The IDF assassinates senior AMB mbr. Iyad Qaddas, firing a missile at a house where he is staying in Jabaliya r.c.; a 2d AMB mbr., Iyad Najjar, is killed and 1 AMB mbr. and 5 bystanders are wounded. Following the assassination, the PRC (firing rockets), IDF (responding with artillery and air strikes) trade heavy fire across the n. Gaza border, leaving 4 Palestinian civilians wounded. The IDF also demolishes 3 Palestinian homes, 2 shops nr. Jenin; conducts arrest raids, house searches in and around Ramallah (including arresting the mayor of Bayt Laqia, who is a Hamas mbr.), nr. Tulkarm and in Bethlehem, Hebron, Jenin, Nablus, Tubas; confiscates 10 d. of Palestinian land east of Bethlehem for construction of an IDF post. At the Qalandia checkpoint outside Ramallah, an AMB mbr. fatally stabs an IDF soldier, is arrested; the IDF immediately seals the crossing until further notice. PA police raid some 40 Palestinian homes in Hebron and Tubas, arresting more than 10 Islamic Jihad mbrs. in connection with the 12/5 Netanya bombing; Islamic Jihad denounces the raids and warns the PA against becoming an “arm of Israel,” while the AMB and PRCs warn that they will not renew the unilateral truce at the end of the yr. if the arrest campaign continues. Overnight, the IDF raids Kefar Rai, arrests 15 Palestinians in connection with the 12/5 Netanya bombing, including the bomber’s father, 3 brothers; also conducts arrest raids in villages around Hebron and Tulkarm, in Bethlehem. PA security forces detain 13 Islamic Jihad mbrs. in Balata r.c and Nablus, exchanging fire with AMB and Islamic Jihad gunmen opposed to the arrests, causing no reported injuries; also arrest 4 Islamic Jihad mbrs. in the n. West Bank. During the day, the IDF suspends Palestinian VIP passage through checkpoints; further tightens restrictions on Palestinian movement in the West Bank; conducts an air strike on Gaza City, targeting and destroying a 1950s statue of the unknown soldier; confiscates 85 d. of Palestinian land outside Bethlehem for construction of a permanent checkpoint to separate the western rural areas of Bethlehem fr. the rest of the governorate; conducts arrest raids, house searches in Balata r.c., Hebron; raids, closes 2 Islamic charities in Jenin. Israel suspends further implementation of the 11/15 Rafah arrangements brokered by U.S. Secy. of State Condoleezza Rice, aimed at easing Palestinian movement in and out of Gaza, between Gaza and the West Bank, and within the West Bank; tells the U.S. that it will not resume discussion of the issue until PA Pres. An Islamic Jihad suicide bomber fr. Kefar Rai (btwn. Jenin and Tulkarm) detonates a device outside a shopping mall in Netanya, killing 5 Israelis, wounding 31 (4 seriously). Islamic Jihad says the attack is retaliation for the IDF’s 10/24 assassination of 2 of its leaders. The IDF immediately imposes closures on the West Bank and shuts pedestrian crossings in Gaza (keeping the Qarni crossing open for goods); announces that it is preparing for a wide-scale retaliation operation in northern Gaza and will step up assassinations and arrest campaigns in the West Bank, with DM Mofaz stating that the IDF had “decided to operate in a much broader, much deeper and more intensive manner against the Islamic Jihad infrastructure” and would make an effort to keep fr. drawing Hamas into the fighting. Later in the evening, the Israeli security cabinet authorizes the IDF to “adopt a harsher response” to rocket fire fr. Gaza, targeting built-up areas of Gaza as well as launch sites in uninhabited areas. During the day, the IDF also shells uninhabited areas in n. Gaza and in s. Gaza nr. Khan Yunis, causing no damage or injuries; makes 5 mock air raids over Gaza, breaking the sound barrier; fires on residential areas of Aida r.c., wounding 2 Palestinians; conducts arrest raids in and around Hebron and in Bethlehem, Jenin (targeting Hamas, including detaining 2 candidates in the 12/15 municipal elections, 1 candidate in the 1/25 parliamentary elections), Ramallah; bulldozes 5 d. of Palestinian land in Silwan for construction of a parking lot for Jewish settlers. Palestinians throw 2 pipe bombs at an IDF patrol nr. Bethlehem and fire on an IDF checkpoint nr. Nablus, causing no damage or injuries. PA police fire at Palestinians in Jenin rallying in support of the Netanya bombing. Israeli police round up another 500 Palestinians working in Israel without permits (see 12/4). The IDF continues massing tanks, armored vehicles on the n. Gaza border; Sharon instructs security officials to take “all measures, without restrictions, in order to stop the wave of terrorism,” though his advisers suggest that any push into Gaza likely would not happen until after Condoleezza Rice’s visit on 7/22. An IDF sniper (reportedly firing fr. a nearby Jewish settlement) assassinates senior Hamas cmdr. Sa‘id Siyam (not Shaykh Sa‘id Siyam, the Hamas spokesman) outside his home in Khan Yunis. The IDF also lifts the curfews on Tulkarm and surrounding areas imposed on 7/13; fires missiles at a Palestinian vehicle in Bayt Lahiya, injuring 1 Hamas mbr., injured 2 bystanders in an apparent assassination attempt; fires on stone-throwing youths in Tulkarm, wounding 1; shells residential areas of Khan Yunis; conducts arrest raids, house searches nr. Bethlehem, Ramallah and in ‘Azun, Hebron, Kafr Thuluth, Qalqilya, Saida nr. Tulkarm, Wadi al-Silqa. In retaliation, Hamas fires Qassam rockets into Neve Dekalim (hitting a house, injuring 6 settlers), Sederot (causing no injuries). Israel bars indefinitely all visits to Palestinian prisoners as punishment for the 7/12 Netanya bombing. A Palestinian injured in the IDF assassination of 3 Hamas mbrs. in Salfit on 7/15 dies. The IDF conducts arrest raids in Balata r.c., Bayt Hanun, Jenin; shells residential areas of Rafah; blows up a Palestinian home, 1 unit in an apartment building in Hebron. An IDF military court sentences 4 Hamas mbrs. each to 29 life terms plus 20 yrs. for involvement in planning the 3/27/02 Netanya bombing. Jewish settlers fr. Hebron run over, kill an 11-yr.-old Palestinian, chase 2 Palestinian school girls; attempt to reestablish a settlement outpost on the road to the Tomb of the Patriarchs/al-Ibrahimi Mosque, but are evacuated by the IDF, which declares the area a closed military zone. U.S. Special Forces in Baghdad capture Palestine Liberation Front leader Muhammad Abbas (Abu Abbas). Abbas reportedly had tried to flee to Syria twice but was denied entry; Syria reportedly passed information to the U.S. about his whereabouts. Abbas was convicted in absentia in 1986 by an Italian court for masterminding the 10/85 Achille Lauro hijacking, in which an American was killed. The IDF conducts a predawn raid into Tulkarm r.c., conducting house-to-house searches, fire live ammunition at a group of children protesting the incursion, killing a 9-yr.-old Palestinian boy. Nr. Jenin, IDF soldiers, believing the sound of a tank tread breaking to be a roadside bomb, fire on Palestinians harvesting an orchard nearby, killing a Palestinian woman, 2 children. Also nr. Jenin, the IDF bars a Palestinian woman in labor fr. crossing a checkpoint to reach a hospital; the woman gives birth in a taxi, the newborn dies. Heavy clashes reported in Jenin r.c., Nablus. At least 14 Palestinians are killed in Nablus. Another Israeli injured in the 3/27 Netanya bombing dies, raising the toll to 25. The IDF reopens Ansar 3 prison to hold Palestinian detainees. The Evangelical Lutheran Church reports that the IDF has severely damaged the Lutheran Christmas Church in Bethlehem, breaking in 31 doors and 57 windows, shooting holes in sinks, demolishing computers, vandalizing the gift shop. Some 200 Palestinian fighters, civilians, clergy remain in the Church of the Nativity, surrounded by IDF troops. Powell says Bush's 4/4 demand for an Israeli withdrawal without delay was only a "request"; says he is not expecting to secure a cease-fire during his upcoming trip. Before dawn, the IDF sends tanks into Jenin r.c., meeting heavy resistance, leaving at least 6 Palestinians (including 1 doctor), 1 IDF reservist dead. 1 Israeli wounded in the 3/27 Netanya bombing dies bringing that toll to 24. The IDF reoccupies Nablus; reports operations in Beitunia, Dahaysha, Qalqilya, Salfit, Tamun, Taysir, Tubas, Tulkarm. In Ramallah, the IDF raids, confiscates files of PA ministries, the PC. The International Comm. of the Red Cross (ICRC) criticizes the IDF for hampering relief operations in Bethlehem; the PRCS estimates that 14 Palestinians have died in the city since 4/1, including 5 killed today. 10s of Christian clergymen, including Latin patriarch of Jerusalem Michel Sabbah, attempt to walk to Bethlehem to mediate a resolution to siege of the Church of the Nativity and other holy sites, but they are blocked by the IDF. Israeli police use tear gas, batons to disperse 2,000 Israeli, Palestinian peace activists attempting to cross al-Ram checkpoint in Jerusalem to bring food, medicine to Ramallah, injuring 20.
