were arrested, including 3 during late-night raids in and around Qalqilya and Bayt Umar, and 3 were arrested during raids in and around ‘Azun and Ramallah. In East Jerusalem, Israeli forces and Palestinians clashed during a raid in Issawiyya, leading to tear-gas related injuries. In Gaza, Israeli forces opened fire on Palestinian agricultural lands east of Khuza‘a, Bayt Hanun, al-Maghazi, and Abasan; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen on 2 separate occasions 3 nautical miles from Bayt Lahiya; no injuries were reported. In the West Bank, Israeli forces arrested 2 Palestinians, including 1 minor during a late-night raid in Bayt Umar and 1 at a checkpoint in Hebron. In East Jerusalem, 1 Palestinian was arrested during a raid in Issawiyya. In the West Bank, 8 Palestinians were arrested, including 4 during late-night raids in Bayt Umar: 1 at a checkpoint near Ramallah and 3 during a raid in Beitunia. Israeli forces also razed an area used as a sheep market near Hebron. Israeli settlers with military escort toured Awarta and threw stones at Palestinian vehicles near Nabi Salih, causing damage. In East Jerusalem, a Palestinian family of 5 was forced to demolish their own home in Jabal Mukabir. In Gaza, Israel conducted air strikes on targets in Gaza and reported that 1 rocket was launched from Gaza toward Israel; no injuries were reported. After Israeli prime minister Benjamin Netanyahu said his government was drawing up maps for annexation on 2/9, U.S. ambassador David Friedman warned that unilateral action by Israel to annex parts of the West Bank would result in withdrawal of U.S. support for Israel annexing West Bank settlements in the future. Prime Minister Netanyahu also said that Israel would hit Gaza with a “crushing blow” if rockets toward Israel continued. (HA, HA, REU 2/9)

In the West Bank, Israeli forces raided a school near Ramallah, claiming that students had thrown stones at Israeli settlers driving on a nearby road. Israeli settlers also clashed with Palestinians after a funeral procession in Bayt Umar, leading to tear-gas related injuries. 10 Palestinians were arrested during late-night raids in and around Bethlehem, Qalqilya, Ramallah, and Hebron. In East Jerusalem, Israeli forces raided the home of the former mufti of Jerusalem and handed him a summons for questioning. The former mufti and current head of the Higher Islamic Council were later barred from the Haram al-Sharif compound for 1 week after meeting with Israeli police. The Israeli municipality issued eviction orders for 7 families living in the Old City; the evictions cite cracks in the buildings, which the residents claim are due to Israeli excavations under the Old City. In a ruling that could affect some 700 Palestinians living in East Jerusalem, a Jerusalem court ruled in favor of a Jewish settler organization evicting a Palestinian family on property that was owned by Jews prior to 1938. 700 Palestinians live in Batn al-Hawa, which was owned by a Jewish property trust before 1938 when British Mandate authorities evicted the Jewish residents. Israeli law allows Jews to “reclaim” property in East Jerusalem but does not allow Palestinians to do so in Israel. (HA, WAFA 1/20; JPOST 1/21)

In the West Bank, Israeli forces issued a stop-work order for a road near al-Mughayyir and seized nearby machinery. Israeli forces also distributed 8 demolition notices for Palestinian-owned homes south of Hebron. 15 Palestinians were arrested during late-night raids in and around Bethlehem, Bayt Umar, Abu Dis, Ramallah, Nablus, and Tulkarm. Israeli settlers threw stones at Palestinian homes in Madama, causing damage. In East Jerusalem, 2 Palestinians were arrested during late-night raids in the Old City and Issawiyya. Israeli Channel 13 released a video showing half a dozen Israeli policemen attacking a Palestinian near Shu‘fat refugee camp for failing to show his ID. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Jabalia; no injuries were reported. In Israel, 5 international activists, including a member of the Finish parliament, were arrested by Israeli forces after trying to cut through the fence to Gaza in an act of solidarity with Palestinians in Gaza. Israel relocated 33 Palestinian minors held at Ofer Prison in the West Bank to Damoun Prison in Israel. Israel also extended the administrative detention of a women scheduled to be released on 1/15 for another 6 months. The woman has been in administrative detention since 6/15/2019. In the West Bank, Israeli settlers attacked a Palestinian mother and her daughter in Hebron using pepper spray. Israeli forces seized a truck and a bulldozer in Bayt Umar near Hebron. Israeli forces arrested 14 Palestinians, including 1 disabled teenager by al-Ibrahimi Mosque; 9 during late-night raids in and around Hebron, Qalqilya, and Ramallah; 3 at a northern entrance to Bethlehem; and 1 at a flying checkpoint north of Tulkarm. Meanwhile, Israeli forces seized tents and uprooted trees in Khirbat Tana and dismantled residential shacks and a barn near Tubas. During the incident near Tubas, a B’tselem fieldworker was detained and his car was seized. In East Jerusalem, 7 Palestinians were arrested at the Haram al-Sharif compound and in Silwan. Approximately 232 Israeli settlers with military escort toured the Haram al-Sharif compound. In Gaza, Israeli forces opened fire at Palestinian bird hunters east of Khan Yunis; no injuries were reported. 1 Palestinian trying to cross the Gaza fence was injured by Israeli live ammunition; he was hospitalized and interrogated before being released on 12/24. Israel’s civil administration said it had reversed its initial decision to not allow any Christians from Gaza enter Jerusalem and the West Bank for Christmas celebrations. It said that all 950 applicants would be allowed to travel, pending a security screening. (HA 12/23)

The Israeli high court of justice criticized the Israeli government’s decision to return $63 million from the Palestinian Workers’ Sick Fund to Israeli employers. The $63 million were accumulated by payments from Palestinian workers in Israel to the sick fund for paid sick leave. The court ordered a freeze in payment to the Israeli employers and gave the Israeli state 3 months to respond to the justices’ questions. (HA 12/26)

In the West Bank, Israeli forces demolished a shack and razed 6 dunams (1.4 acres) of agricultural land in Bayt Umar. Palestinians in Hebron observed a general strike protesting Israel’s plans to make a new settlement and closed fruit and vegetable market in the city, announced on 12/1. During a protest march against the settlement, clashes broke out between protesters and Israeli forces, leading to tear-gas related injuries. 11 Palestinians were arrested during 9 late-night raids in and around Hebron, Dura, Ramallah, Jenin, and Tulkarm; and 2 at a flying checkpoint near Jenin. In East Jerusalem, Israeli settlers damaged 160 Palestinian-owned cars by slashing tires and houses were defaced by racist graffiti like “Arabs = enemies” in Shu‘fat. A Palestinian family demolished a room in their house in Jabal Mukabir after receiving a demolition order on 12/6. 2 Palestinians were arrested during evening raids in the Old City and Issawiyya. Israel’s public security minister Gilad Erdan issued an order banning PA governor of Jerusalem Adnan Ghaith from conducting any PA-related activity in East Jerusalem, including holding meetings, gatherings, and conferences. Governor Ghaith has been arrested by Israel 7 times since becoming governor in 2018. (HA 12/10)

Israeli forces also fired tear gas near a school in Hebron, causing tear-gas related injuries. 5 Palestinians were arrested including 4 during late-night raids in and around Hebron; 1 was arrested during a raid east of Bethlehem. In East Jerusalem, Israeli forces arrested 2 Palestinians during late-night raids in the Old City. In Gaza, Israeli forces opened fire on Palestinian farmlands east of Khan Yunis; no injuries were reported. Israeli transportation minister Bezalel Smotrich announced a number of new settler-only roads in the West Bank, saying that his “master plan for transportation in Judea and Samaria [the West Bank] that looks 30, 40, 50 and 60 years ahead.” All the planned roads, including 1 currently being constructed near al-‘Arub refugee camp, includes seizure of Palestinian-owned land. In the West Bank, Israeli forces violently suppressed a demonstration against Israeli aggression in Gaza. In Bethlehem, 1 Italian tourist was injured when he was hit by a tear gas canister; others suffered tear-gas related injuries. Elsewhere, in al-‘Arub refugee camp, a Palestinian-owned house caught on fire after an Israeli tear gas grenade landed in it during a raid. Israeli forces also razed some 400 (99 acres) dunams of land in Bayt Umar and demolished a house under construction in Atuf. 7 Palestinians were arrested during late-night raids in and around Silwad, Jenin, Hebron, and Bethlehem. In East Jerusalem, a Palestinian family demolished 4 animal barns to avoid exorbitant demolition fees. 4 Palestinians were arrested during raids in Kafr ‘Aqab and Issawiyya. In Gaza, for the 2d day in a row, Israel and Islamic Jihad in Palestine exchanged rockets; 16 people were killed in Gaza and at least 40 were injured, making the comprehensive death toll since 11/12 26, including several minors. No Israelis have been reported killed and 1 person was reported injured. Officials in Gaza said that at least 48 housing units had been damaged, some completely destroyed. In the West Bank, Israeli forces shot and injured a Palestinian man using rubber-coated bullets as he was trying to enter Israel at a checkpoint southwest of Jenin. Elsewhere in Hebron, a video showed Israeli soldiers assaulting 1 Palestinian man and his 5-year-old boy. Israeli forces also delivered a stop-work notice for a house near Ya‘bad. Israeli settlers stole olive harvests from Palestinian farmers in Luban al-Sharqiyya. 10 Palestinians were arrested during late-night raids in and around Bethlehem, Bayt Umar, and Silwad. In East Jerusalem, Israeli forces demolished a Palestinian-owned home in Silwan. 2 Palestinians were arrested during late-night raids in Issawiyya. The Israeli supreme court upheld the Israeli government’s decision to expel U.S. citizen and Israel and Palestine Director at the Human Rights Watch Omar Shakir. The Israeli government accused Shakir of supporting boycotts of Israel, an accusation that the Human Rights Watch and Shakir have denied. (AJ, REU, WAFA, WP 11/5)

The European Union donated $17.84 million to the PA to help make payments for PA civil servants and pensioners as the PA faces economic hardship due to Israel withholding part of its tax revenue. (WAFA 11/5)

Israeli forces also fired tear gas near a school in Hebron, causing tear-gas related injuries among teachers and students. Elsewhere, Israeli forces shot and injured a Palestinian by the separation wall near Jenin as he was trying to enter Israel. Israeli forces also arrested 4 Palestinians during raids in and around Hebron, Bethlehem, and Tulkarm. In East Jerusalem, PA Jerusalem affairs minister Fadi Hidmi was arrested for the 3d time this year during a late-night raid in Silwan. Israeli forces also arrested 3 other Palestinians during raids in the Old City. In Gaza, Israeli forces opened fire on Palestinian agricultural lands east of Khuza‘a; no injuries were reported. In Israel, leaders of Palestinian citizens of Israel began a 3-day hunger strike to protest Israeli authorities’ inaction against violence in the communities. In the West Bank, Israeli forces demolished a Palestinian-owned home in Taybeh and 1 under construction in Bayt Umar. 12 Palestinians were arrested during late-night raids in and around Ramallah, Qalqilya, Hebron, Bethlehem, Jenin, and Nablus. 1 Palestinian photojournalist was injured by a rubber-coated bullet after clashes broke out during an Israeli raid in Ramallah. In East Jerusalem, 2 Palestinians were arrested during an event at a hotel in Shaykh Jarrah. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Jabalia. In Israel, Palestinian citizens of Israel held a general strike in Majdal Krum to protest Israeli police’s inaction amidst an uptick in violence in the community. After a meeting between the Israeli finance minister Moshe Kahlon and PA officials, the PA announced that it would start receiving tax revenue collected by Israel again. In the West Bank, 6 Palestinians were injured by Israeli forces using live ammunition and rubber-coated bullets after clashes erupted during a military raid in ‘Azun. 15 Palestinians were arrested, including 8 during late-night raids in and around Hebron; 2 at checkpoints near Bethlehem and Bayt Furik; and 5 during a daytime raid in Bayt Umar. In the West Bank, Israeli settlers destroyed 3 Palestinian-owned vehicles in Asira. Israeli authorities issued 2 military orders to seize 100 dunams (24.7 acres) of land in Qaryut and Jalud south of Nablus. Israeli forces also raided Bayt Umar, leading to clashes with Palestinians; several suffered tear gas inhalation and 1 vehicle was seized. 3 Palestinians were arrested, including 1 during a late-night raid in Hebron. In East Jerusalem, 2 Palestinians were arrested on separate occasions, including 1 after he and his mother were pepper-sprayed by Israeli police near Shu‘fat refugee camp; and 1 at his workplace in Issawiyya. According to the Israeli military, 1 missile was fired from Gaza toward Israel but landed inside of Gaza. A delegation of Egyptian security officials also met with Hamas and Islamic Jihad in Palestine members after days of rocket fire between Gaza and Israel. (HA 9/8)

Hezbollah forces downed an Israeli drone in the Lebanese town of Ramyah. It was also reported that missiles were fired from Syria toward Israel, but they failed to penetrate Israeli territory. (AJ, HA, HA 9/9)

In the West Bank, Israeli forces sealed off the main entrance to Bayt Umar north of Hebron. Israeli forces also arrested 4 Palestinians during late-night raids in Yatta and Halhul in the Hebron area. Israeli forces demolished a house in Bayt Umar In East Jerusalem, Israeli forces detained 2 Palestinian children and separately arrested 5 in Issawiyya. Elsewhere in East Jerusalem, Israeli settlers took over a Palestinian-owned building with 4 separate apartments in al-Suwana. The settlers were escorted by Israeli police. The Israeli military claimed to have found a tunnel from Gaza to Israel during construction of a barrier that is said to prevent more tunnels from being dug. The Israeli military also claimed to have shot down a drone near the Gaza fence; it did not report whether the drone was privately-owned, Israeli, or Palestinian, nor the type of drone. (HA, HA 7/8)

A court in Jerusalem found that the PA was liable for damages for 17 incidents where Palestinians killed Israelis during the 2d Intifada in the early 2000s. Several incidents were not committed by PA personnel, nor did the PA have knowledge that they would be carried out. The judge ruled that the PA was retroactively responsible for the incidents because they explicitly or implicitly endorsed them after they happened. The judge ordered the PLO, PA, and Yasir Arafat’s estate to pay $1.6 million for the cost of the trial. A different judge will determine how much the 3 entities must pay in damages. (HA 7/9)

In the West Bank, Israeli forces arrested 16 Palestinians during late-night raids in and around Abu Dis, Ramallah, al-Bireh, Bethlehem, Tulkarm, and Jenin. 2 Palestinians were injured by Joseph’s Tomb when Israeli settlers with military escort toured the site near Nablus. Also in Burqa near Nablus, Israeli forces handed 2 demolition notices for a house and a park. In Hebron, Israeli forces prevented Palestinians from renovating a house. Russia and Syria condemned Israel for its airstrikes on Syrian territory on 6/30, leading to 16 causalities. The Syrian foreign ministry filed a complaint to the United Nations Security Council demanding accountability over the strikes. (AJ, HA 7/2)

In the West Bank, Israeli forces raided a school southwest of Jenin and seized construction equipment and a tractor. Israeli forces also closed the Huwwara checkpoint for the 1st of 2 days coinciding with the Bahrain workshop. In several places throughout the West Bank, Palestinians protested the Bahrain workshop. Israeli forces arrested 13 Palestinians during late-night raids in and around Ramallah, Tulkarm, Jenin, and Hebron. During a raid near Ramallah, several Palestinians were injured by rubber-coated bullets as they were protesting the Israeli incursion. A carpentry store was also damaged by Israeli forces during the incursion. In Bayt Umar, Israel forces prevented utility workers from working on the electricity network and seized a crane and a vehicle. In East Jerusalem, Israeli municipal workers tore down a protest tent set up by Palestinians protesting the Israeli planned demolitions of a number of buildings in Silwan. In Gaza, Israeli authorities halted transfers of fuel to the Gaza power plant indefinitely, citing incendiary balloons. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishing boats and detained 3 Palestinian fishermen within the permitted fishing area. 3 Palestinians were injured by live fire east of Bayt Hanun. Charges against a Palestinian man accused of raping a 7-year-old girl in an Israeli settlement in the West Bank was dropped after an Israeli court found that there was not enough evidence tying the man to the rape. The Israeli military prosecution was criticized for their handling of the investigation and an Israeli army spokesperson said that the military would launch a probe into the investigation. The U.S.-sponsored Bahrain workshop on Middle East economic development, dubbed the Peace to Prosperity, began for the 1st of 2 days. Despite focusing on the economic element of peace between Palestine and Israel, neither country was represented at the workshop. The U.S. peace team intends to raise $50 billion in contributions for economy development in Palestine and for its neighbors. A spokesperson for PA president Mahmoud Abbas said that the Arab Peace Initiative from 2002 was a red line that could not be redrafted if a peace plan was to be executed. The comments followed U.S. special adviser and son-in-law to President Donald Trump Jared Kushner’s comments to Al-Jazeera that a peace deal would need to be found “somewhere between the Arab peace initiative and between the Israeli position.” (WAFA 6/25; HA 6/26)

In the West Bank, the entrance to ‘Azun east of Qalqilya was blocked by Israeli forced for the 15th day in a row. Separately, Israeli forces conducted raids in Sair, Bayt Umar, and Sabastiyya. During the raid in Sabastiyya, several Palestinians suffered from tear gas inhalation after clashes with Israeli forces. During late-night raids in and around Sair and Jenin, Israel forces arrest 7 Palestinians and injure 2 others. In East Jerusalem, the Israeli minister of agriculture Uri Ariel toured Haram al-Sharif along with a group of Israeli settlers and security forces. Off the coast of Gaza, Israeli naval forces fired toward Palestinian fishermen 3 nautical miles from the shore of al-Sudaniyya; no injuries were reported. 2 Palestinians were arrested by Israeli forces near the Gaza fence. U.S. senator Jeff Merkley (D-OR) introduced to the Senate a resolution (S. Res. 171) seeking to restore bilateral assistance to the West Bank and Gaza after the Trump administration slashed all aid to Palestine in 2018. In the West Bank, Israeli forces blocked the entrance to the town of Tuqu‘ near Bethlehem and stormed the city center, leading to clashes with local residents; no injuries were reported. Israel also issued a military order to confiscate 401 dunams (99 acres) of Palestinian-owned land in al-‘Arub, Bayt Umar, and Halhul near Hebron. Israeli forces also confiscated 4 Palestinian-owned vehicles during late-night raids. 14 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Ramallah, Jenin, Nablus, and Salfit. Separately, a 19-year-old Palestinian woman was also arrested at the al-Zaayim checkpoint for allegedly attempting to stab an Israeli soldier. Israeli forces sealed the Damascus Gate of the Old City and arrested 2 Palestinians in the vicinity. Later, demolition notices were delivered for 13 residential structures in the al-‘Izzawiya neighborhood. Israeli prime minister Benjamin Netanyahu declared victory after the 4/9 Israeli general elections and will serve his 5th term as prime minister. Both U.S. president Donald Trump and secretary of state Mike Pompeo congratulated Netanyahu with his victory. The PR firm behind the Likud party’s initiative to place cameras at the Palestinian-majority polling stations (see 4/9) boasted a historically low turnout among Palestinian citizens of Israel in a Facebook post that also depicted 2 of its employees with Netanyahu and his wife Sara. Turnout among Palestinian citizens of Israel was less than 50 percent. The Palestinian activist and co-founder of the Boycott, Divestment and Sanctions movement Omar Barghouti was denied entry to the U.S. to embark on a speaking tour in several U.S. cities and to attend his daughter’s wedding. He was stopped before boarding his plane in Tel Aviv and was told that the American consulate had ordered that he could not board the plane. (NYT 4/11)

In the West Bank, Israeli forces gave evacuation notices for land seizure to several Palestinians in Bittir near Bethlehem and Halhul and Bayt Umar near Hebron. Israeli forces also gave notice to Palestinians in 7 villages in the Nablus area that 406 dunams (100 acres) will be seized by Israel for a settler-only road and 384 dunams (94 acres) for a military road in the northern Jordan Valley. In Hebron, several Palestinian students, a teacher, and a janitor suffered from tear gas inhalation when Israeli forces fired tear gas into the school yard. The teacher and janitor were taken to a hospital for treatment. Israeli forces also halted construction of a road west of Yatta near Hebron. South of Bethlehem, a Palestinian was hospitalized after an Israeli settler rammed his car. In East Jerusalem, 2 Palestinians were injured and 3 arrested by Israeli police after a confrontation with Israeli settlers. Israeli settlers also sealed the door to the Shaykh Makki Mosque in the Old City for a 3d time (2 previous sealings happened in March). An Israeli court released 5 Palestinians who had been detained since March but banned them from returning to their homes in Silwan for 30 days. Russian president Vladimir Putin said weeks after U.S. president Donald Trump’s recognition of Israeli sovereignty of the Golan Heights that the U.S. change of policy is “a violation of the United Nations Security Council Resolutions.” (MNA 4/9)

In response to Israeli prime minister Benjamin Netanyahu’s comment on 4/6 that he would extend Israeli sovereignty to the West Bank, the Arab League’s assistant secretary-general Saeed Abu Ali said that such actions would lead to “dangerous repercussions” and called for an “immediate official investigation” by the International Criminal Court of “the ongoing settlement crimes in the Palestinian territories.” (MEMO 4/9)

In a White House statement, President Trump announced that the U.S had decided to designate Iran’s Islamic Revolutionary Guard Corps as a foreign terrorist organization. Prime Minister Netanyahu later tweeted on his Hebrew language account, “Thank you for the answer to another important request that serves the interests of our country and the region,” implying that the terror designation was made upon request by Netanyahu. Hundreds of Palestinians gather along Gaza’s border to continue the Great March of Return near Gaza City. Amid the protests, armed Palestinians shoot and injure an Israeli soldier. Israeli artillery and air forces then strike a number of Hamas sites near al-Bureij refugee camp, Rafah, and Jabaliya refugee camp, killing 1 Palestinian and injuring at least 4 others. The incident comes hours after a similar exchange near Jabaliya, during which armed Palestinians fired on IDF positions along the border fence and Israeli tanks shelled and destroyed a Hamas post in the area. No injuries are reported in that earlier incident. Meanwhile, IDF troops stationed along the border fence open fire on Palestinian farmers working near Gaza City and Rafah, causing no damage. In 2 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. Israeli prime minister Benjamin Netanyahu suspends the planned transfer of $15 million in Qatari funds to Gaza in response to the shooting of an Israeli soldier along Gaza’s border earlier today (see above). The transfer was originally set to go forward last week, but it was temporarily postponed in response to another incident of violence along the border fence. Meanwhile, Haaretz reports that Islamic Jihad in Palestine fighters were responsible for both shooting attacks and that they were motivated, in part, by an ongoing disagreement with Hamas. One day after reports of violent protests at Ofer Prison, the Israeli press reports that a number of Palestinian prisoners at Ofer are refusing meals in protest of conditions in the prison. UN special coordinator Nickolay Mladenov reports that UNIFIL peacekeepers have not been given access to any of the tunnels the IDF uncovered in the context of its Operation Northern Shield in late-12/2018 and earlier this month. An IDF spokesperson announces that Israeli forces have discovered another of Hezbollah’s cross-border tunnels in the context of Operation Northern Shield. According to the spokesperson, the tunnel has been booby-trapped so anyone entering from the Lebanese side would “face a serious danger to their lives.” Meanwhile, Lebanese president Michel Aoun says that U.S. officials have told him that Israel has no “aggressive intentions” behind Operation Northern Shield, adding that he too has no “aggressive intentions.” Aoun also says that his government takes the issue of Hezbollah’s tunnels “seriously.” Tensions along the border remain relatively low, although sources both in Israel and Lebanon say that there is potential for the situation to escalate quickly.
