In the West Bank, Israeli settlers uprooted 13 olive trees in Hares. Israeli settlers also threw stones at Palestinian vehicles traveling between Nablus and Jenin. Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 1 with a rubber-coated bullet and others were injured by tear gas. Israeli forces also violently dispersed Palestinian protesters in Tulkarm, injuring 1 with a rubber-coated bullet. Elsewhere, Israeli forces violently dispersed protesters in Qalqilya, arresting 1. 4 Palestinians were arrested at checkpoints near Bethlehem, Qalandia, and Hizma. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters, injuring 50 using rubber-coated bullets, beatings, and tear gas near the Haram al-Sharif compound, Silwan, Issawiyya, Wadi al-Juz, and Shaykh Jarrah; 4 were arrested. In Gaza, several dozen rockets were fired at Israel and Israel fired missiles and shells at Gaza east of al-Bureij refugee camp; causing damage; 2 groups, the Nidal al-Amoudi Division and the Abu Ali Mustapha Brigades, claimed responsibility for the rockets fired at Israel, saying they were in response to the violence by Israeli right-wing activists in Jerusalem on 4/22. Israeli public security affairs minister Amir Ohana condemned attacks against Jewish-Israelis in Jerusalem on 4/22, despite the fact that large crowds of right-wing Israeli activists and Israeli settlers had attacked Palestinians throughout Jerusalem, leading to more than 100 injuries. The attacks were planned by the Lehava group, which has links to right-wing Israeli lawmakers in the Otzma Yehudit (Jewish Power) party. The U.S. embassy in Israel said that the U.S. is “deeply concerned about the incidents of violence” and called on “all responsible voices” to promote calm. Jordan condemned the violence, saying that Israel as “the occupying power” in East Jerusalem must protect the Palestinian residents against the violence. An Israeli settler also opened fire at PA Lands and Water Authority employees working near al-Twana; no injuries were reported and the settler was detained by Israeli forces. 1 Palestinian was arrested at a checkpoint southwest of Jenin. In East Jerusalem, 1 Palestinian family demolished their own home in Jabal Mukabir and Israeli forces razed land east of Issawiyya. Israeli forces also sprayed skunk water at Palestinian homes and arrested 1 minor during a late-night raid in Issawiyya. 1 other Palestinian was arrested during a house raid in Abu Tor. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. In the West Bank, Israeli settlers uprooted 25 olive seedlings, stealing 22 of them in Tell. Israeli forces sealed off 8 villages near Ramallah, leading to clashes with Palestinians in 1 of the villages, Dayr Abu Mash‘al, causing tear-gas related injuries. Israeli forces also violently dispersed an anti-settlement protest in Beita, injuring 1 Palestinian with a rubber-coated bullet to his head, and others suffered tear-gas related injuries. 2 Palestinians were arrested, including 1 during a late-night raid in Anata, and 1 at a checkpoint in Halhul. In East Jerusalem, Israeli forces demolished 1 house in Shu‘fat refugee camp. Israeli police physically assaulted and arrested 3 Palestinians in Silwan after stopping their car. 2 others were arrested during late-night raids in Issawiyya and al-Tur. In Gaza, rockets launched from Gaza landed in an open area near Beersheba, where Israeli prime minister Benjamin Netanyahu was visiting during his election day campaign; no injuries or damage were reported. Israel subsequently attacked Gaza with fighter jets and helicopters, firing 5 missiles at sites near Gaza City and at 1 site in Dayr al-Balah, causing severe damage. A poll conducted by the Palestinian Center for Policy and Survey Research found that a single Fatah list would get 43% of the votes for the parliamentary elections while Hamas would win 30%; 18% were undecided. However, within the population of Fatah supports, some 10% would vote for a party headed by Mohammad Dahlan and 7% for a party head by Nasser al-Kidwa. (AP, HA, PCPSR 3/23)

Israelis voted in the general elections for the 4th time in 2 years. This time, there was not an obvious coalition to formed either, as many right-wing parties had promised not to support a government with Benjamin Netanyahu as its prime minister. Netanyahu, who had convinced the Palestinian-Israeli party Ra’am (United Arab List) to break with the Joint Arab List, also relied on religious Zionist parties, to the right of his Likud party, to be able to form a government. Those parties, including a significant majority of Likud, were vocally opposed to being in a governing coalition with Palestinian-Israelis. Ra’am leader Mansour Abbas said after the election that he was not wedded to either the right wing or left wing at that point. Meretz (Vigor) and Labor both had a better election than anticipated and went over the electoral threshold. So did the terrorist-supporting Otzma Yehudit (Jewish Power), made up by followers of Meir Kahane. The Joint Arab List ended up with 6 mandates, down from 15, partially a result of lower Palestinian-Israeli voter turnout and because Ra’am received 4 mandates that previously would have gone to the Joint Arab List. The Dutch foreign ministry summoned the Israeli ambassador to the country for clarification as to why PA foreign minister Riyad al-Maliki had his VIP travel card confiscated after meeting with ICC personnel in the Hague. In the West Bank, Israeli settlers demolished part of a Palestinian-owned house in Hebron. Israeli settlers also stole 40 olive saplings in Jalud. Israeli forces razed 5 dunams (1.2 acres) of land, including 20 olive trees, in Ras Karkar. Israeli forces also seized an agricultural structure east of Yatta. 1 Palestinian was severely injuried after stepping on an unexploded ordinance left behind by Israeli forces east of Jericho. 13 Palestinians were arrested during raids in and around Bethlehem, Tuqu‘, Tulkarm, Qalqilya, Nablus, and Jericho. Haaretz reported that the Israeli Jerusalem municipality had asked the court for local affairs to reactivate demolition orders against 70 structures in al-Bustan, which would displace 1,500 Palestinians. The Israeli municipality wants to place a tourism park named The King’s Garden where the 70 structures are located, but plans for the structure demolitions have been suspended during the negotiations between residents and the municipality. Now, the municipality wants to push forward with its plans without a settlement. (HA 3/17; HA, WAFA 3/18)

60,000 COVID-19 vaccines provided by the WHO COVAX program to the PA arrived in Israel. 40,000 will be shipped to the West Bank and 20,000 to Gaza. PA health minister Mai al-Kaila said the PA will wait to use the AstraZeneca vaccines until the WHO confirms that they are safe to use. Many EU countries have suspended using the AstraZeneca vaccines after 1 otherwise healthy Danish woman died and 3 Norwegian health workers were in severe condition from blood clots after receiving the vaccine. Israeli prime minister Benjamin Netanyahu told Israeli police officers in a Palestinian-Israeli area of Israel that they should bring criminals to their “breaking point” and that they will catch them and “put them behind bars, maybe kill some of them.” (HA 3/17)

UAE newspaper The National reported that it had obtained a 4-page internal memo from the U.S. Biden administration dubbed The US-Palestinian Reset and Path Forward. The memo suggests that the Biden administration will roll back Trump administration policies on Palestine, including reestablishing diplomatic contacts with the PA and restarting U.S. financial assistance to Palestinians, including a $15 million COVID-19 aid package. In the West Bank, Israeli settlers stormed Kafr Haris, closing the area to Palestinians. Israeli settlers also uprooted 20 olive saplings in Kisan. Elsewhere, Israeli settlers and Israeli forces forced 4 families of Palestinian-Israelis picnicking near Jibiya to leave the area saying they were not allowed to be in the area; 1 of the settlers Zvi Bar Yosef has been filmed harassing Palestinians in the area before. Israeli settlers also hid metal rods in a road in Kafr Malik puncturing the wheels of a tractor. Israeli forces shot and injured 1 Palestinian minor with live ammunition near Ramallah. Israeli forces also violently dispersed protesters in Kafr Qaddum, Hebron, Bayt Dajan, and Dayr Jarir, leading to tear-gas related injuries; 1 Palestinian minor was taken to a hospital after being hit with a rubber-coated bullet during the protest in Kafr Qaddum. 2 Palestinians were arrested while riding a motorcycle in Ya‘bad. In East Jerusalem, Israeli forces seized tents sheltering a family who’s house was demolished on 2/21 in Issawiyya. 3 Palestinians were arrested in Silwan and al-Tur. The U.S. released a declassified report that concluded that Saudi crown prince Mohammed bin Salman is responsible for the murder of U.S. resident and journalist Jamal Khashoggi on 10/2/2018. Despite publishing that the administration had reaching that conclusion the Biden administration said it would not move to punish Mohammed bin Salman. President Joe Biden said during his presidential campaign that he would hold Saudi Arabia accountable for its actions after the Saudi royal family had been shielded by the Trump administration. European members of the UN security council, Estonia, France, Ireland, Norway, and the UK, issued a joint statement expressing deep concern “at the recent repeated demolitions and confiscation of items, including of EU- and donor-funded structures carried out by Israeli authorities at Humsa Al-Baqaia in the Jordan Valley.” (AJ 2/27; WAFA 2/28)

In Gaza, Palestinians protested outside UNRWA offices in 8 refugee camps after UNRWA announced cuts in food aid. It was reported that the PA had delivered a letter for U.S. president Joe Biden to his deputy assistant secretary for Israeli and Palestinian affairs Hady Amr saying that all Palestinian factions, including Hamas, are committed to a 2-state solution on the 1967 borders with East Jerusalem as the capital of Palestine. Israel also reported that a large oil spill off the coast of Gaza and Israel led to the deaths of sea creatures, including sea turtles and whales. Israeli forces also delivered stop-work notices for 7 houses near Nablus. Meanwhile, Israeli forces raided 2 houses near Haris and Dayr Istya in Area B and took measurements. 4 Palestinians were arrested, including 3 during raids in ‘Azun and 1 at a checkpoint near Abu Dis. Elsewhere, Israeli forces seized a container used as a grocery store in Zeita, leading to clashes; 1 Palestinian was shot and injured by live ammunition. 1 Palestinian 13-year-old from Issawiyya said he was tased, beaten, and forced into stress positions while detained by Israeli forces in East Jerusalem. Israeli police said he and his brother were suspected of throwing fireworks at Israeli officers, an allegation he denied. (HA 1/29)

An Israeli court reversed its decision to freeze the bidding process for an Israeli settlement in East Jerusalem. The bidding process was halted on 1/15 after a petition by Palestinian residents and Ir Amim, which complained that 40% of the planned housing would be for Israeli citizens only, forbidding Palestinian residents of East Jerusalem from buying the property. At an Israeli cabinet meeting, Israeli prime minister Benjamin Netanyahu sought to legalize 3 Israeli settler outposts and establish 3 new settlements, but was stopped by Israeli defense minister Benny Gantz, who called the proposal “politically irresponsible . . . especially at such a sensitive time,” referring to either the upcoming Israeli elections of the transition of power in the U.S. (HA 1/19)

U.S. president Donald Trump pardoned the Israeli spy recruiter, Aviem Sella, who recruited Jonathan Pollard to spy on the U.S. for Israel in the 1980s. President Trump cited support for the clemency by Prime Minister Netanyahu, Israeli ambassador to the U.S. Ron Dermer, U.S. ambassador to Israel David Friedman, and Sheldon Adelson’s widow Miriam Adelson. Israel never extradited Sella to the U.S. after he was indicted in 1987. (AP, HA, JP 1/20)

At the confirmation hearing for Antony Blinken, U.S. president-elect Joe Biden’s pick for secretary of state, Blinken said he supported the normalization deals made between the U.S., Israel, and Morocco, and Sudan, Bahrain, and the UAE. Blinken also said that it is “vitally important” that the U.S. involve Israel in reentering the Iran Joint Comprehensive Plan of Action agreement, that he does not see an immediate way forward on finding a solution for the Palestinian-Israeli conflict, and that he and President-Elect Biden both oppose the BDS movement. He furthermore stated that he considers Jerusalem the capital of Israel and that the U.S. embassy to Israel would remain in Jerusalem. Israeli prime minister Benjamin Netanyahu said that the Israeli defense ministry and the civil administration’s higher planning committee will approve 800 new settlement units in the Itamar, Beit El, Shavei Shomron, Oranit, Givat Ze’ev, Tal Menashe, and Nofei Nehemia settlements and settlement outposts. Prime Minister Netanyahu also said on Facebook that “[w]e’re here [in the West Bank] to stay. We’re continuing to build the Land of Israel.” Leader of the Israeli opposition Yair Lapid of the Yesh Atid party called the announcement of the new settlement units “irresponsible,” citing the U.S. presidential transition on 1/20. France’s foreign ministry, the Organisation of Islamic Cooperation, Egypt, Saudi Arabia, and the PA denounced the settlement expansion. Israeli defense minister Benny Gantz also approved a small number Palestinian construction projects in al-Walaja, Hizma, Bethlehem, and Bayt Jala. All the projects need secondary approval. PA president Mahmoud Abbas issued 3 presidential decrees, 2 of which critiques say serves to bolster the power of the PA presidency ahead of potential elections later this year. 1 decree allows the PA president to select judges instead of approving judges, who would be selected based on seniority. The decree also allows the president to force Palestinian judges to retire 5 years before the set retirement age of 70. A 2d decree establishes administrative courts, which can hear petitions against officials and institutions, previously a duty of the High Court of Justice. The president of the administrative court is appointed by the PA president. (HA 1/28)

An Israeli court in Lod ruled that screening or distributing the movie Jenin Jenin from 2002 by Mohammad Bakri should be banned and copies of the movie destroyed. Bakri was also ruled to pay $55,000 to an Israeli soldier who appears in archival footage used for the movie and $16,000 for the cost of the trial. The Israeli judge said that Bakri did not do enough research to label the movie a documentary. The PA ministry of culture condemned the ruling. (HA 1/11; AJ, TOI, WAFA 1/12; WAFA 1/13)

Defense Minister Benny Gantz said that he regretted forming a coalition with Prime Minister Netanyahu, saying that Netanyahu “cheated me and cheated you [the Israeli public].” He then called on all opposition leaders, including the Joint Arab List’s Ayman Odeh, to join him in sending “Bibi [Netanyahu] home” in the upcoming election. The foreign ministers of Germany, France, Jordan, and Egypt met in Cairo to discuss reviving peace talks between Israel and Palestine. The quartet expressed willingness to work closely with the U.S. to map steps toward peace. In a statement, the 4 called for a Palestinian state with East Jerusalem as its capital. In Beita, clashes between Palestinians and Israeli forces erupted when Israeli settlers sought to seize land; dozens of Palestinians were injured, including 2 from live ammunition, 10 from rubber-coated bullets, and more than 50 from tear gas inhalation. 4 Palestinians were arrested during late-night raids in and around Hebron, Salfit, and Tulkarm. In the West Bank, Israeli settlers stole olive harvest in Qaryut and flooded 5 dunams (1.2 acres) of Palestinian farmland planted with olive trees with sewage waste in al-Jaba‘. Israeli settlers also threw stones at Israeli forces at Yitzhar settlement. Israeli forces delivered notices that 2,522 dunams (623 acres) of land would be seized, including 2,000 in al-Jaba‘, 372 south of Hebron, and 150 near Bayt Liqya. 10 Palestinians were arrested during late-night raids in and around al-Ram, Yatta, Nablus, Jenin, and Ramallah. In East Jerusalem, Israeli forces summoned 2 members of the parents’ committee that organized a school strike in Issawiyya on 11/2 in protest over Israeli forces breaking into the school and arresting 1 student; 1 of the 2 members was arrested and clashes between Israeli forces and local Palestinians broke out, resulting in the arrest of 3 Palestinian minors. The Israeli housing cabinet approved the controversial cable car project which would connect Western Jerusalem with East Jerusalem’s Old City. The project is currently under review by Israel’s attorney general and it would need a final procedural approval by the Israeli government.
