The Israeli NGO Yesh Din files a motion with the Custodian of Absentee Property stating that the current relocation plan for the Amona settlement outpost, which the outpost’s residents approved on 12/18, is illegal because a section of the proposed relocation site, dubbed Plot 38, is privately owned by Palestinians. Israeli PM Netanyahu and DM Lieberman permit the transfer of 5 armored vehicles from Jordan to the PA because of the deteriorating security situation in the oPt, particularly in Nablus, according to an Israeli spokesperson. After mos. of negotiations and intracoalition struggle, Netanyahu resolves several conflicts over the illegal Amona settlement outpost. First, he secures Atty. Gen. Avichai Mandelblit’s approval for the govt.’s plan to relocate the 40-odd families from Amona to a nearby plot of “abandoned” land. Second, he announces plans to petition the High Court of Justice for a 30-day delay of its evacuation and demolition order to give his govt. time to prepare temporary alternate housing for Amona’s residents. Third, he brokers a deal with Finance Minister Moshe Kahlon and Education Minister Naftali Bennett on the so-called regulations bill, which Bennett is backing in order to retroactively authorize the illegal West Bank settlement outposts, including Amona. A Palestinian official says that the Israeli authorities have decided to bar non-Jews from al-Ibrahimi Mosque in Hebron on 7 different days in 10/2016 corresponding to Jewish holidays. The mosque will be closed to non-Jews on 10/3–4, 10/9, 10/12, 10/18–19, and 10/26. (MNA 10/2)

Israeli soldiers shoot and kill a Palestinian at the Qalandia checkpoint n. of Jerusalem after he allegedly stabs an Israeli border guard, causing moderate injuries. The IDF then violently disperses around 200 Palestinians gathering to throw stones in protest of the killing. Meanwhile, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, settlements, and separation wall in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c. and Shuja‘iya; at least 6 Palestinians are injured and 2 are arrested. PA pres. Abbas attends the funeral of former Israeli pres. Peres and shakes hands with Israeli PM Netanyahu. Responding to criticism from Hamas and many other Palestinians, a senior Hamas official says that Abbas’s attendance disproves Israeli claims of Palestinian dedication to violence and that it sent a “strong message of Palestinian peace” to the world. MK and Joint List chair Ayman Odeh refuses to attend, along with the rest of the Joint List, citing Peres’s treatment of the Palestinians. In the heaviest day of violence since the beginning of 7/2016, Israeli forces kill 2 Palestinians and 1 Jordanian in East Jerusalem and the Hebron area. Israeli forces shoot and kill a Jordanian youth outside the Old City of Jerusalem after he allegedly attempts to stab an Israeli soldier. An eyewitness reports that the youth did not attack anyone, and that he only yelled “Allahu akbar” when the Israeli forces asked him to lift his shirt. Israeli forces later find a knife on his body. IDF troops open fire on 2 Palestinians allegedly attempting a ramming attack outside Kiryat Arba settlement nr. Hebron, killing 1 and seriously injuring the other; 3 Israelis are injured in the alleged ramming. Separately, IDF troops shoot and kill a Palestinian youth in c. Hebron after he allegedly stabs and injures an Israeli soldier at a checkpoint. Meanwhile, IDF troops shoot and seriously injure a Palestinian in c. Hebron after he allegedly stabs and injures an Israeli soldier. After the attacks, an officer with Israel’s COGAT says that the IDF will impose strict punishments on the attackers’ home villages, including Bani Na‘im. The IDF then shuts down a number of checkpoints in Hebron and the entrances to Bani Na‘im, declaring the village and c. Hebron closed military zones. An Israeli settler on a motorcycle runs over and seriously injures an elderly Palestinian outside Duma village nr. Nablus; he dies later in the day. It is unclear if the collision is an accident or an intentional ramming attack. Elsewhere in the West Bank, IDF troops conduct raids in al-Am‘ari r.c. nr. Ramallah overnight, arresting 1 Palestinian and sparking clashes with stone-throwing residents; 4 Palestinians are injured. IDF troops arrest 4 more Palestinians during late-night raids and house searches in Jenin and around Bethlehem. Israeli forces uproot around 500 olive trees outside a village nr. Salfit. The Israeli police announce a NIS 1 b. (approx. $260 m.) plan to increase their presence in Palestinian areas of East Jerusalem by adding 1,200 officers and 5 new outposts in Ras al-Amud, Jabal Mukabir, Silwan, Issawiyya, and Sur al-Bahir. The outposts will be headquartered in buildings that already offer civic services, such as national insurance and post, reportedly to stop them from becoming sources of tension, as police outposts in East Jerusalem have been in the past. The IDF continues targeting Yatta in the aftermath of the 6/8 killings in Tel Aviv, raiding homes in the village late at night and taking new photographs and measurements of 1 of the attackers’ homes, threatening punitive demolition. Elsewhere in the West Bank, IDF troops arrest 5 Palestinians during raids nr. Hebron, Tulkarm, Salfit, and Ramallah; and patrol nr. Ramallah and Salfit. An IDF jeep rams and injures a Palestinian youth nr. Qalqilya. In East Jerusalem, Israeli forces arrest 2 Palestinians during late-night raids in al-‘Izzariya. Palestinian national reconciliation talks in Doha break down halfway through their last scheduled day. Hamas spokesperson Sami Abu Zuhri says that Fatah officials reneged on agreements made in previous rounds of negotiations and that Fatah withdrew during the 2d session of talks today. A Fatah spokesperson says that Hamas is “not ready yet for national unity and political partnership.” (MNA 6/18)

Two days after the deadly attack in Tel Aviv, the IDF seals all border crossings between Israel and the West Bank and Gaza overnight, except for humanitarian and medical cases. The largescale closure will continue through midnight on 6/12. Elderly Gazans are barred from attending Friday prayers in Haram al-Sharif today. A day after offering him the defense portfolio, Israeli PM Netanyahu agrees to Yisrael Beytenu chair Lieberman’s main demand for bringing his party into the ruling coalition: support for new legislation lowering the bar for death penalty sentences for Palestinians found guilty of serious crimes in military courts, meaning it would only affect Palestinians living in the occupied Palestinian territories (oPt). Israeli PM Netanyahu’s office releases a statement formally rejecting the French peace initiative, including the peace conference planned for 5/30 in Paris. “Israel is ready immediately to begin direct negotiations with the Palestinians without any preconditions,” it reads, adding that “any other diplomatic initiative distances the Palestinians from the table of direct negotiations.” Meanwhile, a U.S. State Dept. spokesperson reiterates that the Obama admin. has not yet taken a position on the French initiative. For the 2d time in a week, the IEC cuts power to a major West Bank city, this time affecting large areas of Bethlehem between 2:00 and 6:00 P.M. A senior Fatah official reported on the Hamas and Fatah national reconciliation efforts following 2 days of talks in Doha on 3/26–27. He says they agreed to form a national unity govt. comprising Hamas, Fatah, and other factions, and to hold legislative and presidential elections within 6 mos. In addition, they agreed that a new unity govt. would work according to the Palestine Liberation Organization’s (PLO) guidelines (i.e., pursuing a 2-state solution by way of negotiations). In the evening, Israeli forces shoot and kill a 4th and 5th Palestinian after they allegedly attempt to open fire on Israeli border police and civilians nr. Jerusalem’s Old City. IDF troops shoot and injure a Palestinian youth after she allegedly attempts to stab an Israeli soldier in c. Hebron. Palestinian witnesses report that the young woman did not attempt a stabbing. A video of the alleged stabbing is later dispersed in the media depicting Israeli soldiers pushing a disabled Palestinian witness from his wheelchair.
