The IDF resumes air strikes on rocketlaunching sites in Gaza, citing the need to respond to 15 rockets, 10 mortars fired by Islamic Jihad fr. Gaza into Israel (causing light damage but no injuries) since the IDF assassinations on 3/12. In the West Bank, the IDF conducts daytime arrest raids, house searches in and around Qalqilya and in Tulkarm and neighboring Nur al-Shams r.c.; conducts late-night arrest raids, house searches in and around Jenin. In Bethlehem, 1,000s of Palestinians from all factions observe a general strike and attend the funeral for 4 Islamic Jihad and AMB mbrs. assassinated on 3/12 in a massive show of unity and protest against Israel’s ongoing attacks since the 11/07 Annapolis conference. A Palestinian shepherd is critically injured when he accidentally triggers IDF UXO nr. Jericho. Jewish settlers fr. Beit Hadasah in Hebron attack a Palestinian elementary school, demolishing a wall and several structures for the ongoing expansion of the school, attempt to occupy the school, beat a Palestinian security guard; the IDF removes the settlers. Israel’s Jerusalem Planning Comm. gives preliminary approval for construction of 2,200 Jewish settler housing units in Givat Hamatos in the East Jerusalem neighborhood of Bayt Safafa. Overnight, the IDF makes air strikes on suspected rocket-launching sites in n. Gaza, killing 2 Hamas mbrs., 1 unidentified armed Palestinian, 2 bystanders. Across Gaza, several thousand Palestinians take part in a nonviolent march to the border with Israel to urge an end to the siege; Hamasaffiliated security forces block demonstrators fr. reaching the Erez crossing. After the rally, some Palestinian youths gather at Erez and throw stones toward IDF positions, burn tires; the IDF fires on them, wounding 2. Palestinians fire 11 rockets fr. Gaza into Israel, seriously injuring a 10-yr.-old Israeli boy in Sederot. In the West Bank, the IDF sends undercover units into Nablus in a truck with Palestinian license plates, raiding a shop, firing on those inside, wounding 2 Palestinians, arresting 6 (including a 16-yr.- old boy); conducts rare arrest raids, house searches in Jericho. As the quarter opened, Israeli and Palestinian Authority (PA) negotiating teams created at the 11/07 Annapolis summit were holding regular meetings to discuss final status. Israel, meanwhile, maintained an extremely tight seal on Gaza following Hamas’s 1/23– 2/3 breach of the Gaza-Egypt border (see Quarterly Update in JPS 147); no exports were permitted and only very limited humanitarian imports were allowed. During the day, the Israel Defense Forces (IDF) makes a ground incursion into Rafah, clashing with local gunmen, killing 1 Hamas mbr., wounding 7 Palestinians (including 1 bystander). In the West Bank, the IDF conducts arrest raids, house searches in ‘Ayn al-Sultan refugee camp (r.c.) nr. Jericho, nr. Nablus. A Palestinian resistance mbr. wounded during a 2/11 IDF raid on Wadi al-Silqa dies. An Islamic Jihad mbr. dies of injuries sustained on 2/15 when a mortar he was preparing exploded prematurely. Overnight, the IDF sends troops, tanks, helicopter gunships into Khan Yunis in a major raid, clashing with armed Palestinians (killing at least 2 Hamas mbrs., wounding at least 22 Palestinians, including at least 5 children on their way to school), shelling and then bulldozing a Palestinian home that allegedly provided cover for gunmen (killing 5 mbrs. of a Palestinian family, wounding 2 others), bulldozing 29 d. of agricultural land. Early in the morning, Palestinians fire a Grad-type rocket fr. Gaza into Israel, striking nr. Ashqelon, causing no damage or injuries but marking the deepest rocket strike to date; also fire several homemade rockets, damaging an Israeli home is Sederot. During the day, the IDF makes air strikes destroying the homes of 2 senior Islamic Jihad cmdrs. (previously killed by the IDF), a Gaza City warehouse, and at least 1 other target associated with Islamic Jihad (no casualties are reported in these strikes); makes an air strike on a Hamas post in Rafah, killing a Fatah mbr. in detention there, wounding 2 Hamas mbrs., 2 bystanders; sends troops into Gaza City, sparking clashes with local gunmen and calling in air strikes in support, killing 1 armed Palestinian, wounding 2. Overnight, in the West Bank, the IDF launches a major raid into Nablus and neighboring ‘Ayn Bayt alMa’ r.c., imposing a round-the-clock curfew, sending in at least 70 military vehicles and bulldozers, occupying homes as observation posts, arresting 3 senior AMB mbrs., sparking demonstrations, clashing with local Palestinians, leaving 33 injured (many by rubber bullets); the PA, which has daytime security control of Nablus, denounces Israel for attempting to undermine its efforts to expand security control before Bush arrives in the region on 1/9; the raid is ongoing at the end of the day. The IDF also demolishes 12 bedouin tents outside Jericho (displacing 80 Palestinians); issues a military order confiscating 9 d. of Palestinian land nr. Salfit for military purposes; patrols in, fires on residential areas of Far‘un nr. For the 1st time since 6/07, Abbas meets with 4 West Bank Hamas officials in an effort to encourage them to split fr. their Gaza counterparts. In Nablus, the PA deploys a new 308-mbr. policing unit trained by Western advisers at a multimillion dollar training facility in Jericho; they will form part of a new National Security Force unit set up to “operate in coordination with Israeli forces to fight crime and terrorism” as part of Abbas’s new security effort “to restore law and order” in the West Bank, in keeping with road map requirements; the unit will patrol during the day only, while the IDF will continue night operations. In Gaza, the IDF makes an air strike on an ESF post nr. Rafah, killing 1 ESF officer, wounding 3. Nr. Bayt Hanun, 2 Palestinians are injured when a mortar they are preparing misfires. A Palestinian is injured when a smuggling tunnel under the Rafah border collapses. In the West Bank, the IDF lifts the round-the-clock curfew on ‘Azun imposed on 10/31; conducts arrest raids, house searches in Tulkarm town, r.c. and nr. Qalqilya; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (injuring 1 demonstrator, 1 journalist). Israel confirms that it is building a 10-mi. Palestinian-only road around Ma’ale Adumim settlement, linking Jericho and Bethlehem and bypassing Jerusalem, to create “transportational contiguity” btwn. Palestinian communities that would otherwise be cut off by the separation wall; critics note that 56 acres of privately owned Palestinian land and 352 acres of “state land” have been appropriated for the construction, which will also allow for the expansion and linkage of Ma’ale Adumim, Mishor Adumim, and Kedar settlements. In Gaza, the IDF raids and searches homes in al-Shuka, occupying several houses as observation posts (troops are still in the village at the end of the day); sends troops into al-Fakhari nr. Khan Yunis, raiding several homes, leveling lands, firing on residential areas, causing no reported injuries; sends troops into Bayt Hanun, bulldozing at least 100 d. of citrus trees and fences around a college and cemetery, withdrawing in the evening. The ESF creates 2 new openings in the Rafah border fence nr. Rafah’s Bloc J and al-Barahma, but no passage through the openings is reported. Egypt allows 30 Islamic Jihad mbrs. and Palestinian civilians stranded in Egypt since Israel sealed the Gaza borders on 6/12 to return to Gaza through the Rafah crossing (see 9/30). In the West Bank, the IDF conducts arrest raids, house searches in and around Bethlehem (arresting a mbr. of the Bethlehem municipal council), nr. Hebron, and in al-Bireh, Ramallah, Qalqilya (occupying homes as observation posts, firing on Palestinian children as they leave school, wounding 2, ages 11 and 13). The Israeli navy fires on Palestinian fishing boats off the coast of Bayt Lahiya, forcing them to return to shore. Palestinians fire a rocket fr. Gaza into Israel, lightly injuring 3 Israelis. In the West Bank, the IDF conducts arrest raids, house searches in Jericho (very rare), nr. Tulkarm; patrols in the Old City of Nablus, clashing with Palestinian gunmen, leaving 1 AMB mbr. wounded. In Gaza, the IDF exchanges fire with armed Palestinians nr. the n. Gaza border fence, killing 2 Hamas mbrs.; fatally shoots an ESF officer nr. the Erez crossing, a mentally handicapped Palestinian who strays nr. the border fence e. of Dayr al-Balah. In the West Bank, the IDF demolishes 1 Palestinian home, confiscates a mobile home in Jiftlik nr. Jericho; conducts arrest raids, house searches in and around Nablus (exchanging fire with Palestinian gunmen, leaving 1 IDF soldier injured) and nr. Bethlehem, Hebron, Qalqilya. In Gaza, an ailing Palestinian given prior approval to enter Israel for medical treatment dies at Erez crossing after being denied passage by the IDF for 2 days. In the West Bank, the IDF fatally shoots local Islamic Jihad leader Raed Abu al-Adass in a raid on Balata r.c. in what may be an assassination; conducts arrest raids, house searches nr. Jericho, Tulkarm; fires rubbercoated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in weekly nonviolent demonstrations against the separation wall in Bil‘in, injuring 4. In Hebron, 2 Jewish settlers fr. Mitzpe Ya’ir outpost attack a UN vehicle carrying 3 UN employees and 2 Israeli journalists, breaking the windshield, placing large rocks in front of the tires to prevent it fr. moving, injuring 1 UN employee; the IDF, Israeli police arrest the settlers, who are quickly released on bail. The UNRWA announces that because of Israel’s continued closure of the Gaza crossing to all but limited humanitarian aid, it must halt about $93 m. of construction projects in Gaza (including schools, water and sewage treatment facilities, health centers) that employ 121,000 Palestinians for lack of construction materials; also warns that UNRWA food stocks are running low. Hamas says it is willing to allow the PA presidential guard to monitor the crossings, but Israel says it will not deal with the presidential guard if they operate under Hamas command. Hamas demands that Egypt, Israel allow some 6,000 Palestinians stranded on the Rafah border without aid or shelter to enter Gaza; Egyptsays it will allow them through the Israeli-controlled Kerem Shalom crossing as a 1-time solution, but Hamas rejects this as an affront to Palestinian sovereignty; Hamas mbrs. fire mortars at Kerem Shalom in protest, causing light damage but no injuries. In the West Bank, the IDF sends undercover units into Jericho, raiding a billiard club, shooting, wounding, arresting 2 Palestinians; sends undercover units into Burkin nr. Late in the evening, the IDF makes air strikes on 3 Hamas targets, damaging at least 20 Palestinian homes and a mosque but causing no reported injuries; conducting arrest raids and temporarily occupying 2 Palestinian homes in Khan Yunis, exchanging fire with armed Palestinians, leaving 2 Hamas mbrs. dead, 1 bystander seriously wounded. In Bayt Lahiya, 3 Palestinian children are injured by IDF UXO. In the West Bank, the IDF demolishes a Palestinian home in the Old City of Jerusalem, 2 houses just s. of Jerusalem, 2 houses nr. Hebron (for the expansion of Harsina settlement); conducts arrest raids, house searches in Jericho (exchanging fire with wanted AMB mbrs., wounding 1 and arresting 2), in and around Nablus and Ramallah (arresting senior AMB mbr. During the day, the IDF reinforces troops in its n. Gaza buffer zone; makes air strikes on 3 ESF positions in Bayt Lahiya, Jabaliya, Khan Yunis, causing no injuries; bulldozes a Palestinian home in n. Gaza; raids and temporarily occupies 4 Palestinian homes in Bayt Hanun; fires on Palestinian farmers who stray nr. the border fence e. of Khan Yunis. The Israeli navy fires on Palestinian fishermen off the Rafah coast for a 2d day, causing no injuries. Abbas, Egyptian mediators hold talks with the Palestinian factions aimed at securing a 1-mo. unilateral halt on attacks on Israel fr. Gaza, with hopes that an Israeli cease-fire would follow that could then be extended to the West Bank; the factions demand that the cease-fire include the West Bank fr. the outset. In the West Bank, the IDF demolishes a Palestinian home outside Jerusalem; conducts arrest raids, house searches in and around Bethlehem and Nablus, in Jenin town and r.c. and Jericho (raiding a hospital to arrested a wounded wanted AMB mbr., firing on stone-throwing Palestinian youths), nr. Gaza, and hitting a guard post nr. Haniyeh’s Shati‘ r.c. residence for a 2d day (wounding 3 bystanders); other targets are located in Jabaliya r.c., Khan Yunis, and Nussayrat r.c. (leaving a total of 7 bystanders wounded). A 7th IDF air strike targets a PA presidential guard post nr. Gaza City, causing no casualties. The IDF also shoots, wounds a Palestinian woman who strays nr. the border fence nr. Bayt Lahiya. Hamas fires 6 rockets toward Israel, lightly injuring 3 Israelis, causing light damage. In the West Bank, the IDF demolishes a Palestinian home in Qabatya; raids areas of Hebron, Jericho, withdrawing without making arrests; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international peace activists demonstrating in Bil‘in against the separation wall, injuring 6 and also barring journalists fr. reaching the site. Expedited U.S. military aid (including munitions, night-vision gear, body armor) begins reaching Lebanon, with 5 U.S. military transport planes landing in Beirut. The Lebanese army occasionally shells, fires on FI positions inside Nahr al-Barid r.c., but the undeclared cease-fire generally holds. Heavy clashes btwn. the Lebanese army, FI at Nahr al-Barid r.c. continue for a 3d day. In Tripoli, a lone FI suicide bomber, still hiding from the police crackdown on 5/20, detonates a device when police close in on his location, killing only himself. Later in the afternoon, the Lebanese army halts its shelling of Nahr al-Barid r.c. in response to a shaky, undeclared cease-fire by FI, prompting some 10,000 Palestinians to flee. Palestinians in ‘Ayn al-Hilwa r.c. and Rashidiyya r.c. demonstrate against the army’s heavy shelling of Nahr al-Barid. Kiryat Arba since 3/19 throw bottles and stones at local Palestinians, use trained dogs to scare Palestinian children; the IDF observes but does not intervene. The IDF demolishes 2 Palestinian homes in Sur al-Bahir southeast of Jerusalem; issues military orders confiscating 150 d. of Palestinian agricultural land nr. Jenin for “military purposes”; conducts arrest raids, house searches in and around Jenin and Tulkarm, nr. Bethlehem and Nablus, and in Marda, Qalqilya. ESF mbrs. fire on the home of a local Fatah leader in Bayt Lahiya, killing a Fatah mbr. Separately, Hamas mbrs. kidnap a PA General Intelligence officer in Bayt Lahiya, shoot him in the legs, let him go. In the West Bank, the IDF sends an undercover unit in a car with Palestinian license plates into Tulkarm r.c., fires on a group of Palestinians wounding 4 (an AMB mbr., an Islamic Jihad mbr., 2 bystanders ages 10 and 16), then fires 5 shots at 1 of the wounded, AMB mbr. Jasr Zughayb, assassinating him; fatally shoots 2 AMB mbrs. in an exchange of fire in Nablus, also demolishing the home in which they were staying; fatally shoots a 17-yr.-old Palestinian who attempts to cut through the separation fence nr. Ramallah; conducts arrest raids, house searches in Abu Dis; raids the Modern College building in Beitunia nr. Ramallah, firing on PSF officers dispatched to the scene responding to reports of suspicious activity, killing 2 PSF officers. In Gaza, a combined group of Hamas, ESF mbrs. acting on rumors of Fatah of smuggling weapons halt, demand to inspect a 4-truck convoy escorted by Abbas’s presidential guard that entered Gaza fr. Israel through the Kerem Shalom crossing, sparking an exchange of gunfire that leaves at least 5 Palestinians dead (including 4 presidential guardsmen, 1 female bystander), 34 wounded (including 14 bystanders); the shipment of supplies (widely believed to be arms and ammunition though in separate statements, Fatah says it is food and medical supplies, equipment and tents, generators and spare parts) fr. the UAE reportedly was organized by Gaza strongman Dahlan, with the knowledge of the U.S. and Israel, and was intended for guard units loyal to him; the contents of the trucks cannot be confirmed, as they are seized during the clash (it is unclear by whom). The convoy incident precipitates Fatah-Hamas gunfights across the Strip that kill at least 3 Palestinians, wound at least another 50, and end a 3-day truce. In the most serious incidents: PA Presidential Guard units storm the Islamic University campus, clash with ESF mbrs. guarding the campus (leaving 22 wounded), claim to seize a large weapons cache and to detain 7 Iranian “explosives experts”; Hamas denies the presence of any Iranians in Gaza, Fatah does not give any proof of the arrests, Israel and the U.S. say they cannot corroborate the story; suspected Fatah gunmen fire on Hamas spokesman Fawzi Barhum nr. Gaza City, causing no injuries. Other Fatah-Hamas clashes are reported in Bayt Hanun, Bureij r.c., Gaza City, Jabaliya r.c., Khan Yunis, Rafah. In Gaza City, 5,000 Palestinians attend a rally organized by the National and Islamic Higher Comm. for the Follow-up of the Intifada (NIHC) calling for a cessation to intra-Palestinian violence. Abbas issues a presidential decree taking over 18 acres of Palestinian land nr. the Qarni crossing for construction of a presidential guard training base, to be funded by Western donors; the UN will provide training; a 16-acre presidential guard base and intelligence services training college is also being built in Jericho.
