In the West Bank, Israeli settlers attacked a Palestinian family in their home in the Masafer Yatta area, causing bruises. Israeli settlers also opened fire at Palestinians harvesting olives in Kafr Ni’ma; no injuries were reported. Elsewhere, Israeli settlers opened fire at Palestinian homes in Hebron; no injuries were reported. Israeli settlers, reportedly disguised as soldiers, also attacked Palestinians west of Jericho with stones and clubs, causing injuries and damage. Israeli forces shot and killed a Palestinian during a funeral procession in Beit Umar, injured 1 other with live ammunition; others suffered tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters at al-Jalamah checkpoint, killing 2 and injuring 2 others. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Aqabat Jaber refugee camp, injuring 3 with live ammunition. Israeli forces also violently dispersed Palestinian protesters in Bethlehem, injuring a minor with a baton round. Meanwhile, Israeli forces violently dispersed Palestinian protesters near Far’un, injuring 1 with live ammunition. Israeli forces also shot and injured 3 Palestinians near the separation wall west of Attil. Separately, Israeli forces violently dispersed Palestinian protesters in al-Bireh, injuring 2 with live ammunition. Israeli forces also demolished 2 agricultural structures in Mughayyir al-Abeed in the Masafer Yatta area. Additionally, Israeli forces fired tear gas near a hospital in Dura, causing tear-gas related injuries. A rocket, either launched from Gaza or an Iron Dome interceptor, hit Baqa ash-Sharqiya, killing 1 Palestinian and injuring 6 others. In East Jerusalem, Israeli forces shot and killed 2 Palestinians in Silwan after they allegedly fired fireworks at Israeli forces. Israeli forces also violently dispersed Palestinians in Isawiya and Ras al-Amud. Elsewhere, Israeli forces arrested 13 Palestinians on suspicion of incitement and supporting Hamas. In Gaza, Israeli naval forces fired shells at a port west of Gaza City and Khan Yunis, damaging the port and fishing boats. Israeli airstrikes also killed hundreds of Palestinians and caused damage, especially to the Rimal, al-Karama, and al-Furqan neighbourhoods and Jabaliya. Gaza economy minister Juad Abu Smallah was reportedly assassinated by Israel. It was reported that white phosphorus bombs were dropped on al-Karama. UNRWA said its headquarters in Gaza was hit by Israeli bombs. Hundreds of rockets were fired at Israel from Gaza. Near Gaza, Israel said it had killed 4 militants at a beach north of Gaza and 2 in Kibbutz Re’im. Militants were also reported to have attacked Mefalsim, causing casualties. In Lebanon, militants fired anti-tank missiles at an Israeli vehicle and Israeli forces attacked militants with a helicopter and artillery. Rockets were also fired toward Israel. Israel claimed to have regained full control of the area around Gaza, saying the bodies of approximately 1,500 Palestinian militants were found in the area. The Gaza Ministry of Health said 830 Palestinians had been killed in Israeli airstrikes and 4,250 wounded since 10/7 as of 5.30 p.m. 22 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 4 children; 332 have been injured. Israeli media reported that as of 9 p.m. more than 1,000 Israelis and foreign nationals had been killed and 2,806 injured since 10/7. The UN said 263,934 Palestinians have been displaced, with 175,486 people sheltering at UN facilities. All but 1 mobile communications tower was destroyed in Israeli strikes. More than 610,000 people in Gaza were disconnected from the water supply due to Israeli actions. The Gaza Power Plant was reported to run out of fuel by noon on 10/11, with electricity currently limited to 3-4 hours per day. The Gaza Ministry of Health called for the opening of a “safe corridor” to allow medical aid as hospitals are overwhelmed. 4 ambulances and 1 hospital in Beit Hanun were targeted by Israeli airstrikes, closing the hospital. PLO secretary-general Hussein al-Sheikh said Israel was refusing to allow aid from the West Bank to enter Gaza. (AJ, AJ 10/10; WAFA 10/11)

Israeli military spokesperson Richard Hecht said Israel may not use the same “level of fidelity” in warning civilians before striking homes and apartment buildings. It had been reported that Israel no longer used smaller munitions to “knock” on the roofs of apartment buildings or call building managers before demolishing them with larger bombs. Hecht also called the parliament and ministries in Gaza legitimate targets. Hecht further said Palestinians in Gaza should flee to Egypt via the Rafah crossing, first saying that it is open and later tweeting that he did not know if it was open. Israel bombed the crossing on 10/9 after which it was closed. Israel also hit the crossing today. Defense Minister Yoav Gallant said the Israeli military would release “all constraints” on its attacks on Gaza and is “transitioning to a full-scale offensive.” The Israeli military said it had dropped hundreds of tons of bombs on Gaza and is emphasizing “damage, not precision.” (AJ 10/9; AJ, AJ, HA, HA, REU, REU 10/10)

The Israeli military began sending planes to Europe to collect reservists that have been called up. More than 300,000 Israeli military reservists were called in to participate in the Israeli assault on Gaza. (REU 10/9; AJ, HA, REU 10/10)

A plane carrying U.S. ammunition arrived in Israel. The USS Gerald R. Ford aircraft carrier reached the eastern Mediterranean. Turkish president Recep Tayyip Erdoğan criticized the U.S. for moving the carrier near Israel, warning of a massacre in Gaza. (AJ, HA, REU 10/10; AP 10/12)

Thousands of Jordanians protested in Amman against the Israeli attacks on Gaza, demanding the Israeli embassy be closed and that Jordan end its peace treaty with Israel. (REU 10/11)

PA president Mahmoud Abbas spoke with Norwegian prime minister Jonas Gahr Støre about the Israeli attack on Gaza. PA envoy to the UN Riyad Mansour wrote a letter to the UN Security Council calling Israeli actions, including intentional starvation of Gaza, “genocidal.” (REU, WAFA 10/10)

The Likud Party said the leaders of the parties in the Israeli government coalition have agreed that Prime Minister Benjamin Netanyahu can form an emergency unity government. Yisrael Beiteinu leader Avigdor Lieberman said on 10/8 that he will only join the unity government if the Israeli leadership commits to ending the policy of constraining Hamas and eliminates the organization. U.S. president Joe Biden gave a televised speech calling the Hamas operation on 10/7 “pure, unadulterated evil,” recounting unconfirmed Israeli narratives of militants committing rapes. Biden also compared Hamas to ISIS, attributed the operation to anti-Semitism, rather than resistance, and reiterated his stance in support of Israel, saying Israel has a “duty to respond,” despite the mass civilian casualties in Gaza. Biden further stated that the U.S. is sending ammunition and interceptors for the Iron dome to Israel. Lastly, Biden warned other countries and organizations against getting involved against Israel. Hamas called Biden’s speech deplorable and inflammatory, saying Hamas launched its operation to defend the Palestinian people and put an end to the occupation. Biden also spoke with Prime Minister Netanyahu about U.S. assistance. 392 members of the U.S. House of Representatives co-sponsored a resolution in support of Israel, calling the Hamas operation “barbaric.” It is unknown if the resolution will pass, as it is unclear if the acting speaker of the House Patrick McHenry (R-NC) has the authority to bring the resolution to the floor. U.S. national security advisor Jake Sullivan said the U.S. was in talks with Egypt and Israel to create a humanitarian corridor for residents of Gaza. (HA, REU 10/10)

The U.S. State Department said Secretary of State Antony Blinken will arrive in Israel on 10/12 for meetings with Israeli leaders. Blinken will also travel to Jordan. UK foreign secretary James Cleverly is also scheduled to arrive in Israel on 10/11. (AJ, HA, REU 10/10; REU 10/11)

U.S. homeland security advisor Liz Sherwood-Randall said the U.S. is working on different options to ensure that all U.S. citizens can leave Israel by air, sea, and land. There are currently no direct flights from Israel to the U.S. Many other countries, including France, Germany, and Canada, said they are planning on offering their citizens flights out of Israel. President Erdoğan spoke with Russian president Vladimir Putin about measures to halt the Hamas-Israel conflict and deliver humanitarian aid. Erdoğan also said he is having talks with regional leaders to negotiate a halt to the war. Houthi leader Abdel Malek al-Houthi said that if the U.S. intervened in the attack on Gaza it would respond with drones and missiles. (AJ, HA 10/10)

Berlin police banned pro-Palestinian demonstrations planned for 10/11, saying expressions of solidarity with Palestine pose a threat to public order. Australian police said a planned pro-Palestinian protest scheduled for 10/15 will be an unauthorized activity. (HA 10/10; REU 10/11)

UK home secretary Suella Braverman sent a letter to English and Welsh police, saying that waiving Palestinian flags may in some instances be illegal in cases where it is “intended to glorify acts of terrorism.” (AJ 10/10)

EU high commissioner for foreign affairs Josep Borell said he had invited PA and Israeli foreign ministers Riyad al-Maliki and Eli Cohen to an EU foreign ministers meeting to discuss the situation in Palestine and Israel. Borell also said that Israel must adhere to international law, saying Israel violates the law by imposing a total blockade on Gaza. Borell further said that the “overwhelming majority” of EU states are against cutting aid to Palestinians, as suggested by some EU officials. (AJ, HA, REU 10/10)

The UN high commissioner for human rights Volker Turk said the total siege of Gaza imposed by Israel was illegal under international law as it deprives civilians of goods essential to their survival. Turk also said Israeli airstrikes had struck residential and UN buildings as well as UN schools. (AJ, REU 10/10)

The UN Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem and Israel said that there was clear evidence that war crimes had been committed in Israel and Gaza. (AJ, UN, WAFA 10/10)

In the West Bank, Israeli forces placed barbed wire on Palestinian-owned land near Umm al-Khair. In East Jerusalem, Israeli forces raided the Haram al-Sharif compound to clear it of Palestinian worshippers for Israeli settler tours. Hundreds of Israeli settlers toured the compound, while Palestinians under the age of 50 were denied access. Israeli forces also assaulted 3 Palestinians at Bab as-Silsila protesting the incursion by the Israeli settlers and forces. The PA, Hamas, Jordan, and Saudi Arabia condemned the Israeli settler tours. In Gaza, Israeli forces violently dispersed Palestinians protesting settler tours of the Haram al-Sharif compound near the Gaza fence east of Jabaliyya and east of Gaza City, injuring 6, including 2 journalists, with tear-gas canisters. Fatah Central Committee member Azzam al-Ahmad said the Islamist groups that Fatah have been fighting with since the end of July in Ain al-Hilweh refugee camp have until the end of the month to hand over the accused killers of Fatah general Mohammad al-Armoushi. Al-Ahmad also said that Fatah is not opposed to the Lebanese army entering the camp and accused Hamas of fighting Fatah “in some areas of fighting.” Hamas denied that it was involved. 18 people have been killed and 140 injured in the camp since 9/7. The UN World Heritage Committee under the UNESCO voted to list Tell es-Sultan near Jericho as a World Heritage Site in Palestine during a session in Saudi Arabia. Israel criticized the decision. Last week MKs Yuli Edelstein, Limor Son Har-Melech, and Simcha Rothman wrote letters to members of the World Heritage Convention urging them not to list Jericho as a World Heritage Site in Palestine, saying Jericho is mentioned 53 times in the Bible giving Israel primacy in the city. In the West Bank, Israeli forces injured 2 Palestinians with stun grenade shrapnel during a raid in ‘Aqabat Jaber refugee camp. Israeli forces also shot and injured 3 Palestinians, including 1 minor, during a raid in al-Arroub refugee camp. 17 Palestinians were arrested during late-night raids in Hebron, Dura, Sa’ir, Beit Umar, Beit Kahel, Surif, ‘Azzun, Jenin, and Aqabat Jaber refugee camp. In East Jerusalem, 3 Palestinians were arrested during late-night raids in Jabel Mukaber and Biddu. 10 Palestinians were killed and dozens injured during fighting in Ain al-Hilweh refugee camp in Lebanon over the weekend. Fighting reignited on 9/7 after a month of relative quiet. A ceasefire was declared later in the day after Lebanese general Elias al-Baysari met with members of Palestinian factions at his office in Beirut. (AJ, ALM, AP, REU 9/11)

The Jerusalem District Planning Authority approved the construction of 2 new Israeli settlements, Kidmat Tzion and the Hebron Strip, which is an extension of Givat Hamatos, in East Jerusalem. Kidmat Tzion lies within Ras al-Amud and will have 385 housing units. The plan was pushed by the Ateret Cohanim settlement organization which presented the plans in April. The Hebron Strip, of which 2/3 is in East Jerusalem, will have 3,500 housing units, a hotel, and a commercial area. (PCN 9/8; HA 9/11)

Al-Quds newspaper reported the U.S. has supplied the PA with armored vehicles, bullets, tear gas, sound bombs, riot shields, and k-9s with the approval of Israel. Palestinian and Israeli sources later told Haaretz that the U.S. had only transferred armored vehicles to the PA. The U.S. State Department denied that the U.S. had supplied weapons or ammunition. Israeli national security minister Itamar Ben-Gvir warned Prime Minister Benjamin Netanyahu of consequences if Israel had allowed weapons to be transferred to the PA. Netanyahu later confirmed that Israel had facilitated the transfer of armored vehciles to the PA, but not weapons. The PA said it had not received equipment from Israel. The Israeli broadcaster Kan reported that the Israeli military had admitted to mistakenly shooting 3 Palestinians during a raid in Jenin on 8/28, injuring the 3, including 1 who is now a paraplegic. Haaretz reported that Israeli police had banned vendors in the Old City of Jerusalem from selling t-shirts featuring the Palestinian flag, the Palestinian key, and other Palestinian symbols and slogans. (HA 9/11; MEMO 9/12)

4 Palestinian border police officers were sentenced to between 4 years in prison and community service for attacking and robbing Palestinians entering Israel via a hole in the separation wall south of Hebron. (HA 9/11; MEMO 9/12)

Israel’s Interior Ministry said that Palestinian Americans living in Gaza who are not considered a security threat by Israel will be able to enter Israel on a B2 tourist visa and use Israeli airports. First-degree Palestinian American relatives of people living in Gaza will also be allowed to visit Gaza for up to 90 days once a year. The policy change was part of Israel’s efforts to be admitted to the U.S. Visa Waiver program. (MEE, MEMO, REU 9/11)

U.S. assistant secretary of state for Near Eastern affairs Barbara Leaf met with Israeli officials, reportedly discussing Palestinian demands related to the Israel-Saudi normalization deal. Israeli national security advisor Tzachi Hanegbi said at a conference at Reichman University that he is in talks with the PA about their demands but had threatened that if the PA approach the ICJ Israel will sever security and political ties. More than 20,000 people were feared dead after a storm broke 2 dams near the eastern Libyan city of Derma. At least 23 Palestinians died in the flood. The PA’s Emergency Intervention and Response Team arrived in Libya on 9/13 to assist with finding survivors. The storm also caused flooding in Gaza, damaging infrastructure and homes. Palestinians in Burqa petitioned the Israeli High Court of Justice through the human rights group Yesh Din to have the court cancel the transfer of the land the Homesh outpost sits on to the Samaria Regional Council, saying the legalization of the outpost will prevent Palestinian landowners from accessing their land. In the West Bank, Palestinian militants handed the body of a Druze citizen of Israel to Israel after negotiations between the PA and the militant group. Islamic Jihad, Hamas, and the PA all called for the release of the body. Israeli settlers threw stones at Palestinian vehicles traveling west of Ramallah, causing damage. Israeli forces shot and injured 2 Palestinian students with live ammunition during a raid at the Palestine Technical University – Kadoorie in Tulkarm; others suffered tear-gas related injuries. Israeli forces also demolished 3 agricultural structures in Kafr ad-Dik. Elsewhere, Israeli forces shot and injured 1 Palestinian minor before arresting him in Nil’in. Israeli forces also seized 2 caravans, demolished 1 agricultural structure, and razed land in Atara. 14 Palestinians were arrested, including 12 during late-night raids in al-Mughayyir, Bayt Rima, Qaddura refugee camp, ‘Anata, Arab ar-Rashayida, Beit Umar, Dura, Khirbet Qilqis, Azzun, and Huwwara. 2 were arrested at a flying checkpoint near the Halamish settlement. Israel revoked 200 of the 15,500 work permits for Palestinians in Gaza, saying that a laborer had admitted that he planned to plant a bomb on a bus on behalf of Islamic Jihad. The man was arrested on 10/30. (REU 11/24)

In the West Bank, Israeli settlers tried to enter ‘Urif, but were repelled by Palestinians. Israeli forces razed land, uprooted 50 olive trees, and demolished 2 agricultural structures and 1 house under construction in Tuqu‘. 11 Palestinians were arrested during late-night raids in Silwad, Kifl Haris, Idhna, Hebron, and Beit Umar; 1 Palestinian was injured by live ammunition during the raid in Silwad and 1 was hit by a baton round; others suffered tear-gas related injuries during the raid in Beit Umar. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen northwest of Rafah and seized 3 boats carrying 2 generators and flashlights. In Gaza, Israeli forces made incursions and leveled land east of al-Fukhari. In the Israeli-occupied Golan Heights, 1 Israeli soldier died during a military exercise involving a tank. Khalil Awawdeh suspended his over-170-day hunger strike to protest his administrative detention after Israel said it would not extend his administrative detention period beyond 10/2. Haaretz reported that Egyptian security officials had been mediating between Islamic Jihad and Israel to secure Awawdeh’s release and that talks continued for the release of Bassam al-Saadi. Their release was reportedly a demand by Islamic Jihad for agreeing to the ceasefire after Operation Breaking Dawn. Awawdeh is currently hospitalized for treatment related to his hunger strike. The Palestinian Prisoners’ Club said that more than 1,000 Palestinian prisoners would launch a hunger strike on 9/1 in protest against Israeli punitive measures against prisoners implemented since February, including limited yard time and constant transfer of prisoners. Israel imposed sanctions on 20 companies and individuals alleged to be involved in financing Hamas. The companies and individuals are in Sudan, Turkey, Algeria, and the UAE. (ALM, AP 8/31)

PA prime minister Mohammed Shtayyeh met with U.S. deputy assistant secretary for Israeli and Palestinian affairs Hady Amr in Ramallah. An Israeli military court sentenced 1 Palestinian man to life in prison plus 25 years for the killing of an Israeli soldier in the West Bank on 8/2019 and ordered him to pay $450,000 to the family of the soldier. PA president Mahmoud Abbas spoke with U.S. secretary of state Antony Blinken in a phone call. According to Axios reporting, President Abbas pressed Secretary Blinken on Israeli attempts to change the Status Quo at the Haram al-Sharif compound, the lack of a political horizon, the Israeli settler march on 5/29, and the Biden administration’s failure to act on its campaign promises on Palestine. Abbas also asked the U.S. to remove the PLO from the U.S. list of terror organizations and to reopen the PLO mission in Washington D.C. Haaretz reported that an Israeli plan to reduce the economic gaps between Palestinians and Israeli Jews living in Israeli cities had been postponed due to failure to fund the program. The plan was finalized in October 2021 in response to tensions between Palestinians and Israeli Jews in cities in which both populations reside. Additionally, some local governments have opposed earmarking funds exclusively for Palestinian communities in the cities they govern. (HA 5/31)

Israel and the UAE signed a free trade agreement removing tariffs on food, agriculture, cosmetics, medical equipment, and medicine. The agreement also defines tax rates, imports and intellectual property. The free trade agreement was part of the Israeli-UAE-U.S. normalization agreement. A CNN investigation confirmed eyewitness reports and other independent investigations that Israeli forces shot and killed Palestinian American Al Jazeera journalist Shireen Abu Akleh on 5/11 in Jenin refugee camp and that her killing was likely deliberate. CNN’s investigation was based on 11 video clips, forensic findings at the scene of the murder, audio analysis of the gunshots, and 8 eyewitness testimonies. Explosive weapons expert Chris Cobb-Smith found in his analysis that the markings from the shots near the body of Abu Akleh indicated that the murder was deliberate as they did not suggest they were a result of a burst of automatic fire, but intentionally targeted. CNN further confirmed through eyewitness accounts that there was no crossfire in the area where Abu Akleh was killed, as Israel continues to claim. The Washington Post reported that Israel has a secret program called Blue Wolf that includes a large database of pictures of Palestinians taken by Israeli soldiers incentivized with prizes. The pictures are then used to enhance Israel’s facial recognition technology, allowing the occupation to monitor the movements of Palestinians in the West Bank. The sources told The Post that Israeli soldiers have an app on their phone called Wolf Pack, which contains pictures, family history, education, and a security rating for “virtually every Palestinian in the West Bank.” As part of the surveillance program, Israel has installed face-scanning cameras in Hebron. 1 former Israeli soldier told the Post that in some cases, Israel can see into Palestinian private homes. PA president Mahmoud Abbas met with Egyptian president Abdel Fattah al-Sisi and Jordanian king Abdullah II in Cairo. President al-Sisi’s spokesperson said after the meeting that al-Sisi emphasized that the creation of a Palestinian state depends of reconciliation between the PA and Hamas. The Jewish National Fund (JNF) approved a project that will seek to obtain from Palestinians 530 properties in the West Bank and 2,050 properties in East Jerusalem by reviewing documents only registered by the JNF to see if they can be used to evict Palestinians using Israeli courts. Hamas accepted an Israel and U.S. demand to allow the 2 countries to examine a list of families in Gaza that would receive a monthly stipend from Qatar, allegedly in order to ensure that the people on the list are not Hamas activists. The Israeli supreme court proposed that Palestinian residents under threat of eviction in Sheikh Jarrah become “protected residents” in what it considered a compromise. The proposition would allow the Palestinians to live in their homes in return for paying a rent fee to the settler organization, Nahalat Shimon, which claims to have acquired their property. The Palestinians agreed to the proposal but refused to accept the Nahalat Shimon’s demand that the families recognize its ownership of their properties, resulting in a stalemate. The court did not set a new date for the next hearing. Haaretz reported that Israeli officials had asked the Biden administration to put pressure on the Palestinian residents to agree to the compromise. The Jordanian government submitted documents to the court from before the 1967Day War, showing that the Jordanian government was in the process of registering the properties to their Palestinian residents, which was disrupted by the Israeli assault on its neighboring countries. U.S. state department spokesperson Ned Price later said that the U.S. is opposed to the plans to evict Palestinians from East Jerusalem, but that proposal from the supreme court is for the parties involved to consider. The PA said that it and Qatar had agreed to a mechanism to transfer Qatari funds to Gaza. More than 100,000 Palestinians in Gaza will receive ATM cards with around $100, which can be withdrawn in Gaza. Hamas had previously agreed to have the PA supervise the transfer of the Qatari funds. Israel’s cabinet approved its 1st budget in 3 years; the Knesset will still have to approve it before it is implemented. A vote is expected to occur in November. Ra’am’s demands for a significant increase in spending for Palestinian Israeli communities was approved with $16 billion earmarked for advances, as opposed to the previous $5 billion under the Netanyahu government. PA president Mahmoud Abbas announced that the Palestinian elections scheduled for 5/22 were postponed, citing Israeli ambiguity regarding whether Palestinians in East Jerusalem would be allowed to partake in the elections. President Abbas said that “as soon as Israel agrees [to allow Palestinians in East Jerusalem to partake] we will hold elections within a week.” Besides the Jerusalem issue, there was speculation that Abbas and Fatah had an interest in postponing the elections as splintering within the Fatah party has made Hamas the likely winner of the elections. Several Palestinian political leaders criticized Abbas’s decision to postpone elections, demanding a new date set. A poll conducted by the Palestinian Center for Policy and Survey Research found that a single Fatah list would get 43% of the votes for the parliamentary elections while Hamas would win 30%; 18% were undecided. Israelis voted in the general elections for the 4th time in 2 years. This time, there was not an obvious coalition to formed either, as many right-wing parties had promised not to support a government with Benjamin Netanyahu as its prime minister. Netanyahu, who had convinced the Palestinian-Israeli party Ra’am (United Arab List) to break with the Joint Arab List, also relied on religious Zionist parties, to the right of his Likud party, to be able to form a government. Those parties, including a significant majority of Likud, were vocally opposed to being in a governing coalition with Palestinian-Israelis. Ra’am leader Mansour Abbas said after the election that he was not wedded to either the right wing or left wing at that point. Meretz (Vigor) and Labor both had a better election than anticipated and went over the electoral threshold. So did the terrorist-supporting Otzma Yehudit (Jewish Power), made up by followers of Meir Kahane. The Joint Arab List ended up with 6 mandates, down from 15, partially a result of lower Palestinian-Israeli voter turnout and because Ra’am received 4 mandates that previously would have gone to the Joint Arab List. Israeli settlers also hid metal rods in a road in Kafr Malik puncturing the wheels of a tractor. Israeli forces shot and injured 1 Palestinian minor with live ammunition near Ramallah. The U.S. released a declassified report that concluded that Saudi crown prince Mohammed bin Salman is responsible for the murder of U.S. resident and journalist Jamal Khashoggi on 10/2/2018. Despite publishing that the administration had reaching that conclusion the Biden administration said it would not move to punish Mohammed bin Salman. President Joe Biden said during his presidential campaign that he would hold Saudi Arabia accountable for its actions after the Saudi royal family had been shielded by the Trump administration. German foreign minister Heiko Maas tweeted that Germany does not agree with the ICC on the issue of the ICC’s territorial jurisdiction in the West Bank, East Jerusalem, and Gaza, saying that the State of Palestine is not recognized in international law. Foreign Minister Maas’s tweet came 1 day after he spoke with Israeli foreign minister Gabi Ashkenazi, who has been reaching out to allies to have them publicly side with Israel in the matter of the ICC investigation. Unlike the U.S. and Israel, Germany is part of the ICC. The EU has said it supports the independence of the ICC. Canada and Australia, also members of the ICC, have also expressed dismay about the territorial jurisdiction ruling. The PA foreign ministry said it regretted that Israel had been successful in convincing Germany, Canada, Australia, Austria, Brazil, and others in opposing the ICC investigation. Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 15 using rubber-coated bullets while others suffered tear-gas related injuries; of the 15, 4 were hospitalized. Israeli forces also assaulted 1 Palestinian worker seeking to enter Israel near the separation wall in Far‘un, causing him to sustain 2 fractures in 1 leg. 5 Palestinians were arrested during raids in and around Bayt Jala, Qatanna, Ramallah, and Beitunia, including Hamas official Hassan Yousef; Fatah’s central committee member Jibril Rajoub condemned Israel’s arrest of Yousef. PA president Mahmoud Abbas extended the COVID-19-related state of emergency for another 30 days. The 1st COVID-19-related state of emergency was issued on 5 March. According to the PA health ministry, more than 50,000 Palestinians in Gaza and the West Bank, including East Jerusalem, have tested positive for the COVID-19 virus and 379 people have died from it. The vice president of Sudan’s transitional government Mohamed Hamdan Dagalo said in an interview with a Sudanese TV station that if Sudan establishes relations with Israel then the U.S. will remove Sudan from the list of countries sponsoring terrorism. Dagalo said that Sudan would “need Israel” as the country could benefit from Israeli technical and agricultural capabilities. He further stated that establishing relations and normalizing are not the same. (AJ 10/3)

In the West Bank, Israeli settlers attacked 2 Palestinians near al-Walaja, causing both to be hospitalized. Israeli settlers also chopped down 50 olive trees in al-Sawiya. Israeli forces injured 4 Palestinians using rubber-coated bullets during the weekly anti-settlement protest in Kafr Qaddum; others suffered tear-gas related injuries. 1 Palestinian man, aged 54, died of a heart attack after a stun grenade fired by Israeli forces landed in close proximity to him near the Barta‘a checkpoint. Israeli forces clashed with Palestinians in Hebron, leading to tear-gas related injuries. 2 Palestinians were arrested, including 1 during a late-night raid near Bethlehem and 1 at a checkpoint southeast of Jenin. In East Jerusalem, 7 Palestinians were arrested while leaving the Haram al-Sharif compound. A Hamas senior official denied reports that the Egyptian delegation had made a breakthrough in brokering a prisoner exchange deal between Hamas and Israel. According to the official, the 2 parties are still far from each other as many obstacles remain. (HA 9/18)

U.S. president Donald Trump said at a press briefing after meeting a Kuwaiti official that he thinks Kuwait will soon follow the UAE and Bahrain in normalizing ties with Israel. Kuwaiti officials said earlier this month that the country would be the last to join a normalization agreement with Israel. (HA 9/18)

In the West Bank, Israeli forces shot and killed 1 Palestinian teen and injured 2 others during a raid in Dayr Abu Mash‘al. Elsewhere, Israeli forces violently dispersed Palestinian protesters demonstrating against settlement expansion southeast of Tulkarm, leading to tear-gas related injuries. Israeli forces also demolished 1 wall and issued demolition orders for 1 pond and 1 barn in Hizma. Palestinians protested against the UAE-Israel normalization deal in Turmus ‘Ayya. Officials from the PA, PLO, Fatah, Hamas, and Islamic Jihad participated; Israeli forces injured 7 using rubber-coated bullets, others suffered tear-gas related injuries. 9 Palestinians were arrested during raids in and around Qalandia refugee camp, al-Ram, Jenin, Tubas, Tulkarm, and Ramallah. In East Jerusalem, 9 Palestinians were arrested during raids in Issawiyya. In Gaza, Israeli forces shelled multiple areas of Gaza, causing damage. According to Israeli officials, incendiary balloons sent from Gaza toward Israel started 28 fires. Palestinians in Gaza protested the Israel-UAE normalization deal in Gaza City. The Sudanese foreign ministry fired its spokesperson after he said on 8/18 that Sudan was looking forward to normalizing ties with Israel, a claim that the foreign ministry denied that same day. Saudi Arabia’s foreign minister Prince Faisal bin Farhan Al Saud said that “Saudi Arabia considers Israel’s unilateral policies of an annexation and building settlements as an illegitimate and detrimental to the two states solution . . . Saudi Arabia reaffirms its commitment to peace as a strategic option based on the Arab Peace Initiatives.” The Arab Peace Initiative stipulates normalization with Israel is predicated on the establishment of a Palestinian state. Palestinians in Gaza, East Jerusalem, and the West Bank protested against the UAE’s decision to normalize its ties with Israel. In the West Bank, Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 3 Palestinians using rubber-coated bullets and 1 with a tear gas canister to his head. Israeli forces and Palestinians also clashed west of Ramallah with young Palestinians throwing stones and Israeli forces firing live ammunition, rubber-coated bullets, and tear gas; 2 Palestinians were injured by rubber-coated bullets. 7 Palestinians were arrested during late-night raids in and around Nablus, Jenin, Tulkarm, al-‘Amari refugee camp, and Bethlehem. In East Jerusalem, 1 Palestinian family demolished their own home under construction in Silwan. In Gaza, Israel fired missiles and shells at Gaza City, Khan Yunis, and Rafah, causing extensive damage to 7 houses and minor injuries to 4 Palestinians; incendiary balloons were launched from Gaza toward Israel. It was reported that Israeli defense minister Benny Gantz had decided not to allow Qatari aid to enter Gaza as collective punishment for the incendiary balloons landing in Israel. Gantz has also ordered a halt of fuel transfers to Gaza and halved the fishing zone. The U.S. lost a bid at the UN Security Council to extend an arms embargo on Iran. 11 members abstained, Iran and China opposed, and the U.S. and the Dominican Republic were the only members voting in favor. In the West Bank, Israeli forces shot and killed 1 Palestinian man and injured 1 other near Kafr Haris. According to the Israeli military, the 2 had thrown a Molotov cocktail at the Israeli forces; the governor of Salfit said that the 2 had done nothing wrong and were hanging out with friends when they were attacked. During the funeral procession for the deceased Palestinian man, Israeli forces and Palestinians clashed in Kafr Haris; 1 Palestinian was hospitalized after being hit by a rubber-coated bullet to the neck. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum and Asira; 2 people were injured by sound bomb canisters in Asira, leading to fractures and an amputation of 1 finger; in Kafr Qaddum, 1 Palestinian was hit by a rubber-coated bullet; tear-gas related injuries were also reported. According to the Saudi Arabian news channel al-Arabiya, 1 senior member of Hamas, Mohammed Omar Abu Ajwa, defected and fled to Israel for which he allegedly had been spying on Hamas for more than 10 years. Hamas denied al-Arabiya’s report. (HA 7/12; HA 7/14)

In a letter to the EU foreign policy chief Josep Borrell, the foreign ministers of Belgium, Denmark, Finland, France, Holland, Ireland, Italy, Luxembourg, Malta, Portugal, and Sweden demanded that he accelerate the process of formulating possible responses to Israel annexation. The 1st request for Foreign Policy Chief Borrell to do so was made on 15 May at an unofficial meeting. (HA 7/14)

Israeli forces also seized 4 trucks, claiming they were carrying stolen water from a water pipe near Hebron. Elsewhere, Israeli forces seized 2 excavators near Nablus. 7 Palestinians were arrested during late-night raids in and around Jenin, Tulkarm, al-Fawar refugee camp, and Hebron. In East Jerusalem, 2 Palestinian families demolished their own houses under construction in al-Tur to avoid exorbitant Israeli demolition fees. 1 Palestinian was arrested during a raid in Issawiyya. In Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles off the coast west of Bayt Lahiya; no injuries were reported. The secretary-general of the Fatah Central Committee Jibril Rajub and the head of the Hamas political bureau Salah al-Arouri held a joint press conference formulating a plan of action to counter Israeli plans to annex parts of the West Bank. The PA finance minister Shukri Bishara said that the PA would cut wages for some 132,000 public employees by 50 percent, but not to less than $507 a month. The PA is facing a financial crisis due to not receiving tax revenue collected by Israel and from the COVID-19 crisis. (REU 7/2)

A fire broke out at an Iranian nuclear facility in Natanz. Iran refused to disclose the reason for the fire, but 3 Iranian officials told Reuters that it was caused by cyber sabotage. In a letter to the U.S. State Department, 6 senators from the Democratic Party urged the Trump administration to release the funds allocated to humanitarian aid for Palestinians by U.S. congress to help curb the spread of the COVID-19 virus. Congress had allocated $75 million in aid to Palestinians for the 2020 fiscal year. The 6 senators who signed the letter were Elizabeth Warren (D-MA), Chris Van Hollen (D-MD), Sherrod Brown (D-OH), Patrick Leahy (D-VT), Tom Udall (D-NM), Tom Carper (D-DE), Jeff Merkley (D-OR), and Bernie Sanders (D-VT).
