A child and an elderly man die of starvation at the Kamal Adwan Hospital, bringing the death toll from starvation to at least 20 people. In Lebanon, Israeli forces attack Yaroun, Kafra, Yatar, and Fardis. Hezbollah forces attack Metula. In Syria, Israeli forces fire artillery, saying 2 rockets were launched at the Golan Heights. In Yemen, Houthi militants fire a missile at the True Confidence cargo ship, killing 3 people. It is the first time that a Houthi attack enforcing the Red Sea blockade has caused casualties. Israel’s National Planning and Building Council approves the advancement of 3,476 new settlement units in the Ma’ale Adumim, Kedar, and Efrat settlements. 694 units in Efrat receive final approval, while 2,452 in Ma’ale Adumm and 330 in Kedar are moved to the planning process. The PA calls for sanctions to deter Israel from its settlement enterprise. Saudi Arabia, Jordan, the UAE, Egypt, Bahrain, Turkey, and Qatar condemn the settlement expansion. The Washington Post reports that the U.S. has secretly approved and delivered more than 100 separate arms shipments to Israel since 10/7/2023. The Post says the U.S. has circumvented congressional oversight in the majority of instances by processing arms sales that are below the threshold to notify Congress. Qatari prime minister Mohammed bin Abdulrahman bin Jassim Al Thani says ceasefire negotiations are “not very promising” but that they will continue. PA prime minister Mohammad Shtayyeh meets with South African president Cyril Ramaphosa at the sidelines of the African Union Summit in Addis Ababa. Israel’s public defender’s office issues a report based on visits to the Carmel, Damon, and Eshel prisons and the Russian Compound, saying conditions for all prisoners are deteriorating and noting that half of all prisoners have less than 29.5 square feet of space while around 3,400 prisoners are sleeping on mattresses on the floor. The report says that prisoners are experiencing “[i]ntolerable overcrowding; poor sanitary conditions; hygiene problems and infestations; poor ventilations; a lack of basic equipment.” (HA 2/7)

Hamas responds to the Israeli, U.S., Qatari, and Egyptian ceasefire proposal. Hamas official Ghazi Hamad says Hamas is seeking to have as many Palestinian prisoners released as possible.   Hamas also says its response was delayed due to many issues in the proposal being “unclear and ambiguous.” Qatar calls the response “mostly positive.” Israel says it is “thoroughly” evaluating the response. The Israeli military opens an investigation into allegation its forces killed Israelis on 10/7/2023. The military also says that it believes that 32 additional captives out of the 136 remaining captives held in Gaza have been killed. Haaretz reports that the Israeli military has begun investigating dozens of incidents in Gaza that are suspected to have violated international law, including killings of civilians and targeting of hospitals, schools, and government institutions. The New York Times releases an investigation showing Israeli soldiers posting videos on social media of themselves gleefully destroying civilian property. Israeli foreign minister Israel Katz meets with the UN envoy for humanitarian aid to Gaza Sigrid Kaag, saying the UN must find a way to bypass UNRWA in delivering aid. (AJ 2/6)

U.S. secretary of state Antony Blinken meets with Qatari prime minister Mohammed bin Abdulrahman bin Jassim Al Thani in Doha, Egyptian president Abdel Fattah el-Sisi in Cairo, and later travels to Israel. At a press conference with Al Thani, Blinken says the U.S. will be promoting steps toward a Palestinian state and Israeli normalization deals after the war in Gaza. He also calls the notion that Hezbollah and the Houthi Movement are acting in solidarity with Palestinians “absolutely wrong,” saying their actions are “fundamentally about Iran’s quest for power.” Al Thani says suspending UNRWA funding would “have catastrophic consequences.” (AJ, AJ, HA, HA, REU 2/6; AJ, NYT 2/7)

The U.S. House of Representatives rejects a standalone bill for $17.6 billion in assistance to Israel, unlike the Senate bill which includes Ukraine, Taiwan, and border funding. President Joe Biden previously said he would veto the House bill. The ICJ elects Ugandan judge Julia Sebutinde as its vice president for a 3-year period. Sebutinde was the only judge on the 17-member panel to vote against all provisional measures in South Africa’s genocide case against Israel in January. In the West Bank, Israeli settlers attacked a Palestinian family in their home in the Masafer Yatta area, causing bruises. Israeli settlers also opened fire at Palestinians harvesting olives in Kafr Ni’ma; no injuries were reported. Elsewhere, Israeli settlers opened fire at Palestinian homes in Hebron; no injuries were reported. Israeli settlers, reportedly disguised as soldiers, also attacked Palestinians west of Jericho with stones and clubs, causing injuries and damage. Israeli forces shot and killed a Palestinian during a funeral procession in Beit Umar, injured 1 other with live ammunition; others suffered tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters at al-Jalamah checkpoint, killing 2 and injuring 2 others. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Aqabat Jaber refugee camp, injuring 3 with live ammunition. Israeli forces also violently dispersed Palestinian protesters in Bethlehem, injuring a minor with a baton round. In East Jerusalem, Israeli forces shot and killed 2 Palestinians in Silwan after they allegedly fired fireworks at Israeli forces. Israeli military spokesperson Richard Hecht said Israel may not use the same “level of fidelity” in warning civilians before striking homes and apartment buildings. It had been reported that Israel no longer used smaller munitions to “knock” on the roofs of apartment buildings or call building managers before demolishing them with larger bombs. Hecht also called the parliament and ministries in Gaza legitimate targets. Hecht further said Palestinians in Gaza should flee to Egypt via the Rafah crossing, first saying that it is open and later tweeting that he did not know if it was open. The Netherlands announced that it will stop paying $1.5 million yearly in aid to the PA because of the stipends the PA pays to families of Palestinian prisoners and families of Palestinians killed by Israel. Israel frames these payments as “terrorist salaries.” The head of the Palestinian Prisoners’ Association said, “From a Palestinian perspective, the payments are meant to assist the families of Palestinians who are imprisoned by Israel for various political charges.” Pro-Israel lobbies in the Netherlands have tried to persuade the country from contributing to the PA.
