An Israeli settler driver crashes his vehicle into a Palestinian couple and their horse-drawn cart nr. Qalqilya, moderately injuring both of them (the man will succumb to his injuries on 10/26). It’s unclear if the crash was an intentional ramming attack or not. Elsewhere in the West Bank, the IDF shuts down the entrances to Husan village nr. Bethlehem after unidentified assailants open fire on Israeli settlers’ vehicles in the area. IDF troops arrest 7 Palestinians during patrols nr. Tulkarm, Nablus, and Bethlehem, as well as in and around Ramallah and Hebron; and patrol nr. Salfit and Hebron during the day. The raids in Ramallah spark clashes with stone-throwing Palestinian youths, but there are no serious injuries. In the evening, PASF troops violently suppress a demonstration in al-Am‘ari r.c. nr. Ramallah in protest of PA pres. Abbas’s recent decision to expel a Fatah official from the party. Further PASF clashes break out in Balata r.c. nr. Nablus and in Jenin; 2 Palestinians are injured. In East Jerusalem, Israeli forces arrest 3 Palestinians during raids in Shu‘fat r.c. and the Old City. Along Israel’s border with Egypt, an Israeli youth is wounded by gunfire from Egypt while performing maintenance work on the border fence. The IDF keeps al-Ibrahimi Mosque in Hebron closed to non-Jews and maintains the general closure of the oPt during Rosh Hashanah. Elsewhere in the West Bank, IDF troops arrest 7 Palestinians during late-night raids nr. Hebron, Bethlehem, and Nablus; and patrol nr. Nablus, Salfit, and Hebron during the day. PA FM Riyad al-Maliki says that Arab states have agreed to begin consultations in New York in support of a UNSC res. condemning Israeli settlements. He says, “We agreed that Arab ambs. to the UN would start consultations on the draft res. before the end of [10/2016].” (WAFA 10/4)

After a cabinet meeting, PA PM Rami Hamdallah announces that the PA has decided to postpone municipal elections by 4 mos., to 2/2017. Earlier in the day, the Central Elections Commission criticized the High Court’s 10/3 decision to cancel the vote in Gaza, saying that excluding Gaza would only compromise the political situation further and recommending a postponement. Hamas spokesperson Sami Abu Zuhri criticizes the postponement, saying, “We consider the govt.’s decision to postpone the election as an attempt to evade the election to serve Fatah’s interests.” (HA, MEE, MNA, TOI, WAFA 10/4)

The ship Zaytouna approaches Gaza with an all-female crew of 13 solidarity activists. They plan to test the Israeli blockade of Gaza on either 10/5 or 10/6 to focus international attention on the deteriorating humanitarian situation in Gaza. The International Comm. for Breaking the Siege of Gaza releases a statement supporting the women’s mission and calling on Israel to guarantee their safe arrival. The IDF implements a general closure of the West Bank and Gaza due to the Jewish holiday Rosh Hashanah. Meanwhile, the IDF delivers stop-work orders to a Palestinian home under construction in Yatta village nr. Hebron, and patrols during the day nr. Nablus, Tulkarm, Qalqilya, Salfit, and Hebron. An Israeli settler attacks a Palestinian-owned car nr. Qalqilya, causing NIS 1,000 (approx. $260) in damage to the windshield and tires. A Palestinian official says that the Israeli authorities have decided to bar non-Jews from al-Ibrahimi Mosque in Hebron on 7 different days in 10/2016 corresponding to Jewish holidays. The mosque will be closed to non-Jews on 10/3–4, 10/9, 10/12, 10/18–19, and 10/26. (MNA 10/2)

Israeli forces demolish 12 Palestinian homes in Qalandia r.c., sparking clashes with Palestinian protesters; there are no serious injuries. Israeli raids in Abu Dis and al-Am‘ari r.c. spark further clashes with stone-throwing Palestinians (3 Palestinians are injured). Late at night, they demolish 4 more Palestinian structures in Issawiyya and 1 under construction in Silwan, and arrest 2 Palestinians during raids in Ras al-Amud. In the West Bank, IDF troops arrest 4 Palestinians during raids in Zabbuba village nr. Jenin, sparking clashes with stone-throwing residents (there are no serious injuries). They arrest 4 more Palestinians during late-night raids in and around Bethlehem, and patrol nr. Hebron, Salfit, and Qalqilya. The IDF reopens a road nr. Bethlehem, having closed it in the wake of a shooting attack in the area on 7/21. Israeli forces begin constructing permanent cement rooms at the entrance to al-Ibrahimi Mosque in Hebron; the press reports that the rooms will be used as a security inspection area. In response to a petition from Palestinian residents of Jerusalem, Israel’s High Court of Justice orders the police to explain why they are withholding the bodies of Palestinians killed while allegedly carrying out attacks on Israelis. The police are given 3 weeks to respond. (TOI 7/26)

The IDF continues targeting Yatta in the aftermath of the 6/8 killings in Tel Aviv, raiding homes in the village late at night and taking new photographs and measurements of 1 of the attackers’ homes, threatening punitive demolition. Elsewhere in the West Bank, IDF troops arrest 5 Palestinians during raids nr. Hebron, Tulkarm, Salfit, and Ramallah; and patrol nr. Ramallah and Salfit. An IDF jeep rams and injures a Palestinian youth nr. Qalqilya. In East Jerusalem, Israeli forces arrest 2 Palestinians during late-night raids in al-‘Izzariya. Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Khan Yunis. Off the coast, Israeli naval forces open fire on Palestinian fishing boats nr. Rafah. Palestinian national reconciliation talks in Doha break down halfway through their last scheduled day. Hamas spokesperson Sami Abu Zuhri says that Fatah officials reneged on agreements made in previous rounds of negotiations and that Fatah withdrew during the 2d session of talks today. A Fatah spokesperson says that Hamas is “not ready yet for national unity and political partnership.” (MNA 6/18)

In the West Bank, IDF troops arrest 6 Palestinians and issue 1 arrest summons during raids nr. Ramallah, Hebron, Bethlehem, and Qalqilya; and patrol nr. Hebron and Nablus. Israeli settlers set fire to and destroy 15 olive trees nr. Nablus, and throw stones at Palestinian vehicles nr. Salfit, damaging 1. In East Jerusalem, Israeli forces arrest 2 Palestinians and issue arrest summons to 5 during raids in Kafr ‘Aqab, the Old City, and Silwan. PA pres. Abbas meets with Egyptian pres. al-Sisi in Cairo to discuss the Egyptian effort to restart direct Israeli-Palestinian peace talks alongside the French effort to host a multilateral peace conference in Paris, scheduled for 6/3. In East Jerusalem, Israeli forces return the bodies of 2 Palestinians killed in confrontations with Israeli forces on 3/8 and 10/17/2015. They also arrest 6 other Palestinians during raids in Issawiyya and Kafr ‘Aqab; detain a Palestinian youth nr. the Old City after he allegedly stabs and lightly injures an Orthodox Jew. Outside the city, Israeli forces disassemble 12 EUdonated mobile homes nr. al-‘Izzariya, displacing approximately 90 bedouin Palestinians. In the West Bank, Israel Defense Forces (IDF) troops conduct latenight house searches and raids in 1 village each nr. In the West Bank, an Israeli settler driver rams a Palestinian youth in Hebron, causing moderate injuries. IDF troops conduct 8 patrols nr. Hebron. Across the oPt, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, settlements, and separation wall in 4 villages nr. Ramallah (Bil‘in, Ni‘lin, Silwad, and Nabi Salih), 1 each nr. Qalqilya and Salfit, al-‘Arub r.c. nr. Hebron, and in 2 areas along Gaza’s border; 3 Palestinians are injured. Meanwhile, the Israeli authorities return the body of the Palestinian killed nr. Hebron on 4/14, despite PM Netanyahu’s reported order to hold the body indefinitely. Khan Yunis, causing no injuries. Meanwhile, the Egyptian authorities keep the Rafah border crossing open for a 3d and final day. In East Jerusalem, Israeli forces assault and arrest a Palestinian youth outside the Old City after they search and find a knife on her person. They also arrest 1 Palestinian on a raid in Issawiyya. Palestinian hunger striker al-Qiq refuses an Israeli court offer to transfer him from Emek Medical Center in Afula to a hospital in East Jerusalem, demanding to be treated at a Palestinian hospital in the West Bank. Al-Qiq has been on hunger strike since 11/24, days after he was captured from his Ramallah home and held under administrative detention. (MNA 2/16)

The IDF maintains, for a 2d day, the closure of Qabatiya where the 3 Palestinians suspected of perpetrating the 2/3 shooting in the Old City were from. In Ramla, Israel, 2 Palestinian youths are detained after allegedly stabbing and lightly injuring an Israeli security guard at a bus station. In Silwan, unidentified assailants throw Molotov cocktails at an Israeli bus, causing substantial damage and no injuries. Meanwhile, Israeli forces violently disperse Palestinian youths gathering in Jabal Mukabir, East Jerusalem, to call for the return of the bodies of Palestinians killed by Israeli forces (there are no serious injuries).Israeli forces also demolish a building in al-‘Izzariya; conduct a raid in Abu Dis, sparking clashes with stone-throwers (there are no serious injuries); arrest 3 Palestinians on further raids in Silwan, Qalandia r.c., and Biddu. Palestinian hunger striker al-Qiq rejects an Israeli High Court of Justice decision to suspend his administrative detention until his health improves. Al-Qiq argued that the ruling upheld his administrative detention in a different form. (MNA 2/4)

Israeli PM Netanyahu files an ethics complaint against 3 MKs from the Joint List for their 2/2 visit to the East Jerusalem families of Palestinians who have allegedly committed serious crimes or attacks in recent mos. (HA, JP, YA 2/4; JP, TOI 2/5)

Outside the Beit El settlement nr. Ramallah, IDF troops shoot and kill a Palestinian driver at a checkpoint after he shoots and injures 3 Israeli soldiers (1 seriously). The Palestinian, later identified as a police officer, opened fire when an Israeli soldier approached his driver’s side window to perform a security check. After the incident, the IDF imposes a partial closure on the Ramallah area, setting up mobile checkpoints, shutting down many roads, and barring nonresidents from entering the city (more restrictions will be implemented by 2/1). Later, IDF troops shoot and injure a Palestinian driver nr. Ramallah as he allegedly attempts to ram them (none of whom are injured); violently disperse Palestinian youths throwing stones and protesting the closure of a nearby checkpoint (1 Palestinian is arrested and there are no serious injuries). After the incident, the IDF declares the village a closed military zone and arrests 8 Palestinians during raids. Israeli forces seal off the entrance of a village nr. Bethlehem with earth mounds; demolish 2 residential structures and 2 bathrooms nr. Jericho. IDF troops conduct further late-night raids and house searches in 4 villages and alFawar r.c. nr. Hebron after he allegedly attempts to stab an Israeli soldier, and a 2d Palestinian is killed by errant fire during the incident. After unknown assailants open fire on cars passing through a checkpoint nr. Bethlehem, IDF troops conduct raids and house searches in nearby villages, sparking clashes with stone-throwing Palestinian youths; 1 Palestinian is killed in Bayt Jala. Meanwhile, IDF troops patrol in Tubas late at night, sparking clashes with stonethrowers and injuring 1 Palestinian. The IDF conducts late-night house searches and raids in al-Fawar r.c. and 2 villages nr. Hebron, arresting 3 Palestinians; further patrols in 1 village each nr. Jericho and Salfit, as well as 7 villages nr. Hebron. Israeli forces raze a swath of land outside a settlement nr. Jenin; demolish a plant nursery nr. Nablus late at night. The Israeli authorities inform the PA of their plans to raze Palestinian land nr. Nablus to build 6 new watchtowers and extend a security fence nr. the Yitzar settlement, and Israeli forces begin construction on the fence extension. In East Jerusalem, Israeli police raid the International Comm. of the Red Cross office overnight, arresting 6 Palestinian activists who have been staging a sit-in in protest of the Israeli orders to deport 2 of them. Israeli forces demolish 2 Palestinian homes in Silwan; arrest a Palestinian at Haram al-Sharif; arrest 2 Palestinians during late-night raids in Jabal Mukabir and al-‘Izzariya. Small-scale violence continues in the Jerusalem and Hebron areas. A Palestinian shoots and injures an Israeli soldier outside al-Ibrahimi Mosque in c. Hebron, and another shoots and lightly injures an Israeli soldier outside a junction nr. Hebron; both suspects evade arrest. Later, Israeli forces arrest a Palestinian in Jabal Mukabir, East Jerusalem, after he allegedly attempts to stab an Israeli at a bus station. Meanwhile, IDF troops conduct raids in Dahaysha r.c. nr. Bethlehem, arresting 1 Palestinian and sparking clashes with stonethrowing Palestinian youths; 3 Palestinians are injured. Israeli forces conduct further raids and house searches in Aida r.c. and 1 village nr. Bethlehem, Hebron and 2 villages nearby, 2 villages nr. Nablus, al-Fara‘a r.c. nr. Tubas, and 2 neighborhoods in East Jerusalem, arresting 17 Palestinians and issuing arrest summons to 15; patrol in 2 villages nr. Hebron, 1 nr. Salfit, Qalqilya, and 3 villages nr. Ramallah. While renovating their home in the Old City, Israeli settlers break 6 holes through the wall of an adjacent Palestinian home.
