In the West Bank, Israeli settlers raided at-Tuba and Wadi Ijheish in the Masafer Yatta area, assaulting Palestinians and stealing 6 sheep and agricultural equipment. Israeli settlers also raided Qaryut, vandalizing property. Israeli forces shot and killed 5 Palestinians during raids in Askar refugee camp, Dheisheh refugee camp, Bayt Rima, Balata refugee camp, and Tammun. Israeli forces also shot and injured 38 people, including at least 3 children, during raids in Tammun, Dheisheh refugee camp, Balata refugee camp, ‘Urif, Askar refugee camp, Nablus, and Bayt Rima. Meanwhile, Israeli forces punitively demolished the family home in Askar refugee camp of a Palestinian man killed by Israeli forces in Nablus in May; the man was accused of taking part in the killing of 3 Israeli settlers in April. Israeli forces also punitively demolished the family home of a Palestinian killed by Israeli forces in Burqa and delivered a punitive demolition notice to the family of a Palestinian killed in Rumana. Elsewhere, Israeli forces razed land near Abu Basal to expand a nearby settlement. Israeli forces also closed the Dream Radio station in Hebron, threating to destroy its contents if it did not stop broadcasting. 35 Palestinians were arrested during late-night raids in and around Nablus, Jenin, Hebron, Qalqilya, Tubas, Salfit, and Tulkarm. The PA Commission of Detainees and Ex-Detainees Affairs said more than 1,590 Palestinian have been arrested in the West Bank since 10/7. In East Jerusalem, Israeli forces fired tear gas at Palestinians in Silwan, igniting a fire and causing injuries. In Gaza, some communications were restored after being cut off by Israel on 10/27. At least 302 Palestinians were killed in Israeli attacks. Islamic Jihad said Israel has assassinated 1 of its senior political officials, Taysir Alghouti, and killed several members of his family in Rafah. Islamic Jihad also said it attacked some Israeli military vehicles in Gaza. 2 Israeli soldiers were injured by a mortar shell in Gaza. Rockets were fired at Israel, causing damage. In Hanita, Islamic Jihad said 2 al-Quds Brigades fighters had been killed during an operation near the Blue Line. In Lebanon, Hezbollah said it had downed an Israeli drone. The Gaza Ministry of Health said at least 8,005 Palestinians have been killed, including around 5,000 women and children, and 20,242 have been injured in Israeli airstrikes on Gaza since 10/7. 1,800 Palestinians, including 940 children, have been reported missing. In addition, media reported that 1,500 Palestinian militants have been killed near Gaza. 115 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 33 children. More than 2,150 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. The bodies of 62 unidentified Palestinians were buried in a mass grave near al-Shifa Hospital. It was the third time Palestinians in Gaza had to resort to burying Palestinians killed by Israel in a mass grave since 10/7. 33 trucks carrying aid entered Gaza. Israel opened a second water pipe to Gaza. The Palestinian Red Crescent Society said Israel has ordered it to evacuate al-Quds Hospital; airstrikes later damaged the hospital as well as the al-Shifa and Indonesian hospitals. UNRWA said the slow flow of aid has prompted thousands of Palestinians in Gaza to take food supplies from its warehouses. The UN said nearly 1,000 Palestinians have been displaced from their homes in the West Bank since 10/7 due to Israeli settler attacks and Israeli military demolitions. A Palestinian citizen of Israel, actress Maisa Abd Elhadi, was charged by Israel with incitement to terrorism and expressing solidarity with a terrorist organization for an Instagram post. Interior Minister Moshe Arbel directed the Population and Immigration Authority to determine if he could revoke her citizenship. Elhadi was arrested on 10/12. (HA 10/30)

International Committee of the Red Cross president Mirjana Spoljaric said “[i]t is unacceptable that civilians have no safe place to go in Gaza amid the massive bombardments, and with a military siege in place there is also no adequate humanitarian response currently possible. 30 Israeli human rights and civil society organizations urged the international community to “act urgently to stop the state-backed wave of settler violence which has led, and is leading to, the forcible transfer of Palestinian communities in the West Bank.” The French foreign ministry called on Israel to take action to protect Palestinians in the West Bank. President Biden told Israeli prime minister Benjamin Netanyahu that more humanitarian aid has to enter Gaza immediately. Before the 2 spoke, U.S. national security advisor Jake Sullivan said Israel “has a responsibility to rein in the settlers.” Sullivan also said Israel must distinguish between “terrorist targets” and civilians and claimed Hamas was using human shields. Israeli settlers also vandalized an agricultural structure in Ein al-Beida. Elsewhere, Israeli settlers with a military escort attacked Qusra, causing tear-gas related injuries. Israeli forces violently dispersed Palestinian protesters in Aqabat Jaber refugee camp, injuring 1 with live ammunition and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Hebron, assaulting 1 and firing tear gas. Elsewhere, Israeli forces prevented students and teachers from reaching 27 schools in the Masafer Yatta area. Israeli forces also closed the Ibrahimi Mosque to Muslim worshippers, citing the Jewish celebration of Sukkot. Meanwhile, Israeli forces erected dirt mounts on 3 roads leading to Sabastia and its Roman ruins, preventing Palestinian travel. Israeli forces also seized 1 tractor in Deir Istiya and 1 car in Khirbet Humsa. 12 Palestinians were arrested during late-night raids in Jenin, Ya’bad, Jalazone refugee camp, and Turmus ‘Ayya. In East Jerusalem, Israeli settlers were filmed spitting on Christians in the Old City. Israeli settlers also assaulted 1 Palestinian man in Silwan, causing bruises. In the West Bank, Palestinians set an Israeli settler vehicle on fire in Turmus ‘Ayya after an Israeli settler drove his car into the town. The settler was unharmed. Israeli settlers brought their livestock to graze on Palestinian crops in the Masafer Yatta area, causing damage. Israeli forces injured 112 Palestinians, including 109 by tear gas, during a raid in Beita. Israeli forces also raided Beit Furik, causing tear-gas related injuries. Elsewhere, Israeli forces raided Tulkarm refugee camp, injuring 4 Palestinians, including 2 by live ammunition and 2 who were rammed by a military jeep. Israeli forces also shot and wounded 1 Israeli settler, believing he was a Palestinian, outside of the Ma’ale Levona settlement. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces raided the home of PA governor of Jerusalem Adnan Ghaith in Silwan. The Israeli cabinet approved a 5-year plan that will see $850 million invested in developing East Jerusalem, including in infrastructure, education, employment, and welfare. The cabinet also approved 2,000 new housing units for Palestinian residents. A plan to continue a program that prepares Palestinians for Israeli universities was dropped due to opposition from Finance Minister Bezalel Smotrich. (HA 8/20; HA, MEMO 8/21)

In the West Bank, Israeli forces delivered demolition notices for 4 houses, 8 water wells, and 1 agricultural structure in a-Tabban in the Masafer Yatta area and stop-work notices for 2 water wells and 1 agricultural structure in Zif. Israeli forces also sealed a well in Beit Lid. Elsewhere, Israeli forces prevented Palestinians from working their land in Qusra. Israeli forces also fired tear gas at Palestinians trying to enter Israel for work at the separation wall near Jenin. 15 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Nablus, and Ramallah. In East Jerusalem, representatives from the EU and UN visited Palestinians in Silwan who are threatened by Israeli demolitions and displacement. Israeli forces shot and injured 3 minors with baton rounds on the Jerusalem-Ramallah street. 5 Palestinians were arrested during raids. The PA finance ministry said it would pay PA employees 80% of their wages as it continues to be unable to pay its employees in full due to Israel’s withholding of parts of the PA tax revenue. (REU 6/7)

PA prime minister Mohammed Shtayyeh met with German vice chancellor and economy and energy minister Robert Habeck in Ramallah. The 2 discussed German support for energy projects in Palestine. Prime Minister Shtayyeh briefed Vice Chancellor Habeck on Israeli violations against Palestinians. Shtayyeh also called on the international community to create a political horizon for ending the Israeli occupation and for Germany to exert pressure on Israel to allow the PA to hold elections in East Jerusalem. UN human rights council’s commission of inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel, released its 1st report since receiving its mandate on 5/27/2021. In its report, it pointed to Israel’s continued occupation of Palestinian territory and discrimination against Palestinians as a key factor in recurrent tensions between Israelis and Palestinians. 2d, the report noted Palestinian resentment is fueled by lack of consequences for Israeli human rights violations. A commissioner working on the report said that “Israel clearly has no intentions of ending the occupation. In fact, it has established clear policies to ensure complete permanent control over the Occupied Palestinian Territory.” The report also criticized the PA and Hamas for using the occupation as justification for human rights violations against their own people. Israeli ambassador to the UN Gilad Erdan was elected vice president of the 77th session of the UN general assembly (UNGA), along with 20 others. The appointment will see Ambassador Erdan chair UNGA meetings and being part of agenda selection. Erdan will serve for 1 year, starting in September. PA prime minister Mohammed Shtayyeh said that the PA leadership was “surprised by and deplore the election of Israel's ambassador to the United Nations for the position of Vice President of the United Nations General Assembly, which we consider an attempt to promote and legitimize the colonial occupation regime on the land of the State of Palestine.” (JP 6/7; TOI 6/8; MEE 6/9; WAFA 6/13)

In the West Bank, PA forces arrested 9 Palestinian protesters during a general strike in Hebron over rising food prices. Food prices have been rising throughout the world due to Russia’s blockade of Ukrainian wheat and global supply chain issues. In Palestine, prices on flour, sugar, and cooking oil have risen up to 30% in the last quarter. 1 Israeli settler opened fire at Palestinians, claiming they had thrown stones at him; no injuries were reported. Israeli forces delivered a demolition notice for part of a Palestinian home in al-Rakiz in the Masafer Yatta area. Israeli forces also raided Nabi Salih, firing tear gas at Palestinians protesting the incursion; no injuries were reported. Elsewhere, Israeli forces violently dispersed a Palestinian protest in Tubas, causing tear-gas related injuries. Israeli forces also delivered notices to Palestinians in Tarqumiyah informing them that 600 dunams (148 acres) of agricultural land will be seized by Israel to expand the settlements of Telem and Adora. In East Jerusalem, Israeli forces raided Silwan, firing tear gas at Palestinians and causing injuries. In Jerusalem, Israeli right-wing activists raided the Greek Garden and the Church of Holy Trinity on Mount Zion, damaging property of the Greek Orthodox church. The Israeli Knesset failed to pass the 1st vote on extending the Emergency Regulations – Judea and Samaria, Jurisdiction and Legal Aid, extending Israeli law to Israeli settlers living in the West Bank. 58 voted against and 52 voted for, as the Israeli right-wing opposition voted against the measure to trigger the dissolution of the coalition government. The emergency regulation expires at the end of June. 2 party members in the Israeli coalition, Mazen Ghanaim from the United Arab List and Ghaida Rinawie Zoabi from Meretz, voted against the bill, as did the members of the Joint Arab List. The Palestinian Prisoner Society reported that 1 Palestinian prisoner who has been hunger-striking for 96 days in protest over his administrative detention was in critical condition. (WAFA 6/6)

Amnesty International (AI) called on Israel to “immediately release” Salah Hammouri, a Palestinian-French human rights lawyer who works for Addameer and who has been held in administrative detention since 3/7. AI also demanded that Israel ensure that Hammouri’s East Jerusalem residency status will not be revoked. (AI 6/6)

A survey conducted by the Israeli Democracy Institute found that 60% of Israeli Jews favored segregation from the country’s Palestinian community, up from 45% in last year’s survey. In comparison, about 20% of Palestinian citizens of Israel favored segregation. (HA 6/6)

U.S. senators Mitt Romney (R-UT) and Jon Ossoff (D-GA) sent a letter to U.S. secretary of state Antony Blinken, urging the Biden administration to ensure a “full and transparent investigation” into the killing of Palestinian American journalist Shireen Abu Akleh on 5/11 in Jenin refugee camp. Haaretz reported on recently released documents at the Israeli State Archive, which details conversations between Israeli and U.S. officials during the 1st Israeli Invasion of Lebanon. In the trove of released documents are conversations between then Israeli prime minister Menachem Begin and U.S. president Ronald Reagan, where President Reagan suggests that Palestinian refugees in Lebanon become Lebanese citizens. Prime Minister Begin responds by suggesting that Palestinians in Lebanon be deported to Libya, Iraq, Syria, or Saudi Arabia. (HA 6/6)

In the West Bank, Israeli settlers with military escort raided Halhul, vandalizing 1 mosque; Israeli forces shot and injured 2 Palestinians with live ammunition and others with baton rounds and tear gas when the Palestinians confronted the settlers. Israeli settlers also assaulted Palestinian farmers in Shufa, causing injuries. Elsewhere, Israeli settlers chased Palestinian herders off their land in al-Juwaya in the Masafer Yatta area and let their cattle graze on Palestinian crops. In East Jerusalem, Israeli settlers with Israeli police escort attacked 3 Palestinians in Silwan, causing hospitalizations, and vandalized 1 vehicle. Off the coast of Gaza, Israeli naval forces arrested 8 Palestinian fishermen and seized 2 boats within 3 nautical miles northwest of the Rafah seaport; 6 of the 8 fishermen were released on 6/1. Hamas’s military judicial authority sentenced 2 Palestinians for spying for Israel. 1 of the Palestinians was sentenced to life in prison while the other received a 7-year sentence. (JP 5/31)

An Israeli military court sentenced 1 Palestinian man to life in prison plus 25 years for the killing of an Israeli soldier in the West Bank on 8/2019 and ordered him to pay $450,000 to the family of the soldier. The Palestinian man was not present at the killing, but the court claimed that he had formed a cell that incited the murder of the Israeli man. (HA 5/31)

PA president Mahmoud Abbas spoke with U.S. secretary of state Antony Blinken in a phone call. According to Axios reporting, President Abbas pressed Secretary Blinken on Israeli attempts to change the Status Quo at the Haram al-Sharif compound, the lack of a political horizon, the Israeli settler march on 5/29, and the Biden administration’s failure to act on its campaign promises on Palestine. Abbas also asked the U.S. to remove the PLO from the U.S. list of terror organizations and to reopen the PLO mission in Washington D.C. Haaretz reported that an Israeli plan to reduce the economic gaps between Palestinians and Israeli Jews living in Israeli cities had been postponed due to failure to fund the program. The plan was finalized in October 2021 in response to tensions between Palestinians and Israeli Jews in cities in which both populations reside. Additionally, some local governments have opposed earmarking funds exclusively for Palestinian communities in the cities they govern. (HA 5/31)

Israel and the UAE signed a free trade agreement removing tariffs on food, agriculture, cosmetics, medical equipment, and medicine. The agreement also defines tax rates, imports and intellectual property. The free trade agreement was part of the Israeli-UAE-U.S. normalization agreement. U.S. state department spokesperson Ned Price told reporters that the Biden administration remains committed to reopening the U.S. consulate to Palestinians in Jerusalem. 15 Democratic members of the U.S. house of representatives, led by Cori Bush (D-MO), wrote a letter to Secretary Blinken urging him to send the “strongest message possible” to prevent Israel from evicting more than 1,000 Palestinians from the Masafer Yatta area, calling the displacement of Palestinians “a war crime.” (HA, MEE 5/31; WAFA 6/1)

In the West Bank, Israeli settlers uprooted 900 olive and apricot saplings and stole olive harvests in Sabastia. Israeli settlers also uprooted 70 trees in the Masafer Yatta area. Israeli forces shot and injured 1 Palestinian man with live ammunition during a late-night raid in Tammun. Israeli forces also shot and injured 1 Palestinian minor in Silwad before arresting him. Elsewhere, Israeli forces demolished 1 structure in Haris and 1 house in Abu Nawwar, displacing 8 Palestinians, and delivered a stop-work notice for a house under construction in Deir Balut. 10 Palestinians were arrested during late-night raids in and around Ramallah, Kobar, Beita, ‘Azzun, al-Shuyukh, and Beit Umar. In East Jerusalem, 1 Israeli police officer was filmed hitting 1 Palestinian teenager at the Damascus Gate plaza. The teenager was filmed approaching the officer to complain that he was beaten by another officer. As the officer asked the Palestinian which of his colleagues had beaten him, the officer started beating the Palestinian with his club. Later, on 10/14, the officer was suspended for 5 days. 3 Palestinian minors were arrested in Silwan and al-Tur. Off the coast of Gaza, Israeli naval forces confiscated 1 Palestinian fishing boat anchored some 6 nautical miles west of Gaza. The International Committee of the Red Cross (ICRC) said in a statement that 9,300 olive trees had been destroyed in the West Bank from August 2020 to August 2021. The ICRC further stated that Palestinians growing olives face 3 challenges: impediments to their movement and access, harassment and violence by settlers, and impacts of climate change. The Palestinian prisoner administration said that some 400 Palestinian prisoners in Israeli prisons soon will start an open-ended hunger strike to protest new restrictions imposed after 6 prisoners escaped Gilboa prison on 9/6. The Palestinian Football Association (PFA) canceled a meeting with FIFA president Gino Infantino due to his participation in an event hosted by former U.S. ambassador to Israel David Friedman at the Israeli Museum of Tolerance, built on a Muslim cemetery in East Jerusalem that dates back to the 11th century. The PFA said in a statement that it views Infantino’s participation in the event “as a total affront to the values of religious tolerance and peaceful coexistence, both endorsed by the FIFA statutes.” (WAFA 10/12; WAFA 10/13)

In the West Bank, Israeli forces shot and killed 1 11-year-old boy near Beit Umar who was sitting in his father’s car; according to the family, the child’s father decided to turn his car around after seeing a flying checkpoint near the city, when the Israeli forces fired 13 bullets at the car. Israeli forces also violently dispersed Palestinian protesters near the Evyatar settlement outpost, injuring 8 with rubber-coated bullets and others with tear gas. Elsewhere, Israeli forces delivered demolition orders against 1 water well and 1 agricultural structure in al-Fakheit in the Masafer Yatta area. 11 Palestinians were arrested during late-night raids in and around Bethlehem, Hebron, and Jenin refugee camp. In East Jerusalem, Israeli forces razed land and demolished 1 agricultural structure in al-Tur. 1 Palestinian was arrested during a late-night raid in Silwan. The Israeli ministry of defense said it had informed the PA that it would increase the number of work permits for Palestinians by 16,000. 15,000 of the permits would be for construction work and 1,000 would be for work in hospitality. PA prime minister Mohammed Shtayyeh met with EU envoy for the Middle East peace process Sven Koopmans in Ramallah, where he called for a revival of the peace process under the auspices of the Quartet on the Middle East. PA health minister and head of the PA environmental quality authority Mai al-Kaila and Jamil Matour met with the Israeli health and environmental protection ministers Nitzan Horowitz and Tamar Zandberg, both of the Meretz (Vigor) party, in Jerusalem to discuss cooperation on health and environmental issues. The agreements reached included direct ambulance service from Gaza to the West Bank via the Beit Hanun crossing, easing restrictions on Palestinian medical teams accessing East Jerusalem and Area C, and for Israel to accept vaccination certificates produced by the PA. The meeting was arranged by Israel’s minister of regional cooperation Issawi Frej upon the request of the U.S. The last time PA and Israeli ministers met was in 2018 when PA prime minister Rami Hamdallah met with Israeli finance minister Moshe Kahlon. Israel’s defense minister Benny Gantz visited the French defense minister Florence Parly in Paris to relay Israeli findings in regards to the news that the Israeli company NSO Group’s spyware Pegasus had been used to spy on French President Emmanuel Macron’s phone. In a briefing at the UN security council, the deputy special coordinator for the Middle East peace process Lynn Hastings said that the UNRWA was facing “an imminent cash flow crisis” amounting to $100 million. In the West Bank, Israeli settlers assaulted 1 Palestinian farmer working his land near Qalqilya. Israeli forces uprooted some 100 olive trees while razing some 30 dunams (7.4 acres) of land in Jayyus. Israeli forces also delivered demolition notices for 10 houses in Ni‘lin and Dayr Qaddis in Area B. Elsewhere, Israeli forces seized 2 residential tents and 2 agricultural tents, displacing 15 Palestinians in al-Buwayb in the Masafer Yatta area. Palestinians protested Israeli attacks on Palestinian and international journalists at the office of the Palestinian Journalists Syndicate in Ramallah. 11 Palestinians were arrested, including 10 during raids in and around Bethlehem, Nablus, al-‘Arub refugee camp, Bayt Umar, Hebron, Dayr Abu Mash‘al, Idhna, al-‘Amari refugee camp, Dayr Balut, and Surayf, and 1 was arrested at a checkpoint in Huwwara. In East Jerusalem, 5 Palestinians were arrested in al-Tur, Silwan, and the Old City. In Gaza, 1 Palestinian was found dead in rubble resulting from Israeli air strikes in Gaza City, raising the comprehensive death toll since 5/10 from 260 to 261, including 67 children and 3 pregnant women. In Gaza, electricity remained limited to 6 hours followed by blackouts for 12 hours despite repairs made to power lines that were damaged during the most recent escalation between Israel and Hamas. It was reported that the power shortages were due to Israel continuing to withhold fuel transfers to Gaza’s power plant. Hamas leader in Gaza Yahya Sinwar said Hamas was ready to negotiate the terms of releasing Israeli captives and the bodies of 2 Israeli soldiers held by the organization. The deputy head of Hamas in Gaza, Khalil al-Hayya, had earlier that day warned Israel not to tie the issue of Israeli captives to aid to Gaza or to Israeli policy on Jerusalem. Israel’s foreign minister Gabi Ashkenazi made the opposite demand during a meeting with Egypt’s foreign minister Sameh Shoukry on 5/30. Israeli public security minister Amir Ohana backed a call by Lydda councilman Amichai Langfeld to have armed Jewish-Israeli civilians patrol the streets of the city to “protect the Jewish community” there. More than 50 former prime ministers, foreign ministers, and senior international officials wrote an open letter calling for protecting the independence of the ICC and condemning attacks on the court. The letter mentioned Israel-Palestine as a place where, without the ICC, there “is no accountability for grave human rights violations, it is the victims seeking justice and people longing for lasting peace who are paying the price.” The letter also called allegation of anti-Semitism waged against the ICC “unfounded.” (GDN, GDN 5/31; MEMO, WAFA 6/1)

Elsewhere, Israeli forces delivered a stop-work order for a house in Susiya. 24 Palestinians were arrested during raids in and around Tuqu‘, Bayt Umar, Dayr Jarir, Ramallah, Jenin, and Qabatiya; among the arrested were at least 4 prominent members of Palestinian political parties, including at least 1 who was running in the upcoming Palestinian elections. Israeli prime minister Benjamin Netanyahu approved delivery of extra water rations from the Jordan River to Jordan almost a month after the request was made. It had been reported that Prime Minister Netanyahu was stalling the request because of his personal deteriorating relationship with Jordanian king Abdullah II. It was also reported that U.S. secretary of state Antony Blinken had asked Israel to send the extra water to Jordan. Prime Minister Netanyahu also held a joint press conference with U.S. secretary of defense Lloyd J. Austin III in Jerusalem. During the conference, which was held 1 day after Israel attacked the Iranian Natanz nuclear site, Netanyahu called the Iranian government a “fanatical regime.” When asked about the attack on the nuclear site, Netanyahu did not say whether it was an Israeli operation but did say, “[m]y policy as prime minister of Israel is clear: I will never allow Iran to obtain the nuclear capability to carry out its genocidal goal of eliminating Israel.” (AJ, HA 4/12)

The Lebanese outgoing minister of public works Michel Najjar signed a decree that extended Lebanon’s maritime border claim by 550 square miles. The EU imposed sanctions on 8 Iranian officials in response to the crackdown on protests in November 2019, when some 1,500 people were reportedly killed by Iranian forces. Iran denies that the death toll was that high. The UN said at least 304 people were killed.
