In the West Bank, 4 Palestinians were arrested during late-night raids in and around Nablus and Bayt Duqqu. During the raid in Bayt Duqqu, clashes erupted between Israeli forces and Palestinians; no injuries were reported. During the raid in Nablus, Israeli forces seized a vehicle and 2 computers. During a different late-night raid in Bayt Umar, Israeli forces seized 1 vehicle, 500 Jordanian Dinars ($700) and 3,500 NIS ($1,000). Israeli settlers attacked Palestinian vehicles traveling near the Homesh settlement, causing damage to 25 vehicles and injuries to Palestinians from shattered glass. Israeli settlers also attacked 2 Israeli police officers disguised as Palestinian technicians at the Bat Ayin settlement. The 2 settlers were arrested by the Israeli police officers. In Baghdad, Iraqi protesters attacked the U.S. embassy after funerals were held for the 25 members of Kata’ib Hezbollah who were killed in U.S. airstrikes in Iraq and Syria on 12/29. Protesters managed to enter the embassy compound and ignited several fires. It was reported that the U.S. ambassador and staff were evacuated from the embassy before the protesters entered the compound. U.S. forces remained inside the embassy throughout the attack. According to an Associated Press reporter, a loudspeaker urged the protesters to leave, saying “the message was delivered.” U.S. president Donald Trump said in a tweet that Iran orchestrated the attack on the U.S. embassy in Iraq and that he holds Iran “fully responsible.” As the events were unfolding, U.S. secretary of defense Mark Esper said that the U.S. was deploying some 750 additional troops to the Middle East. In the West Bank, clashes erupted between Israeli forces and Palestinians when Israeli settlers toured Joseph’s Tomb near Nablus; 1 Palestinian was hospitalized after being hit by a rubber-coated bullet, others suffered tear-gas related injuries. 6 Palestinians were arrested including 5 during late-night raids in Hebron, Taqqua, and al-‘Arub refugee camp; 1 was arrested at a military checkpoint near al-Khadir. Israeli forces delivered a stop-work order for a Palestinian-owned house near Tubas. In East Jerusalem, 15 Palestinians were arrested during late-night raids in Issawiyya. In Gaza, Israeli forces opened fire at agricultural lands east of Khan Yunis; no injuries were reported. Israel notified 6 Palestinians living in the East Jerusalem neighborhood of Issawiyya that Israel intends to use a British Mandate-era emergency regulation to place them under nighttime curfew for several months. (HA 12/30)

8 Palestinian and Arab banks signed a memorandum of understanding with the Jerusalem District Electricity Company (JDECO) for a loan to facilitate an end to the power cuts that have affected thousands of Palestinians since 12/15. The Israel Electric Corporation (IEC) began to cut power for several major cities in the West Bank because the JDECO had accumulated too much debt to the IEC due to a fiscal crisis. The JDECO is a Palestinian-owned electricity company that relies on the IEC for supplying power to East Jerusalem and the West Bank. (WAFA 12/29)

In a statement, Hamas’s interior ministry accused the PA of providing information to Israel that aided the Israeli assassination of PIJ commander Baha Abu al-Ata on 11/12. The statement also said that Hamas had arrested a PA intelligence cell which had allegedly collected the information given to Israel. (HA 12/29)

The Israeli security cabinet approved a request made by defense minister Naftali Bennett to withhold $43 million of the PA tax revenue collected by Israel from the PA. According to the defense ministry, the $43 million represents payments transferred from the Israeli government to Israeli families who were victims of Palestinian attacks. The U.S. conducted 3 airstrikes in Syria and Iraq against the Kata’ib Hezbollah militia group, killing 25 and injuring 55. U.S. officials said the attack was in response to the killing of a civilian contractor on 12/27 working for the U.S. at a military base in Iraq, officials also warned that “additional actions” may be taken. According to the Iranian media outlet Fars, the Iranian Revolutionary Guard seized a foreign tanker carrying illegal oil south of Larak Island in the Persian Gulf. The reporting did not indicate the nationality of the ship, but 16 Malaysian crew members were arrested. (HA 12/30; AJ 12/31)

In the West Bank, 4 Palestinians were arrested at the Allenby border crossing for attempting to smuggle some 100 goldfinch birds to Hebron. Another 3 Palestinians were arrested during late-night raids in and around Jenin. 1 Palestinian was arrested in al-‘Arub refugee camp. In East Jerusalem, 1 Palestinian was arrested in the Old City. Israeli defense minister Naftali Bennett issued directions to start registering settlements in Area C under the Ministry of Justice rather than the Israeli Civil Administration which is responsible for Israeli activities in the West Bank. (MEMO, WAFA, WAFA 12/28)

In the West Bank, 7 Palestinians were arrested during late-night raids in and around Qalqilya, Nablus, Salfit, Jericho, and Hebron. In East Jerusalem, 2 Palestinians were arrested in the Old City. In Gaza, Israeli forces struck several targets, causing damage; no injuries were reported. An IDF spokesperson said that the attack was in response to a rocket fired at Israel on 12/25. The organizing committee of the Great March of Return announced the suspension of the weekly Great March of Return protest to the end of March 2020. The announcement also declared that from April 2020, the protest would be monthly instead of weekly. (AJ, HA 12/26)

Israeli prime minister Benjamin Netanyahu won the Likud leadership primary over his rival Gideon Sa’ar with 72.5 percent of the vote. Netanyahu said in his victory speech that he would work toward U.S. recognition of Israeli sovereignty over the Jordan Valley, the Dead Sea, and all Israeli settlements in the West Bank. In the West Bank, Israeli forces seized a Palestinian-owned car during a late-night raid in Salfit. Israeli forces and Palestinians clashed at the entrance to al-‘Arub refugee camp, leading to tear-gas related injuries. 2 Palestinians were arrested during the confrontation. Another 5 Palestinians were arrested, including 4 during late-night raids in and around Hebron and 1 at a flying checkpoint near Jenin. In East Jerusalem, Israeli forces seized a Palestinian-owned vehicle in Silwan. In Gaza, Israeli forces made incursions to level land east of Bayt Hanun. In Israel, Israeli prime minister Benjamin Netanyahu was rushed offstage during a speech in Ashqelon after a rocket was fired from Gaza; the rocket was intercepted by the Iron Dome missile defense system. In the West Bank, Israeli forces demolished 2 residential structures near Hebron and razed Palestinian-owned land near Nablus. 17 Palestinians were arrested during late-night raids in and around Bayt Duqqu, Bethlehem, Ramallah, Hebron, and Jericho. Israeli forces also seized a Palestinian-owned tractor near Tubas. In East Jerusalem, Israeli forces demolished 1 Palestinian-owned home under construction in Issawiyya, delivered a demolition order for another house in Issawiyya, and demolished 2 homes in Jabal al-Mukabir. 14 Palestinians were arrested during late-night raids in Issawiyya, al-Tur, and Ras al-Amud. In the West Bank, Israeli settlers attacked a Palestinian mother and her daughter in Hebron using pepper spray. Israeli forces seized a truck and a bulldozer in Bayt Umar near Hebron. Israeli forces arrested 14 Palestinians, including 1 disabled teenager by al-Ibrahimi Mosque; 9 during late-night raids in and around Hebron, Qalqilya, and Ramallah; 3 at a northern entrance to Bethlehem; and 1 at a flying checkpoint north of Tulkarm. Meanwhile, Israeli forces seized tents and uprooted trees in Khirbat Tana and dismantled residential shacks and a barn near Tubas. During the incident near Tubas, a B’tselem fieldworker was detained and his car was seized. In East Jerusalem, 7 Palestinians were arrested at the Haram al-Sharif compound and in Silwan. Approximately 232 Israeli settlers with military escort toured the Haram al-Sharif compound. In Gaza, Israeli forces opened fire at Palestinian bird hunters east of Khan Yunis; no injuries were reported. 1 Palestinian trying to cross the Gaza fence was injured by Israeli live ammunition; he was hospitalized and interrogated before being released on 12/24. Israel’s civil administration said it had reversed its initial decision to not allow any Christians from Gaza enter Jerusalem and the West Bank for Christmas celebrations. It said that all 950 applicants would be allowed to travel, pending a security screening. (HA 12/23)

The Israeli high court of justice criticized the Israeli government’s decision to return $63 million from the Palestinian Workers’ Sick Fund to Israeli employers. The $63 million were accumulated by payments from Palestinian workers in Israel to the sick fund for paid sick leave. The court ordered a freeze in payment to the Israeli employers and gave the Israeli state 3 months to respond to the justices’ questions. (HA 12/26)

In the West Bank, Israeli forces seized a forklift during a raid in ‘Ayn al-Bayda in the Jordan Valley. In Bayt Umar, Israeli forces and Palestinians clashed after Israeli forces raided the town, leading to tear-gas related injuries. Separately, 2 Palestinians were arrested during a late-night raid in Bayt Umar. In East Jerusalem, 7 Palestinians were arrested, including 1 in Bab al-Rahma at the Haram al-Sharif compound; 1 in his car east of the Old City; and 5 during a raids in Issawiyya and Ras al-Amud. Approximately 80 Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli forces opened fire on Palestinian agricultural lands east of al-Bureij; no injuries were reported. In the West Bank, Israeli settlers uprooted 300 olive trees in al-Khadir. Settlers also wrote racist graffiti on walls of buildings and slashed the tires of 25 vehicles in al-Jib. Israeli forces clashed with Palestinians in al-‘Arub, causing tear-gas related injuries. 12 Palestinians were arrested during late-night raids in and around Ramallah, Qalqilya, Jenin, and Hebron. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Issawiyya. In Gaza, Israel struck targets in Gaza after a rocket was fired from Gaza toward Israel. No injuries were reported, but damage was reported. Israeli forces fired tear gas at Palestinian agricultural lands east of Khan Yunis, forcing farmers to leave. Israeli naval forces fired a water cannon at a Palestinian fisherman, causing damage to his boat. Israel also reduced the fishing zone to 6 nautical miles. 3 Palestinians were arrested after trying to enter Israel by the Gaza fence; all 3 were released on 12/20. The Israeli high court of justice criticized Israeli police handling Palestinian complaints of destruction of their property. The court said the police’s handling of such complaints “is troubling, to say the least” and that in 1 case, “except for taking the Palestinian plaintiff’s statement, the police did virtually nothing.” (HA 12/20)

In the West Bank, 4 Palestinians were arrested during late-night raids in and around Bethlehem, Ramallah, and Qalqilya; during the raids in Ramallah and Bethlehem, 3 Palestinians were injured. Israeli forces prevented Palestinian farmers east of Tubas from plowing their land. In East Jerusalem, 9 Palestinians were arrested during late-night raids in Issawiyya and Silwan. A 21-year-old Palestinian shepherd who lost 4 fingers due to an undetonated grenade in a West Bank military firing zone in 2012 was awarded, by the Jerusalem Magistrate’s Court, $87,000 for his injuries as the court ruled that the Israeli defense ministry had neglected to clear the area. In the West Bank, Israeli forces opened fire and fired tear gas at Palestinians near the separation barrier north of Tulkarm, causing injuries. Israeli forces injured a Palestinian in Bayt Jala who allegedly threw a Molotov cocktail at an Israeli military vehicle; the man was hospitalized for his injuries. Israeli settlers vandalized road construction equipment in the northern part of the Jordan Valley. In East Jerusalem, Israeli forces demolished the 2d floor of a Palestinian-owned building in Issawiyya. In Gaza, Israeli forces killed a Palestinian, who was allegedly approaching the Gaza fence, in an airstrike. In the West Bank, the Israel Electric Corporation cut power for 10s of thousands of Palestinians in Ramallah for 3 hours between 2pm and 5pm. Israeli settlers threw stones at Palestinian-owned vehicles driving on a road between Nablus and Qalqilya, causing damage. Israeli settlers also vandalized a number of Palestinian-owned bulldozers in the Jordan Valley by filling their fuel tanks with sand. 5 Palestinians were arrested during late-night raids in and around Hebron, Jenin, and Qalandia. In East Jerusalem, 3 Palestinians were arrested during late-night raids, including a Fatah official. In Gaza, Israeli forces opened fire on agricultural lands, damaging a municipality truck. In a separate incident, Israeli forces fired tear gas near Khuza‘a; no injuries were reported. In the West Bank, Palestinians and Israeli forces clashed during a raid near Ramallah; no injuries were reported, but a live bullet smashed a window of a Palestinian-owned house. 1 Palestinian was arrested near Qalqilya for allegedly throwing stones at Israeli soldiers. In Gaza, 9 Palestinians were injured by Israeli-fired live ammunition and rubber-coated bullets and others suffered tear-gas related injuries during the 84th Great March of Return protest. The UN General Assembly extended UNRWA’s mandate to 3 years in a vote of 169-2 with 9 countries abstaining. The U.S. and Israel were the 2 votes against extending the mandate. PA president Mahmoud Abbas called the extension “evidence that the entire world are standing with our people, its historical rights, and its just cause.” (AJ, HA, WAFA 12/13; JP 12/14)

In the West Bank, 14 Palestinians were arrested, including 11 during late-night raids in and around Hebron, Ramallah, Bethlehem, and Jericho; 3 were arrested at flying checkpoints near Qalqilya. During a raid in Ramallah, 1 Palestinian paramedic was injured by gunfire as Palestinians clashed with Israeli forces; others suffered tear-gas related injuries. In Israel, a Palestinian village was raided by Israeli extremists, slashing the tires of some 20 Palestinian-owned vehicles and writing racist graffiti like “Muhammad is a pig” on buildings, including a mosque. In the West Bank, 3 Palestinians were arrested, including: 1 during a house raid near Ramallah; 1 at a shop near Qalqilya, who had been in a fight with an Israeli settler; and 1 near the separation barrier. In Gaza, 3 rockets were launched at Israel from Gaza, causing no damage or injuries. 2 Palestinians were arrested after crossing from Gaza to Israel; both were unarmed. In the West Bank, 4 Palestinians were arrested during late-night raids in and around Tulkarm and Bethlehem. In Bayt Umar, Israeli forces injured 1 Palestinian firing live ammunition at his abdomen. In East Jerusalem, Israeli forces detained 4 Palestinian journalists from Palestine TV. They were all released later in the same day. The Israeli police spokesperson said that the 4 were arrested because of network ties to the PA which Israel does not allow to operate in East Jerusalem. In Gaza, 46 Palestinians were injured during the 83d weekly Great March of Return protest, including 4 by live ammunition. The U.S. house of representatives passed a resolution H.R. 326 opposing Israeli annexation of the West Bank. The resolution passed 226-188 with 4 Democrats voting against and 5 Republicans voting in favor. 1 of the Democrats voting against the resolution, Ilhan Omar (D-MN), who was a cosponsor of the original resolution, explained on Twitter that she opposed the resolution because the word “occupation” was removed and it was amended to include an “ironclad” commitment to Israeli military aid. In the West Bank, Israeli settlers razed Palestinian-owned land in Burin using a bulldozer. Israeli forces seized 1 Palestinian-owned vehicle in Sawahara al-Sharqiyya and demolished 1 shack and 2 residential structures near Abu Nawwar. 11 Palestinians were arrested during late-night raids in and around Ramallah, Nablus, Bethlehem, and Hebron; 2 others were arrested at a school in Urif. Israeli forces conducted military drills in the northern part of the Jordan Valley. Israeli forces also sealed off an entrance to Nahalin; 2 other entrances to the village are permanently closed. In Gaza, Israeli forces fired tear gas at agricultural lands, forcing farmers to leave the area east of Khan Yunis. 1 Palestinian was arrested at the Erez crossing. PA prime minister Mohammed Shtayyeh expressed “great concern” over news that Israel and the U.S. were planning to implement parts of the economic peace deal announced at the June Manama workshop. So far, a field hospital is being constructed near the Erez crossing funded and operated by a U.S. evangelical Christian group FriendShips. FriendShips advertise that its medical volunteers will be able “to see and enjoy the Biblical sites of Israel when not working on the site in Gaza.” (TOI 12/1; WAFA 12/2; REU 12/3)

In the West Bank, 8 Palestinians were arrested, including 7 during late-night raids in and around Bayt Awa, Yatta, and Bethlehem; 1 at a flying checkpoint near Jenin. 1 Palestinian teenager was hospitalized after being beaten by Israeli forces during a daytime raid near Nablus. In East Jerusalem, 4 Palestinians were arrested during daytime raids in the Old City and Issawiyya. Israel’s defense minister Naftali Bennett ordered the “planning processes to be advanced” for new settler housing in Hebron. The plan includes development of a closed fruit and vegetable market for settler housing. According to Defense Minister Bennett, the new settlement housing “will create territorial continuation from the Cave of the Patriarchs [al-Ibrahimi Mosque] to the Avraham Avinu neighborhood, and double the number of Jewish residents in the city.” PLO’s secretary general Saeb Erakat said in a tweet that Bennett’s announcement was the “first tangible result of the U.S. decision to legitimize colonization,” referring to U.S. secretary of state Mike Pompeo’s announcement from 11/18 that the U.S. no longer considers the Israeli settlements in the West Bank illegal under international law. Defense Minister Bennett also sent a letter to the Palestinian municipal government of Hebron demanding consent for the demolition of the fruit and vegetable market, threatening that Bennett would start legal proceedings to lift the municipality’s protected status over the site. The Israeli cabinet approved an allocation of 40 million shekels ($11.5 million) for construction of 1st-aid stations and security in Israeli settlements in the West Bank. The chairperson of the Joint Arab List Ayman Odeh subsequently sent a letter to the Israeli attorney general demanding an examination of the constitutionality of the allocation, saying that the approval “raise[s] a grave suspicion of a budget allocation in exchange for a political favor.” (HA 12/1)

In the West Bank, 1 Palestinian was killed and 2 others wounded by Israeli forces using live ammunition during clashes in Bayt Awa. Israeli settlers chased Palestinian farmers off their land in the Jordan Valley. In East Jerusalem, 4 people were arrested while protesting Israeli police activity in Issawiyya. In Gaza, Israeli forces conducted 3 air strikes, causing damage but no injuries. In Israel, the Palestinian-Israeli member of Knesset Ahmad Tibi was attacked by right-wing Israelis while arriving at an event in central Israel. In the West Bank, Israeli settlers set a car on fire and wrote racist graffiti on walls in Taybeh, and 3 cars were vandalized with graffiti and slashed tires in Dayr ‘Ammar. Israeli settlers also vandalized 30 Palestinian-owned olive trees in al-Sawiya. Israeli forces opened fire on Palestinians trying to enter Israel south of Tulkarm; 1 Palestinian was injured by live ammunition. Elsewhere, in al-‘Arub refugee camp, Israeli forces and Palestinians clashed at a checkpoint, leading to tear-gas related injuries. There was no mass organized protest in Gaza, as the organizing committee behind the Great March of Return called off the protest on 11/27. However, some 300 Palestinians still protested east of Khan Yunis; Israeli forces violently dispersed the protest and 1 minor was killed and 7 others injured by live ammunition. Later, 1 rocket was fired toward Israel, causing no damage or injuries, and Israel conducted several airstrikes in Gaza, causing damage but no injuries. Israel started construction to expand the Nof Tzion settlement in Jabal Mukabir of East Jerusalem. The settlement will be the largest in East Jerusalem when the construction finishes. 96 Israeli settler families currently live in the settlement and an additional 476 settlement units are expected be constructed. The committee behind the Great March of Return canceled the weekly protest scheduled for 11/29 for the 3d week in a row. In a statement, the committee said that they wanted to prevent Israeli prime minister Benjamin Netanyahu from being able to distract from his own pollical and personal issue by shedding blood. In the West Bank, Israeli forces violently dispersed Palestinian protesters in several cities; Palestinians were protesting the U.S. administration’s announcement that it no longer considers Israeli settlements in contradiction to international law on 11/18. 82 Palestinians received treatment for tear gas and smoke inhalation and rubber-coated bullet wounds in al-Bireh, Bethlehem, Huwwara, Abu Dis, Ramallah, Hebron, and Tulkarm. Separately, Israeli forces violently dispersed protesters in Silat al-Dahir and Tulkarm, who were demonstrating because of the death of a Palestinian prisoner in an Israeli jail who died of cancer. Israeli forces also demolished a Palestinian-owned house in Qalandia and delivered a demolition notice for a house in Bayt Awa. Israeli settlers vandalized cars and buildings in al-Jaba‘, slashing tires and writing racist graffiti. Israeli settlers also set Palestinian-owned farmland on fire in Madama and in Sabastiyya. 9 Palestinians were arrested during raids in and around Jenin, Qalqilya, Biddu, Bethlehem, and Hebron. Omar Shakir, the Human Rights Watch director for Israel and Palestine, left Israel after being expelled. Shakir’s deportation proceedings started in May 2018 and the decision to expel him from the country was upheld by the Israeli Supreme Court on 11/5. Israeli transportation minister Bezalel Smotrich announced a number of new settler-only roads in the West Bank, saying that his “master plan for transportation in Judea and Samaria [the West Bank] that looks 30, 40, 50 and 60 years ahead.” All the planned roads, including 1 currently being constructed near al-‘Arub refugee camp, includes seizure of Palestinian-owned land. The Jerusalem District Electricity Company, a Palestinian-owned company supplying Palestinians in the West Bank, said in a statement that the Israeli Electricity Company (IEC) will increase the daily power cuts from 2 hours to 3 hours in December. The IEC started cutting electricity for Palestinians in the West Bank because the PA owes the company money that it has not been able to pay due to Israel withholding PA tax revenue. (WAFA 11/23)

In the West Bank, Israeli settlers raided Bayt Dajan, Qabalan, Majdal Bani Fadl near Nablus, and Kafr al-Dik near Salfit, and vandalized more than 50 Palestinian-owned vehicles, setting several on fire; settlers also wrote racist graffiti on several buildings. In Hebron, an Israeli settler assaulted 12 Palestinians. In Gaza, 1 Palestinian man succumbed to injuries he sustained during Israeli airstrikes on 11/14. 107 members of U.S. congress signed a letter sent to Secretary of State Mike Pompeo criticizing the decision to no longer consider Israeli settlements illegal under international law, announced on 11/18. The letter was initiated by Andy Levin (D-MI) and expressed “strong disagreement with the State Department’s decision to reverse decades of bipartisan U.S. policy on Israeli settlements in the occupied West Bank.” The members of congress further warned that the U.S. administration’s policies have “discredited the United States as an honest broker between Israel and the Palestinian Authority.” (HA 11/23)

The Netherlands announced that it will stop paying $1.5 million yearly in aid to the PA because of the stipends the PA pays to families of Palestinian prisoners and families of Palestinians killed by Israel. Israel frames these payments as “terrorist salaries.” The head of the Palestinian Prisoners’ Association said, “From a Palestinian perspective, the payments are meant to assist the families of Palestinians who are imprisoned by Israel for various political charges.” Pro-Israel lobbies in the Netherlands have tried to persuade the country from contributing to the PA. Israeli forces shot and injured a Palestinian man at a checkpoint near Tulkarm. Meanwhile, Israeli forces raided Jalazun refugee camp, leading to clashes with Palestinian students leaving an UNRWA school. 2 students were transferred to a hospital with life-threatening injuries after being hit by live ammunition.
